The concept of natural behavior is a key element in current Dutch policy-making on animal welfare. It emphasizes that animals need positive experiences, in addition to minimized suffering. This paper interprets the concept of natural behavior in the context of the scientific framework for welfare assessment. Natural behavior may be defined as behavior that animals have a tendency to exhibit under natural conditions, because these behaviors are pleasurable and promote biological functioning. Animal welfare is the quality of life as perceived by the animal. Animals have evolved cognitive-emotional systems (“welfare needs”) to deal with a variable environment. Animals do not only have so-called physiological needs such as the need for food, water, and thermal comfort. They also need to exercise certain natural behaviors such as rooting or nest-building in pigs, and scratching or dust-bathing in poultry. All needs must be taken into account in order to assess overall welfare. The degree of need satisfaction and frustration can be assessed from scientific information about the intensity, duration, and incidence of (welfare) performance criteria such as measurements of behavior and/or (patho)physiology. Positive welfare value relates to how animals are inclined to behave under natural conditions, in preference tests, and in consumer-demand studies. Negative welfare value relates to stress, frustration, abnormal behavior, aggression, and reduced fitness. Examples are given to illustrate how the need to perform natural behaviors can be assessed following the general principles for welfare assessment, providing a first approximation of how different natural behaviors affect animal welfare.  相似文献

In current dairy farming it is possible to run a profitable farm without having to adapt the system to the needs of dairy cows. In such systems the interests of the farmer and animals often diverge. Consequently, specific animal welfare problems occur. Foot disorders in dairy cattle are an illustrative example resulting from the specific methods of housing and management in current dairy farming. Foot disorders and the resulting lameness are considered the most important welfare problem in dairy farming. However, these foot disorders not only typify welfare problems related to certain housing systems, but they also lead to the premature culling of cows. The assessment of the impact of foot disorders on the welfare of dairy cows raised the question of whether premature culling affects animal welfare since it affects the longevity of a cow. We argue that this aspect of longevity is morally relevant as an animal welfare issue. In this paper we aim to explore whether longevity is both (a) a morally relevant aspect in the discussion on killing animals and (b) a constitutive element of animal welfare. In other words, we aim to explore whether longevity is an independent moral argument in an animal welfare discussion. We claim that longevity is not merely important as an indicator of animal welfare, but is also a constitutive element of animal welfare. We argue that we need a more integrated approach to animal welfare and that an assessment that includes the aspect of time is necessary. This view involves a shift from views on animal welfare in terms of functioning or feeling well to a view on animal welfare that includes the aspect of natural living in which species-specific development is important. To show the impact of these points of view, we look at the practical implications for choices concerning the management of foot disorders in dairy cattle.  相似文献

When making an assessment of animal welfare, it is important to take environmental (housing) or animal-based parameters into account. An alternative approach is to focus on the behavior and appearance of the animal, without making actual measurements or quantifying this. None of these tell the whole story. In this paper, we suggest that it is possible to find common ground between these (seemingly) diametrically opposed positions and argue that this may be the way to deal with the complexity of animal welfare. The model will have to be acceptable for the different parties that will be affected by it and real benefits for the animal should result from it. This will be the basis of a practical ethical approach. All this can be condensed into a model that essentially is made up out of three basic elements: the classical welfare analysis with an existing welfare assessment tool, an assessment of the stockholder, and an implementation of the Free Choice Profiling technique. This new framework does not pretend to be a different or better animal welfare matrix; it is intended to integrate existing knowledge and to provide a practical tool to improve animal welfare. It identifies whether there are welfare problems on a farm, if present whether these problems are caused by the housing system or the stockholder, and what can be done to improve the situation.  相似文献

Pet animal management is subject to varied husbandry practices and the resulting consequences often impact negatively on animal welfare. The perceptions held by someone who proposes to keep an animal regarding the ease or difficulty with which its biological needs can be provided for in captivity are key factors in whether that animal is acquired and how well or poorly it does. We propose a system to ‘score’ animals and assign them to categories indicating the ease or difficulty with which they can be kept as pets in accordance with welfare and public health and safety considerations. The ‘EMODE’ (‘Easy’, ‘Moderate’, ‘Difficult’, ‘Extreme’) system has two fundamental components: animal welfare—which considers the ‘five freedoms’ principles; and public health and safety—which considers management associated with risks from disease or injury to the keeper and to others. EMODE incorporates two tiers of assessment and guidance, and may offer a reasonable guide for the majority of relevant animals. EMODE Tier 1 provides a primary and general assessment of animals by class or group, and EMODE Tier 2 provides a secondary refined assessment of animals by species or breed. EMODE offers a user-friendly and versatile foundation concept for the future development of guidance for the layperson who may be considering acquiring a pet or for certain personnel when considering assigning species to restrictive lists of suitable animals, for example, ‘positive lists’ as used by governments to control animals in trade and keeping.  相似文献

That death is not a welfare issue appears to be a widespread view among animal welfare researchers. This paper demonstrates that this view is based on a mistaken assumption about harm, which is coupled to ‘welfare’ being conceived as ‘welfare at a time’. Assessments of welfare at a time ignore issues of longevity. In order to assess the welfare issue of death, it is necessary to structure welfare assessment as comparisons of possible lives of the animals. The paper also demonstrates that excluding the welfare issues of being deprived of life from the ethical assessment of killing distorts the ethical considerations.  相似文献

Intergenerational impartiality requires putting the welfare of future generations at par with that of our own. However, rational choice requires weighting all welfare values by the respective probabilities of realization. As the risk of non-survival of mankind is strictly positive for all time periods and as the probability of non-survival is cumulative, the probability weights operate like discount factors, though justified on a morally justifiable and completely different ground. Impartial intertemporal welfare maximization is acceptable, though the welfare of people in the very far future has lower effects as the probabilities of their existence are also lower. However, the effective discount rate on future welfare values (distinct from monetary values) justified on this ground is likely to be less than 0.1 per annum. Such discounting does not compromise environmental protection and sustainability unduly. The finiteness of our universe implies that the sum of our expected welfare to infinity remains finite, solving the paradox of having to compare different infinite values in optimal growth/conservation theories.  相似文献

Sustainability and welfare are concepts that are often mentioned in the context of fishing and fish farming. What these concepts imply in practice, how they are defined and made operational is less clear. This paper focuses on the role of fish buyers as a key actor in the supply chain between the fisher or fish farmer and the consumer. Using semi-structured interviews, we explore and analyze whether and how the interviewed fish buyers define and implement moral values related to animal welfare and sustainability. The eight fish buyers who were interviewed suggest that moral values are used in their work, but also result in a number of value conflicts (moral and non-moral). The focus on sustainability and animal welfare appear to be driven by external and market factors. Sustainability mainly reflects fishing methods and quotas and fish welfare is seen as part of sustainability. Fish welfare seems more important for farmed than for wild fish as the buyers feel a responsibility regarding these kept animals. Further, the decision whether a product is sustainable is mainly based on labels. Fish buyers argue that labels are useful as a business-to-business tool. Nonetheless, based on the interviews, we argue that the relevance of these labels for addressing the ethical dilemmas of buyers is limited. Labels often are a rather procedural solution that deals with the genuine dilemmas only to a limited extent. We conclude that in order to move forward, the sector needs to further reflect and elaborate on its core values.  相似文献

The paper presents a framework for the analysis of external costs of environmental burdens, namely an impact pathway analysis, often coupled with the inventory stage of life cycle assessment (LCA). The ground rule is: quantify as much as possible in terms of burdens (pollutant emissions, etc.), impacts, and their monetary equivalent, then use multi-criteria analysis (MCA) for any remaining impacts that are considered to be too uncertain or defy quantification through to monetization. Although MCA could be used directly on estimates of burdens or impacts, monetary valuation provides a mechanism for consistent weighting of impacts categories based on assessment of public preference. Further advantages of extending LCA through detailed impact assessment combined with monetary valuation are that it greatly simplifies MCA by combining a large number of different environmental impact categories, thereby avoiding an unmanageably large number of criteria, and also facilitates cost benefit analysis (CBA). The risks are noted of inappropriate use of the tools or interpretation/use of the results, and recommendations are made for improved practice. These points are illustrated with examples. The key messages are: (1) that policies should be targeted correctly to give a clear signal which source of a burden should be reduced by how much; (2) that analysts should take into account the needs of policy makers and the link between the analysis and possible policy applications; and (3) that current LCA practice gives limited guidance in both areas, largely through a lack of consideration of the relative and absolute importance of different types of impact. However, this is precisely the strength of external costs analysis, particularly when used with MCA.  相似文献

Rapid growth of intensive animal industries in southeast Queensland, Australia, has led to large volumes of animal waste production, which posses serious environmental problems in the Murray Darling Basin (MDB). This study presents a method of selecting sites for the safe application of animal waste as fertiliser to agricultural land. A site suitability map for the Westbrook subcatchment within the MDB was created using a geographic information system (GIS)-based weighted linear combination (WLC) model. The factors affecting the suitability of a site for animal waste application were selected, and digital data sets derived from up to 1:50,000 scale maps were acquired. After initial preprocessing, digital data sets were clipped to the size of the delineated subcatchment boundary producing input factors. These input factors were weighted using the analytical hierarchy process (AHP) that employed an objectives-oriented comparison (OOC) technique to formulate the pairwise comparison matrix. The OOC technique, which is capable of deriving factor weight independently, formulated the weight derivation process by making it more logical and systematic. The factor attributes were classified into multiple classes and weighted using the AHP. The effects of the number of input factors and factor weighting on the areal extent and the degree of site suitability were examined. Due to the presence of large nonagricultural and residential areas in the subcatchment, only 16% of the area was found suitable for animal waste application. The areal extent resulting from this site suitability assessment was found to be dependent on the areal constraints imposed on each input factor, while the degree of suitability was principally a function of the weight distribution between the factors.  相似文献

The cause of poor welfare in broilers is multifactorial, but genotype is a major contributor. Modern broilers have been bred for rapid growth, and this leads to increases in lameness and ascites as the legs and hearts of the heavier birds find it difficult to cope with the extra demands placed on them. Visible lameness indicative of pain is more common in New Zealand than in Europe. The government, however, insists that New Zealand welfare standards are higher than Europe. The government also appears to have a strong antipathy to those demanding better welfare for broilers. Reasons for this antipathy and disparities between government statements and research results are discussed. Government publications reveal that animal welfare is seen as a question of image for market access and that there is little concern with animal welfare as an ethical imperative for its own sake. The Animal Welfare Act in theory makes it an offence to ill treat an animal, but in practice allows exemptions for industrial agriculture. The interests of animals may be better protected by an independent animal welfare advisory service.  相似文献

The results of two independent empirical studies with Flemish citizens were combined to address the problem of a short fall of information provision about higher welfare products. The research objectives were (1) to improve our understanding of how citizens conceptualize farm animal welfare, (2) to analyze the variety in the claimed personal relevance of animal welfare in the food purchasing decision process, and (3) to find out people’s needs in relation to product information about animal welfare and the extent to which the current information caters to these needs. The first study consisted of a survey conducted in three consecutive years (2000–2002, n = 521) and was complemented with more recent qualitative data from four focus group discussions (2006, n = 29). Citizens’ conceptualization of farm animal welfare matched reasonably well with those in the scientific literature, although it is clearly influenced by a lower level of practical experience and a higher weight of empathy. In general, respondents indicated that animal welfare was an important product attribute, although it was less important than primary product attributes such as quality, health, and safety. Moral issues, rather than a perception of higher quality, were the main influence on preferences for higher welfare products. At present, higher standards of animal welfare are mostly guaranteed within more general quality assurance schemes. Yet people’s decisions to not choose higher welfare products seems to be related to the perceptual disconnection between eating animal food products and the living producing animals. Respondents generally thought better information provision was required and the present level of provision was strongly criticized. In combination, the findings of both studies help inform the discussion about how citizens can be informed about animal welfare and the preferred content, source, and medium of such information. The paper also provides insights into citizens’ semantic interpretation of the concept of animal welfare (what wordings they use) and the range of relevance that animal welfare has for different groups that, in turn is useful in identifying which segments can be targeted. This can contribute to a more effective valorization of animal welfare as a product attribute.  相似文献

In environmental impact assessment of policies and product design results need to be presented in a comprehensible way to make alternatives easily comparable. One way of doing this is to aggregate results to a manageable set by using weighting methods. Valuing the environmental impacts can be a challenging task that can also be quite time-consuming. To the aid of practitioners, several weighting sets with readily available weights have been developed over the last decade. The scope and coverage of these sets vary, and it is important to be aware of the implications of using different valuation methods and weighting sets.The aim of this paper is to map valuation and weighting techniques and indicate the methods that are suitable to use, depending on the purpose of the analysis. Furthermore, we give an overview over sets of generic values or weights and their properties, and give an illustration of how different sets may influence the results. It is very useful to use several weighting sets, and discuss the results thoroughly. It is often a very interesting and fruitful exercise to see if and how the results differ, why they differ, and which one seems to be the best alternative to base any recommendation on.The example provided in this article demonstrates that looking at aggregate results is not enough. Since many weighting sets are not sufficiently transparent as to how they are constructed and what their impact categories actually include, a general recommendation is to provide weighting sets with a declaration of content, providing a clear picture of what is included and what is not, and a recommendation of suitable uses of the weighting set.  相似文献

This article presents the design of a fuzzy decision support system (DSS) for the assessment of alternative strategies proposed for the restoration of Lake Koronia, Greece. Fuzzy estimates for the critical characteristics of the possible strategies, such as feasibility, environmental impact, implementation time, and costs are evaluated and supplied to the fuzzy DSS. Different weighting factors are assigned to the critical characteristics and the proposed strategies are ordered with respect to the system responses. The best strategies are selected and their expected impact on the ecosystem is evaluated with the aid of a fuzzy model of the lake. Sensitivity analysis and simulation results have shown that the proposed fuzzy DSS can serve as a valuable tool for the selection and evaluation of appropriate management actions. Changes in attitudes toward animal welfare, with a greater emphasis on the importance of allowing animals to express normal patterns of behavior has led to an examination of the practice of keeping hens in battery cages. There is widespread scientific consensus that the conditions of confinement and the barren nature of battery cages severely restrict hens’ behavioral repertoire, and are thus detrimental to their welfare. The New Zealand Animal Welfare Act 1999, stipulates that animals must have “the opportunity to display normal patterns of behaviour.” In spite of this provision, the New Zealand government has not acted in phasing out battery cages, arguing instead that there is insufficient evidence that welfare will be improved by a phase-out. There is evidence of strong industry pressure on the government, and the use of tactics common in policy considerations where changes are resisted by powerful interests. It is important that policy processes are better managed so that welfare changes are based on both public preferences and scientific knowledge, and ways of doing this are discussed.  相似文献

Energy - and in particular petroleum - is an eminently transnational commodity, with abundant supplies in excess of domestic needs available in a few countries, while large actual or potential requirements are present in other countries. This paper examines the forces which have influenced the behaviour and strategies of protagonists - given their interests and objectives. It endeavours to distinguish the fundamental factors from those of a transient or reversible nature. Though recognizing that keen competition and acute rivalry have existed and will continue to exist in the oil-cum-energy market, the paper concludes that a measure of dialogue and understanding - possibly verging on some cooperation in certain areas - could well avoid crises and promote global welfare in the interest of consumers, producers and business intermediaries.  相似文献

Recreation ecology, the study of environmental consequences of outdoor recreation activities and their effective management, is a relatively new field of scientific study having emerged over the last 50 years. During this time, numerous studies have improved our understanding of how use-related, environmental and managerial factors affect ecological conditions and processes. Most studies have focused on vegetation and soil responses to recreation-related trampling on trails and recreation sites using indicators such as percent vegetation cover and exposed mineral soil. This applied approach has and will continue to yield important information for land managers. However, for the field to advance, more attention needs to be given to other ecosystem attributes and to the larger aspects of environmental conservation occurring at landscape scales. This article is an effort at initiating a dialog on needed advances in the field. We begin by reviewing broadly generalizable knowledge of recreation ecology, to separate what is known from research gaps. Then, based on the authors’ perspective of research in the USA and North America, several research directions are suggested as essential for continued progress in this field including theoretical development, broadening scale, integration with other disciplines, and examination of synergistic effects.  相似文献

This paper examines the need to consider the coverage of socio‐economic impacts within the environmental impact assessment process. It goes on to present the results of a review of British environmental impact statements which highlights the failure of environmental impact statements to address these issues. Fewer than half of those reviewed address any social or economic impacts, and of those that claim to address the issues, the focus is more on economic than social and the quality was found to be poor. A case study is undertaken of power stations. The paper concludes that socio‐economic impacts merit a higher profile within the environmental impact assessment process.  相似文献
