农民的管护行为是提升农地整理效率和管护绩效的重要途径。以Lewin行为模型和Scott制度环境理论为基础,采用Logistic回归模型,通过对河南省邓州市和湖北省团风县的农地整理项目管护情况进行问卷调查,分析农地整理项目管护制度下农民实施管护行为的影响因素,试图从心理学角度揭示管护制度环境对农民参与行为的影响机理。研究显示:规制性要素中的外部监督与规范性要素中的农业生产、村庄治理和被村民孤立对农民管护行为影响显著;文化—认知性要素不显著。研究表明,农民的管护行为较多受外部环境的影响。建议增强外部监督的制度建设,强化相关组织机构的监督职能;重视并合理运用社会舆论的引导作用,营造积极的管护舆论氛围;充分发挥农村精英分子的影响力。  相似文献

分析粮食与耕地资源态势,研究省域土地整理区域差异与对策,为合理制定土地整理规划目标、确保粮食安全提供科学依据.研究结果表明,四川耕地质量差,耕地后备资源贫乏,人地矛盾日益尖锐,粮食安全保障问题日益凸显.为确保粮食安全,经济较发达、人地矛盾尖锐的成都平原区和盆地丘陵区应以农村居民点和农地整理为主,加强中低产田土改造,从深度上挖掘耕地资源潜力,提高耕地粮食综合生产能力;经济较落后的川西南山地区、盆周山地区和川西北高山高原区,土地整理应与退耕还林、治水治沙相结合,改善生态环境,搞好灾后土地整理复垦规划,加强土地整理复垦工作.全省应重点抓好成都平原区农村居民点整理、川南喀斯特地貌农地和炼磺污染地整理、攀西地区土地复垦开发重点工程,以及地震灾区土地整理复垦、生态恢复与重建.  相似文献

土地整理效益评价是科学评价土地整理效果的依据.以广东省湛江市丰收农场土地整理项目为例,从经济、社会、生态三方面选取10个评价指标,采取层次分析法确定指标权重,运用模糊综合评价法对项目整理前后的各种效益进行评价与分析.结果表明,项目的实施为项目区带来了显著的经济效益、社会效益、生态效益和综合效益.  相似文献

农户是农地整治项目的最终受益者,农户参与出资可作为农地整治项目后期管护资金的一种合理供给渠道。从理论上分析了后期管护农户出资行为,并利用农户调查数据进行了实证检验。结果表明:(1)支付意愿是影响农户支付意愿额度最关键的因素;(2)农户支付能力、农户对后期管护工作重要性的认同程度和农地整治项目工程设施质量对农户出资行为有显著正向影响;(3)承包地面积对农户支付意愿额度的总效应为负;(4)采用统一无差异的出资方式是低效率的,而基于农户承包地面积差别化的出资方式是合理有效的。为促进农户参与出资,应积极做好宣传工作,提升农户对后期管护重要性的认同程度,加强农地整治项目施工监管力度,提高项目工程设施质量。  相似文献

A variety of tools can be employed in support of environmental policy objectives, but achieving preferred outcomes also requires the cooperation of private landholders and others with vested interests in the land. The Land Stewardship project in the state of Victoria, Australia, is an initiative devoted to exploring the ways in which private landholders could be encouraged towards more sustainable land management. Following the view that the success of policy initiatives is contingent on effective stakeholder engagement, a component of the Land Stewardship project involved a dialogue with landholders about policy tools (e.g., regulation, economic instruments) that might be deployed to encourage improved land management practices. This paper provides an account of the views and attitudes of landholders, as revealed in a series of three workshops, which consisted of discussions about the factors influencing agriculture, participants' interpretations of sustainability, and policy methods. The focus of the paper is on what landholders believe to be the strengths and limitations of standard policy tools, and the essential requirements for these tools to deliver the best land management outcomes. One of the main findings of the project was a 'preference hierarchy' in respect of policy methods, according to which the strongest support was expressed for voluntary and education-based tools, followed by market-based instruments, with command-and-control regulation identified as a measure of 'last resort'. In the paper we reflect also on how the views and outlook of landholders should be positioned relative to other inputs in the design of policy interventions.  相似文献

旅游用地是一种特殊的土地资源类型,一直没有得到应有的重视。在实际利用中存在着许多突出问题,如旅游景点的土地利用规划与旅游规划不协调,旅游用地中的景观设计的人为性,旅游用地资源环境污染和破坏,旅游用地中的产权关系混乱,以及打生态旅游牌搞房地产开发等。研究提出了加强旅游用地立法,做好土地规划与旅游规划,对旅游用地进行估价,实行用地来源的多途径化与统一管理等对策。它是一项探索式研究,具有开创性,旨在为旅游资源的可持续发展做初步探讨。  相似文献

In 2008, the city of Philadelphia made increasing healthy food access a priority for sustainable development. Recognising that almost 25% of the population are considered food insecure, government agencies, non-governmental organisations and community leaders sought to increase food access through increasing food production and access to land in the city. Urban agriculture has gradually been incorporated in sustainability narratives in the past decade, both providing a platform for advocates to inform on policymaking, and potentially stripping away the political and activist origins of gaining access to food, land and green spaces in the city. In this paper, we argue that the depoliticising of urban agriculture advocacy through its incorporation in sustainability planning may serve to increase existing inequities in the city. Focusing on the policy-making scale, we examine measures enacted under the Philadelphia Greenworks Sustainability Plan to facilitate urban agriculture in the city. Our preliminary findings suggest that the processes by which urban agriculture gains acceptance demonstrate a disconnect in urban agriculture advocacy and policymaking and further work is needed to understand the impacts of the formalising of urban agriculture in Philadelphia.  相似文献

TIM (Threat Identification Model) is a framework for the ex ante assessment of agricultural land management sustainability at the land unit scale that identifies sources of unsustainability within agricultural land management systems. The model explicitly links defined hazards to land productivity and environmental integrity, land resource data and information, and land management practice options using expert and local knowledge on land management and its potential effects. The model was tested in the Crystal Creek Subcatchment, a narrow coastal strip of land situated in north Queensland, Australia. This area was chosen due to the expansion of the sugar industry onto increasingly marginal land in the area, which represents a threat to sustainable land use and a requirement for careful land-use planning and land management.TIM may be used in a relational database as a stand alone decision support system for land-management planning. Its usefulness in land-use planning is greatest when it is linked to a Geographic Information System (GIS) as shown in this paper. GIS allows TIM outputs, such as constraints to agriculture and site-specific best-management practices, to be identified in a spatially explicit manner.The main advantages of TIM are that it can be done ex ante, it removes the need to define sustainability assessment criteria and indicators, it utilises current understanding of the causes and effects of land degradation and how different land-management practices influence these, and links this knowledge to definite land-management options.  相似文献

探讨在大型水电工程相继修建的前提下的川西高山地区土地开发整理模式,做到有效增加耕地面积,提高土地利用效率,妥善安置移民。采取实证研究和规范研究相结合的方法进行研究。研究结果表明,川西高山地区土地整理模式可采用工程防护模式、开发未利用地模式、生物工程模式和土地平整模式等。川西高山地区土地整理必须突破水利设施、土壤改造和施工条件差等3项限制性因素,从土地整理的社会效益、经济效益和生态效益的综合体进行整体效益评价。  相似文献

皖南山区是我国著名的南方亚热带丘陵山地的重要组成部分。从自然生态环境、社会经济条件、发展基础、科技支撑、发展资金等方面对本区特色农业发展条件进行了深入分析,并指出了皖南山区特色农业的发展必须坚持以市场为导向、发挥比较优势、依靠科技进步、尊重农民意愿、可持续发展的原则,以及皖南山区特色农业的发展重点是茶叶、蚕桑、干鲜果、中药材、蜂产品等的生产与基地建设。从合理布局与科学规划、开拓资金来源渠道、培育和完善市场体系、科技兴农、建立特色农产品原产地保护制度和进行组织创新等方面提出了皖南山区特色农业发展的对策。  相似文献

黑河是我国第二大内陆河,流域内湖泊、沼泽遍布,湿地资源丰富。多年来人们对黑河环境的重要性认识不足,导致植被退化、水位下降、土地盐渍化,影响湿地资源的永续利用,制约当地经济社会可持续发展。鉴于此,建立了黑河湿地国家级自然保护区,实施湿地保护与恢复和污染治理工程,增强退耕还林(草)、退地还湿、防沙治沙力度,探索和运用生态补偿机制。  相似文献

During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterising the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at the farm level; (2) the coordination of land managers’ actions at the landscape level; and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that until now the CAP has mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives (scale 2)). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This paper provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture.  相似文献
