This article presents a review of the current municipal solid waste (MSW) and domestic waste generation and recovery situation in Hong Kong and identifies the factors affecting the waste generation rates. The results show that before 1997, MSW and domestic waste generation rates were driven by population growth and growth in the gross domestic product, with the latter having the larger effect. But recent waste generation data show poor correlation between waste generation rates and economic and population figures due to the increase in recycling efforts in the community. The results are also reported of a small-scale survey to explore the public attitude to waste recovery. The results show that most domestic householders have developed habits to carry out separation of waste at source for recycling, but the amount of recyclables recovered was low.  相似文献

Developing nations have various problems regarding municipal solid waste (MSW). Therefore, to carry out a systematic review of the MSW problems in the target area and to formulate a well-considered management plan, it is extremely important to understand the present MSW flow in the region. One of the authors participated in the nine solid waste management (SWM) studies in developing nations undertaken under the technical cooperation program of the Japan International Cooperation Agency (JICA). Based on these studies, this paper reviews the results of research in developing countries regarding different MSW streams, the factors that cause the differences, and the elements considered to have the most impact on those streams. This research identifies several issues regarding MSW streams in developing nations. The MSW generation rate per capita in developing countries is generally said to grow in proportion to the GNP. However, the findings of this research show no correlation between the two; instead, there is a relationship between the GNP and the collection rate. To formulate proper future MSW management plans in countries with low collection rates, it is very important to forecast the rates of self-disposed and recycled waste, and their fluctuations. Municipal solid waste (MSW) is a major environmental problem in Turkey, as in many developing countries. Problems associated with municipal solid waste are difficult to address, but efforts towards more efficient collection and transportation and environmentally acceptable waste disposal continue in Turkey. Although strict regulations on the management of solid waste are in place, primitive disposal methods such as open dumping and discharge into surface water have been used in various parts of Turkey. This study presents a brief history of the legislative trends in Turkey for MSW management. The study also presents the MSW responsibility and management structure together with the present situation of generation, composition, recycling, and treatment. The results show that approximately 25 million ton of MSW are generated annually in Turkey. About 77% of the population receives MSW services. In spite of efforts to change open dumping areas into sanitary landfills and to build modern recycling and composting facilities, Turkey still has over 2000 open dumps.  相似文献

Sustainable recycling of municipal solid waste in developing countries   总被引:3,自引:0,他引:3  
This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.  相似文献

Malaysia is in dire need of alternatives to landfilling for solid waste management. Recently, landfills have faced the problems of overfilling, overflowing of leachates leading to pollution of water resources, and uncontrolled dust emissions adversely affecting the local environment. With the rising cost of urbanization coupled with the high rate of waste generation, one possible method of waste treatment that is receiving particular attention by the government is incineration. Incineration of solid waste is rather new in Malaysia, with limited usage in handling small sources of waste generation such as the municipal solid waste (MSW) of resort islands; however, its potential in ameliorating the problems associated with solid waste treatment may make it an attractive alternative to landfill. This article presents the results of test runs conducted to investigate the performance of a locally designed and manufactured rotary kiln incinerator (RKI). The test runs were conducted using MSW collected from the Shah Alam municipality. The combustion efficiency was analyzed by looking at the temperature profiles and chemical species concentrations. To complement the combustion characteristics measurements, predictions of the air flow in the incinerator during the process were also investigated. The overall performance of the RKI suggests that it is suitable for treating MSW.  相似文献

Waste management planning requires reliable data concerning waste generation, influencing factors on waste generation and forecasts of waste quantities based on facts. This paper aims at identifying and quantifying differences between different municipalities' municipal solid waste (MSW) collection quantities based on data from waste management and on socio-economic indicators. A large set of 116 indicators from 542 municipalities in the Province of Styria was investigated. The resulting regression model included municipal tax revenue per capita, household size and the percentage of buildings with solid fuel heating systems. The model explains 74.3% of the MSW variation and the model assumptions are met. Other factors such as tourism, home composting or age distribution of the population did not significantly improve the model. According to the model, 21% of MSW collected in Styria was commercial waste and 18% of the generated MSW was burned in domestic heating systems. While the percentage of commercial waste is consistent with literature data, practically no literature data are available for the quantity of MSW burned, which seems to be overestimated by the model. The resulting regression model was used as basis for a waste prognosis model (Beigl and Lebersorger, in preparation).  相似文献

Effective waste reduction and recycling is predicated upon credible data on refuse generation and disposal. Despite improvements in the quality of data for municipal solid wastes (MSW) disposal, dependable generation and recycling statistics to support planning, regulation and administration are lacking. The available aggregates on national waste production from two sources do not conform to each other and fail to serve the requirements of local solid waste planning. As recycling estimates will be difficult to discern, the collection of generation data based on weighing waste samples at generator sites has been portrayed as the key for developing sustainable local databases. The coefficients developed from the databases for the various categories of residential, commercial, industrial and institutional wastes can be used as variables for waste generation models.  相似文献

Identifying and characterising the factors that determine why a local authority opts for a particular way of managing its waste collection service is an important issue, warranting research interest in the field of municipal solid waste (MSW) management. This paper presents empirical evidence spanning a broad time horizon (2002–2010) showing that economic and political factors impact in different ways on the provision of waste management services. We examine five alternatives in this area, including public and private service delivery formulas and, within each field, individual and joint options. Our findings highlight the importance of the service cost and that of the various indicators of fiscal stress as determinant factors of management decisions regarding the provision of MSW management services.  相似文献

The paper presents the results on the analysis of non-hazardous waste generation characteristics and recycling practices in Saskatchewan (SK) and Manitoba (MB) using the biennial waste reports published by Statistic Canada. The objectives are to examine the waste generation rates from both residential and non-residential sources from 1998 to 2010, and to evaluate the effectiveness of their recycling programs and regulations. In spite of the many similarities between the provinces, MB on average generated 17.5 % more residential waste than SK, and about 15 % less non-residential waste than SK during the study period. It appears that MB waste generation characteristics were very different from SK and the rest of Canada. The amount of MSW generation in MB was, to a certain degree, independent from the economic factors. Assuming status quos conditions, the linear models predicted that the per capita MSW generations in MB would be about 33 % lower than SK in 2020. Data from this study suggest that (1) curbside recycling programs and (2) pay-as-you-throw collection systems may be important factors for increasing diversion rate in SK. It is also found that the non-residential waste generation in Canada was substantially larger than the residential waste generation during the 13-year period.  相似文献

With economic development, the quantity of solid waste is increasing rapidly in China; the total quantities of municipal solid waste (MSW), industrial solid waste (ISW), and hazardous waste (HW) in 2002 were 136.5 million tons, 945 million tons, and 10 million tons, respectively. In 2002, the quantity of MSW disposed of was 74.04 million tons, 89.30% of which was landfilled, 3.72% was incinerated, and 6.98% was composted. There are currently 651 disposal facilities for MSW in China. Mining gangue is the largest component of ISW, making up 27.5% of the total. In the Chinese industrial sector, the coal mining and processing industry contributed most to the total quantity of ISW, with 16.0% of the total quantity of ISW generated by this sector. In total, 44% of HW was recycled, 27% was stored, 13.5% was disposed of, and 15.4% was discharged. Of the total HW generated, 40% was produced by the chemical materials and chemical products industry. Five categories of HW, i.e., waste alkali, waste acid, inorganic fluoride waste, copper waste, and inorganic cyanide waste, made up 57.8% of the total HW generated. Solid waste pollution has become a huge challenge faced by those involved in Chinese environmental management, but this can be seen as an opportunity to improve environmental quality. Industrialization and urbanization result in significant changes in lifestyle. These lifestyle changes seem to lead to unsustainable consumption patterns and increase the generation of various kinds of environmental loads, especially the amount of municipal solid waste (MSW). Taiwan is a small island with scarce natural resources. The economic development in Taiwan has resulted in the generation of large amounts of MSW. As a result, the Taiwan Environmental Pollution Administration (TEPA) has produced regulations for waste minimization and has imposed several important policy measures that have successfully reduced the MSW discard rate in recent years and have established a public recycling network as a part of the MSW collection. Nowadays, the objective of the MSW policies in Taiwan is to develop a “zero-waste society.” This article aims to review the MSW management progress in Taiwan and to project future MSW discards up to 2011 based on the national plan and assumed scenarios for socioeconomic variables. According to the analysis results, a more sustainable consumption pattern can be proposed and the corresponding MSW management system can be planned so as to develop a low-waste-discard society.  相似文献

A stochastic linear fractional programming (SLFP) approach is developed for supporting sustainable municipal solid waste management under uncertainty. The SLFP method can solve ratio optimization problems associated with random information, where chance-constrained programming is integrated into a linear fractional programming framework. It has advantages in: (1) comparing objectives of two aspects, (2) reflecting system efficiency, (3) dealing with uncertainty expressed as probability distributions, and (4) providing optimal-ratio solutions under different system-reliability conditions. The method is applied to a case study of waste flow allocation within a municipal solid waste (MSW) management system. The obtained solutions are useful for identifying sustainable MSW management schemes with maximized system efficiency under various constraint-violation risks. The results indicate that SLFP can support in-depth analysis of the interrelationships among system efficiency, system cost and system-failure risk.  相似文献

Over the past decades, uncontrolled population growth and rapid urbanization and industrialization have resulted in environmental problems in Corlu Town, Turkey. One of the most important problems is solid waste due to inadequate management practices. Nowadays, increasing public awareness of the environment compels local authorities to define and to adopt new solutions for waste management. This paper presents a general overview of current solid waste management practices in Corlu Town and principles of the recommended municipal solid waste (MSW) management system. In Corlu, 170 tonnes of municipal solid waste are generated each day, or 1.150 kg per capita per day. Approximately one-half of the municipal solid waste generated is organic material and 30% of the MSW consists of recyclable materials. The recommended system deals with maximizing recycling and minimizing landfilling of municipal solid waste, and consists of separation at source, collection, sorting, recycling, composting and sanitary landfilling. This study also analyzed the recommended system with respect to feasibility and economics. To evaluate whether the suggested system is cost effective or not, the operating cost of the recommended system and market prices of recyclable materials were compared, and the results show that the recommended system will reduce required landfill volume up to 27% of compared to the present situation. The profit of the recommended system is estimated to be about 80 million US dollars.  相似文献

Three alternative condensing mode power and combined heat and power (CHP) waste-to-energy concepts were compared in terms of their impacts on the greenhouse gas (GHG) emissions from a heat and power generation system. The concepts included (i) grate, (ii) bubbling fluidised bed (BFB) and (iii) circulating fluidised bed (CFB) combustion of waste. The BFB and CFB take advantage of advanced combustion technology which enabled them to reach electric efficiency up to 35% and 41% in condensing mode, respectively, whereas 28% (based on the lower heating value) was applied for the grate fired unit. A simple energy system model was applied in calculating the GHG emissions in different scenarios where coal or natural gas was substituted in power generation and mix of fuel oil and natural gas in heat generation by waste combustion. Landfilling and waste transportation were not considered in the model. GHG emissions were reduced significantly in all of the considered scenarios where the waste combustion concepts substituted coal based power generation. With the exception of condensing mode grate incinerator the different waste combustion scenarios resulted approximately in 1 Mton of fossil CO2-eq. emission reduction per 1 Mton of municipal solid waste (MSW) incinerated. When natural gas based power generation was substituted by electricity from the waste combustion significant GHG emission reductions were not achieved.  相似文献

Zinc (Zn) is a chemical element that has gained more attention lately owing to its possibility to form corrosive deposits in large boilers, such as Waste-to-Energy plants. Zn enters the boilers in many different forms and particularly in waste, the amount of Zn is hard to determine due to both the heterogeneity of waste in general but also due to the fact that little is yet published specifically about the Zn levels in waste. This study aimed to determine the Zn in Swedish waste fuels by taking regular samples from seven different and geographically separate waste combustion plants over a 12-month period. The analysis shows that there is a relation between the municipal solid waste (MSW) content and the Zn-content; high MSW-content gives lower Zn-content. This means that waste combustion plants with a higher share of industrial and commercial waste and/or building and demolition waste would have a higher share of Zn in the fuel. The study also shows that in Sweden, the geographic location of the plant does not have any effect on the Zn-content. Furthermore, it is concluded that different seasons appear not to affect the Zn concentrations significantly. In some plants there was a clear correlation between the Zn-content and the content of other trace metals.  相似文献

Comprehensive study of the factors influencing household solid waste (HSW) generation is crucial and fundamental for exploring the generation mechanism and forecasting future dynamics of HSW. A case study of Xiamen Island, China was employed to reveal the direct and indirect effects of demographic/socioeconomic factors on solid waste generation at the urban household scale. Based on a face-to-face questionnaire and two-stage survey of solid waste generation, a path analysis model was built. Results showed that the proposed path model exhibited good fit indices. Family size and dinning-at-home rate (DR), whose coefficients were ?0.40 and 0.43, respectively, were the two major factors influencing HSW directly. Moreover, family size, education level, employment rate and age structure played different degrees of indirect effects on HSW generation through respective paths, which should not be ignored. In terms of total effects, coefficients of family size, DR and employment rate were ?0.46, 0.43 and ?0.37, respectively, which were three most dominant factors influencing HSW generation. As for waste composition, organic waste was the most representative of HSW dynamics, and was the most sensitive to impact by the factors studied. Quantitative results of this study have important policy implications for sustainable municipal solid waste management.  相似文献

Istanbul, with a population of around 13 million people, is located between Europe and Asia and is the biggest city in Turkey. Metropolitan Istanbul produces about 14,000 tons of solid waste per day. The aim of this study was to assess the situation of municipal solid-waste (MSW) management in Istanbul. This was achieved by reviewing the quantity and composition of waste produced in Istanbul. Current requirements and challenges in relation to the optimization of Istanbul’s MSW collection and management system are also discussed, and several suggestions for solving the problems identified are presented. The recovery of solid waste from the landfills, as well as the amounts of landfill-generated biogas and electricity, were evaluated. In recent years, MSW management in Istanbul has improved because of strong governance and institutional involvement. However, efforts directed toward applied research are still required to enable better waste management. These efforts will greatly support decision making on the part of municipal authorities. There remains a great need to reduce the volume of MSW in Istanbul.  相似文献

Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance.  相似文献

The municipal solid waste (MSW) management is an important task that local governments as well as private companies must take into account to protect human health, the environment and to preserve natural resources. To design an adequate MSW management plan the first step consist in defining the waste generation and composition patterns of the town. As these patterns depend on several socio-economic factors it is advisable to organize them previously. Moreover, the waste generation and composition patterns may vary around the town and over the time. Generally, the data are not homogeneous around the city as the number of inhabitants is not constant nor it is the economic activity. Therefore, if all the information is showed in thematic maps, the final waste management decisions can be made more efficiently. The main aim of this paper is to present a structured methodology that allows local authorities or private companies who deal with MSW to design its own MSW management plan depending on the available data. According to these data, this paper proposes two ways of action: a direct way when detailed data are available and an indirect way when there is a lack of data and it is necessary to take into account bibliographic data. In any case, the amount of information needed is considerable. This paper combines the planning methodology with the Geographic Information Systems to present the final results in thematic maps that make easier to interpret them. The proposed methodology is a previous useful tool to organize the MSW collection routes including the selective collection. To verify the methodology it has been successfully applied to a Spanish town.  相似文献

Accurate forecasting of municipal solid waste (MSW) generation is crucial and fundamental for the planning, operation and optimization of any MSW management system. Comprehensive information on waste generation for month-scale, medium-term and long-term time scales is especially needed, considering the necessity of MSW management upgrade facing many developing countries. Several existing models are available but of little use in forecasting MSW generation at multiple time scales. The goal of this study is to propose a hybrid model that combines the seasonal autoregressive integrated moving average (SARIMA) model and grey system theory to forecast MSW generation at multiple time scales without needing to consider other variables such as demographics and socioeconomic factors. To demonstrate its applicability, a case study of Xiamen City, China was performed. Results show that the model is robust enough to fit and forecast seasonal and annual dynamics of MSW generation at month-scale, medium- and long-term time scales with the desired accuracy. In the month-scale, MSW generation in Xiamen City will peak at 132.2 thousand tonnes in July 2015 – 1.5 times the volume in July 2010. In the medium term, annual MSW generation will increase to 1518.1 thousand tonnes by 2015 at an average growth rate of 10%. In the long term, a large volume of MSW will be output annually and will increase to 2486.3 thousand tonnes by 2020 – 2.5 times the value for 2010. The hybrid model proposed in this paper can enable decision makers to develop integrated policies and measures for waste management over the long term.  相似文献
