It is estimated that more than half the threats to national park resources originate outside park boundaries, and most threats are attributable to degradation of air and water quality. Atmospheric contaminants are the principal source of external threats to national park ecosystems. This article examines the potential impact to national park resources by anthropic atmospheric inputs and summarizes present research methods and results regarding impacts. Air quality monitoring currently receives much more emphasis and support than effects research. Present research on effects focuses on vegetation impact, biomonitoring, and acid rain. This research and that of other investigators suggest that the most likely impacts will not be direct cause-effect situations, but indirect, incremental, and possibly synergistic effects on the interactions of ecosystem components. Conceptually, such alteration of interactions can be measured through long-term observation of biogeochemical cycles, energy transfer, and community structure and function. But traditional Park Service research has not emphasized the ecosystem and especially ecosystem processes and component interactions. Most research on effects, then, must begin with baseline data acquisition. A research program to mitigate present national data base deficiencies would require a fundamental change in present research priorities, administration, and funding.  相似文献

National park resource management planning requires ecological information describing the objectives to be achieved. This information must be quantitative and unambiguous. Since most acts creating United States national parks, beginning with the Yellowstone National Park Act of 1872, specify that these parks should be maintained in a natural condition, resource management objectives for each national park must be defined in terms of quantitative standards of naturalness. Such quantitative standards of naturalness do not yet exist for any national park in the United States. Although this article focuses on US national parks, the same problem exists in national parks, reserves, and wilderness areas throughout the world. The physical evidence needed to develop quantitative standards of naturalness is rapidly disappearing because of the effects of management fires, wildfires, decomposition, successional changes, and other disturbances. Therefore, a nationwide rescue ecology program is recommended to recover as much remaining ecological information as possible before it is lost. This information is essential for developing quantitative standards to restore naturalness to national parks.  相似文献

Cross-boundary issues for national parks: What works “on the ground”   总被引:1,自引:0,他引:1  
In recent years, cross-boundary management has become an essential part of park management. In this article we compare the perspectives of managers of several US national parks to the advice on this issue presented in the published literature. Data were obtained from interviews of the superintendents, assistant superintendents and resources managers of five major western national parks and from a survey of participants in a NPS workshop attended by park superintendents, scientists, and resource managers; law enforcement personnel; and interpreters. Three themes related to boundary management were consistently stressed by park managers: (10 a lack of sufficient funds and personnel within the parks; (2) the need for reliable information on both political and natural processes; and, (3) the importance of personal interactions between park staff and individuals from the surrounding area. Basic data collection, the documentation of trends, cooperative groups and personal contacts, educational programs, and land acquisition were the most useful strategies. A lack of funds and information, ineffective communication, enforcement problems, and a lack of motivation for parties to reach a negotiated agreement were the most serious obstacles. A wide range of valuable institutional knowledge concerning boundary management exists within the National Park Service; however, there appears to be a gap between published strategies and the approaches that work “on the ground”.  相似文献

This paper appraises, in the context of the current debate concerning national parks for Scotland, factors that may have contributed to the achievement of national park purposes in England and Wales. Voluntary support, presumptions and resources are seen as crucial to the achievement of those purposes; while the few extra powers available to the national park authorities and the plan making process are seen to be of some importance. In contrast, it is argued that the much‐debated nature of the administrative authority has had little effect on the extent to which park purposes are achieved.  相似文献

New ideas about conserving wildlife are emerging to compete with conventional national park policies. But methods of analyzing wildlife conservation problems in Africa are inadequate for the analysis of complex issues of policy. Much of the analysis of conservation policy attempts to be apolitical on issues charged with social conflict. Analyses are too often ahistorical when history can say a great deal about the origins of present-day ecological problems. Further-more, problems are commonly analyzed within narrow discilinary frameworks which predetermine the nature of conclusions and lead to professionally biased proposals. This case study of the Luangwa Valley, Zambia, is used to demonstrate a method which attempts to remedy these weaknesses,In the first part of the article we examine the role of the Luangwa National Parks in the context of the Zambian political economy, and identify social groups which compete for the resources of the national parks. Next we trace the historical origins of present-day ecological changes. These analyses lead toward a model of the Parks and some of their relationships with the national economy. We end with a proposal for communal use of wildlife which attempts to resolve some of the contradictions inherent in current policy.  相似文献

The National Park Service, like other natural resource management agencies, has adopted the traditional model of public administration, which emphasizes efficiency, effectiveness, economy, and dichotomy between politics and administration. This approach is particularly ineffective in greenline parks and increasingly inappropriate in traditional areas. In an era of ecological interdependence, relationships with other agencies and jurisdictions and with adjacent as well as noncontiguous landowners are as important as controlling visitors. Recreation managers need to develop more skill in negotiation, cooperation, coordination, and interpersonal communication if they are to preserve and protect park resources.  相似文献

Denmark has committed itself to the European 2010 target to halt the loss of biodiversity. Currently, Denmark is in the process of designating larger areas as national parks, and 7 areas (of a possible 32 larger nature areas) have been selected for pilot projects to test the feasibility of establishing national parks. In this article, we first evaluate the effectiveness of the a priori network of national parks proposed through expert and political consensus versus a network chosen specifically for biodiversity through quantitative analysis. Second, we analyze the potential synergy between preserving biodiversity in terms of species representation and recreational values in selecting a network of national parks. We use the actual distribution of 973 species within these 32 areas and 4 quantitative measures of recreational value. Our results show that the 7 pilot project areas are not significantly more effective in representing species than expected by chance and that considerably more efficient networks can be selected. Moreover, it is possible to select more-effective networks of areas that combine high representation of species with high ranking in terms of recreational values. Therefore, our findings suggest possible synergies between outdoor recreation and biodiversity conservation when selecting networks of national parks. Overall, this Danish case illustrates that data-driven analysis can not only provide valuable information to guide the decision-making process of designating national parks, but it can also be a means to identify solutions that simultaneously fulfill several goals (biodiversity preservation and recreational values).  相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献

The United States Congress established Grand Canyon National Park in 1919 to preserve for posterity the outstanding natural attributes of the canyon cut by the Colorado River. In some cases National Park Service attempts to maintain Grand Canyon's natural environment have been thwarted by activities outside the park. One of the most obvious external threats is Glen Canyon Dam, only 26 km upstream from the park boundary. Constructed in 1963, this gigantic dam has greatly altered the physicochemical and biological characteristics of 446 km of the Colorado River in Grand Canyon National Park. The river's aquatic ecosystem has been greatly modified through the loss of indigenous species and the addition of numerous exotics. We consider this anexotic ecosystem. The riparian ecosystem has been less modified, with addition of a few exotics and no loss of natives—this we consider anaturalized ecosystem.The great dilemma now faced by park managers is that, after 20 years of managing resources along a river controlled by Glen Canyon Dam, the Bureau of Reclamation has proposed major changes in operational procedures for the dam. Scientists and managers from the National Park Service, Bureau of Reclamation, and cooperating federal and state resource management agencies are using a systems analysis approach to examine the impacts of various Colorado River flow regimes on aquatic, riparian, and recreational parameters in the park. This approach will help in the development of management alternatives designed to permit the most efficient use of that river's natural resources without their destruction.  相似文献

External threats to the environmental integrity of Glacier National Park, Montana, USA, fit into three categories: adverse land use practices adjacent to the Park, air pollution, and water pollution. This article identifies and evaluates the laws that Glacier National Park officials might rely upon to protect the Park against these external threats. Environmental quality assessment has to focus more on the quality of whole ecosystems, instead of focusing on the direct effects of a specific stressor, because of a more integrated environmetal policy approach. Yet, how can the ecosystem quality be measured? Partly this is a normative question, a question of what is considered good and bad. At the same time, it is a scientific question, dealing with the problem of low the state of a system as complex as an ecosystem could be measured. Measuring all abiotic and biotic components, not to mention their many relationships, is not feasible. In this article we review several approaches dealing with this scientific question. Three approaches are distinguished; they differ in type of variable set and ecosystem model used. As a result of this, the information about the state of the ecosystem differs: ultimate breadth, comprising information about the whole ecosystem, is at the expense of detail, while ultimate detail is at the expense of breadth. We discuss whether the resultant quality assessments differ in character and are therefore suitable to answer different policy questions.  相似文献

/ The Council on Environmental Quality's (CEQ's) principal aims in implementing the National Environmental Policy Act (NEPA) are (1) to reduce paperwork, (2) to avoid delay, and most importantly (3) to produce better decisions that protect, restore, and enhance the environment. This paper presents four strategies for improving the NEPA process along with tools that can be used to implement each strategy. The tools include guidelines for project management and problem definition, tips for acquiring existing information and identifying issues of public concern, worksheets on how to identify and analyze potential impacts on resources, ideas for enhancing NEPA documents, and a NEPA process checklist. The tools can be used at various stages of the NEPA process and provide a toolbox of guidelines and techniques to improve implementation of the NEPA process by focusing the pertinent information for decisionmakers and stakeholders. Ecological approaches to drawing boundaries for parks and reserves are developed, described as 15 guidelines. The five abiotic guidelines are designed with the principle objective of maintaining drainage basin integrity. The ten biotic guidelines are designed to reduce as little as possible the natural diversity of populations in both the total natural area and in the communities directly traversed by the boundary line. Three of the biotic guidelines apply to maintaining community diversity, the remainder to species diversity. These guidelines are applied to a 2500-km2 potential national park in a montane environment in the southwest Yukon Territory. They were successful in generating the conclusion that boundaries in the subalpine best satisfy the guidelines in this environment.  相似文献

We investigated the hypothesis that perception of psychological restorativeness during visits to coastal parks is modified by objective and perceived environmental conditions. Visitors (n = 1153) to California beaches completed a survey on perceived weather, environmental quality, and perceived restorativeness. We used generalized ordinal logistic models to estimate the association between environmental parameters and odds of perceiving higher levels of restorativeness. Visitors perceived greater restorativeness at beaches when ambient temperatures were at or below mean monthly temperatures and during low tides. The odds of perceiving the environment as more psychologically restorative were three times greater when visiting on days defined by government policy as having good air quality (OR = 3.25; CI: 1.69–6.28). Visitors’ perception of air (OR = 1.56; CI: 1.14–2.18) and water quality (OR = 1.78; CI: 1.28–2.49) also affected perceived restorativeness; with perceived healthy days more restorative. Warmer temperatures with less space due to sea level rise and poor environmental quality will restrict restorative experiences in recreational facilities designed for urban populations.  相似文献

The Pinelands National Reserve was created in 1978 when private interests and federal, state, and local governments allied to protect 378,000 ha (935,000 acres) of New Jersey's Pine Barrens from encroaching development. An intergovernmental authority, the Pinelands Commission, manages the reserve by implementing a regional plan to guide development away from environmentally sensitive areas and into designated growth centers. Through transferable development rights, financial gains from development in growth centers are used to compensate owners and localities in the reserve who might otherwise have developed their lands. The national reserve strategy contrasts with other federal strategies for preserving unique environments in which the federal government exercises exclusive control (e.g., national parks, monuments, and recreation areas). This article describes the strategy applied in the Pinelands and discusses the conditions in which it may be more or less effective than other strategies used to protect unique or valued landscapes. It then compares the Pinelands model with the strategies and conditions of california's Redwood National Park and Point Reyes National Seashore to develop propositions about the circumstances in which one or another strategy is more likely to be viable. Finally, it applies these propositions to the possibilities for future forest preservation in New England.  相似文献

Natural areas of national parks constitute unique ecological and aesthetic resources. Since the inception of national parks, it has been apparent that they are susceptible to threats that result in significant change and damage. Today, major issues concerning management of parks relate to questions of expanded visitor use and what types of facilities are to be deemed appropriate, that is, the dilemma of preservation versus use. In the United States of America, resolution of this dilemma must, strictly speaking, be based upon intent and meaning of Congressional legislation. The traditional interpretation of legislation in the U.S. has been to provide for a balance of use and preservation. However, extensive review of the literature of national park policy reveals a remarkable lack of elaboration and clarification of legislative meaning. Based upon a critical analysis of pertinent legislation, which has heretofore been ignored, we provide an interpretation of legislative meaning which strongly supports a policy of preservation of park resources.  相似文献

The debate over snowmobiling and other types of motorized recreation in US national parks signals the need for a better understanding of the meanings of these experiences. The fundamental issue facing many parks is whether snowmobiling is an appropriate activity. The matter of appropriateness is anchored in two questions: (1) Does snowmobiling in national parks cause unacceptable biophysical and social impacts? (2) Are snowmobiling experiences consistent with the fundamental purposes of national parks? This article particularly addresses the appropriateness issue and presents the findings of an interpretive study of the meanings of snowmobiling experiences in Yellowstone National Park (YNP). Sixty-five semistructured interviews were conducted with winter visitors who used snowmobiles in the park during the winter season of 1999. Overall, the study findings reveal that visitors on snowmobiles view YNP as a place to experience its wildland attributes, such as natural scenery, geothermal features, and, especially, wildlife. Snowmobiling is perceived as a mode of transportation rather than the experience in and of itself. The results challenge the popular image of snowmobiles as thrill-craft and snowmobilers as thrill-seekers. The study demonstrates that snowmobiling in YNP affords highly meaningful recreational experiences, grounded in appreciating the park’s unique natural features and attributes.  相似文献

Aerial photography has been routinely used for several decades by natural resource scientists and managers to map and monitor the condition of forested landscapes. Recently, along with the emergence of concepts in managing forests as ecosystems, has come a significant shift in emphasis from smaller to larger spatial scales and the widespread use of geographic information systems. These developments have precipitated an increasing need for vegetation information derived from other remote sensing imagery, especially digital data acquired from high-elevation aircraft and satellite platforms. This paper introduces fundamental concepts in digital remote sensing and describes numerous applications of the technology. The intent is to provide a balanced, nontechnical view, discussing the shortcomings, successes, and future potential for digital remote sensing of forested ecosystems.  相似文献
