Our ecological footprint analyses of coral reef fish fisheries and, in particular, the live reef fish food trade (FT), indicate many countries' current consumption exceeds estimated sustainable per capita global, regional and local coral reef production levels. Hong Kong appropriates 25% of SE Asia's annual reef fish production of 135 260-286 560 tonnes (t) through its FT demand, exceeding regional biocapacity by 8.3 times; reef fish fisheries demand out-paces sustainable production in the Indo-Pacific and SE Asia by 2.5 and 6 times. In contrast, most Pacific islands live within their own reef fisheries means with local demand at < 20% of total capacity in Oceania. The FT annually requisitions up to 40% of SE Asia's estimated reef fish and virtually all of its estimated grouper yields. Our results underscore the unsustainable nature of the FT and the urgent need for regional management and conservation of coral reef fisheries in the Indo-Pacific.  相似文献

Net embodied petroleum importers face greater petroleum security risks in international trade due to their high foreign dependence. Therefore, paying better attention to the national flows and drivers of embodied petroleum consumption can effectively serve net embodied petroleum importers to avoid petroleum security risks and formulate environmental protection policy. This study utilized the multi-regional input–output model to determine the top five embodied petroleum net importers (i.e., the USA, Japan, Germany, the UK, and France) under the economic globalization, and traced the flows of embodied petroleum consumption through international trade. Combined with the logarithmic mean Divisia index method, this study also deeply investigated the drivers of changes embodied petroleum in net imports. The results show that from the perspective of international trade, the USA was not only the largest importer but also the largest exporter of embodied petroleum. Among the trade flows of embodied petroleum, the largest trade flow was from China to the USA, which indicated that China was the world factory and the USA was the consumer power. The embodied petroleum trade markets of Germany, the UK, and France was mainly distributed in Europe & Eurasia resulted from European economic integration. The largest contributor to the decrease of embodied petroleum imports in the top 4 net importers was the petroleum intensity effect. Meanwhile, the import dependence effect was the largest contributor to the increase of France’s embodied petroleum net imports. In order to further avoid the risk of petroleum security, it is an effective path worth exploring to construct the diversified petroleum product import strategy and improve energy efficiency.

Marine spatial planning is increasingly used to manage the demands on marine areas, both spatially and temporally, where several different users may compete for resources or space, to ensure that development is as sustainable as possible. Diminishing sea-ice coverage in the Arctic will allow for potential increases in economic exploitation, and failure to plan for cross-sectoral management could have negative economic and environmental results. During the ACCESS programme, a marine spatial planning tool was developed for the Arctic, enabling the integrated study of human activities related to hydrocarbon exploitation, shipping and fisheries, and the possible environmental impacts, within the context of the next 30 years of climate change. In addition to areas under national jurisdiction, the Arctic Ocean contains a large area of high seas. Resources and ecosystems extend across political boundaries. We use three examples to highlight the need for transboundary planning and governance to be developed at a regional level.  相似文献

To mitigate climate change, governments ranging from city to multi-national have adopted greenhouse gas (GHG) emissions reduction targets. While the location of GHG reductions does not affect their climate benefits, it can impact human health benefits associated with co-emitted pollutants. Here, an advanced modeling framework is used to explore how subnational level GHG targets influence air pollutant co-benefits from ground level ozone and fine particulate matter. Two carbon policy scenarios are analyzed, each reducing the same total amount of GHG emissions in the Northeast US: an economy-wide Cap and Trade (CAT) program reducing emissions from all sectors of the economy, and a Clean Energy Standard (CES) reducing emissions from the electricity sector only. Results suggest that a regional CES policy will cost about 10 times more than a CAT policy. Despite having the same regional targets in the Northeast, carbon leakage to non-capped regions varies between policies. Consequently, a regional CAT policy will result in national carbon reductions that are over six times greater than the carbon reduced by the CES in 2030. Monetized regional human health benefits of the CAT and CES policies are 844% and 185% of the costs of each policy, respectively. Benefits for both policies are thus estimated to exceed their costs in the Northeast US. The estimated value of human health co-benefits associated with air pollution reductions for the CES scenario is two times that of the CAT scenario.

Implications: In this research, an advanced modeling framework is used to determine the potential impacts of regional carbon policies on air pollution co-benefits associated with ground level ozone and fine particulate matter. Study results show that spatially heterogeneous GHG policies have the potential to create areas of air pollution dis-benefit. It is also shown that monetized human health benefits within the area covered by policy may be larger than the model estimated cost of the policy. These findings are of particular interest both as U.S. states work to develop plans to meet state-level carbon emissions reduction targets set by the EPA through the Clean Power Plan, and in the absence of comprehensive national carbon policy.  相似文献

Impressive numbers of global and regional governmental and non-governmental organizations are working in the field of the marine environment and its resources. Many of these organizations operate within international legal frameworks ranging from comprehensive global conventions, such as the United Nations Convention on the Law of the Sea to regional agreements aiming at protection and development of regional seas. Characteristic for the management of these seas, both at the national and international level, is that sectoral approaches predominate. Over time, several initiatives have been taken to improve cooperation, coordination and integration to achieve greater coherence of policies and strategies between different organizations dealing with marine and maritime management, within and outside the United Nation system. However, the success has been limited. The weaknesses of international organizations depend fundamentally on problems at the national level. The international organizations are no stronger than their Contracting Parties allow them to be.  相似文献

The international trade in corals has been identified as a potential cause of localized depletion of coral populations in the major coral-exporting countries. The international coral trade is regulated by the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES) agreement, which requires that export of corals is not detrimental to the species. The primary coral importing regions (USA and Europe) have threatened to limit or ban coral imports unless sustainable practices can be demonstrated. The spatial and temporal scale at which sustainability is defined is important in evaluating sustainability, e.g. at geological, regional or local scales. Other major issues are: the ecology of the target species; management options including provision of no-take areas; and the potential for coral culture. Implementation of practices that enhance ecological sustainability in the coral harvest fishery is possible, but may be difficult in some developing countries because of limited natural-resource management capacity.  相似文献

The 90,674 wildland fires that burned 2.9 million ha at an estimated suppression cost of $1.6 billion in the United States during the 2000 fire season demonstrated that forest fuel loading has become a hazard to life, property, and ecosystem health as a result of past fire exclusion policies and practices. The fire regime at any given location in these regions is a result of complex interactions between forest biomass, topography, ignitions, and weather. Forest structure and biomass are important aspects in determining current and future fire regimes. Efforts to quantify live and dead forest biomass at the local to regional scale has been hindered by the uncertainty surrounding the measurement and modeling of forest ecosystem processes and fluxes. The interaction of elevated CO2 with climate, soil nutrients, and other forest management factors that affect forest growth and fuel loading will play a major role in determining future forest stand growth and the distribution of species across the southern United States. The use of satellite image analysis has been tested for timely and accurate measurement of spatially explicit land use change and is well suited for use in inventory and monitoring of forest carbon. The incorporation of Landsat Thematic Mapper data coupled with a physiologically based productivity model (PnET), soil water holding capacity, and historic and projected climatic data provides an opportunity to enhance field plot based forest inventory and monitoring methodologies. We use periodic forest inventory data from the USDA Forest Service's Forest Inventory and Analysis (FIA) project to obtain estimates of forest area and type to generate estimates of carbon storage for evergreen, deciduous, and mixed forest classes for use in an assessment of remotely sensed forest cover at the regional scale for the southern United States. The displays of net primary productivity (NPP) generated from the PnET model show areas of high and low forest carbon storage potential and their spatial relationship to other landscape features for the southern United States. At the regional scale, predicted annual NPP in 1992 ranged from 836 to 2181 g/m2/year for evergreen forests and 769-2634 g/m2/year for deciduous forests with a regional mean for all forest land of 1448 g/m2/year. Prediction of annual NPP in 2050 ranged from 913 to 2076 g/m2/year for evergreen forest types to 1214-2376 g/m2/year for deciduous forest types with a regional mean for all forest land of 1659 g/m2/year. The changes in forest productivity from 1992 to 2050 are shown to display potential areas of increased or decreased forest biomass. This methodology addresses the need for spatially quantifying forest carbon in the terrestrial biosphere to assess forest productivity and wildland fire fuels.  相似文献

Globally, conflicts between marine nature conservation and fishery interests are common and increasing, and there is often a glaring lack of dialogue between stakeholders representing these two interests. There is a need for a stronger and enforced coordination between fishing and conservation authorities when establishing marine protected areas for conservation purposes. We propose that an appropriate instrument for such coordination is a broad ecosystem-based marine spatial planning procedure, representing neither nature conservation nor fishery. Strategic environmental assessment for plans and programmes and environmental impact assessment for projects are commonly used tools for assessing the environmental impacts of different human activities, but are seldom used for evaluating the environmental effects of capture fisheries. The diversity of fisheries and the drastic effects of some fisheries on the environment are strong arguments for introducing these procedures as valuable supplements to existing fisheries assessment and management tools and able to provide relevant environmental information for an overall marine spatial planning process. Marine protected areas for nature conservation and for protection of fisheries have different objectives. Therefore, the legal procedure when establishing marine protected areas should depend on whether they are established for nature conservation purposes or as a fisheries resource management tool. Fishing in a marine protected area for conservation purpose should be regulated according to conservation law. Also, we argue that marine protected areas for conservation purposes, in the highest protection category, should primarily be established as fully protected marine national parks and marine reserves.  相似文献

Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. One such initiative has been the Mussel Rehabilitation Project in Coffee Bay, which piloted a resource rehabilitation technique at several over-exploited fishing sites. Mussel stocks in these exploited areas had dropped to under 1 % mussel cover, and during the project period, stocks increased to >80 % cover, supporting a sustainable harvest well above national daily bag limits. This stock enhancement was achieved only after the project had started to address social challenges such as the lack of local management institutions and the need to enhance food security. The project embarked on training and institution-building; it formed a robust community mussel management committee; and developed a local resource management plan, facilitating increased community participation in the day-to-day management of the resource. The project also saw the initiation of various ancillary projects aimed at improving food security and stimulating the local economy and hence alleviating pressure on the marine resources. Here we review this 10-year project’s outcomes, and present lessons for small-scale fisheries governance in South Africa and internationally. We show, through empirical experience, that balancing stock rebuilding needs in a context of widespread poverty and dependency on natural resources by a local fisher community can only be addressed through an integrated approach to development. Participation of resource users and a thorough understanding of the local context are imperative to negotiating appropriate small-scale fisheries governance approaches. We recommend that the implementation of South Africa’s newly minted Small-Scale Fisheries Policy should begin with bottom-up, demonstrative resource management measures such as mussel rehabilitation. This type of initiative can deliver short-term food security benefits and foster social learning towards sustainable and cooperative fisheries governance.  相似文献

One would hypothesize that the Common Fisheries Policy, as the umbrella framework for fisheries management in the EU would have the greatest impact on fishers’ communities across Europe. There are, however, biological, economic, social, and political factors, which vary among fishing communities that can affect how these communities react to changes. This paper explores the links between institutional arrangements and ecological dynamics in two European inshore fisheries socio-ecological systems, using a resilience framework. The Mediterranean small-scale fishers do not seem to have been particularly affected by the Common Fisheries Policy regulations but appear affected by competition with the politically strong recreational fishers and the invasion of the rabbit fish population. The inshore fishers along the East coast of Scotland believe that their interests are not as sufficiently protected as the interests of their offshore counterpart. Decisions and initiatives at global, EU, and sometimes national level, tend to take into account those fisheries sectors which have a national economic importance. A socio-ecological analysis can shift the focus from biological and economic aspects to more sustainable long-term delivery of environmental benefits linked to human wellbeing.  相似文献

This paper uses Chinese provincial data from 2006 to 2021 as a sample period to study the relationship between higher education development, industrial structure adjustment, and environmental pollution. Conclusions were as follows: (1) the industry structure adjustment can reduce environmental pollution in Chinese regions except eastern, and the increase in the proportion of the tertiary industry will increase pollution emissions in the eastern region. (2) Although there is a negative correlation between higher education and environmental pollution in China, it is not significant. From different regions, the coefficients in the eastern are positive which means aggravated environmental pollution, and the coefficients in the central region are not significant, but higher education in the western region improves environmental pollution. (3) Urbanization has a significant moderating effect on the national and regional environmental pollution, but in the central and western regions, it is smaller than the eastern region; although environmental regulation has a certain inhibitory effect on environmental pollution, the coefficient in the eastern region is significantly positive, and there is a situation of “more pollution, more control.” Further, the increase of foreign direct investment will aggravate environmental pollution; although the elasticity coefficient in the eastern region is negative, there is a trend of improving environmental pollution, but it is not significant. The study holds promising implications for the development of policies related to education, industry, and the environment. Through the research on the relationship between the three, exploring and improving the regional environmental pollution level from the perspective of higher education and industrial structure have important practical significance for the regional green development.

The sustainable production and use of small-scale biogas energy are required to ensure clean household energy access in developing countries, including the Sub-Saharan Africa (SSA) region. This is influenced by market risks, which can be identified as political, economic, social, technical, legal, and environmental (PESTLE). This study examines peer-reviewed and grey literature for the period from 2000 to 2020 to identify the PESTLE constraints and assess their impact on the sustainable development of the technology in the SSA region. The production of biogas with small-scale plants is commonly done by rural and peri-urban households. Results show that economic constraints are the most dominant and reducing at a slow pace. This is followed by political constraints, which have received much attention in the last two decades. Despite the policy improvements, broader national bioenergy policies and interventions are still to make significant gains, especially in the Central African region. In order of significance, the Southern, East, and West Africa regions have made greater progress in reducing the constraints. To achieve the sustainable development of the technology, there is a need to further address the PESTLE constraints at national and regional levels. This study partly deduces that the unsustainable production, use, and inadequate regulation of the small-scale biogas sector are delaying its transition in the SSA region.

Management of natural resources has clear implications for local, national, and supranational territorial units because of diverse and fundamental implications linked to how and where they are managed. There is a strong need to go beyond local, regional or even national administrative borders, redesigning new geographical areas and starting cross-border cooperative actions for more sustainable natural resource management. In this paper, European Union and Italian water policies are analysed, showing that, in Italy, the situation regarding institutional actors involved in water management is quite complex, particularly taking a watershed approach. Management of an important watershed in the south of Italy is taken as an example, showing how natural resources could be managed effectively through multi-regional cooperation. In this context, the work presented here introduces Multi-Criteria Decision Aid (MCDA) as a new multidisciplinary approach to structuring and analysing conflicts between stakeholders involved in the decision making process.  相似文献

Fisheries for arctic freshwater and diadromous fish species contribute significantly to northern economies. Climate change, and to a lesser extent increased ultraviolet radiation, effects in freshwaters will have profound effects on fisheries from three perspectives: quantity of fish available, quality of fish available, and success of the fishers. Accordingly, substantive adaptation will very likely be required to conduct fisheries sustainably in the future as these effects take hold. A shift to flexible and rapidly responsive 'adaptive management' of commercial fisheries will be necessary; local land- and resource-use patterns for subsistence fisheries will change; and, the nature, management and place for many recreational fisheries will change. Overall, given the complexity and uncertainty associated with climate change and related effects on arctic freshwaters and their biota, a much more conservative approach to all aspects of fishery management will be required to ensure ecosystems and key fished species retain sufficient resiliency and capacity to meet future changes.  相似文献

Artisanal fishery activities support the livelihoods of millions of people worldwide, particularly in developing countries. Within these fisheries, distal global drivers can promote switching between alternative target resources. These drivers can promote the rapid development of new, unregulated and previously unexploited fisheries that pose a threat to the sustainability of ecosystems. In this paper, we describe a new artisanal shore gathering activity that targets a previously unexploited resource: the sandhopper (Orchestoidea tuberculata). The activity is driven by aquarium trade demand for food. We used mixed methods to describe the activity, assessed basic socio-economic incentives, and estimated Catches per Unit Effort. Results show that the sandhopper plays an important role for the livelihoods of shore gatherers engaged in the activity. Gatherers have adapted and developed two main extraction methods with different degrees of investment and extraction rates. Furthermore, gatherers have developed local knowledge regarding the ecology and management of the resource. Results show that economic incentives can motivate a rapid expansion of this unregulated activity. Future research gaps and management options to address the development of this fishery are discussed in light of these findings.  相似文献

The participation of fishermen in fisheries management is discussed with varying ideas under the notions of "co-management", "participatory management" or "local management". Empirical studies within Swedish fishery have thrown new light on the preconditions for fishermen's participation in fisheries management. Among the important factors influencing failure or success are the two which we discuss here: the question of articulation, organization and representation of interests of fishermen and the question of trust between the groups that are usually cooperating in resource management, fishermen, governmental administrators and researchers. The research summarized has addressed the interests of fishermen with regard to resource management, local fisheries management, and participation of fishermen. The overarching question connecting the three themes is: How can the interests of fishermen be represented better within fisheries management? Interests and trust, "soft facts", can be as important for the success or failure of fisheries management and participation as can "hard facts" such as ownership rights, quantity and quality of resources or monetary value of resources.  相似文献

Many authors have pointed out the need for simpler assessment and management procedures for avoiding overexploitation in small-scale fisheries. Nevertheless, models for providing scientific advice for sustainable small-scale fisheries management have not yet been published. Here we present one model; the case of the Barefoot Fisheries Advisors (BFAs) in the Galician co-managed Territorial Users Rights for Fishing. Based on informal interviews, gray literature and our personal experience by being involved in this process, we have analyzed the historical development and evolution of roles of this novel and stimulating actor in small-scale fisheries management. The Galician BFA model allows the provision of good quality and organized fisheries data to facilitate and support decision-making processes. The BFAs also build robust social capital by acting as knowledge collectors and translators between fishers, managers, and scientists. The BFAs have become key actors in the small-scale fisheries management of Galicia and a case for learning lessons.  相似文献

A number of policies adopted by the federal government and the states have been designed to promote waste reduction or influence the choice of waste disposal technologies employed by generators of hazardous waste. Graphic analysis of smoothed time series data for hazardous wastes manifested in New York State for the period between June 1982 and February 1987 suggests that some of these policies have had the intended effects.

Significant shifts in manifested waste volumes are evident that coincide with the following policy interventions: (1) increased state waste-end tax rates; (2) state and federal landfill bans; (3) federal restrictions on burning hazardous wastes and waste oils for energy recovery; and (4) changes in the federal regulatory definition of hazardous waste. Other changes in waste generation and management appear to be attributable to such factors as state and regional economic conditions and changes in instate treatment and disposal facility capacity. Analysis of the management of specific waste types supports evidence from the graphic analysis that waste generators changed from land disposal to “higher” waste handling technologies in response to several policy interventions.  相似文献
