Responding to future challenges and societal needs, various actions are taken in agriculture to evolve towards more sustainable farming practices. These actions imply strategic choices and suppose adequate sustainability assessments to identify, measure, evaluate and communicate sustainable development. However, literature is scarce on the link between strategic decision making and sustainability assessment. As questions emerge on how, what and when to measure, the objective of this paper is to construct a framework for guiding sustainability assessment and on-farm strategic decision making. Qualitative research on own experiences from the past and a recent project revealed four categories of actual needs farmers, advisors and experts have regarding sustainability assessment: context, flexibility, focus on farm and farmer and communication. These stakeholders' needs are then incorporated into a two-dimensional framework that marries the intrinsic complexity of sustainability assessment tools and the time frame of strategic decision making. The framework allows a farm-specific and flexible approach leading to harmonized actions towards sustainable farming. As this framework is mainly a procedural instrument to guide the use of sustainability assessment tools within strategic decision making, it fits to incorporate, even guide, future research on sustainability assessment tools themselves and on their adoption on farms.  相似文献

Sustainable development is a widespread concept. Indicator selection and sustainability assessment are basic methods to analyse the sustainable development process. This study aims to develop a software application to select indicators and to allocate weightings to the indicators and the sub-indexes, so that they can be listed in a sustainability assessment. The Visual Basic software is used to develop a software package based on Delphi, analytic hierarchy, normalization and combination processes. Software for sustainability assessment was developed. Thirty-five indicators are selected as a first step of which eight health indicators and eight environmental ones and their sub-indexes are given weightings. The indicators are normalized. Sub-indexes are combined into a composite sustainable development index. The model is validated showing the ‘main features’ of the sustainability situation on health and environmental aspects in the Quang Tri province during the period 2000–2005. Tools and methods to improve current practices and quality in the healthcare building sector are necessary to support decision-making at different building life cycle phases. Furthermore, Healthcare Building Sustainability Assessment (HBSA) Methods are based on criteria organised into different levels, such as categories and indicators. These criteria highlight aspects of significant importance when designing and operating a sustainable healthcare building. To bring more objectivity to the sustainability assessments, the standardisation bodies (CEN and ISO) proposed core indicators that should be used in the evaluation of the environmental, societal and economic performances of buildings. Nevertheless, relying on state of the art analysis, it is possible to conclude that there are aspects of major importance for the operation of healthcare buildings that are not considered in the HBSA methods.Thus, the aim of this paper is to discuss the context of sustainability assessment methods in the field of healthcare buildings and to present a proposal for the incorporation of Sustainable-Effective Design (SED) criteria in a new HBSA method. The used research method is innovative since in the development of the list of sustainability criteria it considers the opinion of main healthcare buildings' stakeholders, the existing healthcare assessment methods and the ISO and CEN standardisation works in the field of the methods to assess the sustainability of construction works. As a result, the proposed method is composed of fifty-two sustainability indicators that cover the different dimensions of the sustainability concept to support decision making during the design of a new or retrofitted healthcare building in urban areas.  相似文献

This study explores Knowledge Brokerage (KB) aspects of an ex-post Impact Assessment (IA) for the Rural Development Programme (RDP) measure of setting up young farmers, under the Common Agricultural Policy (CAP), at the regional level in Northern Greece. The measure supports the entry of young farmers in agriculture by moving land from older to younger farmers. The aim of the study was to test a set of KB tools for improving the interaction between researchers and policy makers. Our analysis mainly focused on a suite of IA Support Modules to guide practitioners, and on a technical tool kit, a web-based contextualisation platform, to support the IA of the specific test case. Offering a structured approach towards IA, both the Support Modules and LIAISE-KIT allow framing the context, organisation, scheduling and method selection in the light of KB objectives. The evaluation of how IA Support Modules influence the Science Policy Interface (SPI), in the case of the ex-post assessment, demonstrated the high relevance of KB activities for facilitating the interaction between researchers and regional policy makers. The assessment bridges the gap between knowledge producers developing scientific output to be applied in a specific context, and knowledge users, who want clear messages regarding the policy challenges they face. Other conclusions include the need for specific guidelines and training for knowledge users, especially with regard to the use of tools. According to our findings, a consequent application of KB activities is a crucial pre-condition for successfully implementing IAs in future RDP measures.  相似文献

This paper examines the strategic environmental assessment (SEA)–sustainability relationship over the past decade, from 2000 to 2010, focusing in particular on the incorporation of sustainability in SEA. A total of 86 papers from the academic literature containing the terms ‘sustainability’ or ‘sustainable development’ and ‘strategic environmental assessment’ were identified and reviewed. Several common themes emerged by which SEA can support sustainability, including providing a framework to support decision making for sustainability; setting sustainability objectives, ensuring the consideration of ‘more sustainable’ alternatives, and integrating sustainability criteria in PPP development; and promoting sustainability outcomes through tiering and institutional learning. At the same time, our review identified many underlying barriers that challenge SEA for sustainability, including the variable interpretations of the scope of sustainability in SEA; the limited use of assessment criteria directly linked to sustainability objectives; and challenges for decision-makers in operationalizing sustainability in SEA and adapting PPP development decision-making processes to include sustainability issues. To advance SEA for sustainability there is a need to better define the scope of sustainability in SEA; clarify how to operationalize the different approaches to sustainability in SEA, as opposed to simply describing those approaches; provide guidance on how to operationalize broad sustainability goals through assessment criteria in SEA; and understand better how to facilitate institutional learning regarding sustainability through SEA application.  相似文献

Funding programmes for European cohesion policy are a crucial tool to support the sustainability goals of the European Union and national policies of its member states. All these funding programmes require a Strategic Environmental Assessment (SEA) to enhance sustainable development. This article compares five first SEA applications at cohesion policy level to discuss challenges, limitations and benefits of this instrument. In order to support the SEA-process a “Handbook on SEA for Cohesion Policy 2007–13” (GRDP 2006) was developed. The paper examines the special requirements and challenges at the programme level given the special conditions for stakeholder involvement, integration of SEA in the programme development process and strategies to cope with uncertainties to ensure real compatibility with policy goals. Using action research and in-depth interviews with SEA planners and programme managers enabled us to analyse the suitability of the methodology proposed by the handbook. The results show that some recommendations of the handbook should be changed in order to increase the transparency and to enhance the standard and comparability of the SEA-documents.Overall the SEA proved to be a rather successful tool for the integration of sustainability goals at the EU and national policy levels. Its particular strengths emerged as the process makes uncertainties visible and leads to possible redefinitions while maintaining actual policy goals.  相似文献

The primary purpose of Sustainable Building Assessment (SBA) tools is for behavioral changes in public building practice. In the Web 3.0 era, even non-experts may have the capacity to select and use Information & Communication Technology (ICT) tools to solve complicated problems in sustainable building decision making without any expert help. It is clear that the R&D of these tools which directly target project decision makers is a significant project for researchers and policy makers who are tasked with the challenge of changing individual building practice for regional sustainability. The purpose of the study is to suggest a tool and its development process for sustainable building assessment by project decision makers, especially targeting non-expert groups. This study defines an SBA tool for project decision makers based on a typology and suggests a “3-layer development process framework”. For the theoretical Background, we integrate interdisciplinary methods and principles such as cognitive problem-solving and sustainable building delivery, including long-term community benefits in a region and an information system development process. This framework is based on Boehem's spiral model for information system development processes and especially emphasizes the first cycle to develop a core set of indicators fit for the non-expert user's problem solving process. This presents an iterative and gradual process with the aim of approaching the tool type from passive tools such as checklists and guidelines, to interactive software, especially interactive DSS (Decision Support Systems) online ICT platforms. The development process is comprised of 8 stages: This includes the use of mixed-method sequential design, including interviews, workshops, the Delphi survey technique, FD-AHP weight analysis, and scenario analysis. In addition, the study presents a case study of the application of the first cycle to develop a core set of indicators and discusses its effectiveness. This study may help researchers by providing a clear and effective method to understand interdisciplinary approaches to develop appropriate tools for sustainable building practice in a regional context.  相似文献

Integrated food security covers three aspects: food quantity security, food quality security, and sustainable food security. Because sustainable food security requires that food security must be compatible with sustainable development, the risk assessment of sustainable food security is becoming one of the most important issues. This paper mainly focuses on the characteristics of sustainable food security problems in the major grain-producing areas in China. We establish an index system based on land resources and eco-environmental conditions and apply a dynamic assessment method based on status assessments and trend analysis models to overcome the shortcomings of the static evaluation method. Using fuzzy mathematics, the risks are categorized into four grades: negligible risk, low risk, medium risk, and high risk. A case study was conducted in one of China’s major grain-producing areas: Dongting Lake area. The results predict that the status of the sustainable food security in the Dongting Lake area is unsatisfactory for the foreseeable future. The number of districts at the medium-risk range will increase from six to ten by 2015 due to increasing population pressure, a decrease in the cultivated area, and a decrease in the effective irrigation area. Therefore, appropriate policies and measures should be put forward to improve it. The results could also provide direct support for an early warning system—which could be used to monitor food security trends or nutritional status so to inform policy makers of impending food shortages—to prevent sustainable food security risk based on some classical systematic methods. This is the first research of sustainable food security in terms of risk assessment, from the perspective of resources and the environment, at the regional scale.  相似文献

To address current challenges regarding sustainable development and support planning for this form of development, new learning about different possible futures and their potential sustainability implications is needed. One way of facilitating this learning is by combining the futures studies and sustainability assessment (SA) research fields.This paper presents the sustainability assessment framework for scenarios (SAFS), a method developed for assessing the environmental and social risks and opportunities of future scenarios, provides guidelines for its application and demonstrates how the framework can be applied. SAFS suggests assessing environmental and social aspects using a consumption perspective and a life cycle approach, and provides qualitative results. SAFS does not suggest any modelling using precise data, but instead offers guidelines on how to carry out a qualitative assessment, where both the process of assessing and the outcome of the assessment are valuable and can be used as a basis for discussion.The benefits, drawbacks and potential challenges of applying SAFS are also discussed in the paper. SAFS uses systems thinking looking at future societies as a whole, considering both environmental and social consequences. This encourages researchers and decision-makers to consider the whole picture, and not just individual elements, when considering different futures.  相似文献

Carbon emissions are considered as major factor affecting sustainable urban development. Cities have been promoting low carbon city (LCC) strategies to reduce carbon emissions and various methods have been introduced to assess the performance of LCC strategies. However, most of the existing assessment methods focus on overall LCC performance at city level, but the effects of individual dimensions like industrial structure and energy efficiency are ignored. The research question in this study therefore is whether an alternative method can be established to measure both the overall and dimensional LCC performance. This paper introduces a method for assessing LCC performance by using Capability Maturity Model (CMM), which is called LCC-CMM. The proposed method of LCC-CMM can help identify LCC maturity grade through assessing the performance of individual LCC dimensions which contributes to overall performance. There are four procedures in applying LCC-CMM, including to identify the Key Process Areas (KPAs) in the context of LCC, denoted as LCC-KPAs, to define the indicators for measuring the performance of LCC-KPAs, to calculate the performance score for each LCC-KPA, and to define criteria for specifying different grades of LCC capability maturity. The proposed method is proven effective through a case demonstration. The method can help policy makers to identify weak areas in LCC practice and introduce tailor-made policy measures to improve the weak areas.  相似文献

The precautionary principle is increasingly discussed in debates over appropriate measures to address complex and uncertain risks. The principle has generally been defined as having two main components: preventive action in the face of uncertainty and reversing the burden of proof. In isolation, these two components would suggest that precaution is primarily reactive to potential problems rather than proactive. More recent statements have suggested that thorough assessment of alternatives is critical to the effective implementation of the precautionary principle. Alternatives assessment—also referred to as options analysis and facility planning—redirects environmental science and policy debates from characterizing problems to identifying solutions. In this commentary, we examine the rationale for a focus on alternatives assessment in implementing the precautionary principle. We examine methods and examples of alternatives assessment, as well as opportunities for the principle's integration in environmental policy. We argue that a greater focus on alternatives assessment can enhance the ability of decision makers to make truly precautionary decisions, stimulate innovation toward sustainable production, and more effectively place burdens on to those creating risks. Such a focus forms an essential component of a shift from “problem-based” environmental policy to “solutions-based” policy. This shift requires adequate research resources, tools, and a government commitment to a new paradigm of environmental protection. We conclude that we will only reach the goal of sustainable production if we change our environmental protection focus from figuring out how bad the situation will be to seeking alternatives to problematic activities and designing the conditions for a more sustainable future.  相似文献

Prior to market entry, new chemical substances are assessed for their risk to human health and the environment. Conventional risk assessment (RA) is limited in scope, i.e. it usually does not cover the entire life cycle of a substance, nor does it take into account sustainability aspects such as the amount of raw materials and energy required to produce the substance. Life cycle assessment (LCA) can provide this pivotal information to support an informed decision on the sustainability of a new substance. Unfortunately, LCA has had little regulatory application up to now. We believe that increasing the focus on combined use of LCA and life cycle-based RA could lead to improved regulatory long-term decisions for marketed chemicals. Inclusion of human biomonitoring could increase the robustness of such decisions even further. In addition, the combined use of the three methods allows a robust search for sustainable alternatives of currently marketed chemicals that have an unfavourable risk profile.  相似文献

There is increasing concern about the disjunct between the intent of higher level government goals and actual projects “on the ground” in Canada. Although strategic environmental assessment (SEA) and a wide variety of plans, policies and programmes (PPP) contain and promote goals that envision a movement towards social, economic and environmental sustainability, these goals are not necessarily upheld by large-scale projects and their environmental impact assessments (EIAs). This disconnect is often illustrated through anecdotal observations. However, to be able to overcome this disjunct it is imperative to come to a clearer understanding of the degree of sustainability or unsustainability of large-scale developments and the way in which they “measure up” in terms of the goals when compared to alternative options.This article proposes a Compliance Analysis method for investigating the level of harmonization between SEA, PPP and proposed projects and their possible alternatives (CAPPP). This method is quantified through a Likert scale which allows for comparison of alternatives for decision making and analytical purposes. The 2009 proposal for the Turcot Exchange redevelopment in Montréal, Québec, put forward by the Ministry of Transport of Québec (MTQ), as well as two alternative proposals, were utilized as a case study to clearly demonstrate the CAPPP methodology and its applicability.The approved plan for the Turcot redevelopment proposed by MTQ was found to be in poor compliance with the majority of the 178 goals in the six sectors that were examined (air quality, climate change, health, noise, socioeconomic, transport), while alternative proposals were found to be in greater accordance with the intentions of governmental SEA and PPP.Synthesis and applications: The CAPPP methodology is a versatile “watchdog” tool for the examination of the level of compliance between stated goals for regions, industrial sectors, or governments and the EIAs of concrete projects “on the ground”. CAPPP can be used as a tool for comparative analysis in decision-making situations at various scales. CAPPP is a fairly straight-forward method that can be used by policy makers, EIA experts, and members of the general public alike.  相似文献

Evaluating sustainability from EIA-based assessments has been problematic at best. This is due to the use of reductionist and qualitative approaches which is dependent upon the perspective of the assessor(s). Therefore, a more rigorous and holistic approach is required to evaluate sustainability in a more consistent way. In this paper, a matrix-based methodology in order to assess the indicated level and nature of sustainability for any project, policy, indicators, legislation, regulation, or other framework is described. The Geocybernetic Assessment Matrix (GAM) is designed to evaluate the level and nature of sustainability or unsustainability occurring in respect the fundamental and complex geocybernetic paradigms. The GAM method is described in detail in respect to the theory behind it and the methodology. The GAM is then demonstrated using an appropriate case study — Part 1 of the UK Climate Change Act (2008) concerning carbon budgets and targets. The results indicate that the Part 1 of Act may not achieve the desired goals in contributing towards sustainable development through the stated mechanisms for carbon budgets and targets. The paper then discusses the broader context of the GAM with respect to the core themes evident in the development and application of the GAM of: sustainability science; sustainability assessment; application value of the GAM; and future research and development.  相似文献

Sustainable urban development focuses on enhancing urban well-being, while also balancing the demands of urban social and economic development, natural resource consumption, and environmental pollution. This work used general data envelopment analysis to assess the urban sustainability efficiency (USE) and sustainability potential (SP) in Lanzhou and Xiamen, two cities that are characteristic of urban areas in western and eastern China. The assessment indicator system included important natural and urban welfare factors as input and output indices, respectively. The results showed that overall urban sustainability efficiency increased in Lanzhou and Xiamen from 1985 to 2010, but that the sustainability of natural resources clearly decreased. The urban sustainability efficiency of Xiamen was higher than that of Lanzhou, and the sustainability potential of Xiamen was lower than that of Lanzhou; this indicates that Xiamen performed better in terms of urban sustainable development. The urban sustainability efficiency in Xiamen has increased with increasing urban population, and the rate and scale of economic development have been higher than in Lanzhou. The assessment and analysis performed in this study show that cities with different natural resources and development characteristics have different forms, patterns, and trajectories of sustainable development.  相似文献

Previous studies revealed triple bottom line cannot entirely cover the concept of corporate sustainability. This study thus uses sustainable resource management (SRM) to improve corporate sustainability (CS) performance considering the socio-environmental, socio-economical, and eco-efficiency aspects. In this study, the vague set (VS) theory and the technique for order preference by similarity to ideal solution (TOPSIS) method are integrated as a hybrid decision-making tool by which social media data can be transformed into entropy weights. The results indicate eco-efficiency and society should be prioritized to improve the corporate sustainability performance. Specifically, the aspects should be promoted through encouraging environmental innovation, redesigning consumers' offer, raising support of the institutions and policy measures, and organizing synergetic involvement. The contributions of this study are three-fold: (i) establishing a comprehensive framework for guiding firms make effective improvements; (ii) developing a hybrid VS-TOPSIS method to process the assessment data and social media information and address the interrelationships; (3) identifying the decisive SRM criteria to precisely guide the Chinese automobile industry towards CS under severe resource constraints.  相似文献

The objective of this paper was to assess the sustainability impacts of planned agricultural development interventions, so called upgrading strategies (UPS), to enhance food security and to identify what advantages and risks are assessed from the farmer's point of view in regards to social life, the economy and the environment. We developed a participatory methodological procedure that links food security and sustainable development. Farmers in four different case study villages in rural Tanzania chose their priority UPS. For these UPS, they assessed the impacts on locally relevant food security criteria. The positive impacts identified were mainly attributed to increased agricultural production and its related positive impacts such as increased income and improved access to necessary means to diversify the diet. However, several risks of certain UPS were also indicated by farmers, such as increased workload, high maintenance costs, higher competition among farmers, loss of traditional knowledge and social conflicts. We discussed the strong interdependence of socio-economic and environmental criteria to improve food security for small-scale farmers and analysed several trade-offs in regards to UPS choices and food security criteria. We also identified and discussed the advantages and challenges of our methodological approach. In conclusion, the participatory impact assessment on the farmer level allowed a locally specific analysis of the various positive and negative impacts of UPS on social life, the economy and the environment. We emphasize that only a development approach that considers social, economic and environmental challenges simultaneously can enhance food security.  相似文献

Urban metabolism components define the energy and material exchanges within a city and, therefore, can provide valuable information on the environmental quality of urban areas. Assessing the potential impact of urban planning alternatives on urban metabolism components (such as energy, water, carbon and pollutants fluxes) can provide a quantitative estimation of their sustainability performance. Urban metabolism impact assessment can, therefore, contribute to the identification of sustainable urban structures with regards, for example, to building types, materials and layout, as well as to location and capacity of transportation and infrastructural developments. In this way, it enables the formulation of planning and policy recommendations to promote efficient use of resources and enhance environmental quality in urban areas.The European FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) has developed a decision-support system (DSS) that systematically integrates urban metabolism components into impact assessment processes with the aim of accurately quantifying the potential effects of proposed planning interventions. The DSS enables integration of multiple spatial and non-spatial datasets (e.g. physical flows of energy and material with variables of social and economic change) in a systematic manner to obtain spatially defined assessment results and to thus inform planners and decision-makers. This multi-criteria approach also enables incorporation of stakeholders' perceptions in order to prioritise decisive assessment criteria. This paper describes the methodological framework used to develop the DSS and critically examines the results of its practical application in five European cities.  相似文献

Multicriteria analysis is widely used to perform sustainability evaluation for purposes such as decision making or progress assessment following a chosen sustainable development concept. The stages of multicriteria analysis include indicator selection, data characterization, normalization, weighting, and aggregation. However, due to the various framings of sustainability, non-equivalent approaches could be adopted at each stage, introducing methodological uncertainty. Consequently, depending on the methods chosen, divergent and conflicting conclusions or decisions may result. This paper addresses the issue of methodological uncertainties in sustainability evaluation by analyzing how methodological uncertainties arise during multicriteria analysis, then proposing an analytical framework that employs uncertainty and sensitivity analyses to quantify and manage the effects of methodological uncertainties. The consideration of methodological uncertainties in the structure of multicriteria sustainability evaluation shifts the analysis from deterministic to probabilistic, which is advantageous to arrive at robust and homogenized sustainability conclusions or decisions.  相似文献

There are various processes which can be used for wastewater treatment (WT), and the selection of the most sustainable one among different processes is a hard task. This study aims at helping the decision-makers (DM) to address this by developing an intuitionistic fuzzy set (IFS) theory based group multi-attribute decision analysis (MADA) method. Ten criteria in environment, economy, society-politic, and technology dimensions were employed to achieve sustainability measurement (SM) of WT processes. The multi-criteria sustainability assessment method developed in this study allow different experts to attend the SM, and enable the participants to employ the natural language/words to depict their intuitionistic opinions. Accordingly, the proposed method can achieve group SM under uncertainties. An illustrative case including four processes for wastewater treatment, namely Anaerobic-Anoxic-Oxic (AAO) process, Triple Oxidation Ditch (TOD) process, Anaerobic single-ditch oxidation (ASD) process, and Sequencing batch reactor activated sludge process (SBR), has been studied, and the results reveal that this method can determine sustainability sequence of different WT processes.  相似文献
