Conservation of renewable natural resources and promotion of economic growth are both sustainable development goals. Here, we study the interdependency between economic growth, international trade, and the use of renewable natural resources—under alternative institutional settings of either open access or full property rights—in an endogenous growth model. We find that if the resource is depleted over time, consumption growth is reduced. Economic growth and international trade only impact resource use when the resource is harvested under full property rights. Then, widening international trade can lead countries to shift from conservation to depletion. Changes in the institutional setting of resource use in one country may have repercussions on trading partners. Our results indicate potential trade-offs between the sustainable development goals and imply that policies focusing on resource use or trade (e.g., international trade bans or certified trade) are not sufficient to prevent resource depletion.  相似文献

Socio-economic development of mankind and well-being depend on the environment and the way in which development influences the environment. Thus, environment and development are interdependent. In fact, economic development is closely linked with the development of resources. These resources can be classified into three categories: public goods, semi-public goods (also known as common property resources) and private goods. In poor countries common property resources make a valuable contribution to the sustainable livelihoods of rural populations. The impact of globalisation on the commons shows various patterns of ownership, control, use and misuse. The commons were subjected to degradation as well as conservation in the process of centralized management in India. After the reform period, the administration of natural resources was given significant attention by specialized departments such as the Forest Department and the Revenue Department. All the land, apart from private land, was regarded as state property and controlled by the state. This paper highlights the need to examine the common property resources sector in the context of wider economic policy reform processes in the Indian economy.  相似文献

Abstract:  The physical, economic, and sociocultural displacement of local peoples from protected areas generates intense discussion among scholars and policy makers. To foster greater precision and clarity in these discussions, we used a conceptual framework from the political economy literature to examine different forms of human displacement from protected areas. Using marine protected areas (MPAs) to ground our analysis, we characterized the 5 types of property rights that are reallocated (lost, secured, and gained) through the establishment of protected areas. All forms of MPA "displacement" involve reallocation of property rights, but the specific types and bundles of rights lost, secured, and gained dramatically shape the magnitude, extent, and equity of MPA impacts—positive and negative—on governance, economic well-being, health, education, social capital, and culture. The impacts of reallocating rights to MPA resources vary within and among social groups, inducing changes in society, in patterns of resource use, and in the environment. To create more environmentally sustainable and socially just conservation practice, a critical next step in conservation social science research is to document and explain variation in the social impacts of protected areas.  相似文献

Community-level resource management efforts are cornerstones in ensuring sustainable use of natural resources. Yet, understanding how community characteristics influence management practices remains contested. With a sample size of ≥725 communities, we assessed the effects of key community (i.e., socioeconomic) characteristics (human population size and density, market integration, and modernization) on the probability of occurrence of fisheries management practices, including gear, species, and spatial restrictions. The study was based in Solomon Islands, a Pacific Island country with a population that is highly dependent on coastal fisheries. People primarily dwell in small communities adjacent to the coastline dispersed across 6 island provinces and numerous smaller islands. We used nationally collected data in binomial logistic regression models to examine the likelihood of management occurrence, given socioeconomic context of communities. In contrast to prevailing views, we identified a positive and statistically significant association between both human population size and market integration and all 3 management practices. Human population density, however, had a statistically significant negative association and modernization a varied and limited association with occurrence of all management practices. Our method offers a way to remotely predict the occurrence of resource management practices based on key socioeconomic characteristics. It could be used to improve understanding of why some communities conduct natural resource management activities when statistical patterns suggest they are not likely to and thus improve understanding of how some communities of people beat the odds despite limited market access and high population density.  相似文献

We explore the reaction of two resource dependent communities, west Texas ranchers and Gulf Coast oyster fishers, to scientific resource management. We examine the criteria these two social groups use to judge scientific claims, and by extension, scientific resource management. Although scientists rely on factors internal to the scientific enterprise (e.g., methodological rigor), natural resource dependent communities such as ranchers and fishers may rely on factors external to the scientific process. Such factors include the historical relationship the community has had with the managing agency, the extent to which scientific explanations match local experience, the conceptual fit between managers' and communities' views of the appropriate relationship between humans and nature, and the resources available to the community to argue against regulation. We conclude that (1) agencies should explore the possibility of including the experiential knowledge of natural resource users where applicable and (2) agencies should recognize that communication skills can be as important as scientific skills in reaching management goals.  相似文献

Conflicts over natural resources such as land, water, and forests are ubiquitous. People everywhere have competed for natural resources to enhance their livelihoods. However, the dimensions, level and intensity of conflict vary greatly from one place to another. This study was conducted in Usangu plains, Mbarali district, Tanzania, to investigate resource use conflicts and their underlying causes. Participatory Rural Appraisal (PRA) and household survey using a structured questionnaire were the major tools for data collection. Participant observation and secondary data sources were also used to supplement information. The study revealed the existence of resource use conflicts in the area. About 50% of respondents argued that relationships between the various ethnic groups in Usangu plains were bad. Conflicts were centred on competition for water and land. Crop damage was ranked highest (25% of respondents) as a cause behind many conflicts in the area. The study recommends that the government should redefine land tenure and land rights, enhance crop-livestock linkages and carry out a stakeholder analysis in the Usangu plains.  相似文献

Abstract:  We argue that two problems weaken the claims of those who link corruption and the exploitation of natural resources. The first is conceptual and the second is methodological. Studies that use national-level indicators of corruption fail to note that corruption comes in many forms, at multiple levels, that may affect resource use quite differently: negatively, positively, or not at all. Without a clear causal model of the mechanism by which corruption affects resources, one should treat with caution any estimated relationship between corruption and the state of natural resources. Simple, atheoretical models linking corruption measures and natural resource use typically do not account for other important control variables pivotal to the relationship between humans and natural resources. By way of illustration of these two general concerns, we used statistical methods to demonstrate that the findings of a recent, well-known study that posits a link between corruption and decreases in forests and elephants are not robust to simple conceptual and methodological refinements. In particular, once we controlled for a few plausible anthropogenic and biophysical conditioning factors, estimated the effects in changes rather than levels so as not to confound cross-sectional and longitudinal variation, and incorporated additional observations from the same data sources, corruption levels no longer had any explanatory power.  相似文献

Testing Hypotheses for the Success of Different Conservation Strategies   总被引:4,自引:0,他引:4  
Abstract:  Evaluations of the success of different conservation strategies are still in their infancy. We used four different measures of project outcomes—ecological, economic, attitudinal, and behavioral—to test hypotheses derived from the assumptions that underlie contemporary conservation solutions. Our hypotheses concerned the effects of natural resource utilization, market integration, decentralization, and community homogeneity on project success. We reviewed the conservation and development literature and used a specific protocol to extract and code the information in a sample of papers. Although our results are by no means conclusive and suffer from the paucity of high-quality data and independent monitoring (80% of the original sample of 124 projects provided inadequate information for use in this study), they show that permitted use of natural resources, market access, and greater community involvement in the conservation project are all important factors for a successful outcome. Without better monitoring schemes in place, it is still impossible to provide a systematic evaluation of how different strategies are best suited to different conservation challenges.  相似文献

In this paper, we show that the commonly observed decline in primary (natural resource using) sector output and employment shares, often termed structural change, can be explained as an endogenous response to the presence of nature's constraint. Structural change takes place even if consumer preferences are homothetic, and technological progress does not discriminate against the primary sector. Under certain conditions, structural change allows an open economy to grow with natural resource sustainability. Sustained and environmentally sustainable economic growth is possible even if the natural resource is exploited under open access. Well-defined property rights are neither necessary, nor sufficient for sustainable growth. We show that there is no unique relationship between natural resource endowment and the rate of economic growth over the long run. Resource-rich economies may grow faster or slower than resource-poor ones.  相似文献

Low entropy accumulations of matter and energy are more economic for humans to exploit as natural resources. This accumulation of a resource takes place over time and the most concentrated resources, such as fossil fuels, are created over geological ages. As the most concentrated resources become depleted it may be possible for technology to enable the exploitation of less concentrated resources, such as low-grade metal ores or thinly populated fishing grounds. Analysis of the timescales necessary to create different types of natural resource reveals three distinct groups. Further consideration of economic characteristics of resources, including ownership and access, and rate of consumption relative to rate of supply confirms the grouping of resources into the three distinct groups. Rate of change of entropy as a resource is exploited is an indicator of its impact on the environment. Consideration of this again suggests three distinct groups of resources, and this paper identifies them as: continuous natural resources (CNR), such as solar power and wind power; potentially renewable resources (PRR), such as fish and forests; and non-renewable resources (NRR), such as fossil fuels and metals.  相似文献

Vultures, the only vertebrate obligate scavengers, are currently facing a dramatic worldwide decline with over half of vulture species now classified as threatened. To address this widespread decline, the use of feeding stations has been widely advocated in recovery programs. However, providing food that is more predictable in time and space than natural resources could disrupt the ecological scavenging service provided by vultures. In this study, we build a multi-agent system (MAS), which describes the social foraging behavior of Gyps vultures in order to investigate how resource predictability in space and resource management affect scavenging service efficiency. We study the possibility that vultures take into account feeding station location in addition of using local enhancement. Our results show that the efficiency of the scavenging service is heavily affected by the way resources are distributed between feeding stations and natural areas. Nevertheless, it appears possible to minimize a loss in service efficiency by increasing the number of feeding stations while keeping the total amount of resources available constant, thus reducing the predictability of the resources located on the stations. We illustrate our work in the case of European feeding stations that provide supplementary resources in areas where natural ones are scarce. Moreover, we discuss the implications worldwide, in particular in the case of India, where feeding stations for vultures are intended to lure individuals away from potentially harmful natural carrion.  相似文献

The theory of the commons encompasses two interpretations: one based on 'manifest customs', whilst the other relates to 'latent customs'. The former asserts that individuals behave as rational economic units, pursuing their own profit based on economic mechanisms, whilst social restrictions relating to the use of resources within communities act to prevent the total destruction of the natural environment. In contrast, the latter holds that people behave according to the morality or ethics embedded within the society, and that this contributes to sustainable resource management.

A field survey conducted in West Java as part of the present study revealed that a system of communal ownership of lands and resources is widely practiced on land that is strictly private property, including paddy fields, cultivated swiddens, gardens and so forth, facilitated by the distribution of land, lending and borrowing of land and collaborative labour systems. This customary management system is considered a prime example of the commons resource management. Furthermore, communal lands were also seen to play a significant role in the distribution of land and resources amongst community members to supplement daily needs. In addition, these customary land-use systems, as the commons, are considered to contribute towards mitigating the gap between rich and poor.  相似文献

As one of the dominant large-scale mechanisms proposed to combat climate change, biodiversity loss, and rural poverty, REDD+ (Reducing Emissions from Deforestation and Forest Degradation) has added further complexity to the challenging governance of rights and resources in global forests. As REDD+ is commodifying carbon, concerns emerge about how carbon ownership and its rights can be accommodated into the existing framework that governs local forest resource rights. The Nepalese government has formally entered into REDD+ policy preparations, but it lacks clear legal provisions regarding key forest tenure rights such as carbon ownership, benefit sharing, and the political participation of community forest user groups from national to local. As a result, Nepal’s policy process points toward performance-based carbon forestry in a way that may undermine and weaken existing community tenure rights and forest tenure security.

This paper discusses Nepal’s potential impacts of new REDD+ and carbon ownership arrangements on forest tenure security and community-based forest governance. In a threefold methodological approach, the paper presents three scenarios for a REDD+-oriented tenure reform within the existing framework and assesses their concerns through in-depth qualitative interviews with key stakeholders, representatives, and advocates of Nepal’s community forestry system, complemented by a review of government documents and academic literature of REDD+ lessons so far. The analysis identifies critical concerns for forest tenure security, state-community power relationships, and effective local institutions of the commons, and suggests that Nepal’s REDD+ process is taking place at a particularly consequential time for structural changes of the forest governance framework.  相似文献

We study how society's preferences affect the resilience of economies that depend on more than one type of natural resource. In particular, we analyze whether the degree of complementarity of natural resources in consumer preferences may give rise to multiple steady states and path dependence even when resources are managed optimally. We find that, for a given social discount rate, society tends to be less willing to buffer exogenous shocks if resource good are complements in consumption than if they are substitutes. The stronger the complementarity between the various types of natural resources, the less resilient the economy is, and even more so the higher is the social discount rate.  相似文献

Decentralisation policies in least developed countries have emerged in response to failed centralised natural resource governance programmes because high-value natural resources are distributed unequally, with central governments often reaping more than local-level users. Current natural resource governance institutions have been created to remedy the problems that central governments formerly posed. Here, we argue that Uganda's forestry and fishery resources are biologically diverse and thus amenable to current decentralised management programmes, provided that there is compromise between market values and local cultural and subsistence values and uses. We observe, however, Uganda's current institutional arrangement favours the former over the latter and determine that successful natural resource decentralisation requires strengthening local-level natural resource institutions with increased fiscal flow, enforcement, monitoring and judicial powers. A strong and reliable partnership between local-level resource users and the central government is necessary for this to occur.  相似文献

Unauthorized use of natural resources is a key threat to many protected areas. Approaches to reducing this threat include law enforcement and integrated conservation and development (ICD) projects, but for such ICDs to be targeted effectively, it is important to understand who is illegally using which natural resources and why. The nature of unauthorized behavior makes it difficult to ascertain this information through direct questioning. Bwindi Impenetrable National Park, Uganda, has many ICD projects, including authorizing some local people to use certain nontimber forest resources from the park. However, despite over 25 years of ICD, unauthorized resource use continues. We used household surveys, indirect questioning (unmatched count technique), and focus group discussions to generate profiles of authorized and unauthorized resource users and to explore motivations for unauthorized activity. Overall, unauthorized resource use was most common among people from poor households who lived closest to the park boundary and farthest from roads and trading centers. Other motivations for unauthorized resource use included crop raiding by wild animals, inequity of revenue sharing, and lack of employment, factors that created resentment among the poorest communities. In some communities, benefits obtained from ICD were reported to be the greatest deterrents against unauthorized activity, although law enforcement ranked highest overall. Despite the sensitive nature of exploring unauthorized resource use, management‐relevant insights into the profiles and motivations of unauthorized resource users can be gained from a combination of survey techniques, as adopted here. To reduce unauthorized activity at Bwindi, we suggest ICD benefit the poorest people living in remote areas and near the park boundary by providing affordable alternative sources of forest products and addressing crop raiding. To prevent resentment from driving further unauthorized activity, ICDs should be managed transparently and equitably.  相似文献

Traditional economic and policy analysis theory has emphasized the implementation of private or public property rights regimes in order to sustainably manage natural resources. More recent work has challenged this approach by examining the strengths and weakness of common property governance of such resources. This paper contributes to this literature by analyzing the acequia irrigation communities in northern New Mexico. Through statistical analysis, we find that the acequias’ ability to maintain collective-action as estimated by a critical performance function, crop production, is aided by water sharing agreements and access to groundwater, and that it is hampered by property rights fragmentation and urbanization.  相似文献

Abstract: The Tiwi people of northern Australia have managed natural resources continuously for 6000–8000 years. Tiwi management objectives and outcomes may reflect how they gather information about the environment. We qualitatively analyzed Tiwi documents and management techniques to examine the relation between the social and physical environment of decision makers and their decision‐making strategies. We hypothesized that principles of bounded rationality, namely, the use of efficient rules to navigate complex decision problems, explain how Tiwi managers use simple decision strategies (i.e., heuristics) to make robust decisions. Tiwi natural resource managers reduced complexity in decision making through a process that gathers incomplete and uncertain information to quickly guide decisions toward effective outcomes. They used management feedback to validate decisions through an information loop that resulted in long‐term sustainability of environmental use. We examined the Tiwi decision‐making processes relative to management of barramundi (Lates calcarifer) fisheries and contrasted their management with the state government's management of barramundi. Decisions that enhanced the status of individual people and their attainment of aspiration levels resulted in reliable resource availability for Tiwi consumers. Different decision processes adopted by the state for management of barramundi may not secure similarly sustainable outcomes.  相似文献

Contemporary strategies for natural resource management espouse the need to integrate local people and their livelihood needs into biodiversity conservation projects to achieve sustainable ‘development and ecological integrity’. Valuation of natural resource use provides empirical evidence and conceptual arguments of local people's dependence on these resources, which could be factored into biodiversity conservation planning. Based on household surveys and key informant interviews, this study looked at the contribution of dryland natural resources to the livelihoods of two culturally different but neighbouring communities, the San and Mier, bordering Kgalagadi Transfrontier Park, South Africa. Overall, natural resources represented an important livelihood source for the San, contributing on an average 32% of total annual income, compared to 9% for the Mier. Fuelwood was the predominant contributor to natural resource incomes in both cases. Income quintile analysis showed that dependence on natural resources decreased moving to higher income groups for Mier households, but increased with income for San households. Well-off households still derived higher total income from natural resources; often from the more lucrative sources of such income, notably from fuelwood sales. Contextual factors such as culture and social institutions, among others, influenced access to, and consequently the use of, particular resources and the value of these to households. Sustainable natural resource management interventions should consider these disparities in patterns of natural resource dependence among different income groups.  相似文献
