Using Japanese facility-level data from an OECD survey, we estimate the effects of implementation of ISO14001 and publication of environmental reports on the facilities’ environmental performance. While most previous studies focused on an index of emissions toxicity, this study examines three areas of impacts, none of which have been explored in the literature: natural resource use, solid waste generation, and wastewater effluent. The study is also unique in that the effectiveness of ISO14001 is considered in relation to environmental regulations. Our findings are summarized as follows. First, both ISO14001 and report publication help reduce all three impacts; the former appears more effective in all areas except wastewater. Second, environmental regulations do not weaken the effect of ISO14001. Third, assistance programs offered by local governments—a voluntary approach—promote facilities’ adoption of ISO14001. These findings suggest that governments can use command-and-control and voluntary approaches concurrently.  相似文献

We consider the net effect of statutory, enforcement, and compliance asymmetries by estimating the relationship between plant size and pollution abatement expenditures, using establishment-level data on U.S. manufacturers from the Census Bureau's Pollution Abatement Costs and Expenditures (PACE) survey and from its Annual Survey of Manufactures and Census of Manufactures. We model establishments' pollution abatement operating costs (PAOC) per unit of economic activity as a function of establishment size, industry, state, and year. Pollution incidence and political jurisdiction: evidence from the TRI   总被引:1,自引:0,他引:1  
Few issues are more contentious for local communities than industrial pollution. When local industries pollute, lawmakers and regulators must balance two primary concerns: economic prosperity and the environment. The role of political pressure is well documented in environmental policy. What is less clear is the role jurisdictional or boundary considerations play in determining the implementation of environmental laws. Anecdotal evidence suggests that local regulators are more lenient in their treatment of polluters when the incidence of pollution falls partially on those outside the state. One explanation for such behavior is that regulators take actions to maximize political support. This paper tests this jurisdictional model using toxics release inventory (TRI) data from 1987 to 1996. We find that facilities’ emissions into the air and water are systematically higher in counties that border other states. These results are consistent with the hypothesis that jurisdictional considerations are an important determinant of pollution incidence.  相似文献

Much of the literature on international environmental agreements (IEAs) uses static models, although most important transboundary pollution problems involve stock pollutants. The few papers that study IEAs using models of stock pollutants do not allow for the possibility that membership of the IEA may change endogenously over time. In this paper we analyse a simple infinite-horizon version of the static model of self-enforcing IEAs, in which damage costs increase with the stock of pollution, and countries decide each period whether to join an IEA. Using a quadratic approximation of the value function of the representative country we show that there exists a steady-state stock of pollution with corresponding steady-state IEA membership, and that as the stock rises towards steady state the IEA membership falls. Moreover, we find that the greater is the cost of damage, and hence the greater are the potential gains from cooperation, the smaller is the membership of a self-enforcing IEA.  相似文献

环境分析化学是环境化学的一个重要分支.本文报导环境分析化学的研究领域,对象,国内外研究工作的发展趋势以及环境分析方法和环境监测仪器等。近年来,在污染物的超痕量分析、环境标准参考物的制备以及环境分析监测技术自动化方面都有较大的进展,对推动研究污染物的来源、毒性和含量,为最终控制和改造环境起到了推动作用,环境科学的发展在一定程度上依赖于环境分析化学所取得的成就。 在研究国内外工作动向的基础上,我们提出了环境分析化学的中近期研究方向,其中包括有机污染物和元素化学形态定值的环境标准参考物质、无机毒物的形态分析、分析技术的联用,有毒污染物的系统分析、我国优先监测污染物名单的制定、新型采样器,以及监测技术自动化研究等方面,以供从事这方面工作的领导和科研人员参考。  相似文献

Many important environmental policies involve some combination of emission controls and ambient environmental quality standards, for instance SO2 emissions are capped under Title IV of the U.S. Clean Air Act Amendments while ambient SO2 concentrations are limited under National Ambient Air Quality Standards (NAAQS). This paper examines the relative performance of emissions standards and ambient standards when the natural environment provides stochastic environmental services for assimilating pollution. For receiving media characterized by greater dispersion in the distribution of environmental services, the optimal emissions policy becomes more stringent, whereas the optimal ambient policy generally becomes more lax. In terms of economic performance, emissions policies are superior to ambient policies for relatively non-toxic pollutants, whereas ambient standards welfare dominate emissions standards for sufficiently toxic pollutants. In the case of combined policies that jointly implement emissions standards and ambient standards, we show that the optimal level of each standard relaxes relative to its counterpart in a unilateral policy, allowing for greater emissions levels and higher pollution concentrations in the environmental medium.  相似文献

由于人类社会的发展,环境污染也越来越严重,研究环境污染物对生态及人类健康的影响极为重要。生殖系统是人和动物繁衍后代的重要系统,常见环境污染物对生殖系统的影响正引起研究人员的广泛关注。秀丽隐杆线虫具有身体透明、品系丰富和遗传背景清楚等优点,为生殖毒理学研究提供了一个便利的平台。以秀丽隐杆线虫为模型已对多种环境污染物的生殖毒性进行了评价。本文重点叙述了重金属、纳米材料、有机物等化学污染,辐射、磁场等物理污染,以及病毒等生物污染对秀丽线虫生殖系统的影响,并归纳讨论了环境污染物造成生殖功能障碍的几种主要机制,如氧化应激、DNA损伤、内质网应激以及神经损伤等,但不同类型污染物的毒性效应与其自身的物化性质紧密相关。环境污染物诱导的生殖毒性中不同响应机制之间的关联性、不同发育阶段的敏感性差异、污染物的传代效应以及有效的缓解方式的筛选等都有待进一步的开展。  相似文献

The performance of biodegradation of organic pollutants in soil often depends on abiotic conditions and the bioavailability of these pollutants to degrading bacteria. In this context, bacterial dispersal is an essential aspect. Recent studies on the potential promotion of bacterial dispersal by fungal hyphae raised the idea of specifically applying fungal networks to accelerate bacterial degradation processes in situ. Our objective is to investigate these processes and their performance via simulation modelling and address the following questions: (1) Under what abiotic conditions can dispersal networks significantly improve bacterial degradation? and (2) To what extent does the spatial configuration of the networks influence the degradation performance? To answer these questions, we developed a spatially explicit bacterial colony model, which is applied to controlled laboratory experiments with Pseudomonas putida G7 organisms as a case study. Using this model, we analyzed degradation performance in response to different environmental scenarios and showed that conditions of limited bacterial dispersal also limit degradation performance. Under such conditions, dispersal networks have the highest potential for improving the bioavailability of pollutants to bacteria. We also found that degradation performance significantly varies with the spatial configuration of the dispersal networks applied and the time horizon over which performance is assessed. Regarding future practical applications, our results suggest that (1) fungal networks may dramatically improve initially adverse conditions for biodegradation of pollutants in soil, and (2) the network's spatial structure and accessibility are decisive for the success of such tasks.  相似文献

We analyze a transboundary pollution differential game where pollution control is spatially distributed among a number of agents with predetermined spatial relationships. The analysis emphasizes, first, the effects of the different geographical relationships among decision makers; and second, the strategic behaviour of the agents. The dynamic game considers a pollution stock (the state variable) distributed among one large region divided in subregions which control their own emissions of pollutants. The emissions are also represented as distributed variables. The dynamics of the pollution stock is defined by a parabolic partial differential equation. We numerically characterize the feedback Nash equilibrium of a discrete-space model that still captures the spatial interactions among agents. We evaluate the impact of the strategic and spatially dynamic behaviour of the agents on the design of equilibrium environmental policies.  相似文献

This paper extends earlier work on the standards and prices approach to pollution control by considering simultaneously spatial considerations, interactive pollutants, and joint abatement costs. The form of environmental constraints appropriate to water pollution problems is discussed in detail and the implications for the standards and prices approach to water pollution control are assessed. The presence of interactive pollutants and joint abatement costs is shown to have important implications for both the theoretical properties and the implementation of the standards and prices approach.  相似文献

This review reports the research progress in the abatement of major pollutants in air and water by environmental catalysis. For air pollution control, the selective catalytic reduction of NO x (SCR) by ammonia and hydrocarbons on metal oxide and zeolite catalysts are reviewed and discussed, as is the removal of Hg from flue gas by catalysis. The oxidation of Volatile organic compounds (VOCs) by photo- and thermal-catalysis for indoor air quality improvement is reviewed. For wastewater treatment, the catalytic elimination of inorganic and organic pollutants in wastewater is presented. In addition, the mechanism for the procedure of abatement of air and water pollutants by catalysis is discussed in this review. Finally, a research orientation on environment catalysis for the treatment of air pollutants and wastewater is proposed.  相似文献

By converting rural land into urban land, urbanization impacts on surface water quality, because cities produce more pollutants than farmlands, especially heavy metals. Ways to reduce urbanization impacts on water quality are now being highlighted worldwide. Considering that land use can be a source or sink in pollution runoff, an understanding of the relationship between urbanization and surface water quality, as well as effects of specific land uses on water quality, is crucial. Corresponding management and controlling steps can then be put forward towards non-point source (NPS) pollution control and urban sustainable development. China has experienced rapid urbanization, especially since the 1980s. However, the environmental impacts of this process are not fully investigated. Hanyang, Hubei Province was selected as a typical city to study the impacts of urbanization on lake water quality. Pearson's correlation analysis was performed to elucidate the correlation between different land uses and water quality indicators at both whole lake watershed and small catchment scales. The results indicated that land uses play different roles, either source or sink, in pollution flow processes. Bottomland had a negative and residential land a positive correlation to most water quality indicators, especially heavy metals. These proved to be indicative and crucial land uses in NPS pollution control. Finally, a strategy for regulating urban land uses is proposed for improving surface water quality in cities similar to Hanyang, in southern China.  相似文献

Environmental Auditing in Management Systems and Public Policy   总被引:4,自引:0,他引:4  
New international standards for environmental auditing are now being actively promoted by public authorities and adopted by private firms. One important feature of these standards is their emphasis on managerial systems and incentives that support a wiser use of environmental resources. This paper studies such a system, in which incentive compensation may be based in part on the results of an environmental audit. It is found that optimal wages after an environmental audit is performed should have a greater range than wages paid when no audit has occurred. It is also shown that the decision to conduct an environmental audit and the size of the expected wage in this case depend crucially on whether the agent's prudence (or precautionary motives) dominates his aversion to risk. It is finally found that the insertion of environmental audits within current management systems would certainly induce a manager to care more about the environment; although this may come at the expense of less concern for other activities, we find plausible circumstances in which properly designed environmental audits overcome such a tradeoff and increase the manager's attention tobothenvironmental and traditional tasks. Some implications of the analysis for environmental public policy are also discussed briefly.  相似文献

A regional pollution history has been reconstructed for the borough of Halton (northwest England) from four urban ponds in north Cheshire and south Merseyside, using environmental analyses of lake sediment stratigraphies. Mineral magnetism, geochemistry and radiometric dating have produced profiles of pollution characteristics dating from the mid-nineteenth century to present day. These pollution profiles reflect the atmospheric deposition of a range of pollutants over 150 years of intensified industry. Distinct phases of pollution deposition and characteristics are identified reflecting: (1) intensification of industry in the nineteenth century; (2) expansion of industry during the twentieth century; (3) post 1956 Clean Air Acts. This work promotes the potential use of these pollution archives for use in epidemiology to better understand links between human health and environmental pollution, especially for diseases with long latency times, where retrospective pollution exposure assessments are important.  相似文献

Abstract

Differences between the scientific and environmental policy communities regarding marine environmental protection strategies are discussed in the context of the nature and extent of scientific influence on marine environmental policy. Public perceptions of the nature and severity of marine pollution frequently differ from scientific assessments. the thesis of this paper is that the increasing influence of public perception on marine environmental protection policy is leading to the adoption of simplistic and unnecessarily extreme approaches to marine pollution prevention and to a reduced reliance on science. This trend is illustrated by some recent international developments and some suggestions are made towards enhancing the influence of science on marine protection policy.  相似文献
