A marine spatial planning (MSP) initiative—if to be successful—has to be rooted in a thorough understanding of the tradition and structures of the governance system in the area targeted for the initiative. After decades of a mainly sectoral approach towards maritime affairs, governments began to recognised the need for a governance framework that applies a more integrated approach to maritime policy. The new Integrated Maritime Policy of the European Union is only one example for such a changed way of policy and decision making. The assembly of a governance baseline can help to identify the crucial hindering and success factors for the implementation of MSP. A governance baseline has two parts. Part One focuses upon the past and current performance of the governance system as it has responded—or failed to respond—to changes in the condition of ecosystems in a specific locale. Part Two of a baseline outlines a strategic approach to the design of a new program and records the goals, objectives and strategies of MSP implementation. Focus on both governance processes and their outcomes is essential and forms the core justification for documenting governance responses to ecosystem change.  相似文献

Launch of the Integrated Maritime Policy for the European Union in 2007 served as important factor that stimulates consolidation of coastal and marine information to support policy implementation. Policy’s action plan provides approaches for maritime governance, research and planning relevant to information. In particular, roadmap for maritime spatial planning stimulates development of coastal and marine GIS. Article reviews the current general status of coastal and marine systems and puts them in the context of the policy actions. Main focus is on formation of geospatial information platform for integrated assessment and ecosystem-based management of coastal and marine areas. Recent developments in data, indicator and information systems are summarized in European perspective: better characterization of maritime space and marine ecosystems, development of GMES Marine Core service and related in situ data collection; data harmonisation, interoperability and access, promoted by Shared Environmental Information System principles.  相似文献

Place-based management is any management action having implications for a specified area. Place-based management is seen as a key component to practical implementation of ecosystem approach to management, with marine spatial planning (MSP) being the currently most promoted approach. In the present paper we address the challenges of place-based management at local, regional and global (oceanic) spatial scales using case studies from the Northeast Atlantic with examples from Norway. Both ecological, governance and management complexity increases with increasing geographic scale, with associated increases in uncertainty and thus increasing need for managing under the precautionary approach. A process where (ecologically) valuable and vulnerable areas are defined early on is essential to successful place-based management under the ecosystem approach. Integrating across sectors and achieving necessary cooperation between involved institutions and stakeholders is also necessary.  相似文献

This paper includes the proposals made in the report “Basis for a National Strategy for Coastal Zone Management” prepared for the Portuguese Ministry of Environment, Territorial Planning and Regional Development. The final version of that report was presented in June 2006. This paper describes a theme framework followed by a discussion of concepts. Nine Primary Principles, eight Principal Objectives, and 37 Strategic Options for an Integrated Coastal Zone Management are then presented. These Strategic Options are set hierarchically according to their sequential priority, identifying the dominant types of Associated Measures. The analysis of these arrives at a set of Structural Measures, which interlink and aggregate various actions and propose a new method of integrated management for the coastal zone, which includes the “Legal Basis of Coastal Zone”; the Organization System; the Action Plan and Monitoring.  相似文献

Baseline resource information in an easily accessible form is a vital starting point for developing coastal zone management. On behalf of a wide-ranging group of organizations involved in the management of the U.K. maritime zone, the Joint Nature Conservation Committee (JNCC) is compiling a series of 16 regional volumes. The volumes contain multi-disciplinary coastal zone resource information arranged in ten chapters under the general title ‘Coasts and Seas of the UK’. Adaptive maritime spatial planning (MSP) uses monitoring and evaluation of the effectiveness of spatial and temporal management measures to promote understanding and improve planning and decision-making. An adaptive approach to MSP involves exploring alternative ways to meet management objectives, predicting the outcomes of alternative management measures, implementing one or more of these alternative management measures, monitoring to learn about the effects of management measures, and then using the results to update knowledge and adjust management actions. A monitoring and evaluation plan should be designed to be both cost effective and comprehensive. The process of setting and assessing performance metrics requires that the ecological and socio-economic objectives of the spatial management plan must be clearly stated up front for management actions to reflect those objectives accurately. To evaluate the effectiveness of a MSP plan, a range of ecological, socio-economic and institutional indicators need to be developed and monitored.  相似文献

Abstract: Habitat corridors can be essential for persistence of wildlife populations in fragmented landscapes. Although much research has focused on identifying species and places critical for conservation action, the conservation literature contains surprisingly few examples of corridors that actually have been protected and so provides little guidance for moving from planning through implementation. We examined a case study from southern California that combines monitoring of radio‐collared mountain lions (Puma concolor) with an assessment of land‐protection efforts to illustrate lessons learned while attempting to maintain ecological connectivity in a rapidly urbanizing landscape. As in many places, conservation scientists have provided science‐based maps of where conservation efforts should focus. But implementing corridors is a business decision based not solely on ecological information but also on cost, opportunity cost, investment risk, and other feasibility considerations. Here, the type and pattern of development is such that key connections will be lost unless they are explicitly protected. Keeping pace with conversion, however, has been difficult, especially because conservation efforts have been limited to traditional parcel‐by‐parcel land‐protection techniques. The challenges of and trade‐offs in implementation make it clear that in southern California, connectivity cannot be bought one parcel at a time. Effective land‐use plans and policies that incorporate conservation principles, such as California's Natural Communities Conservation Planning program, are needed to support the retention of landscape permeability. Lessons from this study have broad application, especially as a precautionary tale for places where such extensive and intensive development has not yet occurred. Given how limiting resources are for biodiversity conservation, conservationists must be disciplined about where and how they attempt corridor protection: in rapidly fragmenting landscapes, the opportunity for success can be surprisingly fleeting.  相似文献

The European Atlas of the Seas offers a snapshot of environmental and socio-economic features that characterize the coastal and marine environment. The latest release (Version 4) addresses the public in general, but also non-specialist experts involved with environmental issues, human activities or policies related to Europe’s coasts and seas. The information content of the Atlas comprises a series of geographical layers, subdivided in “background maps”, “thematic maps” (i.e. maritime Europe, natural setting, sea bottom, sea level rise, security, transport, tourism, energy, wind, fisheries and fish consumption) and “do-it-yourself maps” (dealing with marine knowledge, nature and environment, socio-economics, fisheries, aquaculture, transport, energy, sea bed mining, coastal tourism, Maritime Spatial Planning, integrated maritime surveillance, and international ocean governance). All maps follow consistent cartographic rules and can be extracted for external use. The Atlas database is updated regularly, but historical data remain accessible after the updates, so that time series may be constructed. Tools for map exploration and combination can be used to combine together more layers, providing professional users with analysis and interpretation capabilities, to couple data into graphical indicators. The Atlas aims to supports also policy making, on marine environment, maritime issues and economic sectors, both within and outside the European Institutions (e.g. on Common Fisheries Policy or Maritime Spatial Planning). Further, it expands the same support to near-coastal issues and matters related to land-sea interactions. The web application for accessing Atlas contents offers links to other Marine Information Systems, and is available to a broad audience from computers, tablets and mobile devices.  相似文献

Part I gives an overview on the origin and the development of the term “sustainability” in general and for agriculture in particular. This overview shows that the term “sustainability” is used widely in discussing ecological, social and economic aspects; however, there is no generally accepted definition for this term neither for the different aspects, nor for a concept including all the discussed aspects of “sustainability”. This makes a determination and practical implementation of the term “sustainability” difficult. Therefore a definition for a sustainable crop production from the ecological point of view is elaborated based on the discussion of the development of the term and on the identification of the most important applied aspects. Policy tools that allow for the coordination of various authorities at different levels of government are important for coastal protected areas. Frequently, multiple authorities manage these areas with varied and sometimes conflicting goals. This study examines a regulatory model implemented on the Cape Cod National Seashore in the US that uses federally-approved zoning to regulate private uses for protection of natural coastal resources. Local authorities implement the zoning which is designed to support national resource protection goals making this a prime model of cross-level governance for conservation. I use case study analysis to evaluate the program’s effectiveness by focusing on implementation and compliance in the context of multi-jurisdictional (i.e., national to local) relations. The analysis and subsequent discussion highlight the difficulties associated with implementation of intergovernmental mandates. Also, theoretical perspectives on compliance give insights about the implementation challenges of this model. The model’s limitations have implications for policymakers considering similar schemes implemented by split and hierarchical authorities with different, and possibly conflicting, coastal management goals.

The human history of coastal regions around the world has been under assault for decades, from forces that include dam building, coastal modifications, the destruction of wetlands, marine erosion, population growth and rampant development, looting, and other processes. Global warming will exacerbate the destruction of cultural resources in coastal zones through accelerated sea level rise, intensified storm cycles, and related coastal erosion. Although average global sea levels have been rising for ∼20,000 years, they slowed dramatically about 7,000 years ago. Rates of sea level rise now appear to be increasing rapidly due to growing anthropogenic emissions of carbon dioxide and other greenhouse gases. Global warming and rising seas, especially when combined with population growth and the implementation of measures designed to protect endangered coastal properties, threaten the deep maritime history of human migrations, settlement, and adaptations in coastal areas around the world. Ranging in age from the mid-Pleistocene to recent historic times, coastal archaeological sites contain invaluable data on ancient coastal societies, fisheries, and ecosystems. Archaeologists, historians, and other cultural resource managers must do more to anticipate, evaluate, and mitigate the effects of global warming, sea level rise, and coastal erosion on the long history of human maritime cultures.  相似文献

Coastal zones in Portugal, as interface areas between land and sea, have problems related to the growing human pressure in terms of changes in land use associated with urban and industrial occupation, new accessibility (ports, motorways) and traffic flows, intensification of recreational use (beaches, water sports) and excessive fishing. Impacts include deterioration of water quality and sediments; alteration and degradation of natural habitats; new hydrodynamic situations; major landscape changes: and rapid changes in habits and way of life of the local populations and increased exposure of populations and assets to natural and induced risks (storms, accidents, spills, explosions). Plans for the Management of the Coastal Zone (POOC) have been developed and seven of them have been approved, while two similar plans are at a final stage of preparation. Together they cover the entire coast of Portugal. Their implementation and assessment could be a first step towards an integrated management of the Portuguese coastal zones. River Basin Management Plans (PBH) have been concluded and recently approved for the whole country. However, these plans do not consider estuarine systems and some other issues related to coastal systems. The National Water Plan (PNA) is under public presentation and discussion. Several ‘key messages’ are presented in this paper as a contribution for assessment of the proposals of this plan on issues related with coastal waters.  相似文献

Human–wildlife conflicts are commonly addressed by excluding, relocating, or lethally controlling animals with the goal of preserving public health and safety, protecting property, or conserving other valued wildlife. However, declining wildlife populations, a lack of efficacy of control methods in achieving desired outcomes, and changes in how people value animals have triggered widespread acknowledgment of the need for ethical and evidence‐based approaches to managing such conflicts. We explored international perspectives on and experiences with human–wildlife conflicts to develop principles for ethical wildlife control. A diverse panel of 20 experts convened at a 2‐day workshop and developed the principles through a facilitated engagement process and discussion. They determined that efforts to control wildlife should begin wherever possible by altering the human practices that cause human–wildlife conflict and by developing a culture of coexistence; be justified by evidence that significant harms are being caused to people, property, livelihoods, ecosystems, and/or other animals; have measurable outcome‐based objectives that are clear, achievable, monitored, and adaptive; predictably minimize animal welfare harms to the fewest number of animals; be informed by community values as well as scientific, technical, and practical information; be integrated into plans for systematic long‐term management; and be based on the specifics of the situation rather than negative labels (pest, overabundant) applied to the target species. We recommend that these principles guide development of international, national, and local standards and control decisions and implementation.  相似文献

Few non-native species have colonized Antarctica, although increased human activity and accelerated climate change may increase their number, distributional range, and effects on native species on the continent. We searched 13 sites on the maritime Antarctic islands and 12 sites on the Antarctic Peninsula for annual bluegrass (Poa annua), a non-native flowering plant. We also evaluated the possible effects of competition between P. annua and 2 vascular plants native to Antarctica, Antarctic pearlwort (Colobanthus quitensis) and Antarctic hairgrass (Deschampsia antarctica). We grew the native species in experimental plots with and without annual bluegrass under conditions that mimicked the Antarctic environment. After 5 months, we measured photosynthetic performance on the basis of chlorophyll fluorescence and determined total biomass of both native species. We found individual specimens of annual bluegrass at 3 different sites on the Antarctic Peninsula during the 2007-2008 and 2009-2010 austral summers. The presence of bluegrass was associated with a statistically significant reduction in biomass of pearlwort and hairgrass, whereas the decrease in biomass of bluegrass was not statistically significant. Similarly, the presence of bluegrass significantly reduced the photosynthetic performance of the 2 native species. Sites where bluegrass occurred were close to major maritime routes of scientific expeditions and of tourist cruises to Antarctica. We believe that if current levels of human activity and regional warming persist, more non-native plant species are likely to colonize the Antarctic and may affect native species.  相似文献

Numerous smelter sites are surrounded by rural land. The entrance of non-essential metals such as lead or cadmium into the food chain is very likely as well as phytotoxicity effects of zinc. Finding a realistic solution for these large-scale contaminations was one aim of this study. Previous results from pot experiments showed a high potential for the reduction of metals entering the food chain via crops grown on smelter-contaminated soils from Arnoldstein, Austria, by the use of amendments for immobilisation. A further aim was to optimise a field experiment for overcoming the gap between pot and field experiments and to look for long-term efficiency of the treatments [lime (CA), red mud (RM), gravel sludge + red mud (GS + RM)]. Field experiment results were obtained for 5 years. Besides soil and soil pore water samples, the following harvests were yielded: spring barley (Hordeum distichon ssp. L.) (2004–2005), narrowleaf plantain (Plantago lanceolata L.) (2006–2007) and velvet grass (Holcus lanatus L.) (2007–2008). The long-term efficiency of GS + RM led us to conclude that their application seems to be a realistic and practical measure for extensively contaminated land, best in combination with metal excluding cultivars.  相似文献

The reproductive and larval biology of the common Antarctic cushion-star Odontaster validus Koehler (Echinodermata: Asteroidea) were studied in a shallow-water population at Signy Island in the maritime Antarctic. The gonad index peaked in April/May, and injection with 1-methyladenine indicated that competence to spawn peaked in May/June. Gastrulae were first detected in May, and maximal water-column larval densities were measured in July. Reproduction was therefore highly seasonal, although not all individuals appeared to spawn each year. The pyloric caeca index increased in summer (typically November to March, but variable between years) and decreased during winter (June to October), suggesting that feeding activity was seasonal. All aspects of biology investigated showed significant interannual variability. Comparison with previous studies in the high Antarctic at McMurdo Sound indicated a similar if more pronounced seasonality at Signy, but the warmer seawater temperatures in the maritime Antarctic (particularly in late winter/early spring from September onwards) resulted in faster larval development at Signy. One of the key determinants of success in biodiversity conservation is how well conservation planning decisions account for the social system in which actions are to be implemented. Understanding elements of how the social and ecological systems interact can help identify opportunities for implementation. Utilizing data from a large‐scale conservation initiative in southwestern of Australia, we explored how a social–ecological system framework can be applied to identify how social and ecological factors interact to influence the opportunities for conservation. Using data from semistructured interviews, an online survey, and publicly available data, we developed a conceptual model of the social–ecological system associated with the conservation of the Fitz‐Stirling region. We used this model to identify the relevant variables (remnants of vegetation, stakeholder presence, collaboration between stakeholders, and their scale of management) that affect the implementation of conservation actions in the region. We combined measures for these variables to ascertain how areas associated with different levels of ecological importance coincided with areas associated with different levels of stakeholder presence, stakeholder collaboration, and scales of management. We identified areas that could benefit from different implementation strategies, from those suitable for immediate conservation action to areas requiring implementation over the long term to increase on‐the‐ground capacity and identify mechanisms to incentivize implementation. The application of a social–ecological framework can help conservation planners and practitioners facilitate the integration of ecological and social data to inform the translation of priorities for action into implementation strategies that account for the complexities of conservation problems in a focused way.  相似文献

Background In recent years, sediments have become a central topic of scientific and public discussion as an important factor for determining water quality. While the quality of surface waters in Germany has significantly improved during the past years, highly contaminated sediments still create a considerable threat to the quality of several European catchment areas. Main features Here, we summarize different concepts and methods for the assessment of sediment quality and report on some novel integrative test methods for assessing sediment toxicity including contaminant re-mobilization during simulated re-suspension events. Results and discussion Currently, different approaches for assessment of sediment pollution exist. While instrumental chemical analyses are not suitable to accurately describe sediment toxicity, combinations of biological and chemical test procedures and integrated approaches, for example weight-of-evidence studies and effect-directed analysis (EDA), have the potential to identify key contaminants. Inter-disciplinary studies combining hydrodynamic and toxicological aspects coupled to real exposure of aquatic organisms to contaminants are currently being developed. Conclusions Monitoring and assessment of sediment quality are of increasing importance, not only for national legislation but also for the implementation of the European Water Framework Directive (WFD). Integrated approaches for the determination of sediment stability play a key role in the appropriate sediment-monitoring strategies.  相似文献
