ABSTRACT. The Nation has entered a new era of water quality management in which land use policy and regulation must assume an increasingly important role. The benefits of tertiary and advanced waste treatment may be offset by contradictory land use and pollution from land runoff. Unless land use planning and controls are included in water quality management, land-imposed constraints on water quality can be anticipated. Pollution from major types of land runoff are reviewed with respect to sources, effects, and control procedures. Emphasis is given to land use practices and controls. The crucial issue with regard to the latter is lack of land use policies at federal, state, and local levels. State legislation establishing guidelines and minimum standards for land use regulation by local government is required. The dependency of water quality on land use points to the fallacy of attempting to provide for comprehensive water pollution control outside the context of comprehensive land-water resource planning and management.  相似文献

ABSTRACT: A significant portion of all pollutants entering surface waters (streams, lakes, estuaries, and wetlands) derives from non-point source (NPS) pollution and, in particular, agricultural activities. The first step in restoring a water resource is to focus on the primary water quality problem in the watershed. The most appropriate NPS control measures, which include best management practices (BMPs) and landscape features, such as wetlands and riparian areas, can then be selected and positioned to minimize or mitigate the identified pollutant(s). A computer-based decision sup. port and educational software system, WATERSHEDSS (WATER, Soil, and Hydro-Environmental Decision Support System), has been developed to aid managers in defining their water quality problems and selecting appropriate NPS control measures. The three primary objectives of WATERSHEDSS are (1) to transfer water quality and land treatment information to watershed managers in order to assist them with appropriate land management/land treatment decisions; (2) to assess NPS pollution in a watershed based on user-supplied information and decisions; and (3) to evaluate, through geographical information systems-assisted modeling, the water quality effects of alternative land treatment scenarios. Water quality and restoration in a coastal subdivision stormwater pond   总被引:1,自引:0,他引:1  
Stormwater ponds are commonly used in residential and commercial areas to control flooding. The accumulation of urban contaminants in stormwater ponds can lead to a number of water quality problems including high nutrient, chemical contaminant, and bacterial levels. This study examined the interaction between land use and coastal pond water quality in a South Carolina residential subdivision pond. Eutrophic levels of chlorophyll and phosphorus were present in all seasons. Harmful cyanobacterial blooms were prevalent during the summer months. Microcystin toxin and fecal coliform bacteria levels were measured that exceeded health and safety standards. Low concentrations of herbicides (atrazine and 2,4-D) were also detected during summer months. Drainage from the stormwater pond may transport contaminants into the adjacent tidal creek and estuary. A survey of residents within the pond's watershed indicated poor pet waste management and frequent use of fertilizers and pesticides as possible contamination sources. Educational and outreach activities were provided to community members to create an awareness of the water quality conditions in the pond. Pond management strategies were then recommended, and selected mitigation actions were implemented. Water quality problems identified in this study have been observed in other coastal stormwater ponds of varying size and salinity, leading this project to serve as a potential model for coastal stormwater pond management.  相似文献

ABSTRACT: Current approaches to calculating discharge limitations and the use and intent of water quality standards are examined. Flow variable discharge permits, in which the amount of pollutant that may be discharged is based on the magnitude of the flow in the stream, are introduced as an alternative permit strategy that could reduce the cost of pollution control in certain instances while still meeting in-stream water quality objectives. Several possible designs of flow variable discharge permits are presented to show the flexibility of the concept; for example, permits can be based on instantaneous flows, seasonal flows, trigger values, and ranges of flows.  相似文献

The models available for simulating phosphorus dynamics and trophic state in impoundments vary widely. The simpler empirically derived phosphorus models tend to be appropriate for long-term, steady or near steady state analyses. The more complex ecosystem models, because of computational expense and the importance of input parameter uncertainty, are impractical for very long-term simulation and most applicable for time-variable water quality simulations generally of short to intermediate time frames. An improved model for time variable, long-term simulation of trophic state in reservoirs with fluctuating inflow and outflow rates and volume is needed. Such a model is developed in this paper representing the phosphorus cycle in two-layer (i.e., epilimnion and hypolimnion) reservoirs. The model is designed to simulate seasonally varying reservoir water quality and eutrophication potential by using the phosphorus state variable as the water quality indicator. Long-term simulations with fluctuating volumes and variable influent and effluent flow rates are feasible and practical. The model utility is demonstrated through application to a pumped storage reservoir characteristic of these conditions.  相似文献

ABSTRACT: Non-point source pollution cuntinues to be an important environmental and water quality management problem. For the moat part, analysis of non-point source pollution in watersheds has depended on the use of distributed models to identify potential problem areas and to assess the effectiveness of alternative management practices. To effectively use these models for watershed water quality management, users depend on integrated geographic information systems (GIS)-based interfaces for input/output data management. However, existing interfaces are ad-hoc and the utility of GIS is limited to organization of input data and display of output data. A highly interactive water quality modeling interface that utilizes the functional components and analytical capability of GIS is highly desirable. This paper describes the tight coupling of the Agricultural Non-point Source (AGNPS) water quality model and ARC/INFO GIS software to provide an interactive hybrid modeling environment for evaluation of non-point source pollution in a watershed. The modeling environment is designed to generate AGNPS input parameters from user-specified GIS coverages, create AGNPS input data files, control AGNPS model simulations, and extract and organize AGNPS model output data for display. An example application involving the estimation of pesticide loading in a southern Iowa agricultural watershed demonstrates the capability of the modeling environment. Compared with traditional methods of watershed water quality modeling using the AGNPS model or other ad-hoc interfaces between a distributed model and GIS, the interactive modeling environment system is efficient and significantly reduces the task of watershed analysis using tightly coupled GIS databases and distributed models.  相似文献

Abstract: The steady‐state response matrix has historically proved a valuable tool in computing the water quality response to loadings and in providing insight into the relative impact of individual loading sources. The insight obtained may be is particularly useful in modern applications of increasingly complex water quality models to problems involving multiple point and nonpoint sources, such as in the assessment of total maximum daily loads (TMDLs). Where appropriate and the underlying equations linear, the steady‐state response matrix can be used to synthesize the results of more complicated models and present them in a way easily understood by policy makers. A straightforward method is presented for generating the response matrix using complex models, and example applications discussed. Example applications include a simple demonstration; incorporation of the method into the Mississippi Department of Environmental Quality’s STREAM model used in TMDL development; a TMDL modeling study of the Grand Calumet River and Indiana Harbor Canal, Indiana, using CE‐QUAL‐ICM; and a TMDL modeling study of the Big Sunflower River, Mississippi, using the Water Analysis Simulation Program model.  相似文献

研究利用现有的河流水质模型,构建了一个可实时模拟河流水环境质量变化状况的动态模型。模型采用一维稳态单组分水质模型对河流的CODCr、NH3-N的降解进行计算,采用多宾斯-坎普稳态模型对河流的BOD、DO变化情况进行计算。模型引入水文数据、水质监测数据、环境统计数据、社会统计公报数据,以Excel作为数据平台,可以反演出河流不同月份、不同区段的污染物降解系数。研究将该模型应用于双流县的流域治理,以在锦江双流段的应用为例进行了具体说明。根据2008年双流县河流的相关数据,研究使用该模型反演出了锦江双流段的污染物降解系数,并对其反映的流域污染状况进行了分析。随后,研究使用该模型已计算出的岷江中段河流的降解系数,模拟计算了4种情景下锦江双流段出境断面的可能水质变化,以验证拟定的双流县流域治理方案的预期效果。模型具有实用性和进一步扩展的功能。  相似文献

ABSTRACT: Numerical simulation of ground water solute transport is combined with linear programming to optimize waste disposal. A discretized form of the equation governing solute transport is included as a set of constraints in a linear program. Two problems are described. First, the management model is used to maximize ground water waste disposal. The model constrains disposal activities so that the quality of local ground water supplies is protected. Parametric programming is shown to be important in evaluating waste disposal tradeoffs at the various facilities. Changes in the velocity field induced by waste water injection cause a nonlinearity in the solute transport equation which is dealt with by employing an iterative procedure. The second problem is aimed at identifying all sites which are suitable for waste disposal in the subsurface. The management model is manipulated so that the optimal value of the dual variables are “unit source impact indicators.” This physical interpretation is valuable in identifying feasible disposal sites. The joint simulation and optimization approach permits the management of complex ground water systems where the aquifer is used simultaneously for waste disposal and water supply.  相似文献

ABSTRACT: Surface water quality data are routinely collected in river basins by state or federal agencies. The observed quality of river water generally reflects the overall quality of the ecosystem of the river basin. Advanced statistical methods are often needed to extract valuable information from the vast amount of data for developing management strategies. Among the measured water quality constituents, total phosphorus is most often the limiting nutrient in freshwater aquatic systems. Relatively low concentrations of phosphorus in surface waters may create eutrophication problems. Phosphorus is a non-conservative constituent. Its time series generally exhibits nonlinear behavior. Linear models are shown to be inadequate. This paper presents a nonlinear state-dependent model for the phosphorous data collected at DeSoto, Kansas. The nonlinear model gives significant reductions in error variance and forecasting error as compared to the best linear autoregressive model identified.  相似文献

ABSTRACT. The Texas Water Development Board, the principal water resource planning agency of the State, has been conducting extensive estuarine data collection activities and associated research to determine the required quantity and quality of fresh water inflows necessary to maintain various environmental conditions in Texas estuaries to preserve the estuarine ecosystems. These activities are a consequence of a statutory directive to the Board to make provisions in its State Water Plan for the effects of upstream water resource development on the associated estuaries. This paper reports on the results of the first phase of an extensive estuarine research project. The objectives of the research project are to (1) define the interrelationships between estuarine ecosystems and fresh water and nutrient inflows, and (2) develop and test quantitative simulation techniques which describe these relationships. In order to accomplish the first objective, physical and chemical water quality data and biological data on the estuarine ecosystems are being collected, compiled and analyzed. The second objective is being satisfied by the development of hydrodynamic and ecologic simulation models of the estuarine environment.  相似文献

ABSTRACT: Protection of ground water quality is of considerable importance to local, state, and federal governments. This study uses a 15-year mathematical programming model to evaluate the effectiveness of low-input agriculture, under alternative policy scenarios, as a strategy to protect ground water quality in Richmond County, Virginia. The analysis considers eight policy alternatives: cost-sharing for green manures, two restrictions on atrazine applications levels, chemical taxation, a restriction on potential chemical and nitrogen levels in ground water only and in surface and ground water, and two types of land retirement programs. The CREAMS and GLEAMS models were used to estimate nitrate and chemical leaching from the crop root zone. The economic model evaluates production practices, policy constraints, and water quality given a long-term profit maximizing objective. The results indicate that low-input agriculture alone may not be an effective ground water protection strategy. The policy impacts include partial adoption of low-input practices, land retirement, and the substitution of chemicals. Only mandatory land retirement policies reduced all chemical and nutrient loadings of ground water; however, they did not promote the use of low-input agricultural practices.  相似文献

Water quality must be considered in the development and planning aspects of water resource management. To accomplish this, the decision-maker needs to have at his disposal a systematized procedure for simulating water quality changes in both time and space. The simulation model should be capable of representing changes in several parameters of water quality as they are influenced by natural and human factors impinging on the hydrologic system. The objective of this work is two-fold. The first goal is to demonstrate the feasibility of developing and utilizing a water quality simulation model in conjunction with a hydrologic simulation model. The model represents water quality changes in both time and space in response to changing atmospheric and hydrologic conditions and time-varying waste discharges at various points in the system. This model has been developed from and verified with actual field data from a prototype system selected for this purpose. The second aim is to set forth procedural guidelines to assist in the development of water quality simulation models as tools for use in the quality-quantity management of a hydrologic unit.  相似文献

ABSTRACT: The increased agricultural efficiency of the American farmer has been a substantial impetus to this nation's rapid urbanization. In many western regions where total water supplies are limited, urbanization has required the transfer of heretofore agricultural water rights to the urban use. A major problem in such transfers has been the value or price of the water. A management level model of a typical urban water system was developed to optimize water supply, distribution, and wastewater treatment alternatives. The values of agricultural transfers were determined as the cost advantages of increasing allowable reuse levels of urban effluents which imply the use of a downstream right. This procedure is justified by the economic theory of alternative cost. Results for a test application to the Denver, Colorado area indicate values on the order of $1,000 per acre-foot of transferable water depending on effluent water quality restrictions and operational policies.  相似文献

Abstract: A primary water quality problem caused by non-point source pollution (NPSP) is eutrophication, from excess nutrients in receiving water bodies. The control of nutrients arising from NPSP is difficult because the source areas can be hard to identify and typical treatment methods are infeasible due to the distributed nature of the pollutants. It may be possible to reduce nutrient related water quality problems through the restoration of highly disturbed watersheds with best management practices (BMPs). While restoration attempts may provide significant returns, they can be costly to implement and often are met with resistance in agricultural communities. Extending model results beyond the range of calibration to model future conditions such as for restoration scenarios requires the use of physically-based models that include the important processes that generate streamflow and material transport, uptake, loss, transformation, and recycling of nutrients and other material. The research and development objectives of the US. Army Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi, are to develop a watershed assessment and management model to simulate transport, uptake, loss, transformation, and recycling of nutrients such as nitrogen and phosphorus and associated material such as sediment and organic matter. In this study we will discuss current efforts at the ERDC's Environmental Laboratory to develop a state-of-the-art watershed water quality model.  相似文献

ABSTRACT: One of the biggest challenges in managing cold water streams in the Midwest is understanding how stream temperature is controlled by the complex interactions among meteorologic processes, channel geometry, and ground water inflow. Inflow of cold ground water, shade provided by riparian vegetation, and channel width are the most important factors controlling summer stream temperatures. A simple screening model was used to quantitatively evaluate the importance of these factors and guide management decisions. The model uses an analytical solution to the heat transport equation to predict steady‐state temperature throughout a stream reach. The model matches field data from four streams in southwestern Wisconsin quite well (typically within 1°C) and helps explain the observed warming and cooling trends along each stream reach. The distribution of ground water inflow throughout a stream reach has an important influence on stream temperature, and springs are especially effective at providing thermal refuge for fish. Although simple, this model provides insight into the importance of ground water and the impact different management strategies, such as planting trees to increase shade, may have on summer stream temperature.  相似文献

ABSTRACT: Historically, storm water management programs and criteria have focused on quantity issues related to flooding and drainage system design. Traditional designs were based on large rainfall‐runoff events such as those having two‐year to 100‐year return periods. While these are key criteria for management and control of peak flows, detention basin designs based on these criteria may not provide optimal quality treatment of storm runoff. As evidenced by studies performed by numerous public and private organizations, the water quality impacts of storm water runoff are primarily a function of more frequent rainfall‐runoff events rather than the less frequent events that cause peak flooding. Prior to this study there had been no detailed investigations to characterize the variability of the more frequent rainfall events on Guam. Also, there was a need to develop some criteria that could be applied by designers, developers, and agency officials in order to reduce the impact of storm water runoff on the receiving bodies. The objectives of this paper were three‐fold: (1) characterize the hourly rainfall events with respect to volume, frequency, duration, and the time between storm events; (2) evaluate the rainfall‐runoff characteristics with respect to capture volume for water quality treatment; and (3) prepare criteria for sizing and designing of storm water quality management facilities. The rainfall characterization studies have provided insight into the characteristics of rainstorms that are likely to produce non‐point source pollution in storm water runoff. By far the most significant fmdings are the development of a series of design curves that can be used in the actual sizing of storm water detention and treatment facilities. If applied correctly, these design curves could lead to a reduction of non‐point source pollution to Guam's streams, estuaries, and coastal environments.  相似文献

产品贸易及水权交易使得水资源问题"跨流域化",不再单纯是流域内部管理问题。本文从流域比较视角出发,在区分蓝、绿、灰三种水足迹的基础上,应用水足迹模型,测算了两流域典型地区的水足迹,进行流域水资源问题对比分析,并分析了经济发展模式对流域水资源可持续性的影响。结果发现,杭州市经济用水中灰色水足迹占总量的90%,而张掖市经济用水中绿色水足迹占总量的60.8%,说明钱塘江流域水资源问题在于质,而黑河流域水资源问题在于量;经济发展模式中的产业结构、水资源开发效率、工业化路径等影响流域水资源可持续利用,同时基于GDP导向的流域间的水资源逆向配置,更加剧了流域水资源矛盾。最后根据流域对比结果提出治理措施,从而形成流域间协作的良性循环。  相似文献

ABSTRACT: A great deal of information can be derived from study of standard stream monitoring data, if these are properly ordered and organized. This information may then be used to make decisions about water quality management. Among critical information items are evaluation of performance to standards, determination of seasonality and time-trends of water quality conditions, and estimation of the effects on water quality to be expected from load reductions or standards modifications. Additional information on the magnitude of individual pollution sources is also critical to water quality management. Each of these items can be derived within the water quality information system which is currently under development for the State of Illinois.  相似文献

Addressing environmental problems in estuaries is a worldwide problem. Establishing benchmarks and targets for management is critical, whether the aim is conservation, restoration or sustainable use. Palaeoecological techniques have rapidly improved during the past decade, particularly with advances in methods that allow high resolution quantitative assessments of environmental change. Palaeoecology is a useful tool in environmental management as it allows pre-impact conditions, the rate, extent, direction and cause of change, and range of natural variability to be determined. Australian estuarine ecosystems are qualitatively different from the often more well-studied estuaries in North America and Europe, which means site-specific studies of Australian estuaries are needed to inform management. While a potentially useful and valuable tool, palaeoecological techniques have not yet been widely adopted and practically implemented as part of estuarine management strategies and policy frameworks in Australia.  相似文献
