Public perceptions about water quantity and water as a common pool resource are understudied in humid regions. As water demand increases, the need to more closely manage water, even in humid areas, will increase, requiring better understanding how people perceive their water supply, how they view paying for water conservation and how water user characteristics influence attitudes. A survey finds correlations between utilizing an individual water source (e.g. well or spring) and attitudes toward water management and conservation. Compared to respondents with a shared water source, those with an individual source believe they are segregated from regional water concerns. They are less willing to pay for water management or conservation measures and less supportive of any government intervention in water management. These results suggest that planners and water managers may face resistance to conservation policies or any policy based on the idea of water as a common pool resource.  相似文献

ABSTRACT The American Indian occupies a unique place in the federal system of government There are indications that this relationship will continue and that Indian reservations are at the threshold of economic development. As this occurs, the nature and extent of Indian water rights becomes more important to Indian and non-Indian alike. The determination of these rights is a matter of more than judicial decisions. To a large degree the determination of these rights will rest in the non-judicial arena and will be influenced by the perceptions of those rights held by Indians and water allocation officials, both state and federal. If the perceptions of these political actors are not congruent, then political conflict will occur as the rights become more important. To depend solely upon the judicial system to resolve these conflicts entails risks and costs to both Indians and to allocating officials. Indians are taking seriously the federal policy of Indian self-determination, and water allocation officials run decided risks in failure to realize this. An alternative suggested is to include Indians as consulting parties when decisions are being made that affect Indian interests.  相似文献

Headwater streams are critical components of the stream network, yet landowner perceptions, attitudes, and property management behaviors surrounding these intermittent and ephemeral streams are not well understood. Our research uses the concept of watershed disproportionality, where coupled social-biophysical conditions bear a disproportionate responsibility for harmful water quality outcomes, to analyze the potential influence of riparian landowner perceptions and attitudes on water quality in headwater regions. We combine social science survey data, aerial imagery, and an analysis of spatial point processes to assess the relationship between riparian landowner perceptions and attitudes in relation to stream flow regularity. Stream flow regularity directly and positively shapes landowners’ water quality concerns, and also positively influences landowners’ attitudes of stream importance—a key determinant of water quality concern as identified in a path analysis. Similarly, riparian landowners who do not notice or perceive a stream on their property are likely located in headwater regions. Our findings indicate that landowners of headwater streams, which are critical areas for watershed-scale water quality, are less likely to manage for water quality than landowners with perennial streams in an obvious, natural channel. We discuss the relationships between streamflow and how landowners develop understandings of their stream, and relate this to the broader water quality implications of headwater stream mismanagement.  相似文献

Investigating local people’s environmental perceptions can produce useful information that could be incorporated into decision making processes that help resolve environmental problems. Although China is undergoing severe desertification, the perceptions of the local people toward their degraded environment and the related issues have so far not been actively solicited. This article, which is a supplement to Lee and Zhang’s (2004, 2005) studies, seeks to further investigate the lay public’s general environmental attitudes, perceptions of desertification, interpretations of land-degrading activities, and particularly their interrelations in severely desertified areas. Minqin County in Gansu Province, northern China, was chosen to be the study area. Data was collected via a questionnaire survey (n = 1138) administered in December 2002. Major findings were: (1) Most respondents had only weak altruistic environmental attitudes, with educational level to be a significant determinant. (2) Respondents’ perceptions of desertification and interpretations of land-degrading activities were contingent on personal attributes, general environmental attitudes, and other conceptions related to desertification. It is recommended that the interrelations between the various aspects of the public’s environmental perceptions should be thoroughly examined to facilitate their participation in environmental management.  相似文献

ABSTRACT. Evidence from 1969 studies in Virginia and Ohio suggests that neither community leaders nor the general public are likely to define water related problems as major problem areas. An examination of the components of a social problem tends to indicate that water problems have not moved beyond a level of minimal public concern. When respondents were willing to describe existing or potential water problems, perceptions as well as possible solutions were described in abstract rather than action-oriented terms. It is suggested that efforts to eliminate water resource problems are not likely to be effective until public concern moves to motivational and behavioral levels.  相似文献

Participation in conservation projects is key to the success and fair outcome of these initiatives, and perceptions of nature can affect the outcome of the participatory process. It has been argued that women hold different attitudes toward nature. Therefore an understanding of their perceptions and attitudes is vital. A survey was conducted in Castillos, Uruguay in order to assess urban perceptions of nature and surrounding protected areas. Results show that attitudes toward wildlife and reserves vary by gender. Uruguay is in the process of planning its future system of nature reserves. Considering these different perceptions is vital for the successful planning and management of reserves in Uruguay.  相似文献

ABSTRACT: In addition to offsetting water supply shortages, water conservation is recognized as serving many purposes, ranging from reduced energy consumption to lower capital costs. Since the discussion of these benefits has been a recent development and has generally excluded local water supply managers, a question arises as to whether supply managers are implementing conservation programs to exploit these benefits. A survey of the managers at 35 Maryland water utilities provides insight into the prevailing attitude toward conservation in a water rich eastern state. The results indicate that most managers continue to view conservation only as a short term response to temporary supply shortages. Only 12 Maryland utilities have undertaken any form of water conservation activity and just two systems have ongoing, comprehensive conservation programs. Institutional, perceptual, economic, political, and time constraints all contribute to the managers’attitudes and general inaction. If water conservation is to be widely practiced, these issues must be addressed and the benefits attributed to conservation must be better documented and articulated to supply managers.  相似文献

We examined community perceptions of preferred objectives for wild reindeer management in Southern Norway as the former population-based model is being replaced with an area-based, multi-level regional management model spanning large mountain regions. Communally oriented objectives are favoured over economic benefits to landowners. Environmental attitudes discriminate on many of the issues and can be useful factors in sorting out levels of support for proposed management actions and compromises in land use decisions. The regional reindeer plans create a new political context for land use management across large mountain areas which will require better cooperation among municipalities.  相似文献

Understanding public perceptions of the importance of environmental issues is crucial for gauging support for management activities. I present a novel methodological approach to assess the importance boaters placed on 16 water issues in a lake‐rich region of northern Wisconsin. A latent class maximum difference conjoint model was used to examine the relationships between environmental concern and engagement with lake resources. Boaters were grouped to maximize observed heterogeneity in prioritizing issues of concern. Socio‐demographic characteristics, recreation specialization, place attachment, and attitudes concerning aquatic stewardship and invasive species management were then used to predict class membership. This modeling approach identified five groups whose perceptions of issues pertaining to lakes are influenced by their interactions with the lake environment. While anglers were most concerned about fishing quality, sightseers identified lakeshore development and loss of natural habitat. Groups also differed in their socio‐demographic and attitudinal characteristics. The priorities of each group were substantially different from those of the overall sample. Accounting for differences in stakeholders' environmental concerns may improve public involvement in water management initiatives by allowing managers to identify common concerns and prioritize important issues among multiple groups.  相似文献

Beijing's local water resources have been overexploited and the ecological and environmental pressures exceed the carrying capacity of this densely populated megacity. This article examines the current status of Beijing's water resources with respect to its industrial, residential, and eco‐environmental water usage and the challenges it may face in the near future. The article describes the context of water uses, the steps taken by Beijing to alleviate the water shortage problems, and challenges to Beijing's abilities to meet its urgent and future water needs. A multipronged strategy is proposed that aims at both the present problems and the anticipated future challenges. In particular, engineering and institutional approaches for Beijing's successful transition from overexploitation to sustainable utilization of water resources are explained. Actions include reasonable water utilization, water conservation, reclaimed wastewater, and importing water from neighboring areas. We conclude that Beijing must take additional steps in water resource management to ensure its sustainable development that involves continued urbanization sprawls and population growth. Future water resource management strategies should focus on strengthening water demand management through water conservation, efficient interbasin water transfers, use of nontraditional water resources, strategically reserving water supply, and promoting rehabilitation of the eco‐environments.  相似文献

High densities of people living around protected areas (PAs) in South Asia require management strategies to balance conservation goals and livelihood needs. Based on a survey of 777 households around five PAs in India and Nepal, this paper provides a comparative perspective of Indian and Nepali households’ views of protected area benefits and costs, their attitude toward conservation in general, and attitude toward protected area staff. Results indicate mixed responses towards tourism, varying from very favorable in Nepal to less favorable in India. The majority (81%) held positive attitudes towards the existence and importance of PAs but had negative perceptions of PA staff (69%). Most residents perceived benefits from access to fuel wood, fodder and other PA resources including benefits from tourism, while crop and livestock losses from wildlife were the main costs. Households overall positive attitudes towards the PAs and conservation despite high losses from living around PAs suggests that local residents may support conservation if their livelihood needs are met. Comparisons of household attitudes and perceptions suggest that locally based strategies rather than top-down approaches are likely to be more effective. Extending PA benefits to smaller landholders, households that are highly resource-dependent or experiencing higher income losses from human-wildlife conflicts, and less educated residents are particularly important to balance costs and losses from living around protected areas.  相似文献

Our immense national water quality control program has been launched on a wholly empirical basis, much as our ancestors initiated early navigation improvements and flood control. Not only has there been no effort to determine the benefits of water quality control; the theoretical groundwork for optimization has not been developed. Three main national objectives for consideration are national economic efficiency, preserving and improving the national environment for man's use and development (conservation), and regional development. Although popular at present, the regional development objective is not particularly useful from an economic viewpoint. Efficiency objectives other than environmental can be evaluated but are apt to be minor. Other water quality benefits can be broken down appropriately into four main categories: (a) man's recreational environment; (b) man's home environment; (c) man's working environment; (d) intangibles related to scientific, historic, health and cultural values. In management of water quality, various technical relationships must be considered, particularly as to quantity of water needed for waste disposal, and relationship of this use to water supply withdrawals. Advanced waste treatment must be compared with other alternatives, not only of flow augmentation, but also technological process changes, distribution of effluents, and artificial river aeration.  相似文献

The environmental behavior of the residents depends on their perception of environmental pollution. Hence, it is important for scientific and policy experts to research on the impact of the environmental pollution perception of local residents. Owing to the richness of natural resources, Hancheng coal mine areas are abound in heavy industries, and environmental pollution is serious and typical in this area, thus, the residents are anxious about their health. Using questionnaires, this paper surveys the perception of residents living in the coal mine area. The influential factors of environmental perception were analyzed by the Rank Sum Test. The results were: (1) the majority of the residents in the coal mine area are not satisfied with their living environment. The perception order of pollution severity is: air pollution?>?noise pollution?>?sanitation?>?water pollution. The residents think that pollution is mainly caused by coal processing. Hence, coal mining is not the main reason of the pollution in the coal mine area. (2) Age and length of residence have significant positive effects on perceptions of air, water, and noise pollutions; whereas education has a significant negative effect on perceptions of water and noise pollutions, as well as sanitation. This phenomenon can be explained by the various cultural groups having varied perceptions on the environmental pollution. In addition, proximity to mine has significant negative effect on perceptions of water and noise pollution. In conclusion, the paper discusses the effects of demographical and social factors on the perception of environmental pollution and gives suggestions on the planning and management of the environment.  相似文献

ABSTRACT: Unsustainable withdrawals from regional aquifers have resulted in adverse impacts considerable distances from the point locations of supply wells. In one area of the southeastern (SE) Coastal Plain, conservative estimates for repair/replacement of some residential wells damaged or destroyed by unsustainable yield from the Floridan aquifer system exceeded $4 million. However, a comprehensive assessment of damage/economic loss to private property and public resources due to unsustainable yield from that regional karst aquifer has not been made. Uncalculated direct costs to home‐owners from damage attributed to those withdrawals are associated with destruction of homes from increased sinkhole formation, devalued waterfront property, and removal of diseased and dead trees. Examples of other uncalculated economic burdens resulting from unsustainable aquifer yield in the SE Coastal Plain include: (1) irreversible damage to the aquifer matrix and concomitant increased potential for groundwater contamination, (2) large‐scale wildfires with subsequent degradation of air quality, debilitation of transportation corridors, and destruction of timber, wildlife habitat and property, and (3) destruction of “protected” natural areas. This paper provides a general background of the regional Floridan aquifer system's karst characteristics, examples of known impacts resulting from ground water mining in the SE Coastal Plain, and examples of additional damage that may be related to unsustainable yield from the Upper Floridan aquifer. Costs of these impacts have not been calculated and are not reflected in the price users pay for ground water. Evidence suggests that the classic watershed management approach must be revised in areas with mined regional karst aquifers to include impacts of induced recharge from the surficial aquifer, and subsurface inter‐basin flow. Likewise, associated impacts to surface water and interrelated systems must be calculated. The true cost of groundwater mining to this and future generations should be determined using a multidisciplinary approach.  相似文献

This paper uses simple hydro-economic optimization to investigate a wide range of regional water system management options for northern Baja California, Mexico. Hydro-economic optimization models, even with parsimonious model formulations, enable investigation of promising water management portfolios for supplying water to agricultural, environmental and urban users. CALVIN, a generalized hydro-economic model, is used in a case study of Baja California. This drought-prone region faces significant challenges to supply water to agriculture and its fast growing border cities. Water management portfolios include water markets, wastewater reuse, seawater desalination and infrastructure expansions. Water markets provide the flexibility to meet future urban demands; however conveyance capacity limits their use. Wastewater reuse and conveyance expansions are economically promising. At current costs desalination is currently uneconomical for Baja California compared to other alternatives. Even simple hydro-economic models suggest ways to increase efficiency of water management in water scarce areas, and provide an economic basis for evaluating long-term water management solutions.  相似文献

Sustainable urban water infrastructure planning is vital for all cities in developing countries, where rapid urbanization has exacerbated the increasingly burdened environment. Water sustainability is a prerequisite for economic growth, social equity, and living quality in urban areas. This paper documents the current challenges and summarizes the solutions adopted in water infrastructure planning and management. Then, case studies of how multilateral financial institutions have promoted sustainable water infrastructure planning through economic appraisal and the novel approaches adopted for sustainable water infrastructure planning and asset management, are presented for the three cities of Jiaozhou, Cixi, and Fangchenggang. Conclusions are made based on the comparison and analysis of the experiences drawn from the case studies of how economic analysis could help promote sustainable water infrastructure planning and management. It is illustrated that economic analysis that considers ecosystem services supply should be employed more in water infrastructure planning, operation, and management in China.  相似文献

Water quality impacts to and from intensive shrimp aquaculture in Thailand are substantial. Besides the surface and subsurface salinization of freshwaters, loadings of solids, oxygen-consuming organic matter, and nutrients to receiving waters are considerable when the cumulative impacts from water exchange during the growout cycle, pond drainage during harvesting, and illegal pond sediment disposal are taken into account. Although just beginning to be considered in Thailand, partial recirculating and integrated intensive farming systems are producing promising, if somewhat limited, results. By providing on-site treatment of the effluent from the shrimp growout ponds, there is less reliance on using outside water supplies, believed to be the source of the contamination.The explosion in the number of intensively operated shrimp farms has not only impacted the coastal zone of Thailand, but has also resulted in an unsustainable aquaculture industry. Abandonment of shrimp ponds due to either drastic, disease-caused collapses or more grandual, year-to-year reductions in the productivity of the pond is common. To move Thailand towards a more sustainable aquaculture industry and coastal zone environment, integrated aquaculture management is needed. Components of integrated aquaculture management are technical and institutional. The technical components involve deployment of wastewater treatment and minimal water-use systems aimed at making aquaculture operations more hydraulically closed. Before this is possible, technical and economic feasibility studies on enhanced nitrification systems and organic solids removal by oxidation between production cycles and/or the utilization of plastic pond liners need to be conducted. The integration of semi-intensive aquaculture within mangrove areas also should be investigated since mangrove losses attributable to shrimp aquaculture are estimated to be between 16 and 32% of the total mangrove area destroyed betweeen 1979 and 1993.Government policy needs to devote as much attention to sustainability issues as it has on promoting intensive pond culture. Such a balanced policy would include training and education monitoring and enforcement, rehabilitating abandoned ponds, managing land use within the coastal zone, more community involvement, and government reorganization to eliminate overlapping jurisdictions among agencies.As integrated aquaculture management becomes more the practice than the exception, less risk of crop failure to the industry and reduced discharge loadings from intensively managed shrimp ponds to receiving waters can be expected. Projected limitations on growing and marketing shrimp in the future, such as scarcity of land and broodstock, continued disease outbreaks, negative publicity, regulatory enforcement, water treatment and solids disposal costs, and increased competition from growers in other Asian countries will also drive the government and the industry towards adopting integrated aquaculture management.The data for this paper was obtained while the senior author was a Visiting Fulbright Researcher at the Coastal Resources Institute (CORIN), Prince of Songkla University, Hat Yai, Songkhla, 90112, Thailand.  相似文献
