Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However,studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. There are four major obstacles to the enhancement of regional research capacity-building in sustainability science. China is going through a rapid development stage of industrialization and urbanization.Although tremendous achievements have been made in the aspects of energy conservation,improvement of energy effectiveness and development of new and renewable energies,because of the rapid development of economy,it is difficult to change the huge total amount and fast increase of CO2 emission in the near future.China has to confront the tough challenge to address global climate change.China plans to reduce carbon intensity,that is,CO2 emissions per unit GDP,by 40 to 45% by 2020 compared with the 2005 level.It is a strategic option to coordinate domestic sustainable development with coping with global climate change on the basis of China’s national circumstances,representing the core content and key measures for transforming development pattern and realizing low-carbon development.To achieve the target,more capital and technology inputs are required for energy conservation and low-carbon development during the twelfth and Thirteenth Five Year Plan period than in the Eleventh Five Year Plan period.In addition,energy conservation achieved by structural adjustment,industrial upgrading and product value-added improvement is also expected to play a greater role.Therefore,China should strengthen technological innovation,make greater efforts to transform the development pattern,take advantage of the synergistic effect of policies and measures while coping with global climate change and building a domestic tow-oriented society.China should also establish an industrial system characterized by low-carbon emission.Then China will ultimately achieve a win-win situation in both domestic sustainable development and coping with global climate change.  相似文献

The basis of the legal protection of resource security is its relative laws, which have four main characteristics, which are foundational, divergent, comprehensive and of long-term social benefits in view. The coordination mechanism of the legal protection of resource security with its relative laws meets the needs of the sustainable development of the economy, society and environment. It also facilitates and is facilitated by the modern transformation of the legal system in China, and upholds the legal system as a logically self-perfecting entity. The problem of climate change is a global challenge.It is closely associated with social development and human survival,and it has a significant impact to all countries on energy development,economic competitiveness,technological innovation,and way of life.In recent years,with the rapid economic development in China,there is a rumor that the rapid growth of China’s carbon dioxide emission offset the efforts of the international community in reducing emissions,and China should bear the international responsibility corresponding to its significant role in greenhouse gas emission,which obviously are unfair and not objective.As this paper reveals,"China environment responsibility" that is the socalled "China environment threat" or theories,China has made a positive contribution to addressing the climate change in the past and China will still be the backbone on the protection of global climate in the future.  相似文献

The paper took the human-land relations as a basic point, and the theories of tourism industry system and sustainable development as the guidance, with Gannan Tibetan Autonomous Prefecture (Gannan) as the case study area. From microcosmic and macroscopic viewpoints, the author carded out function orientation and evaluation to the tourism industry development, and research on the comprehensive tourism industry development pattern of Gannan. Results show that the fragile ecological environment and the traditional economic growth pattern have restricted regional sustainable development, and made Gannan to become a representative of the periphery minority areas in Northwest China. Tourism development of Gannan is at the primary phase, with the characteristics of short industry chain and low economic efficiency. It is an inevitable choice to transform the way of regional economic growth and the development pattern of tourism industry from the traditional pattern to the pattern of sustainable development. Simultaneously, Gannan's natural, national and religious culture makes Gannan a broad prospect on the comprehensive tourism development. Gannan should choose the comprehensive tourism industry as its scientific pattern to realize sustainable development, promote harmonious social, economic and ecological development, alleviate the human-land contradictory, and realize dual goals in terms of ecology construction and economical development. For Gannan and the similar areas in China, studies on the sustainable development pattern of tourism have extremely important strategic sense with respect to tourism development and the sustainable development of regional economy.  相似文献

This paper summarizes, from a global perspective, the major progress in the implementation of the Agenda 21 since the UN Conference on Environment and Development. The results show that global economy has achieved a substantial growth, and positive progress has been made in poverty eradication, urbanization, and conservation and intensive use of natural resources. However, relevant international conventions and commitments have not yet been completely fulfilled. The paper further analyzes the current major challenges and future trends of global sustainable development. It is argued that there are three major challenges:1) fatal global environmental issues posing an increasing threat to human survival; 2) more and more severe global competition for developing spaces; and 3) issues highlighting global people’s livelihood. There are four trends of global sustainable development:1) sustainable development will further turn from concept into global action; 2) green will be the main trend of global development; 3) emerging developing countries will become the main driving force of global sustainable development; and 4) international relations in the field of sustainable development will turn to competitive co-operation.  相似文献

While fossil fuels greatly contribute to human society,they pose great challenges to natural resources,the environment,and climate change.Developed countries,like the United States,formulated strategic measures to ensure their sustainable development and leading positions in the world.These measures include new green policies,development of shale gas,revitalization of nuclear power,energy independence,reindustrialization,and new low-carbon development based on a combination of Internet technology and renewable energy.Developing countries are also trying to introduce balanced strategies of poverty alleviation and sustainable development.Globally,industrial civilization is being transformed to ecological civilization and green,low-carbon development is a global trend.Addressing climate change provides new strategic factors to further this development.China should take substantial actions to realize sustainable development in a new road:China is in the critical stage of changing its development mode,so it is vital to choose an appropriate development path.This extensive development comes at the high price of consuming too much resources and scarring the environment.Mitigation and adaptation strategies for addressing climate change can help the transition of development.Based on the analysis of the development data of developed countries,the author introduces the concept of"two-type developed countries"with an understanding that not all developed countries must take the same development mode.He also holds the view that China should achieve modernization in a more energy-saving and more carbon-efficient manner compared with that of two-type developed countries.An analysis of"two competitions"that China is facing shows that changing the developing mode is urgent and China should grasp this opportunity in the next five to ten years,which is a key period for this transition.This paper discusses the low-carbon development goals and the three-step process.Low-carbon development does not necessarily restrict economic development.It,however,can expedite the transition of the development mode and this is a low-carbon and green development path.Transition of the development mode includes implementation of China’s green and low-carbon energy strategies,low-carbon society construction,development of agriculture and forestry,garbage sorting and utilization,innovation of urbanization,etc.Improvement of national infrastructure construction includes water safety,environment and climate monitoring system,intelligent energy web,basic database,etc.Addressing climate change can significantly improve the nation’s basic research level.In summary,it mitigates backward production capability,extensive development,and environmental damage while promoting technological advancement,scientific development,and ecological civilization.  相似文献

The objective of this paper is to investigate the relationships among rural-urban migration, rural household income and sustainable development in rural areas of China. The typical case study is done and 288 questionnaires are collected from five villages in Hebei and Guangxi provinces, China. The migration and remittance status, household income and sustainable development of rural areas are analyzed on the basis of questionnaires. Rural-urban migration is becoming a part of routine life in rural areas. And remittance is an important component in rural household income. Rural-urban migration increases the arable land area per labor, which releases the tight human-land relationship in villages. In total, the migration increases the rural household income and accelerates the sustainable development of rural areas.  相似文献

Through the analysis on China’s economic development, utilization of resource environment and soft power, a basic judgment was made of the influence of "China development". The overall influential power of China development on international community was misunderstood. What we see is the role of "China Factor" in different fields. In the process of economic globalization, what economic system of capitalist market has seen is "China’s cheap labor", "China’s loose economic system environment", "earlier abuse of unlimited resource environment", "China’s broad consumption market" and "demographic dividend". In global or Asian financial crisis, what other countries valued was China’s "foreign currency" accumulated over the years. In global governance or crisis management, what international community expected was "China’s obligations and responsibilities" without the right of speech, etc.. All these are the "passive" roles produced by "a single factor" in definite fields. The active and initiative role China will play in international community still needs time and the continuous efforts of several generations. China once was a big country that had significant influential power on the world, and China’s renaissance is a normal process of development of things. Abstract

Having argued the importance of China's sustainable development in global sustainability, the authors review the achievements of China in sustainable development, especially its institutional construction. Environment to be counted in official's political performance rating system is thought of as a new institutional mechanism in China facilitating its sustainable development and then global sustainability. Sustainable development is a ubiquitously used concept in public decision-making: it refers to an ideal vision of global society where human development and environmental quality go hand in hand. Logically, any decision-supporting process aiming at facilitating and steering society toward a sustainable future then seems desirable. Assessing the sustainability of policy decisions is, however, influenced by what sustainable development is believed to entail, as different discourses coexist under the umbrella of the sustainable development meta-discourse. This paper proposes a typology of sustainable development discourses, and, subsequently, applies a discourse-analytical lens on two practical cases of sustainability assessment in different institutional and geographical contexts (in Belgium and in Benin). The results indicate that sustainability assessments tend to be influenced mainly by the consensual ‘sustainable development as integration’ discourse, while also providing a forum for dialogue between different discourses. The results shed light on context-specific discursive and institutional dynamics for the development and application of sustainability assessment. Acknowledging these dynamics as well as sustainable development’s inherent interpretational limits can lead to an improved use of sustainable development as a decision-guiding strategy.  相似文献

1992年里约环境发展大会后可持续发展成为各国和各界的共识,但经历了二十年的发展,自然资源保护与可持续发展之间的矛盾仍然存在,特别是农林牧渔等领域自然资源的合理开发利用仍待进一步发展。我国作为国际农林牧渔产品的重要消费国和贸易国,在积极推动国内资源的可持续利用同时,也可以通过国际贸易在全球自然资源可持续利用中发挥积极作用。可持续认证作为应对资源保护与经济发展这一矛盾的较为有效的市场手段,经过近二十年的发展已经涵盖了农林牧渔领域的多个产品,在国际上的发展势头强劲,对于自然资源的保护和可持续利用发挥了对政府政策的补充作用。但可持续性认证在我国国内的企业和消费者中还没有得到广泛认识,其通过市场机制引导企业实践可持续经营、落实企业社会责任的作用在国内还没有得到有效的发挥。因此,本研究的目的是通过对可持续认证的分析,为在我国农林牧渔领域更好地发挥其市场推动力提出政策建议。本研究首先综述了可持续认证在国际上的发展历程、产生的影响,详细论述了森林、棕榈油、野生海产品等可持续认证已经在全球贸易中占有一席之地,并在欧美等较发达国家和地区获得了消费者的支持;其次,本研究对可持续认证在农林牧渔领域的进一步发展所面临的挑战进行了剖析,肯定了可持续认证在调动企业和消费者的积极性、推动农林牧渔领域资源保护方面的正面作用,也指出认证对资源保护的预期效果没有完全达到、同一产业内认证体系可靠性参差不齐,着重强调了可持续认证在发展中国家的发展面临的困难,使其对自然资源保护的应有效果受到影响。在此基础上,本研究分析了我国农林牧渔领域在资源利用方面面临的国际和国内压力,尤其是我国在国际贸易中举足轻重的地位和进口大宗产品产地的生态脆弱性使中国在全球资源的可持续利用和保护中可以发挥重要作用,论证了可持续认证在我国的推广有利于提升中国企业的国际形象、促进贸易杠杆发挥资源保护的撬动作用、保障企业在海外开发中的长期效益,同时也有利于我国国内自然资源的可持续利用,明确得出在我国农林牧渔领域推动可持续认证的必要性。本研究建议我国政府部门应关注农林牧渔领域可持续认证在国际和国内的发展,收集相关的信息和案例可用于相关的国际谈判和对企业的指导。同时政府应鼓励国内外认证体系在中国开展认证工作,并为同一产业中的不同体系创造公平的竞争环境。另外,政府应积极支持国内农林牧渔产业的企业、专家、协会等参与到国际认证体系的建立过程中,将中国可持续发展的良好操作范例或规范国际化。政府自身的消费行为对全社会有明确的引导作用,所以在政府采购中应优选可持续认证产品,引导企业加入可持续经营的实践。  相似文献

在可持续发展和扶贫框架下发展绿色经济与国际可持续发展制度建设及改革是当前世界可持续发展的核心和关键,也是"里约+20"峰会的两个主题。首先,绿色经济是体现经济社会与资源环境相协调和可持续发展的根本途径。绿色经济的核心是以低的自然资源消费、低排放、低污染,达到高的自然资源利用效益,实现高的经济社会发展水平,提供高的生活水平和优良的生活环境。全球绿色经济的发展潮流,将引发社会形态由"工业文明"向"生态文明"转变。虽然经济发展和消除贫困是发展中国家当前首要和压倒一切的优先任务,但也必须探索新型的绿色低碳工业化和现代化道路,在实现工业文明的过程中,努力建设生态文明,实现跨越式发展。同时积极应对全球绿色低碳转型中新的经济、贸易、技术竞争规则和格局的变动,加强先进技术创新,提升自身的低碳竞争力。其次,公平获取可持续发展的理念,应成为国际可持续发展制度建设和改革的基本原则。可持续发展要求既要促进经济社会发展与资源环境相协调,促进"代际公平",又要关注欠发达地区消除贫困,提高生活质量,改善生态环境,实现"国别公平"、"人际公平"。因此,国际可持续发展制度框架的建设和改革,要体现世界各国公平获取可持续发展的理念和原则,全面均衡地反映不同国情和发展阶段国家的利益诉求。主要表现在公平享有全球环境空间、公平获得现代优质能源服务、公平适应全球环境变化、公平承担责任义务及公平的国际制度和机制。中国需要统筹国内外两个大局,走中国特色的绿色低碳发展之路。最后,中国的国情和发展阶段特征,在可持续发展领域又面临比发达国家更多的困难和更严峻的挑战。在全球发展绿色经济,努力实现可持续发展的大背景下,中国要统筹国际国内两个大局,协调推进。在国际上积极参与国际制度的建设和改革,在促进全球经济发展,社会进步和环境保护等方面发挥积极的建设性的作用。在国内加强可持续发展战略的实施,走绿色、低碳和可持续发展的路径。主要战略对策包括加速转变发展方式,强化节能优先,控制能源消费总量和CO2排放总量的过快增长;加强能源结构的低碳化,逐步建立并形成以新能源和可再生能源为主体的可持续能源体系;加强城乡统筹,地区平衡,促进生态城市建设;适应国际可持续发展制度改革的趋势,加强绿色低碳和可持续发展的制度建设;抓住机遇,顺应世界绿色低碳发展潮流,自主实现发展方式的转变,把传统的资源依赖型、粗放扩张的发展方式转变到新型的技术创新型、内涵提高的发展方式上来,基本走上绿色低碳和可持续发展的轨道。  相似文献

Sustainable development has broad consensus in environmental science and policy discourse, but its implications differ in specific cultural contexts. This article articulates sustainable development from a Chinese cultural perspective by tracing ideas from Chinese traditional culture and exploring China’s concept of harmonious development with emphasis on environmental management. Ideas that resemble sustainable development are not new to Chinese culture, but have roots in ancient Chinese thoughts, which in turn influence current governance and policies. Notably, Chinese traditional philosophies such as Confucianism, Taoism, Legalism, and Yin–Yang contain philosophies fundamental to sustainable development. As a distinct local discourse, such concepts were well interpreted and understood in the ancient meaning of harmony, giving China unique sustainability perspectives with institutional implications for policies of harmonious development and environmental management. Currently, China is driven to create a new national identity of harmonious development that involves Chinese traditional philosophies and values in its modern administration. The slogans “harmonious society” and “Chinese dream” reflect this new way of responding to the world with the aspiration to achieve cleaner growth, personal prosperity, and social stability. The Chinese and Western roots of sustainable development are conceptually, ideologically, and historically different, and this paper articulates how the convergence of the two underlies contemporary international debates.  相似文献

This paper examines the relationship between the development of the dominant industrial food system and its associated global economic drivers and the environmental sustainability of agricultural landscapes. It makes the case that the growth of the global industrial food system has encouraged increasingly complex forms of “distance” that separate food both geographically and mentally from the landscapes on which it was produced. This separation between food and its originating landscape poses challenges for the ability of more localized agricultural sustainability initiatives to address some of the broader problems in the global food system. In particular, distance enables certain powerful actors to externalize ecological and social costs, which in turn makes it difficult to link specific global actors to particular biophysical and social impacts felt on local agricultural landscapes. Feedback mechanisms that normally would provide pressure for improved agricultural sustainability are weak because there is a lack of clarity regarding responsibility for outcomes. The paper provides a brief illustration of these dynamics with a closer look at increased financialization in the food system. It shows that new forms of distancing are encouraged by the growing significance of financial markets in global agrifood value chains. This dynamic has a substantial impact on food system outcomes and ultimately complicates efforts to scale up small-scale local agricultural models that are more sustainable.  相似文献

Renewable energy is considered an indispensable basis of sustainable energy systems as electricity generation from renewable sources results in low emissions of greenhouse gases compared to fossil fuel based electricity and contributes to sustainable development. However, effective strategies and conducive institutional settings are needed for advancement of such clean electricity systems. Although Thailand, as a nation, has a huge potential for renewable energy utilization, its total amount of electricity generation from renewables is relatively small and could be enlarged substantially. Lack of policy mechanisms, institutional development and financing exist as major barriers for Thailand in this regard. Investigation of the nation’s current energy strategy implementation shows that relevant energy and development policies are at different stages of implementation and institutional settings are continuously evolving. This paper argues that further significant efforts could be made towards advancement of renewable electricity and thus achievement of energy sustainability in Thailand. Resource planning, effective policy and institutions, focussed planning for energy sustainability and implementation of the Clean Development Mechanism (CDM) under the Kyoto Protocol could facilitate further advancement of renewables for the nation.  相似文献
