This study has indicated that there is close relationship between development density and environmental quality; therefore, it is necessary to decide the form of development carefully beforehand. The form of development is shaped either by new development or urban renewal which is a major tactic nowadays adopted by the Hong Kong Government to improve the living condition of the citizens and the quality of the built environment. This study is limited to urban renewal and aims to find out the major urban design considerations for sustaining the environment. Through a questionnaire survey carried out in Hong Kong, the opinions of architects, planners, property development managers, and local citizens were sought and evaluated, and critical design factors for enhancing environmental sustainability of urban renewal projects are highlighted. The results derived from factor analysis indicated that certain design considerations should be incorporated for sustaining the urban environment. “Land Use Planning”, “Quality of Life”, “Conservation & Preservation”, “Integrated Design”, “Provision of Welfare Facilities”, and “Conservation of Existing Properties” were believed to be the significant underlying factors for achieving environmental sustainability of local urban renewal projects. While debates about sustainable development tend to focus on national- and international-scale problems, sustainability programs and research generally focus on the regional, county, municipal, or even household level. Less research has focused on evaluating the benefits of pairing two cities (i.e., sister city partnerships) with different needs and capabilities to jointly enhance the potential for sustainable practices between the cities. Given shrinking state and federal budgets and the nascent national climate policy, how might US cities use existing resources to achieve greater levels of sustainability? This paper presents a new data-driven mathematical tool—the partnership assessment for intra-regional sustainability—that city planners can use to explore the prospects for improving sustainability practices by leveraging existing resources and establishing synergistic partnerships with neighboring cities. The efficacy of the tool is assessed through the presentation of a Southern California case study and the results of a psychological survey of Southern California residents. Results indicate that cities of different size and scale would benefit from synergistic sustainability programs that pool the resources and needs of both cities. The paper concludes with a discussion of potential societal implications, methodological issues, and barriers to implementation.  相似文献

Global urban development is increasingly becoming an aspect of focus as nations fight sustainability challenges. A review of the current literature on urban sustainability suggests that research on development of cities, in both developed and developing countries, is growing fast, with an emphasis on sustainable development. However, very little of this research contains an integrated framework to systematically identify and examine the various dimensions of urban sustainability and to measure and evaluate them appropriately. Cities are more than the sum of their sectors, and are complex and interdependent systems on whose dynamics the quality of life of millions of human beings and a good part of the economy depend. Environmental, economic, social and governance problems can create formidable barriers to urban sustainability. Governance remains a critically important dimension of urban sustainability, especially when discussing urbanization in developing countries, given rapid population movements and imbalances in socio-economic development. Understanding how cities function is fundamental to resolving these imbalances. The aim of this paper is to provide a review and analysis of the concept of urban sustainability and to propose the development of a holistic framework through integration of environmental, economic, social, and governance dimensions of sustainability. Such a review would make it possible to understand the complex dynamics of the four dimensions and to assess the progress and challenges in moving towards urban sustainability, taking the case of Nairobi, Kenya, as an example. The paper argues that, for urban sustainability in developing countries, more emphasis should be placed on the governance dimension, because this is where the biggest challenge exists, with increasing needs for immediate management of rapid urbanization.  相似文献

The issues of sustainability, efficiency, and profitability in private forestry dominated debate on Finnish and Swedish forest policy throughout the 20th century. The management and utilization of private forests have been significant for these countries since more than half of productive forest land has been owned by families. Forests have also played an important role in Finland’s and Sweden’s national economies. There was however no consensus among forest owners and forestry experts—forest scientists and forestry authorities—about the methods of achieving forestry sustainability and profitability, particularly in the early 1900s. This article focuses on the types of argument on which perceptions of good forest management were based, and the reasons for their use. The article also explores how disagreements and occasional open conflicts between private forest owners and forest authorities were solved, and what kind of regulative means were developed to avoid such differences. There are three main reasons for making a case study of Finland and Sweden: Firstly, the forest sector has played an important role in their national economies, secondly, the objectives and content of their forestry laws are quite similar, and thirdly, the tradition of family forest ownership has remained strong. The debate on good forest management in this period revolves around the two silvicultural paradigms: even-aged and uneven-aged systems. The former concerns formal, scientific knowledge of forest management, and the latter takes a traditional approach.  相似文献

Terrascope is a freshman learning community at the Massachusetts Institute of Technology (MIT) in which teams of students work to find solutions to large ‘unsolvable’ problems and to communicate about those problems with a wide variety of audiences in multiple formats. The program strongly promotes students’ autonomy in focusing and structuring their work, and student projects culminate in public presentations, both to general audiences and to panels of technical specialists. Students who have completed the program tend to show strong engagement with environmental and sustainability issues, as well as the skills and experience to work intensively on such issues within multidisciplinary teams. Here, we present the program as a case study, with some discussion of the factors that are key to its operation.

In many arid and semiarid regions, water scarcity, population increase and frequent droughts are exerting great pressures on water resources. Presently, the Mid-route of the South-to-North Water Transfer Project (MRSN) was built to mitigate the water crisis in the north of China by long-distance transfer of water from the Yangtze River in southern China. This study investigated the running condition of the MRSN, including operation management, freezing situation and water quality. Water samples were also taken from different sites and then analyzed in laboratory. Results suggest that the project was reasonably designed and the project management was excellent. Closed management was adopted in the project to protect water quality. The sediment concentrations and water turbidities of the water samples were in the range of 0.2–0.8 kg/m3 and 0.8–1.7 NTU, respectively, which met or were close to the standards of drinking water in China. Water freezing is also not a problem, since the thickest ice was only 0.9 cm even in the coldest season as the authors measured the investigation, and at the same time, the ice booms worked well. In the future, it is promising that to effectively integrate the methods of self-rescuing and water importing could fundamentally conquer water shortage, reasonably allocate water resources and finally achieve the harmonious development of economics, ecology and society.  相似文献

Sustainable agricultural development is a necessity for sustainable economic growth and social development in Africa. Sustainable agriculture largely depends on how effective natural and environmental resources are managed and utilized; it also depends on the security of continuous access to such resources. This research was aimed to look into trends in agricultural productivity, examine the persistence of the environmental insecurity, analyze the relationship between the two, and explore their links to the national development policies. The results are discussed in the context of relevance to national development policies and their implications on the sustainability of agriculture and rural livelihoods security. Literature survey, records collection from the stakeholders, village level participatory assessments (PAs), observations and questionnaire survey were tools used for data collection. The study shows significant (P < 0.01) declines in cereal crop yields, cattle milk yield and cattle calving rate, and increasing cattle mortality rate. Elements of environmental insecurity were found to account for decline in agricultural productivity; significant (P < 0.01) proportion (68%), of 266 households interviewed, reported land resources deterioration, declining soil fertility, and increasing drought frequencies as the causes of their low productivity. Declined fertilizer consumption and increasing variability in rainfall amount significantly (P < 0.01) accounted for 59% and 39%, respectively, of the variations observed in total annual production of rice and maize, which are major cereals in the study area. This study recommends measures to improve soil productivity such as improved fertilizer application and use of organic manures along with mineral fertilizers for maintaining soil productivity; education of farmers on sustainable use and management of land resources; and pro-poor rural policies in agricultural development and environmental governance. Sustainable development has broad consensus in environmental science and policy discourse, but its implications differ in specific cultural contexts. This article articulates sustainable development from a Chinese cultural perspective by tracing ideas from Chinese traditional culture and exploring China’s concept of harmonious development with emphasis on environmental management. Ideas that resemble sustainable development are not new to Chinese culture, but have roots in ancient Chinese thoughts, which in turn influence current governance and policies. Notably, Chinese traditional philosophies such as Confucianism, Taoism, Legalism, and Yin–Yang contain philosophies fundamental to sustainable development. As a distinct local discourse, such concepts were well interpreted and understood in the ancient meaning of harmony, giving China unique sustainability perspectives with institutional implications for policies of harmonious development and environmental management. Currently, China is driven to create a new national identity of harmonious development that involves Chinese traditional philosophies and values in its modern administration. The slogans “harmonious society” and “Chinese dream” reflect this new way of responding to the world with the aspiration to achieve cleaner growth, personal prosperity, and social stability. The Chinese and Western roots of sustainable development are conceptually, ideologically, and historically different, and this paper articulates how the convergence of the two underlies contemporary international debates.  相似文献

Coastal Regulations in India are traced back to the UN Conference on Human Environment, held in Stockholm in 1972. The Environment Protection Act (EPA) 1986 was enacted to implement India’s commitments as a signatory. The Coastal Regulation Zone (CRZ) Notification of 1991 was made under the provisions of the EPA in order to protect coastal environments and social and livelihood security of fishing community. This paper assesses the effects of CRZ rules and violations in the Mumbai Metropolitan Region, which has experienced tremendous growth due to the rapid industrialization and urbanization. This process has led to the destruction of mangroves and other important species of fish which play a crucial role in sustaining the coastal ecology and urban biodiversity; high population density and uneven growth have exacerbated adverse environmental and socioeconomic consequences. The Koli (fishing community) in this region faces huge problems of survival and sustenance in small-scale fishing, due to the rampant commercial fishing by big trawlers and large-scale dumping of waste materials by the industries surrounding the vicinity into the sea. In small but significant ways, the fishing communities through their traditional commons-based resource management and livelihood systems protect the coastal ecology and help the cities in reducing their carbon footprints. On the basis of primary field research in Thane–Mulund Creek Bhandup, Chimbai, and Sewri, this paper attempts to assess CRZ violations taking place on coastal areas and is causing damage to the coastal ecology. The research specifically has focused on the particular fishing-related activities and spaces—such as: jetties, parking of boats, access to sea, weaving and drying of nets, landing grounds, drying and cleaning of fish that are more affected by encroachment of seashore area and by CRZ rules violations. It evaluates the actions taken by Maharashtra Coastal Zone Management Authority and Bombay Municipal Corporation while implementing rules and making Integrated Coastal Zone Management plan for management of marine environment. It raises broader issues relating to the contradictions and complementarities involved in ICZM plans vis-a-vis management of biodiversity, within a larger context of rapid urbanization and demands for real estate growth. The paper argues that urban biodiversity management requires clear valuation of the long-term ecological and socioeconomic benefits of sustenance of coastal ecology and related livelihoods.  相似文献

Whether information and communication technology (ICT) constitutes a threat or a cure to environment??s deterioration is controversially discussed. Empirical evidence on the impacts of ICT is rare, so that generalizable lessons can hardly be drawn. This study provides empirical results on the role of ICT in research for environmental sustainability, but instead of ascertaining the impact of ICT on environmental protection, we conduct an analysis of the use of ICT in sustainability research. We assess the preferences of experts in different thematic sustainability fields for applying ICT tools, and we investigate ways to improve the application of these tools in order to augment their returns with respect to environmental protection research. This analysis is based on a set of surveys that were administered to international experts to evaluate the importance of ICT in environmental sustainability research and the research demands in key environmental sectors, such as climate change, natural resources, energy and biodiversity. The methodological framework is built on the analysis of users?? preferences for future developments in ICT tools using stated preferences techniques. Overall results suggest that ICT tools need to be developed in specific contexts, taking into account users?? needs and expectations. Our analysis shows that the use of ICT in environmental research is of great importance in the scientific community, but it can also play a crucial role in the policy context.  相似文献

The emerging academic field focused on sustainability has been engaged in a rich and converging debate to define what key competencies are considered critical for graduating students to possess. For more than a decade, sustainability courses have been developed and taught in higher education, yet comprehensive academic programs in sustainability, on the undergraduate and graduate level, have emerged only over the last few years. Considering this recent institutional momentum, the time is seemingly right to synthesize the discussion about key competencies in sustainability in order to support these relatively young academic programs in shaping their profiles and achieving their ambitious missions. This article presents the results of a broad literature review. The review identifies the relevant literature on key competencies in sustainability; synthesizes the substantive contributions in a coherent framework of sustainability research and problem-solving competence; and addresses critical gaps in the conceptualization of key competencies in sustainability. Insights from this study lay the groundwork for institutional advancements in designing and revising academic programs; teaching and learning evaluations; as well as hiring and training faculty and staff.  相似文献

The idea of sustainability is intrinsically normative. Thus, understanding the role of normativity in sustainability discourses is crucial for further developing sustainability science. In this article, we analyze three important documents that aim to advance sustainability and explore how they organize norms in relation to sustainability. The three documents are: the Pope’s Encyclical Laudato Si’, the Sustainable Development Goals and the Paris Agreement. We show that understanding the role of different types of norms in the three documents can help understand normative features of both scientific and non-scientific sustainability discourses. We present the diverse system of norms in a model that interrelates three different levels: macro, meso, and micro. Our model highlights how several processes affect the normative orientation of nations and societies at the meso-level in different ways. For instance, individual ethical norms at the micro-level, such as personal responsibility, may help decelerate unsustainable consumerism at the aggregate meso-level. We also show that techno-scientific norms at the macro-level representing global indicators for sustainability may accelerate innovations. We suggest that our model can help better organize normative features of sustainability discourses and, therefore, to contribute to the further development of sustainability science.  相似文献

The Barekese Reservoir is a facility for reserving water for treatment and subsequent consumption by the populace of the Kumasi conurbation and its environs. The reservoir provides over 80% of the total public water supply to the Kumasi locale and is plagued by persistent degradation through human activities throughout the catchment. This situation raises concern on the regional deterioration of water quality and quantity. We present the attitudes of local communities towards their involvement in river water management and the sustainable exploitation of natural resources. We administered both open ended and closed structured questionnaires in seven communities in the reservoir catchment. The results revealed that individual residents in these communities have not been involved in the management of the reservoir, adversely affecting goals of sustainable management. Our study concludes with direct policy recommendations and applications in four specific areas to arrive at sustainable management of the facility by involving affected communities through their inclusion in: ongoing and proposed project development as shareholders; the review of existing environmental legislation; adopting of indigenous knowledge in management institutions; and the re-introduction of norms and traditions within the communities.  相似文献

Several studies have revealed that the presence of heterogeneity amongst the user groups of common property natural resources considerably affects the effectiveness of resource management and their sustainable use. Primary research conducted in six sample villages from three districts of the Indian state Odisha has found that heterogeneity in economic and social dimensions amongst the members of the management committee acts as major determinants in respect of common property forest resource management. The findings of this piece of work reveal that common property forests are best managed in the villages where the management committee is homogeneous by both social and economic considerations; better managed where the committee members are economically homogeneous but socially heterogeneous; and least managed where the members are socially homogeneous but economically heterogeneous. The same result has been obtained from the composite index developed for the user group’s assessment about the functioning of the forest management institutions in the three study districts of the state Odisha.  相似文献

While the role Aboriginal people play in environmental governance programs are often underpinned by the Crown, Aboriginal peoples are ratifying negotiated agreements with mining proponents to ensure their issues and concerns are addressed. This paper examines Aboriginal participation in mine development to show how more inclusive social and environmental development models can support a more sustainable development. Through two complementary processes, negotiated agreements and environmental impact assessment, Aboriginal peoples are maximizing their benefits and minimizing the adverse impacts of a project to create a more sustainable resource development. Case study analysis of the Galore Creek Project in northwestern British Columbia, Canada, illustrates how environmental impact assessment and negotiated agreements can co-exist to positively contribute to a successful mineral development, and hence operationalize sustainability within this context.  相似文献

Like other developing countries, urbanization in Bangladesh is a growing phenomenon, which is steady in nature but fretfully affects urban sustainability in the wake of lacking in good governance. Despite urban authorities are concerned about this issue, they often fail to address the problems due to the fact of uncontrollable and unpredictable rural to urban migration, and negligence of urban poor’s sustainable living and access to basic services. Virtually the rural poverty problem has been transposed to urban areas, particularly in Dhaka City, Bangladesh. Inadequacy of infrastructural services, basic amenities and environmental goods; environmental degradation; traffic jam and accidents; violence and socioeconomic insecurity are the major challenges which are created through rapid urbanization. This paper provides a general understanding of urbanization in Bangladesh and tries to embrace related sustainability issues and challenges hindrance to sustainable urban development in Dhaka city. In addition, it presents a brief case study of water supply in Dhaka city which introduces an issue of ‘system hijack’. The paper concludes providing some strategies that might be helpful to the policy makers in formulating development policies for sustainable urban services.  相似文献
