Criteria and indicators assessment is one of the ways to evaluate management strategies for mountain watersheds. One framework for this, Integrated Watershed Management (IWM), was employed at Chittagong Hill Tracts region of Bangladesh using a multi-criteria analysis approach. The IWM framework, consisting of the design and application of principles, criteria, indicators, and verifiers (PCIV), facilitates active participation by diverse professionals, experts, and interest groups in watershed management, to explicitly address the demands and problems to measure the complexity of problems in a transparent and understandable way. Management alternatives are developed to fulfill every key component of IWM considering the developed PCIV set and current situation of the study area. Different management strategies, each focusing on a different approach (biodiversity conservation, flood control, soil and water quality conservation, indigenous knowledge conservation, income generation, watershed conservation, and landscape conservation) were assessed qualitatively on their potential to improve the current situation according to each verifier of the criteria and indicator set. Analytic Hierarchy Process (AHP), including sensitivity analysis, was employed to identify an appropriate management strategy according to overall priorities (i.e., different weights of each principle) of key informants. The AHP process indicated that a strategy focused on conservation of biodiversity provided the best option to address watershed-related challenges in the Chittagong Hill Tracts, Bangladesh.  相似文献

The formulation of rational wastewater control strategies is becoming increasingly important in many countries where, exploding urbanization, industrialization and/or tourism, often combined with improved standards of living and better awareness of the environmental problems, are resulting in enlarged pollution problems, but also in the availability of expanding financial resources for environmental protection. However, more often than one tends to believe, lack of planning, or planning with limited understanding of the principles involved, has resulted in solutions that are both expensive and incapable of addressing the key problems.As rigorous planning is extremely resource intensive, and for this reason impractical for most study areas, the development of a much simplified analysis procedure, capable of generating rational, near-optimum, strategies and detailed action programs, is required, if proper environmental management is to be widely practiced.In an effort to achieve the above objectives, a systems analysis approach is selected as the most suitable at rationalizing the allocation of available resources and at producing detailed action programs that promote implementation. In the context of this approach, new, easy to use models have been developed, while others, have been selected, adapted and streamlined in their use. The entire problem analysis and strategy synthesis procedures have thus been simplified and defined to a degree appropriate for widespread use, and the resultant procedure is actively promoted by WHO and UNEP.  相似文献

Resilience is a rehashed concept in natural hazard management—resilience of cities to earthquakes, to floods, to fire, etc. In a word, a system is said to be resilient if there exists a strategy that can drive the system state back to “normal” after any perturbation. What formal flesh can we put on such a malleable notion? We propose to frame the concept of resilience in the mathematical garbs of control theory under uncertainty. Our setting covers dynamical systems both in discrete or continuous time, deterministic or subject to uncertainties. We will say that a system state is resilient if there exists an adaptive strategy such that the generated state and control paths, contingent on uncertainties, lay within an acceptable domain of random processes, called recovery regimes. We point out how such recovery regimes can be delineated thanks to so-called risk measures, making the connection with resilience indicators. Our definition of resilience extends others, be they “à la Holling” or rooted in viability theory. Indeed, our definition of resilience is a form of controllability for whole random processes (regimes), whereas others require that the state values must belong to an acceptable subset of the state set.  相似文献

Despite the increasing concern given to air quality in urban and industrial areas in recent years, particular emphasis on regulation, control, and reduction of air pollutant emissions is still necessary to fully characterize the chain emissions–air quality–exposure–dose–health effects, for specific sources. The Estarreja region was selected as a case study because it has one of the largest chemical industrial complexes in Portugal that has been recently expanded, together with a growing urban area with an interesting location in the Portuguese coastland and crossed by important road traffic and rail national networks. This work presents the first air quality assessment for the region concerning pollutant emissions and meteorological and air quality monitoring data analysis, over the period 2000–2009. This assessment also includes a detailed investigation and characterization of past air pollution episodes for the most problematic pollutants: ozone and PM10. The contribution of different emission sources and meteorological conditions to these episodes is investigated. The stagnant meteorological conditions associated with local emissions, namely industrial activity and road traffic, are the major contributors to the air quality degradation over the study region. A set of measures to improve air quality—regarding ozone and PM10 levels—is proposed as an air quality management strategy for the study region.  相似文献

The traditional strategy for ground-level ozone control is to apply emission reductions across the board throughout certain time periods and locations. In this paper, we study various mixed integer linear programming (MILP) models that seek to select targeted control strategies for the Dallas Fort-Worth (DFW) region to reduce emissions, in order to achieve the State Implementation Plan (SIP) requirements with minimum cost. Statistics and optimization methods are used to determine a potential set of cost-effective control strategies for reducing ozone. These targeted control strategies are specified for different types of emission sources in various time periods and locations. Three MILP models, a static model, a sequential model, and a dynamic model, are studied in this research. These different MILP models allow decision makers to study how the targeted control strategies change under different circumstances. Meanwhile, two types of auxiliary variables are considered as supplemental control strategies in the optimization if the current set of control strategies is unable to reduce ozone to comply with the 8-h ozone standard. Results from the different models can provide decision makers with information concerning how the effectiveness of the control strategies varies with daily emission patterns and meteorology.  相似文献

Hydrological responses and pollutant exports are always highly related to rainfall characteristics. Many studies have demonstrated that the influence of moving rainstorm on flows and mass transport process in hydrologic systems cannot be ignored. Best management practices (BMPs) are popularly applied for controlling water quantity and water quality in a watershed. Since the movements of rainstorm can influence watershed responses, BMP placement strategies should be suitably adjusted in different moving rainstorms. This study designed an intermediate rainfall pattern with varied movement behavior and tried to find the optimal BMP placement strategies, which cannot only satisfy environmental standards but also improve economic benefits, for the rainfall events. The result shows that the control efficiency of pollutant and runoff can highly improve when the BMPs are set near the outlet of a watershed. Since the economic efficiency is always regarded as an important factor, the BMP placement strategy is significant for watershed conservation and management.  相似文献

Effective water quality assessment programs require the formulation of common objectives between managers who are making decisions and scientists who are obtaining the information on which those decisions are to be made. The data collected must be apropriate for use in the decision making process. After the objectives have been formulated a number of testable hypotheses can be proposed and evaluated in terms of what information is required for decision making.From a management perspective it is important to know if an impact occurs and what management strategy to adopt to reduce or eliminate the impact. When bioaccumulators are used to indicate environmental quality the organisms proposed need to be fully evaluated before being used. Communities, which are often used to assess levels of impact, have the capacity to assimilate pollutants and they will function under pollutant stress. Thus managers need to make value judgements about when a community structure or function has shifted from acceptable to adverse. Bioassays in which the effects of pollutants on growth, biochemistry and behaviour are measured, give an indication of the sub-lethal effects of a pollutant, but it is difficult to set meaningful levels that are not to be exceeded for use by managers.Difficulties in using chemical and biological data mainly arise from a lack of appreciation of environmental heterogeneity. The data obtained must meet the needs for statistically testing hypotheses. Before programs can be designed to meet statistical needs the potential sources of variability must be considered. Once the minimum differences that are seen as important have been determined, the number of replicates needed can be calculated. Data verification is also needed, as if the validity of data is questioned, so will any decisions that have been made based on those data. Finally programs should be designed to minimize the sampling effort/cost to meet the objectives.  相似文献

Using a bioeconomic model of the cod (Gadus morhua) and capelin (Mallotus villosus) fisheries of the Barents Sea, this study assesses the role of the fishermen’s behavior in reducing or intensifying the effects on the stocks caused by altered population dynamics. The analysis focuses on the economic development of the fisheries employing a coupled stock size–hydrography-based fishing strategy, which attempts to maximize returns from fishing over a given number of fishing periods. Results show that if the fishing strategy is based on a short optimization period of only two fishing periods, changes in population dynamics have a direct influence on the returns from fishing due to the strong pressure on the stocks applied by the fisheries. If the strategy is based on a longer optimization period, fishing activities may be deferred to allow for stock regrowth, which improves the economic performance of the fisheries. However, in that case, the relationship between population dynamics and fishing activities becomes less clear, as even a reduction of the carrying capacities of the two species allows for an increase in the amount of fish landed without causing a stock collapse due to an increased efficiency of fleet utilization. The simulations indicate that management considerations and the time horizon of the fishing strategy dominate the influence of altered population dynamics on the development of the stocks considered in the model.  相似文献

The purpose of this study is to examine why both parties (industry and consumer market) have mutual interests in protecting the environment but they still are hesitant to act green. The study used two-stage sampling from consumer market to depict ideal green product characteristics and reliable toy companies, and visit these companies for the second sample collection to examine whether the organizational eco-innovation strategy with customer value has a positive effect on green product development. In other words, the customer's benefit is an important factor for new product development strategy for green toys. This research shows that the willingness to buy green toys increases if most people in society buy green toys. This represents that customers are environmentally conscious and care about protecting the environment, or buying green toys is the result of a new economic trend and childhood education. The willingness to buy green toys increases if customers think that green products implies an enhancement on new product development to toy manufacturers. Further, if manufacturers are able to manage the difficulty of cooperation with all parties in the supply chain and difficulties related to production, they are willing to adopt customers' perceived value on green toys for their new product development strategy. It is rare to find academic research discussing the perspectives of both consumers and manufacturers in the same study because the research topic is very broad and many conditions must be considered. This research aims to find the effect of consumer-perceived value and company eco-innovation on green product development.  相似文献

In recent years, heavy pollution enterprises often adopt green merger and acquisition (GMA) strategy to obtain green technology and resources, so as to realize the transformation and upgrading of pollution industry. Can GMA increase the environmental protection investment (EPI) and promote the green development of enterprises? The important marginal contribution of this paper is to explore the impact of GMA on EPI of heavy pollution listed companies, and compare the impact of different types of GMA on EPI. In this paper, PSM-DID method and nonlinear DID method are used for empirical analysis. The results show that GMA can promote EPI, and the marginal effect of horizontal GMA on EPI is greater than that of vertical GMA and mixed GMA. From the perspective of time effect, GMA has a U-shaped effect of first decreasing and then increasing on EPI. Impact path test shows that GMA inhibits EPI by increasing merger and acquisition cost and management cost, and promotes EPI by improving corporate reputation, environmental awareness, enhancing financing ability and subsidies. Based on the heterogeneity analysis of enterprise life cycle, horizontal GMA has a great impact on EPI in the growth stage. In maturation stage, vertical GMA can promote EPI greatly, but in recession stage, GMA can inhibit EPI.  相似文献

Lake eutrophication is harmful and difficult to predict due to its complex evolution. As an alternative to existing mechanistic models, a Markov chain model was developed to predict the development of lake eutrophication based on an 11-year dataset in 41 lakes of the Yangtze River Basin. This model was validated using a real-time update strategy and was demonstrated to be reliable. Based on the dataset, the lake eutrophication dynamics from 2000 to 2010 were analyzed. Lakes with different trophic states from 2011 to 2050 and their responses to different water management practices were simulated based on the developed model. The simulation results show that lake eutrophication would worsen from 2011 to 2040; however, eutrophication could be significantly alleviated by changing 100 km2 of hypereutrophic lakes into eutrophic lakes per year from 2010 to 2020. The nutrient conditions in most of the lakes in the Yangtze River Basin show that phosphorus control would be more efficient than nitrogen control in eutrophication management practices. This case study demonstrates the utility of Markov chain models in using prior information to predict the long-term evolution of lake eutrophication at large spatial scales. The Markov chain technique can be easily adapted to predict evolutionary processes in other disciplines.  相似文献

The marine environment of Mumbai and Jawaharlal Nehru ports was monitored for some environmental and biological parameters during three different periods between 2001 and 2002. The results are compared with the records available since 1960s. With the passage of time the environmental status underwent changes, probably due to the increase in anthropogenic activities in the metropolis. The nutrient level especially the nitrate concentration has increased gradually over the years with a simultaneous decrease in dissolved oxygen, indicating increase in the biological activity. Characterization of this environment based on Assessment of Estuarine Trophic Status (ASSETS) model indicates that the current status is poor and may get worsen in future if no appropriate management policies are put into place.  相似文献

Environmental management has evolved from a vertical command and control management model to a more collaborative one. A series of public administration studies take the field of environmental policy as an important background for understanding collaborative governance, yet the theoretical and empirical study of environmental collaborative governance is relatively under-developed. This article begins to fill the research lacuna through the investigation of air pollution collaborative governance practice in Jing-Jin-Ji and surrounding areas. Based on the panel data of 58 regional cities from January 2016 to March 2019, a difference in difference quasi-natural experiment design is employed to explore the effect of environmental collaboration under Chinese authoritarian regime. The analysis shows that environmental collaboration has a positive impact on air quality and exhibits different effects on primary and secondary pollutants. Specifically, it has a greater influence on the emission reduction of NO2 compared to SO2 and CO, the positive effects of environmental collaboration on PM2.5 and PM10 pollutants are significant, and there is no statistically positive impact on O3 control. The time trend effect of environmental collaboration varies among pollutants, it presents positive effects on air quality improvement and secondary pollutant control (e.g., PM2.5, PM10) after the fourth month, the mitigation effect of environmental collaboration on primary pollutants represented by NO2 is more significant and constant in the sixth month. However, the time trend effect of environmental collaboration has gradually weakened. This paper concludes with discussions on the direction and implications of improving the performance and sustainability of environmental collaboration in China.  相似文献

Environmental and nature management can not operate effectivelywithout reliable information on changes in the environment andon the causes of those changes. Ecological monitoring canrepresent an important source of information. However, manyoperational monitoring programs are not very effective, i.e., not very useful for decision-making. We present a conceptualframework for the development and maintenance of effectiveecological monitoring programs. In the decision-making process,two main functions for monitoring can be recognized: an earlywarning and an early control function. Both these functionsrequire a high diagnostic power. This is used as a guideline forthe design process. The design consists of choices concerningmonitoring objectives, objects and variables to be monitored,sampling strategy and design, data collection, data handling, maintenance and organization. Arguments commonly put forward inliterature and in practice to support the various choices aresubjected to a critical analysis. The framework will be helpfulin the design of effective monitoring systems as it avoidsimportant components to be overlooked, clarifies the relationbetween the different components, maximizes the exploitation ofexisting possibilities and opportunities and identifiesshortcomings in advance. Environmental risk refers to the possibility of environmental pollution events caused by natural causes or human activities. Environmental risks are transmitted through environmental media and can have destructive effects on human society and the natural environment. Understanding the current status and characteristics of environmental risks can effectively prevent and control environmental risks, which is essential for establishing the safety of ecological systems. Although many scholars have studied the environmental risk characteristics of different enterprises or regional scales and proposed corresponding control methods. However, the study of environmental risk characteristics in the national scale is still insufficient, which affects the accuracy of large-scale environmental impact assessment (EIA) and is not conducive to the formulation of the large-scale environmental management system. This paper attempts to use spatial statistical methods and geographically weighted regression (GWR) models to study the temporal and spatial evolution trends of environmental events in China and the spatial correlation characteristics of influencing factors and environmental events in different regions. The research results show that the focus of China's environmental risk is continuously shifting. At present, environmental pollution incidents are concentrated in the western region, and their spatial correlation with influencing factors varies from region to region. Spatial statistical analysis can help us understand the spatial characteristics of risk and identify the interrelationships of environmental risks in different areas. Therefore, spatial statistical analysis can provide a scientific basis for macro decision-making of large regional EIA and environmental risk management. In the future, it is recommended that the focus of environmental events in different regions should be different to reduce the risk of environmental events in China.  相似文献

A collaborative problem-solving approach was applied to environmental impact assessment of regional waste management strategy in Pirkanmaa, Finland. Various actors—interest groups, authorities, and experts—were invited to engage in joint fact finding and to exchange their views on the goals of alternative waste management strategies. The experiences of these encounters suggest that collaborative EIA can serve as a learning and civic discovery process where people can act together and find new solutions. During the process, the participants were able to reflect on their preferences and factual beliefs and to create a previously unconsidered waste management strategy that most parties found acceptable. The potential for learning and finding mutually acceptable solutions depended, however, on the legitimacy and institutional settings of the process: to what extent different perspectives were considered in the process, not only included, and how EIA was connected to a political decision-making process.  相似文献

We review critical issues that must be considered when selectingindicator species for a monitoring program that aims to maintainor restore ecological integrity. First, we examine the pros andcons of different management approaches on which a conservationprogram can be based and conclude that ecosystem management ismost appropriate. We then identify potential indicators ofecological integrity at various levels of the ecosystem, with aparticular emphasis on the species level. We conclude that,although the use of indicator species remains contentious, it canbe useful if (1) many species representing various taxa and lifehistories are included in the monitoring program, (2) theirselection is primarily based on a sound quantitative databasefrom the focal region, and (3) caution is applied wheninterpreting their population trends to distinguish actualsignals from variations that may be unrelated to thedeterioration of ecological integrity. Finally, we present anddiscuss different methods that have been used to select indicatorspecies.  相似文献
