Engaging with dialogue concerning the relevance and applicability of social capital to a model of sustainable community development, we illustrate an in-depth case of a community experiencing an ideological clash with the dominant politico-societal structures. We argue that while the exclusivity of bonding social capital has been described as the 'dark side', it may be essential for progressive sustainable community development (PSCD). When faced with a development threat, such bonds are essential for building links, bridges and solidarity, enabling cultural reproduction and promoting environmental protection for sustainability.  相似文献

Translating sustainability policy goals into concrete action has proven to be a complex challenge for government agencies, municipalities and businesses. Existing planning and decision-making methods, such as Comprehensive Planning, Environmental Impact Assessment and Environmental Management Systems, are being used to address this focus on sustainability. United States Army policy requires the use of these three procedures by installation planners and managers, providing a unique opportunity for innovation. This paper examines the applicability of these procedures for implementing the Army's sustainable operations policy goals, and explores how the current independent and disconnected implementation can be improved through integration. Included in this analysis is a review of organizational barriers to integrated planning and management. The analysis is applicable outside the Army as these three decision-making procedures are used in many contexts, and installation management shares many characteristics with local government land use planning, federal land management, and corporate business operations.  相似文献

Nnewi is situated some 30 kilometres South East of Onitsha in Anambra State in the southeastern part of Nigeria. This highly commercial town has undergone rapid urbanisation and industrialisation within the past two decades, since the end of the 1967–1970 Nigerian civil war. The Igbo community of the study area had traditionally employed bioconversion methods and other indigenous technology to process or recycle bio and non-degradable wastes. Industrialisation has enjoyed priority status in this locality as a requirement for modernisation and economic progress. The rapid urbanisation, aggressive industrialisation, and the attendant uncontrolled population growth have had a deleterious impact on the environment. There is now a wide range of industrial wastes that are released daily into the environment. Effects of these activities on the socio-cultural practices of the people, plant genetic resources and the environment are highlighted. In addition to palliative measures suggested here, a call is made to revisit the successful indigenous waste treatment and management technology formerly practised by the Igbo community. The importance of combining modern biotechnological approaches with the indigenous technology, norms and practices of Nwewi people to effect suitable waste treatment and management, as well as improving the living habits and the education of the people about their environment, is recommended. Land resource sustainability for urban development characterizes the problem of decision-making with multiplicity and uncertainty. A decision support system prototype aids in the assessment of incremental land development plan proposals put forth within the long-term community priority of a sustainable growth. Facilitating this assessment is the analytic hierarchy process (AHP), a multicriteria evaluation and decision support system. The decision support system incorporates multiple sustainability criteria, weighted strategically responsive to local public policy priorities and community–specific situations and values, while gauging and directing desirable future courses of development. Furthermore, the decision support system uses a GIS, which facilitates an assessment of urban form with multiple indicators of sustainability as spatial criteria thematically. The resultant land-use sustainability scores indicate, on the ratio-scale of AHP, whether or not a desirable urban form is likely in the long run, and if so, to what degree. The two alternative modes of synthesis in AHP—ideal and distributive—provide assessments of a land development plan incrementally (short-term) and city-wide pattern comprehensively (long-term), respectively. Thus, the spatial decision support system facilitates proactive and collective public policy determination of land resource for future sustainable urban development.  相似文献

Abstract: The Crown of the Continent is one of the premiere ecosystems in North America containing Waterton‐Glacier International Peace Park, the Bob Marshall‐Great Bear‐Scapegoat Wilderness Complex in Montana, various Provincial Parks in British Columbia and Alberta, several national and state forest lands in the USA, and Crown Lands in Canada. The region is also the headwater source for three of the continent’s great rivers: Columbia, Missouri and Saskatchewan that flow to the Pacific, Atlantic and Arctic Oceans, respectively. Headwaters originate in high elevation alpine environs characterized by high snow accumulations in winter and rainstorms in summer. Most headwaters of the region contain high quality waters with few ions in solution and extremely low nutrient concentrations. Alpine streams have few species of aquatic organisms; however, they often possess rare species and have hydrogeomorphic features that make them vulnerable to climatic change. Subalpine and valley bottom streams of the Crown of the Continent Ecosystem (CCE) flow through well forested watersheds. Along the elevation gradient, the streams and rivers of the CCE flow through series of confining and nonconfining valleys resulting in distinct canyon and floodplain reaches. The alluvial floodplains are characterized by high species diversity and bioproduction maintained by the hydrologic linkages of habitats. The streams and rivers of the CCE have low nutrient concentrations, but may be significantly affected by wildfire, various resource extraction activities, such as logging or mining and exurban encroachment. Wildfire has been shown to increase nutrient loading in streams, both during a fire and then following the fire for as much as 5 years. Logging practices increase nutrient loading and the algal productivity of stream periphyton. Logging and associated roads are also known to increase sediment transport into Crown of the Continent streams directly affecting spawning success of native trout. The CCE is one of the fastest growing regions in the USA because of the many recreational amenities of the region. And, while the region has many remarkably pristine headwater streams and receiving rivers, there are many pending threats to water quality and quantity. One of the most urgent threats comes from the coal and gas fields in the northern part of the Crown of the Continent, where coal deposits are proposed for mountain‐top removal and open‐pit mining operations. This will have significant effects on the waters of the region, its native plants and animals and quality of life of the people.  相似文献

The nature of the technical assistance needed by the energy-importing developing countries to bring energy sector projects up to the implementation stage is discussed. Such projects may be delayed or poorly implemented because the energy-importing developing country lacks the proper infrastructure or the technical/managerial skills to carry them out. Planning helps to identify the resources, financial, technical and managerial, that need to be brought to bear as well as the benefits that can be achieved.  相似文献

This article shows how social capital impacts fisheries management at the local level in Chilika Lake, located in the state of Orissa in India. In Chilika, the different fishing groups established norms and “rules of the game” including, but not limited to, spatial limits that determine who can fish and in what areas, temporal restrictions about when and for how long people may fish, gear constraints about what harvesting gear may be used by each group, and physical controls on size and other characteristics of fish that may be harvested. A survey of the members of fishing groups has shown that the bonding social capital is strong within the Chilika fishing groups. Bonding and bridging social capital keeps the fishers together in times of resource scarcity, checks violations of community rules and sanctions, and strengthens the community fisheries management. In contrast, linking social capital in Chilika appears to be weak, as is evident from the lack of trust in external agencies, seeking the help of formal institutions for legal support, and increasing conflicts. Trust and cooperation among fishers is crucial in helping to build the social capital. A social capital perspective on fisheries governance suggests that there should be a rethinking of priorities and funding mechanisms, from “top-down” fisheries management towards “co-management” with a focus on engendering rights and responsibilities for fishers and their communities.  相似文献

The sustainability implications of bioenergy development strategies are large and complex. Unlike conventional agriculture, bioenergy production provides an opportunity to design systems for improving eco-environmental services. Different places have different goals and solutions for bioenergy development, but they all should adhere to the sustainability requirements of the environment, economy, and society. This article serves as a brief overview of China’s bioenergy development and as an introduction to this special issue on the impacts of bioenergy development in China. The eleven articles in this special issue present a range of perspectives and scenario analyses on bioenergy production and its impacts as well as potential barriers to its development. Five general themes are covered: status and goals, biomass resources, energy plants, environmental impacts, and economic and social impacts. The potential for bioenergy production in China is huge, particularly in the central north and northwest. China plans to develop a bioenergy capacity of 30GW by 2020. However, realization of this goal will require breakthroughs in bioenergy landscape design, energy plant biotechnology, legislation, incentive policy, and conversion facilities. Our analyses suggest that (1) the linkage between bioenergy, environment, and economy are often circular rather than linear in nature; (2) sustainability is a core concept in bioenergy design and the ultimate goal of bioenergy development; and (3) each bioenergy development scheme must be region-specific and designed to solve local environmental and agricultural problems.  相似文献

The last decade has seen considerable interest in the concept of social capital and there have been a number of publications focused around the concept. A wide range of claims have been made for the analytic potential of social capital leading some to question the concept's continued value. We think that the concept still has considerable value if used in a careful and rigorous way. We further think that the concept has particular value when considering policy for sustainable development. However, just as sustainable development is a multi-faceted concept, this application requires a multi-faceted reading of social capital. Having concluded that a clearer typology of social capital is needed, we propose a threefold typology, adding the new category of 'bracing' social capital to the more commonly used distinction between 'bonding' and 'bridging' social capital. We also address the issues of what social capital can do and how it actually works, specifically in the context of policy for sustainable development.  相似文献

This research develops a method to transform the Oregon Benchmarks, a set of internationally recognized quantitative indicators designed to measure a broad array of state-level trends, into indices of social, economic, and environmental sustainability. Through multiple means, an original set of 90 Oregon Benchmarks has been narrowed into a smaller set of sustainability indicators in order to gain an integrated view of statewide sustainability as well as the capacity to look at social, environmental, and economic sustainability in isolation. The three-domain sustainability indices presented here are designed both to understand the current sustainability situation and to create a useful and informative tool for state-level policy makers interested in incorporating sustainability principles into their decision making.  相似文献

Recent research suggests that community-based collaboration may build social capital—defined as trust, norms of reciprocity, and networks. Social capital may improve a group’s ability to collaborate, manage risk, innovate, and adapt to change. We used mail surveys of group participants and key informant interviews to assess whether the following collaborative group characteristics affected social capital built within 10 collaborative groups in northwest Colorado: perceived success, conflict, activeness, stakeholder diversity, previous collaboration experience, similar values and beliefs, group size, group age, and initial social capital. Perceived success and initial levels of social capital were the strongest predictors of current levels of and changes in social capital over time. Collaboration experience negatively influenced current levels of trust. Our results suggest that collaborative groups may need to consider the outcomes of collaborative interactions in order to build social capital.  相似文献

In the last decade the concept of sustainable development has been widely embraced as the key to environmentally friendly development. However, in many instances the physical sustainability side of the equation stops at a rhetorical level and the ensuing developments fail to respond to ecological imperatives or to protect existing ecological values. Nowhere is this failure more evident than at the urban fringes of Melbourne, Australia, where residential land estate developments relentlessly engulf degraded agricultural lands that often contain the remnants of vegetative and hydrological ecological systems.

This paper postulates that while landscape design practitioners claim the 'authority of nature' (and, by extension, the land) for their design inspiration, in reality narrow practice foci and instrumental approaches have meant that the design of estates and subdivisions often make only token reference to ecological underpinnings. It is argued that instrumental influences on design decision-making are embedded in landscape-architectural professional culture and glossed over with an elusive rhetoric of care and concern for the environment. It is further postulated that individual expressions of interest in the land and its systems can make a substantive contribution to sustainable design practice and practical outcomes.  相似文献

Across the Americas, biofuels production systems are diverse due to geographic conditions, historical patterns of land tenure, different land use patterns, government policy frameworks, and relations between the national state and civil society, all of which shape the role that biofuels play in individual nations. Although many national governments throughout the Americas continue to incentivize growth of the biofuels industry, one key challenge for biofuels sustainability has been concern about its social impacts. In this article, we discuss some of the key social issues and tensions related to the recent expansion of biofuels production in Mexico, Colombia, and Brazil. We argue that a process of “simplification” of ecological and cultural diversity has aided the expansion of the biofuels frontier in these countries, but is also undermining their viability. We consider the ability of governments and non-state actors in multi-stakeholder initiatives (MSI) to address social and environmental concerns that affect rural livelihoods as a result of biofuels expansion. We analyze the tensions between global sustainability standards, national level policies for biofuels development, and local level impacts and visions of sustainability. We find that both government and MSI efforts to address sustainability concerns have limited impact, and recommend greater incorporation of local needs and expertise to improve governance.  相似文献
