Abstract: The use of voluntary approaches to achieve conservation goals is becoming increasingly popular. Nevertheless, few researchers have quantitatively evaluated their efficacy. In 1998 industry, government agencies, and nongovernmental organizations established a voluntary conservation program for whale watching in the northeast region of the United States, with the intent to avoid collisions with and harassment of endangered whales by commercial and recreational whale‐watching vessels. One important aspect of the program was the establishment of 3 speed zones within specific distances of whales. We wanted to determine the level of compliance with this aspect of the program to gauge its efficacy and gain insights into the effectiveness of voluntary measures as a conservation tool. Inconspicuous observers accompanied 46 commercial whale‐watching trips from 12 companies in 2003 (n= 35) and 2004 (n= 11). During each trip, vessel position and speed were collected at 5‐second intervals with a GPS receiver. Binoculars with internal laser rangefinders and digital compasses were used to record range and bearing to sighted whales. We mapped whale locations with ArcGIS. We created speed‐zone buffers around sighted whales and overlaid them with vessel‐track and speed data to evaluate compliance. Speeds in excess of those recommended by the program were considered noncompliant. We judged the magnitude of noncompliance by comparing a vessel's maximum speed within a zone to its maximum recorded trip speed. The level of noncompliance was high (mean 0.78; company range 0.74–0.88), some companies were more compliant than others (p= 0.02), noncompliance was significantly higher in zones farther from whales (p < 0.001), and operators approached the maximum speed capabilities of their vessel in all zones. The voluntary conservation program did not achieve the goal of substantially limiting vessel speed near whales. Our results support the need for conservation programs to have quantifiable metrics and frequent evaluation to ensure efficacy.  相似文献

Abstract: Ocean‐going vessels pose a threat to large whales worldwide and are responsible for the majority of reported deaths diagnosed among endangered North Atlantic right whales (Eubalaena glacialis). Various conservation policies have been implemented to reduce vessel‐strike mortality in this species. The International Maritime Organization adopted the Roseway Basin Area to be avoided on the Scotian Shelf as a voluntary conservation initiative to reduce the risk of lethal vessel strikes to right whales. We initiated the Vessel Avoidance & Conservation Area Transit Experiment to evaluate the efficacy of this initiative because the effectiveness of the avoidance scheme in reducing risk without the imposition of vessel‐speed restrictions depends entirely on vessel‐operator compliance. Using a network of automatic identification system receivers, we collected static, dynamic, and voyage‐related vessel data in near real time from the Roseway Basin region for 12 months before and 6 months after the implementation of the area to be avoided. Using pre‐ and post‐implementation vessel navigation and speed data, along with right whale sightings per unit effort data, all resolved at 3′N latitude by 3′W longitude, we estimated the post‐implementation change in risk of lethal vessel strikes. Estimates of vessel‐operator voluntary compliance ranged from 57% to 87% and stabilized at 71% within the first 5 months of implementation. Our estimates showed an 82% reduction in the risk of lethal vessel strikes to right whales due to vessel‐operator compliance. We conclude that the high level of compliance achieved with this voluntary conservation initiative occurred because the area to be avoided was adopted by the International Maritime Organization. Our results demonstrate that international shipping interests are able and willing to voluntarily alter course to protect endangered whales.  相似文献

Mandatory or voluntary reductions in ship speed are a common management strategy for reducing deleterious encounters between large ships and large whales. This has produced strong resistance from shipping and marine transportation entities, in part because very few studies have empirically demonstrated whether or to what degree ship speed influences ship-whale encounters. Here we present the results of four years of humpback whale sightings made by observers aboard cruise ships in Alaska, representing 380 cruises and 891 ship-whale encounters. Encounters occurred at distances from 21 m to 1000 m (x = 567 m) with 61 encounters (7%) occurring between 200 m and 100 m, and 19 encounters (2%) within 100 m. Encounters were spatially aggregated and highly variable across all ship speeds. Nevertheless a Bayesian change-point model found that the relationship between whale distance and ship speed changed at 11.8 knots (6.1 m/s) with whales encountering ships, on average, 114 m closer when ship speeds were above 11.8 knots. Binning encounter distances by 1-knot speed increments revealed a clear decrease in encounter distance with increasing ship speed over the range of 7-17 knots (3.6-8.7 m/s). Our results are the first to demonstrate that speed influences the encounter distance between large ships and large whales. Assuming that the closer ships come to whales the more likely they are to be struck, our results suggest that reduced ship speed may be an effective management action in reducing the probability of a collision.  相似文献

Many species of baleen whales were hunted to near extinction in the Southern Hemisphere. The recovery of these populations will be affected by the availability of krill, a major dietary component, in the Southern Ocean. We combine a novel energetics model for baleen whales with a state dependent foraging model to explore the impacts of an expanding krill fishery on baleen whales. We parameterize the model for blue whales, but with simple modifications it could be applied to most baleen whales. We predict that an expanding fishery will have a small but significant impact on the blue whale population through decreased birth rates. However, spreading the catch limit throughout the range of krill can reduce these effects. In addition, whales may be able to reduce these impacts through adaptive changes in foraging behavior. The relationship between krill abundance and blue whale foraging and reproductive success is nonlinear, such that larger reductions in krill biomass, potentially following a loss of sea ice due to climate change, could have a much larger negative impact on the recovery of blue whales.  相似文献

The effects of chronic exposure to increasing levels of human‐induced underwater noise on marine animal populations reliant on sound for communication are poorly understood. We sought to further develop methods of quantifying the effects of communication masking associated with human‐induced sound on contact‐calling North Atlantic right whales (Eubalaena glacialis) in an ecologically relevant area (~10,000 km2) and time period (peak feeding time). We used an array of temporary, bottom‐mounted, autonomous acoustic recorders in the Stellwagen Bank National Marine Sanctuary to monitor ambient noise levels, measure levels of sound associated with vessels, and detect and locate calling whales. We related wind speed, as recorded by regional oceanographic buoys, to ambient noise levels. We used vessel‐tracking data from the Automatic Identification System to quantify acoustic signatures of large commercial vessels. On the basis of these integrated sound fields, median signal excess (the difference between the signal‐to‐noise ratio and the assumed recognition differential) for contact‐calling right whales was negative (?1 dB) under current ambient noise levels and was further reduced (?2 dB) by the addition of noise from ships. Compared with potential communication space available under historically lower noise conditions, calling right whales may have lost, on average, 63–67% of their communication space. One or more of the 89 calling whales in the study area was exposed to noise levels ≥120 dB re 1 μPa by ships for 20% of the month, and a maximum of 11 whales were exposed to noise at or above this level during a single 10‐min period. These results highlight the limitations of exposure‐threshold (i.e., dose‐response) metrics for assessing chronic anthropogenic noise effects on communication opportunities. Our methods can be used to integrate chronic and wide‐ranging noise effects in emerging ocean‐planning forums that seek to improve management of cumulative effects of noise on marine species and their habitats. Species' conservation relies on understanding their seasonal habitats and migration routes. North Atlantic right whales (Eubalaena glacialis), listed as endangered under the U.S. Endangered Species Act, migrate from the southeastern U.S. coast to Cape Cod Bay, Massachusetts, a federally designated critical habitat, from February through May to feed. The whales then continue north across the Gulf of Maine to northern waters (e.g., Bay of Fundy). To enter Cape Cod Bay, right whales must traverse an area of dense shipping and fishing activity in Massachusetts Bay, where there are no mandatory regulations for the protection of right whales or management of their habitat. We used passive acoustic recordings of right whales collected in Massachusetts Bay from May 2007 through October 2010 to determine the annual spatial and temporal distribution of the whales and their calling activity. We detected right whales in the bay throughout the year, in contrast to results from visual surveys. Right whales were detected on at least 24% of days in each month, with the exception of June 2007, in which there were no detections. Averaged over all years, right whale calls were most abundant from February through May. During this period, calls were most frequent between 17:00 and 20:00 local time; no diel pattern was apparent in other months. The spatial distribution of the approximate locations of calling whales suggests they may use Massachusetts Bay as a conduit to Cape Cod Bay in the spring and as they move between the Gulf of Maine and waters to the south in September through December. Although it is unclear how dependent right whales are on the bay, the discovery of their widespread presence in Massachusetts Bay throughout the year suggests this region may need to be managed to reduce the probability of collisions with ships and entanglement in fishing gear.  相似文献

Public signaling plays an important role in territorial and sexual displays in animals; however, in certain situations, it is advantageous to keep signaling private to prevent eavesdropping by unintended receivers. In the northeastern Pacific, two populations of killer whales (Orcinus orca), fish-eating “resident” killer whales and mammal-eating “transient” killer whales, share the same habitat. Previous studies have shown that residents use whistles as private signals during close-range communication, where they probably serve to coordinate behavioral interactions. Here, we investigated the whistling behavior of mammal-eating killer whales, and, based on divergent social structures and social behaviors between residents and transients, we predicted to find differences in both whistle usage and whistle parameters. Our results show that, like resident killer whales, transients produce both variable and stereotyped whistles. However, clear differences in whistle parameters between ecotypes show that the whistle repertoire of mammal-eating killer whales is clearly distinct from and less complex than that of fish-eating killer whales. Furthermore, mammal-eating killer whales only produce whistles during “milling after kill” and “surface-active” behaviors, but are almost completely silent during all other activities. Nonetheless, whistles of transient killer whales may still serve a role similar to that of resident killer whales. Mammal-eating killer whales seem to be under strong selection to keep their communication private from potential prey (whose hearing ranges overlap with that of killer whales), and they appear to accomplish this mainly by restricting vocal activity rather than by changes in whistle parameters.  相似文献

In the 1990s, the central Tyrrhenian Sea was regarded as a transit region for fin whales’ (Balaenoptera physalus) summer migration. In recent years, a much higher presence of fin whales during the entire summer season was reported in the region. The hypothesis that the central Tyrrhenian Sea may have become a summer feeding ground was tested gathering data from summer presence of whales in the region (40–42.5°N; 9–13°E) and investigating whether it might be related to sea surface temperature and chlorophyll-a concentration, considered as proxies of food availability. Results showed that whales always aggregate in the more productive portions of the investigated area; the general productivity of the area, however, did not directly influence the frequency of occurrence of whales. We concluded that the complex dynamics of the balance between feeding activities and avoiding pressures may have led fin whales to use the region as an opportunistic feeding ground.  相似文献

Understanding the dynamics of population recovery is particularly complex when an organism has multiple, remote breeding and feeding grounds separated by one of the longest known migration routes. This study reports on the most comprehensive assessment of humpback whale (Megaptera novaeangliae) movements between remote Antarctic waters south of New Zealand and east Australia (EA), and the migratory corridors and breeding grounds of Australia and Oceania. A total of 112 individual whales were identified; 57 from microsatellites and 61 by fluke with 23 % (n = 26) matched to sites outside Antarctica. Despite large datasets from other southern regions being included in the comparison, the whales were predominantly linked to EA (n = 24). Only two matches to the Oceania catalogues directly north was surprising; therefore the primary feeding grounds of these endangered whales still remain unknown. The confirmation of the Balleny Islands as an important feeding ground for EA whales could provide an insight into reasons behind the rapid recovery of this population. Determining the feeding grounds of Oceania’s whales may explain whether prey energetics or migration length are limiting factors to their recovery and will allow an understanding of future ecosystem changes in these whales.  相似文献

The productive North Pacific waters of the Gulf of Alaska, Aleutian Islands and Bering Sea support a high density of fish-eating “Resident” type killer whales (Orcinus orca), which overlap in distribution with commercial fisheries, producing both direct and indirect interactions. To provide a spatial context for these interactions, we analyzed a 10-year dataset of 3,058 whale photo-identifications from 331 encounters within a large (linear ~4,000 km) coastal study area to investigate the ranging and social patterns of 532 individually identifiable whales photographed in more than one encounter. Although capable of large-scale movements (maximum 1,443 km), we documented ranges generally <200 km, with high site fidelity across summer sampling intervals and also re-sightings during a winter survey. Bayesian analysis of pair-wise associations identified four defined clusters, likely representing groupings of stable matrilines, with distinct ranging patterns, that combined to form a large network of associated whales that ranged across most of the study area. This provides evidence of structure within the Alaska stock of Resident killer whales, important for evaluating ecosystem and fisheries impacts. This network included whales known to depredate groundfish from longline fisheries, and we suggest that such large-scale connectivity has facilitated the spread of depredation.  相似文献

Abstract: Often abundance of rare species cannot be estimated with conventional design‐based methods, so we illustrate with a population of blue whales (Balaenoptera musculus) a spatial model‐based method to estimate abundance. We analyzed data from line‐transect surveys of blue whales off the coast of Chile, where the population was hunted to low levels. Field protocols allowed deviation from planned track lines to collect identification photographs and tissue samples for genetic analyses, which resulted in an ad hoc sampling design with increased effort in areas of higher densities. Thus, we used spatial modeling methods to estimate abundance. Spatial models are increasingly being used to analyze data from surveys of marine, aquatic, and terrestrial species, but estimation of uncertainty from such models is often problematic. We developed a new, broadly applicable variance estimator that showed there were likely 303 whales (95% CI 176–625) in the study area. The survey did not span the whales' entire range, so this is a minimum estimate. We estimated current minimum abundance relative to pre‐exploitation abundance (i.e., status) with a population dynamics model that incorporated our minimum abundance estimate, likely population growth rates from a meta‐analysis of rates of increase in large baleen whales, and two alternative assumptions about historic catches. From this model, we estimated that the population was at a minimum of 9.5% (95% CI 4.9–18.0%) of pre‐exploitation levels in 1998 under one catch assumption and 7.2% (CI 3.7–13.7%) of pre‐exploitation levels under the other. Thus, although Chilean blue whales are probably still at a small fraction of pre‐exploitation abundance, even these minimum abundance estimates demonstrate that their status is better than that of Antarctic blue whales, which are still <1% of pre‐exploitation population size. We anticipate our methods will be broadly applicable in aquatic and terrestrial surveys for rarely encountered species, especially when the surveys are intended to maximize encounter rates and estimate abundance.  相似文献

Entanglement in fixed fishing gear affects whales worldwide. In the United States, deaths of North Atlantic right (Eubalaena glacialis) and humpback whales (Megaptera novaeangliae) have exceeded management limits for decades. We examined live and dead whales entangled in fishing gear along the U.S. East Coast and the Canadian Maritimes from 1994 to 2010. We recorded whale species, age, and injury severity and determined rope polymer type, breaking strength, and diameter of the fishing gear. For the 132 retrieved ropes from 70 cases, tested breaking strength range was 0.80–39.63 kN (kiloNewtons) and the mean was 11.64 kN (SD 8.29), which is 26% lower than strength at manufacture (range 2.89–53.38 kN, mean = 15.70 kN [9.89]). Median rope diameter was 9.5 mm. Right and humpback whales were found in ropes with significantly stronger breaking strengths at time of manufacture than minke whales (Balaenoptera acuturostrata) (19.30, 17.13, and 10.47 mean kN, respectively). Adult right whales were found in stronger ropes (mean 34.09 kN) than juvenile right whales (mean 15.33 kN) and than all humpback whale age classes (mean 17.37 kN). For right whales, severity of injuries increased since the mid 1980s, possibly due to changes in rope manufacturing in the mid 1990s that resulted in production of stronger ropes at the same diameter. Our results suggest that broad adoption of ropes with breaking strengths of ≤7.56 kN (≤1700 lbsf) could reduce the number of life‐threatening entanglements for large whales by at least 72%, and yet could provide sufficient strength to withstand the routine forces involved in many fishing operations. A reduction of this magnitude would achieve nearly all the mitigation legally required for U.S. stocks of North Atlantic right and humpback whales. Ropes with reduced breaking strength should be developed and tested to determine the feasibility of their use in a variety of fisheries.  相似文献

Summary Interactions of singing humpback whales, Megaptera novaeangliae, with conspecifics nearly were studied during the breeding season off the west coast of Maui, Hawaii. On 35 occasions singing humpbacks were followed by boats (Table 1). The movement patterns of these singing whales and other conspecifics nearby were recorded by observers on land using a theodolite.Thirteen of 35 singers stopped singing and joined with nonsinging whales either simultaneously or within a few minutes after ceasing to sing. Another 15 also stopped singing while under observation and were not seen to join with another whale, but all singing whales that joined with other whales stopped singing. Singing whales often pursue nonsinging whales, while nonsinging whales usually turn away from singers (Figs. 4, 5).When a singer joined with a female and calf unaccompanied by another adult, behavior tentatively associated with courtship and mating was observed (Fig. 7). Such behavior also occurred during several interactions between singers and individuals of unknown sex. Aggressive behavior was observed during three interactions between singers and individuals of unknown sex (Fig. 4) and it predominated whenever more than one adult accompanied a cow and calf. During the other occasions when a singer joined another whale, we could not determine the nature of the interaction. Many times the singers and joiner would surface together only once and would then separate. However, on several occasions the singer and joiner would remain together for as long as we could follow them, up to 1.5 h.The roles of singer and joiner can be interchangeable. For instance, on two occasions a singer joined with a whale that either had been singing or started singing later in the day (Fig. 3). Furthermore, on several occasions, a nonsinging whale appeared to displace the singer. Individual singing humpbacks are not strictly territorial, although singers appear to avoid other singers.As the breeding season progressed, singers sang for longer periods of time (Fig. 2). In addition, the probability of a whale joining with the singer decreased by 42% from the first half of the observation period to the second half. Furthermore, this increase in duration of song bouts occurred during that section of the season when female reproductive activity as measured by rate of ovulation is reported to be decreasing in other areas.Our observations support the hypothesis that humpback song plays a reproductive role similar to that of bird song. Humpbacks sing only during the breeding season. If, as seems likely, most singing humpbacks are male, then singing humpbacks probably communicate their species, sex, location, readiness to mate with females, and readiness to engage in agonistic behavior with other whales.  相似文献

The minke whale (Balaenoptera acutorostrata) is subject to commercial whaling, but stock identification and assessment are still uncertain. Mitochondrial DNA (mtDNA) sequences were determined to examine the population structure of minke whales from the central and northeastern parts of the North Atlantic, as well as the Antarctic regions IV and V. The analyses include 345 nucleotide positions of the control region of 110 individuals, and 250 nucleotide positions of the NADH dehydrogenase subunit 2 gene for a representative selection of North Atlantic minke whales. Maximum parsimony analyses and sequence divergence calculations did not reveal any genetic differentiation between individuals from the central and northeastern parts of the North Atlantic. These results do not support the International Whaling Commission's separation of minke whales in this area into different management units, and they are in conflict with previously reported results from allozyme analyses. Comparison of minke whale control region sequences showed that the sequence diversity of North Atlantic minke whales is substantially lower (0.0065) than that of Antarctic minke whales (0.0166), and clearly demonstrated that individuals from these two areas represent genetically distinct populations.  相似文献

Marine spatial planning provides a comprehensive framework for managing multiple uses of the marine environment and has the potential to minimize environmental impacts and reduce conflicts among users. Spatially explicit assessments of the risks to key marine species from human activities are a requirement of marine spatial planning. We assessed the risk of ships striking humpback (Megaptera novaeangliae), blue (Balaenoptera musculus), and fin (Balaenoptera physalus) whales in alternative shipping routes derived from patterns of shipping traffic off Southern California (U.S.A.). Specifically, we developed whale‐habitat models and assumed ship‐strike risk for the alternative shipping routes was proportional to the number of whales predicted by the models to occur within each route. This definition of risk assumes all ships travel within a single route. We also calculated risk assuming ships travel via multiple routes. We estimated the potential for conflict between shipping and other uses (military training and fishing) due to overlap with the routes. We also estimated the overlap between shipping routes and protected areas. The route with the lowest risk for humpback whales had the highest risk for fin whales and vice versa. Risk to both species may be ameliorated by creating a new route south of the northern Channel Islands and spreading traffic between this new route and the existing route in the Santa Barbara Channel. Creating a longer route may reduce the overlap between shipping and other uses by concentrating shipping traffic. Blue whales are distributed more evenly across our study area than humpback and fin whales; thus, risk could not be ameliorated by concentrating shipping traffic in any of the routes we considered. Reducing ship‐strike risk for blue whales may be necessary because our estimate of the potential number of strikes suggests that they are likely to exceed allowable levels of anthropogenic impacts established under U.S. laws. Abstract: Identifying how social organization shapes individual behavior, survival, and fecundity of animals that live in groups can inform conservation efforts and improve forecasts of population abundance, even when the mechanism responsible for group‐level differences is unknown. We constructed a hierarchical Bayesian model to quantify the relative variability in survival rates among different levels of social organization (matrilines and pods) of an endangered population of killer whales (Orcinus orca). Individual killer whales often participate in group activities such as prey sharing and cooperative hunting. The estimated age‐specific survival probabilities and survivorship curves differed considerably among pods and to a lesser extent among matrilines (within pods). Across all pods, males had lower life expectancy than females. Differences in survival between pods may be caused by a combination of factors that vary across the population's range, including reduced prey availability, contaminants in prey, and human activity. Our modeling approach could be applied to demographic rates for other species and for parameters other than survival, including reproduction, prey selection, movement, and detection probabilities.  相似文献

The relationship between beaked whales and certain anthropogenic sounds remains poorly understood and of great interest. Although Cuvier’s beaked whales (Ziphius cavirostris) are widely distributed, little is known of their behavior and population structure throughout much of their range. We conducted a series of five combined visual-acoustic marine mammal surveys from 2006 to 2008 in the southern San Nicolas Basin, a site of frequent naval activity off the southern California coast, west of San Clemente Island. The study area was defined by a 1,800 km2 array of 88 bottom-mounted hydrophones at depths up to 1,850 m. The array was used to vector visual observers toward vocalizing marine mammal species. Thirty-seven groups of Cuvier’s beaked whales were encountered during the study period. The overall encounter rate was one group for every 21.0 h of survey effort, and was as high as one group per 10.2 h of effort during the October 2007 survey. Whales were encountered in the deepest portion of the study area, at a mean bottom depth of 1,580 m (SD 138). The average group size was 3.8 individuals (SD 2.4), which was higher than has been reported from other studies of this species. Twenty-four groups were observed over multiple surfacings (median = 4 surfacings, range 2–15). The mean encounter duration of extended sightings was 104 min (SD 98, range 12–466 min) and the mean distance moved over the course of sightings was 1.66 km (SD 1.56, range 0.08–6.65 km). Temporal surfacing patterns during extended encounters were similar to dive behavior described from Cuvier’s beaked whales carrying time-depth recording tags. Seventy-eight photographic identifications were made of 58 unique individuals, for an overall resighting rate of 0.26. Whales were sighted on up to 4 days, with duration from first to last sighting spanning 2–79 days. For those whales sighted on subsequent days, the mean distance between subsequent sightings was 8.6 km (SD 7.9). Individuals resighted over 2–3 days were usually in association with previous group members. Approximately one-third of groups contained more than one adult male, and many of the repeated associations involved adult males. These observations suggest the basin west of San Clemente Island may be an important region for Cuvier’s beaked whales, and also one which affords an unusual opportunity to collect detailed data on this species. Given its status as an active military range, it can also provide the ability to monitor the behavior of individuals in the presence of naval sonar, a critical step in the management of this and other beaked whale populations worldwide.  相似文献

Sperm whales (Physeter macrocephalus) are deep-diving predators foraging in meso- and bathypelagic ecosystems off the continental shelves. To investigate the ecophysiological and communicative function of various click types from male sperm whales in a high-latitude habitat, we deployed a large-aperture array of calibrated hydrophones off northern Norway (N69, E15). Data show that sperm whales in this habitat produce three click types: usual clicks, creak clicks and, occasionally, slow clicks. Usual clicks and creak clicks exhibit short duration, profound directionality and a frequency content suited for echolocation on meso- and bathypelagic fish and squids. The acoustic properties and low repetition rate of usual clicks are suited for long-range echolocation, whereas creak clicks have properties equivalent to signals in buzzes, the terminating pulse trains known from echolocating bats during prey capture. From these source parameters and the high acoustic activity during foraging dives, it is concluded that echolocation is an important sensory cue in prey location. Sound pressure levels of creak clicks and usual clicks measured off the acoustic axis suggest that sperm whales may be subjected to eavesdropping by conspecifics, thereby conveying information about food aggregations at estimated ranges of 6 km for creak clicks and 16 km for usual clicks. Slow clicks exhibit low directionality, low-frequency emphasis and a reduced repetition rate, suggesting that this click type is more suited for communication than for echolocation. Slow clicks can be detected by submerged conspecifics at ranges up to 60 km. Thus, sperm whales producing slow clicks may represent an odontocete species that utilizes long-range sound communication.  相似文献

Abstract: Many scientists lament the absence of data for endangered species and argue that more funds should be spent acquiring basic information about population trends. Using 19 years of abundance estimates for the eastern North Pacific gray whale ( Eschrichtius robustus ), we sampled subsets of the original survey data to identify the number of years of data required to remove the population from the U.S. Endangered Species Act's (ESA) list of endangered and threatened wildlife. For any given duration of monitoring, we selected all possible combinations of consecutive counts. To incorporate variability in growth rates, we extracted a maximum likelihood estimator of growth rate and confidence interval about that growth rate on the assumption that the population changes can be approximated by a simple diffusion process with drift. We then applied a new approach to determine ESA status for each subset of survey data and found that a quantitative decision to delist is unambiguously supported by 11 years of data but is precariously uncertain with fewer than 10 years of data. The data needed to produce an unequivocal decision to delist gray whales cost the National Marine Fisheries Service an estimated U.S. $660,000, a surprisingly modest expense given the fact that delisting can greatly simplify regulatory constraints. This example highlights the value of population monitoring in administering the ESA and provides a compelling example of the utility of such information in identifying both imperiled and recovered species. The economic value of such data is that they provide the foundation for delisting, which could ultimately save much more money than the collection of the data would ever cost.  相似文献
