Summary This paper reviews the status of the flue gas desulphurisation (FGD) programme in the United Kingdom up to the end of 1989, with particular regard to siting and systems choices. Environmental issues associated with the on-going retrofit at Drax power station are analysed and extrapolated to a retrofit at Fiddler's Ferry power station. The emission reductions required of the UK by the European Community Large Combustion Plant Directive are assessed. The impact of privatisation of the electricity supply industry on the flue gas desulphurisation programme is discussed with particular reference to the new electricity generating companies for England and Wales.Ron' Reid is a recent Environmental Studies graduate of Manchester Polytechnic who completed his dissertation on the environmental impacts of FGD installation at Fiddler's Ferry power station. Summary Studies into acid rain were first initiated in North-West England and this paper describes the establishment and operation of the Acid Rain Information Centre in Manchester. The urban monitoring surveys conducted by the Centre provide a valuable educational link with local schools. Simple testing and sampling techniques undertaken by pupils support a valuable and comprehensive, local, urban acid deposition study.Dr. James Longhurst is Director of the Acid Rain Information Centre in the Department of Environmental and Geographical Studies at Manchester Polytechnic, where Mr David Lee and Miss Susan Green are Project Officers. Summary Concern about the environmental damage caused by acid deposition has lead to national programmes to reduce acid precursor emissions. In the UK, a retrofit programme of flue gas desulphurisation (FGD) to three 2,000 MW coal-fired power stations has been announced, with up to four new stations equipped with FGD likely to follow by the year 2000. Whilst the positive effects of acid deposition abatement are recognised there has been considerable concern over the negative aspects of the programme arising, particularly, from the raw material requirements of an FGD plant and the need to dispose of waste products. A careful choice of the most appropriate technology can significantly reduce the negative impacts but such a choice can only be made after an environmental assessment of the national FGD programme.Dr James Longhurst is the Director of the Acid Rain Information Centre at Manchester Polytechnic. Summary This paper reviews the emission sources of oxides of nitrogen and provides an estimate of the contribution from the Greater Manchester conurbation. The uncertainty attached to the estimate is large. Atmospheric and rainwater concentrations of oxides of nitrogen are reported from the Greater Manchester Acid Deposition Survey network. The health and ecological implications of these concentrations are commented upon and the measured values compared to a number of environmental guidelines, including recently formulated critical load and critical level estimates. To date, the phenomenon of climate pledging has been little investigated. This paper describes the results of a questionnaire survey of 201 climate pledgers in Greater Manchester (UK), focusing on attitudes and behaviour relevant to environmental citizenship. In particular, attention is given to attitudes and behaviour related to renewable energy and micro-generation, selectively comparing with national UK data. The survey shows that installation cost and lengthy pay-back times have been major constraints on microgen installation not just for the general population, but also for those with a high degree of environmental commitment. Nonetheless, the microgen installation rate among the climate pledgers as of early 2011, before the introduction of feed-in tariffs, was at least 11 times higher than the national average. Using regression analyses, the best model that could be found for explaining installation of the most popular microgen technology, solar thermal, accounted for 27% of variance. Within this model, environmental commitment was of less importance than having given serious consideration to other microgen options. While this was possibly due to group homogeneity, in general, the results do emphasise the limits to environmental citizenship.  相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. Summary In order to consider appropriate sustainable development, it is first necessary to understand the problems of developments that are inappropriate for specific population groups. Variables, such as, the culture of the group, its historical experiences, demographic and economic resources, population density, and remoteness or urban proximity should be scrutinized. This is a case study of one population group with a history of resource dependency.Inchelium is a small Native American community on the Colville Indian Reservation in Washington, USA. The construction of a large dam ended fishing in Inchelium. Changes due to the dam have led to exploitation and degradation of the community's lifestyle. Several attempts at viable alternative economic development have led to disagreements about cultural and environmental issues. Lack of sustainable development has fostered a non-viable economy. In this economy half of the employable persons are unemployed, and 80 percent are dependent upon some form of government financial and service aid.These problems are related to the effects of colonization found on all North American Indian reservations. A dependency relationship with the federal government has resulted in qualitative changes in the use of natural resources, from subsistence to extraction.Dr Pamela Elkind is Department Chairperson and Professor of Environmental Sociology at Eastern Washington University. ABSTRACT: Near real time daily rainfall estimates for the UK are available from three sources: a sparse network of gauges, radar data, or radar data adjusted by the sparse gauges. The PARAGON rainfall archive system, which has been developed by the UK Meteorological Office, is able to produce these estimates in near real time on a 5 km grid. The ability of these estimates to reproduce the 5 km grid point field derived later from a dense network of gauges is compared using case studies. Five techniques have been used to assess the relative quality of the various estimates. There is general agreement between the results of the various techniques. For the London radar there are examples of days when the rainfall estimate was improved by incorporating radar data; conversely, there are days when the radar data make it worse. Overall little evidence was found to suggest that adjusted radar data are consistently markedly better than gauge estimates. Discriminate use of radar data is recommended.  相似文献

Summary This paper considers the application of the principles of sustainable development to an airport situation. If sustainable development is to be enshrined as the global development pathway which reconciles economic and environmental issues then it must be applicable to a range of spatial scales. Airports will interact at a variety of levels with this multi-level decision making and enactment structure. The requirements imposed upon an airport may differ according to whether decisions are being taken by local, regional or national decision makers. Conflicts and uncertainties will inevitably result. Definitions of sustainable development are considered and policy guidance from the United Nations (UN), the European Union (EU) and the nation State level evaluated for its relevance to airport decision making. An attempt is made to reconcile definitions and interpretations before an idealized representation of a sustainable airport is presented. Mechanisms by which this may be actualized are then suggested. A need for improved theoretical knowledge is identified but research is also necessary on application and localization procedures for sustainable development.Professor James Longhurst is Head of Department of Environmental Health and Science at UWE, Bristol. 选取2013—2016年粤港澳大湾区11市大气主要污染物数据,采用社会网络分析法(SNA)对粤港澳大湾区大气污染的空间关联性进行实证研究。结果发现:①大湾区城际大气主要污染物的空间关联均呈现出较典型的网络结构特征。②城际大气污染存在明显的空间关联和空间溢出,各城市空间联系越来越密切。③大湾区大气污染空间网络具有稳定性特征,PM2.5和SO2的空间溢出得到有效控制,而PM10和NO2的空间溢出具有长期稳定性。④珠海、佛山、惠州、中山在大湾区城际大气污染空间关联网络中处于中心地位。⑤各城市在大气污染空间网络中存在明显的非均衡地位。  相似文献

Summary Environmental education is essential to the success of Agenda 21. Yet currently it is without focus and effectively side-lined. This paper supplies a strategy and accompanying methodology for establishing environmental education as a major force for implementing Agenda 21. The author proposes the establishment of an Education 21 programme and the designation of the educational community as a new Rio major group. In December 2008, the Greater Manchester electorate voted to reject a £3 billion package of transport measures that would have included investment in the conurbation's bus, tram and rail networks and walking and cycling infrastructure, together with, and partially funded by, the introduction of a congestion charge. The proposals followed a successful bid to the UK Government Transport Innovation Fund (TIF). High levels of car use present challenges to cities, and the TIF bid can be seen as an attempt to address these by promoting and facilitating a modal shift. The paper reflects on the debates surrounding the proposals, which led to a referendum. In particular, it explores the challenges of communicating complex, controversial plans in a fragmented and contested political arena.  相似文献

Summary The concept of sustainable development, is increasingly being proposed as a means to avoid the impasse between economic development and environmental protection. In this paper, the incorporation of the concept of sustainable development into policy-making in both Japan and the European Union is examined. A particular variation in response between the two has been in relation to encouraging the development of environmental or clean technologies, a key element in achieving sustainable development. The benefits of an early lead in environmental technology may result in gains to the economy. In the space of three to four years, gas has changed from being a premium fuel, not to be utilized in power stations, to virtually the only fuel being considered for future electricity generation in the UK. This paper reviews the growth in the use of gas for electricity generation within the UK, with particular regard to the adoption of the gas-fired combined cycle power station. The environmental, economic and strategic issues associated with the proposed development of approximately 27 GW of new gas-fired plant are analysed and the resulting effects on existing base load power plant within the UK are considered.Dr James W.S. The analysis shows a patent discrepancy between the strength of the political support enjoyed by the monitoring body at its creation and its gradual confinement within the administrative structure of Greater Lyons. In fact, developing and using indicators raises not only technical issues but also political and bureaucratic stakes. The experience provides food for thought as regards the emergence of sustainable development issues within large and complex structures such as that of Greater Lyons. The paper points out that if indicators are hybrid objects, monitoring bodies, which are supposed to devise and promote them, are hybrid as well: their management, in terms of aims, means and position within the administrative body, is at least as important as their so-called ‘technical’ function.  相似文献

An adaptive management approach is necessary but not sufficient to address the long-term challenges of the Greater Yellowstone Ecosystem (GYE). Adaptive management, in turn, has its own particular challenges, of which we focus on two: science input, and stakeholder engagement. In order to frame our discussion and subsequent recommendations, we place the current management difficulties into their historical context, with special emphasis on the 1990 Vision document, which attempted a broad synthesis of management goals for the ecosystem. After examining these two key challenges in the context of the GYE, we make several recommendations that would allow for more effective ecosystem management in the long term. First, we recommend adoption of the GYE as a site for long-term science research and monitoring with an emphasis on integrative research, long-term federal funding, and public dissemination of data. Second, we conclude that a clearer prioritization of legislative mandates would allow for more flexible ecosystem management in the GYE, a region where conflicting mandates have historically led to litigation antithetical to effective ecosystem management. Finally, we recommend a renewed attempt at an updated Vision for the Future that engages stakeholders (including local landholders) substantively from the outset.  相似文献

Summary In the United Kingdom there is no obvious connection between the Department of the Environment and the Home Office, nor indeed with the Department of Social Security. Yet crime rates are rising and social surveys reveal a drop in support for the institutions of governance-moral, legal and political. Other evidence clearly shows that the income and security of the very poor are declining in relation to the better off. There may well be a link between environmental deprivation, poverty and social alienation. This is not an area where heretofore any British Government has noticeably directed its energies. The UK response to the Rio Agenda 21 contains a proposal to create a Citizens' Environmental Initiative, designed ostensibly to bring sustainability to the grass roots. It now appears that this is to be a largely cosmetic exercise of grant aid to worthy local causes. It does not appear to have addressed significantly the opportunity of linking environmental and social agendas via the medium of locally promoted sustainable development. Yet the divergence efficiency and equality of treatment lies at the heart of the contemporary environmental debate. Proposals to price resource depletion and polluting emissions penalize the poor in the name of environmental efficiency. Unless there is an explicit intertwining of efficiency and equity doctrines, the cause of sustainability is doomed to self-inflicted defeat. Summary Sustainability is one of the key concepts that is associated with post-modernism. The old world with its modernist assumptions was based on increasing consumption of fossil fuels and other resources, reducing the natural and the diverse to simple, American-style mass production, with a strong state-based, large-scale approach to providing infrastructure. That old way no longer works but no way forward is obviously apparent. This paper looks at how the uncertainties produced by post-modernism can be put to advantage in providing a more sustainable postmodern city. It is suggested that the key principles are recognizing values, maximizing diversity and crossing boundaries.
