Sustainable Management for the Eastern Mediterranean Coast of Turkey   总被引:2,自引:0,他引:2  
The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

The main aim of this article is to examine and review the usage of forests for the purpose of tourism in Turkey with the case study of Antalya-Belek. The use and conversion of forest lands is central to tourism development. Land use change is responsible for the majority of the negative environmental impacts of tourism on natural resources. Worldwide, forests and coastal zones are converted for the construction of tourist facilities. The rapid emergence of mass tourism development in Turkey, encouraged without considering protection and sustainable use of natural and cultural resources, has resulted in serious problems in forest areas. This paper is particularly concerned with land use change in forests (or deforestation) created by the allocation of forest lands to build tourist facilities. In Belek, a tourism center located in Antalya province's coastal areas and the fastest growing destination of the country, all tourist facilities have been established in forest lands under the status of conservation forest. Today, the Belek Conservation Forest is under severe pressure from tourism.  相似文献

Located on the northeast Brazilian coast, Olinda is one of UNESCO’s World Heritage Sites, which is economically dependent on tourism, commerce, industry, and the informal economy. Despite its environmental and socioeconomic importance, the city of Olinda (understanding the coast as part of it) has suffered several environmental and human disturbances over the last decades. This work describes the environmental and social status of Olinda’s beaches and makes recommendations concerning the development of an Integrated Coastal Management Plan for this coastal zone of the Brazilian littoral. The methodology adopted in this study is based on field campaigns (social, physical, chemical, and biological data collection), local observations, and the collection of sea contention building project data from city hall. The results showed that along the seven studied beaches, the main problems were related to the: (i) building of coastal protections, (ii) inefficient sewage disposal systems, (iii) inefficient urban management, and (iv) natural events (equinoctial spring tides and precipitation/evaporation rates). Casa Caiada beach showed the best hydrologic conditions as a consequence of its morphology and it presents facilities that attract housing and recreation investments (by private and public sectors) valuing and improving local use conditions. The obtained data showed that the studied beaches need an urgent action plan to minimize the environmental degradation of Olinda’s littoral and to promote sustainable development of the local coastal environments.  相似文献

Summary Among the different impacts of coastal tourism on the environment, the effect of tourism on public health has special importance. The large increase in population during the high season results usually in an increase in the amount of waste water produced. If the necessary infrastructure for handling these wastes is not available, the sea is polluted, causing serious problems.To investigate the effects of sea pollution on the public, a health survey was conducted in Bodrum and Çesme, the two most important tourist coastal resorts of Turkey. A questionnaire about the health problems which tourists suffer, as well as their culinary habits, swimming habits,etc. was distributed. At the same time the pollution level in the sea was determined in the form of coliform concentration. As a result it is shown that those swimming in polluted waters suffer more from gastro-intestinal diseases than others. Furthermore, foreigners (usually Scandinavians) and children are proved to be more susceptible to pollution, possibly due to their lack of immunity.Dr Günay Kocasoy is presently Associate Professor in the Department of Chemical Engineering at Bogaziçi University. 我国的海洋污染日益严重,政府加大海洋环境保护力度势在必行。科学、有效的海洋环境管理对保护环境、提高资源利用效率起着非常重要的作用。但海洋环境并不是一维线性的系统,涉及系统的多维耦合,而海岸带又是与人类活动息息相关的重要部分。本文尝试以青岛市胶州湾海岸带环境管理模式为例,构建包含有"经济-人口-资源-环境-安全-行政(EPRESA)"六个子系统的多维耦合系统模型,并绘制出总流图,然后以此为管理模式的优化提供前提性分析,提出海岸带综合管理模式优化的对策建议。本研究认为,要改善现有的海岸带环境管理体系,应该制定综合性管理政策,建立可持续的融资机制,推进海岸带灾害与风险管理以及引导利益相关者参与管理。  相似文献

Sustainable development of coastal zones must balance economic development that encourages human visitation from a larger population with desires that differ from the local residents with the need to maintain opportunities for the local resident society and conserve ecological capital, which may serve as the basis for residents.We present a case study in which the sustainability level of a coastal zone (Riviera del Beigua), located along the Ligurian coast of north-western Italy, was assessed through the lens of systems ecology using emergy synthesis to integrate across economic, social and environmental sub-systems.Our purposes were (1) to quantify the environmental sustainability level of this coastal zone, (2) to evaluate the role of tourism in affecting the economy, society and environment, and (3) to compare emergy synthesis to Butler's Tourism Area Life Cycle model (TALC). Results showed that 81% of the total emergy consumption in the coastal zone was derived from external sources, indicating that this tourist-heavy community was not sustainable. Tourism, as the dominant economic sub-system, consumed 42% of the total emergy budget, while local residents used the remaining 58%. The progressive stages of the TALC model were found to parallel the dynamic changes in the ratio of external emergy inputs to local emergy inputs, suggesting that emergy synthesis could be a useful tool for detecting a tourist region's TALC stage. Use of such a quantitative tool could expedite sustainability assessment to allow administrative managers to understand the complex relationship between a region's economy, environment and resident society so sound policies can be developed to improve overall sustainability.  相似文献

ABSTRACT: This paper presents evidence that currently published flood insurance premiums may be insufficient to cover expected losses in coastal areas subject to hurricane. The problems of developing flood premiums in coastal zones are discussed and Federal Insurance Administration (FIA) reaction to these problems analyzed. Flood losses in the coastal zone of Bay County, Florida due to hurricane Eloise are compared with losses which would be predicted by the FIA. This comparison raises important questions concerning the adequacy of flood premiums in coastal zones and the undesirable indirect effects that underpricing flood risk will have on location decisions in the coastal floodplain.  相似文献

ABSTRACT: Traditional development in South Florida has in many cases resulted in undesirable degradation of terrestrial and aquatic ecosystems, due to overdrainage and overenrichment of surface waters. The study described in this paper was undertaken in order to establish guidelines under which urban development may take place in coastal areas, while minimizing unwanted environmental changes. The study area consists of approximately 70 square miles of relatively flat land in Collier County, Florida. The coastal wetlands of the region are a highly valued natural resource containing the Rookery Bay Wildlife Sanctuary. The upland properties are mainly pine woodlands and have great potential for development. A master plan was developed which will (1) provide adequate drainage for existing and projected development within the study area and (2) maintain the integrity of the estuarine zone. The major recommendations of the plan relate to land use, physical control of surface waters, including construction and maintenance of the water management system, and implementation of the plan.  相似文献

/ The coastal environment of Kuwait has been under considerable stress since the onset of the oil era in the late 1950s and early 1960s. Oil, sewage, and industrial pollution were believed to be the main environmental problems in the coastal zone. The huge oil spill and destruction caused by the Gulf War further complicated those problems. In this article, the temperature, pH, salinity, and total dissolved sulfide (TDS) of the interstitial water in the intertidal zone and the water content and total organic carbon (TOC) of the intertidal sediment were investigated. The purpose of the study was to understand the effect of the physicochemical characteristics on the intertidal benthic ecology and to identify the level and sources of organic pollution in the intertidal zone. The study results indicated that the prevailing harsh environmental conditions, especially high temperature and salinity, restricted benthic fauna diversity and led to the development of a fragile intertidal ecosystem. The fauna inhabiting the intertidal zone was dominated by a few species probably living at their limit of tolerance. Organic pollution was evident mainly in Sulaibikhat Bay and to a lesser extent in Kuwait City waterfront and Shuaiba coast in the south. The pollution was attributed mainly to land-based sources such as the occasional discharge of raw sewage through stormwater outlets, the direct oil spillage, and industrial effluents from refineries, oil terminals, and petrochemical plants. Quantitative analysis was inconclusive in establishing a significant correlation between the chemistry and composition of the benthic fauna. However, close examination of sites with high TOC and TDS concentrations indicated that the benthic fauna in those sites was showing evidence of degradation. Summary The author presents the results of a pilot study which explored the voluntary support given by seven Pittsburgh multinationals to environmental goals and objectives through their foundations and operations. While much of the information is national in scope, the findings have international significance. Fundamental common key factors and patterns were identified which already have and will continue to guide most corporate international environmental activities. As interest grows in developing cooperative undertakings with the corporate community, it is important for environmental organizations, government, and academia to understand these patterns. Based on the findings and on suggestions by corporate representatives, recommendations are given as to how support of the goal of creating sustainable societies by the corporate and environmental communities can be improved and increased. Dr Langord's interest in urban and environmental policies range from issues dealing with coastal zone and floodplain management to urban waterfront re-vitalization and environmental aesthetics. Most recently she is studying the role of industry in helping to meet critical resource and environmental needs. She is exploring new patterns of cooperation with government, industry and environmental organizations. Currently Director of the International Environment Program, Center for International Studies, University of Pittsburgh, Dr Langord has held a number of academic positions, served as a resource policy analyst for the US Department of Interior, and has acted as a consultant to government and industry.  相似文献

Geographical areas constitute the basic implementation locus for integrated coastal zone management strategies and activities. Because the definition of territorial planning objectives may be affected by socioeconomic and environmental characteristics, one of the main steps in the process involves dividing the coast into homogeneous environmental management units (HEMUs). This article presents a general and simple method for regionalizing the landside of a coastal zone into HEMUs and illustrates it through application to the Catalan coast. Socioeconomic and natural (biophysical) subsystems were selected as the most appropriate dimensions of the regionalization process. Dimensions were described using 11 spatial themes, which were managed in a geographic information system environment that proved to be an adequate tool for the purpose. A final coastal zone map of four classes of HEMUs connected to local administrative units was obtained, and because it reflects the current natural and socioeconomic dynamics, it can be considered as an initial step in the planning process for the Catalan coast. Although the proposed method was developed based on the characteristics of the Catalan coast, it is general enough to be adapted and applied to most developed or developing coastal areas.  相似文献

Since the beginning of the 1960s, mass tourism has been the most important menace to the environmental stability of fragile and vulnerable Mediterranean microinsular systems. The socioeconomic changes introduced by tourism have produced important variations in the use of resources, including land. The result usually has been an increase in the level of artificiality of the territory, particularly in coastal areas. The intensity and frequency of change in the use of resources and the induced changes in the level of artificiality may be used as an estimation of environmental stability. The northern area of Formentera, Balearic islands, Spain, being the most environmentally important area of the island and simultaneously the most threatened by mass tourism development, has been chosen as a study case. Forty types of vegetation and land use have been estimated and mapped in the area. The stability level of each land use type has been estimated, before and after the development of tourism, and the main environmental processes have been identified. An attempt is made to predict some future trends and their variations.  相似文献

The Axios River delta and the Inner Thermaikos Gulf coastal zone have experienced a long period of human interventions during the past 100 years. A post-evaluation of long run coastal zone changes under the Drivers-Pressures-State-Impacts-Response (DPSIR) conceptual framework is presented. The DPSIR approach is then used to project out into possible futures in order to connect with policy and management options proposed for the improvement of the current conditions and the achievement of sustainable development, in the coastal zone. Socio-economic driving forces with their origins in the end of the 19th century have generated numerous pressures in the coastal environment that changed the state of the environment. In the first part of the last century, there was no coupling between change of state and policy. Due to increasing environmental awareness, a coupling became more apparent over the last thirty years. Human interventions include river route realignment, extensive drainage of the plains, irrigation network, roads and dam constructions. The consequences were positive for the economic development of the area, human health, and navigation for the port of Thessaloniki. In contrast, the manipulation and over-use of natural resources has led to a reduction of wetlands, biodiversity loss, stress on freshwater supplies, and subsidence of coastal areas, aquifer salinization, and rapid coastal erosion. Three plausible future scenarios are utilised in order to investigate the implications of this environmental change process and possible socio-economic consequences.  相似文献

The coastal zone is a place of intense activity where resources, users, and resource-use practices interact. This case study of small-scale fisheries in Honda Bay, Palawan, Philippines shows that resources, space, and gender are intertwined. The study was conducted between June 1997 and July 1998. The data were gathered using free listing, pile sort, ranking, resource mapping, and key informant interviews. The results showed that women's knowledge about fishery resources and their fishing activities are associated with the intertidal zone whereas men's knowledge is associated with coral reefs. In classifying fishery resources, appearance is the main consideration for women whereas a combination of appearance, habitat, and type of fishing gear is the consideration used by men. Market price is very important because of its dependence on the demand of the export market as well as the local market. Women dominate the buying of fishery products. Many women market their husband's catch, process fish, or gather shells and sea cucumber for sale. Among the fishing households, type of fishing gear provides an indication of socioeconomic standing. This paper concludes that access to resources is shaped by gender and age. The differences in resource knowledge possessed by men and women lead to differential access to fishery resources. In addition, the differences in socioeconomic status also influence resource access. The socialization of children into fishing reinforces the gender division of labor and space in the coastal zone.  相似文献

This paper reviews recent research into the ecological impacts of recreation and tourism on coastal marine fauna in Australia. Despite the high and growing importance of water-based recreation to the Australian economy, and the known fragility of many Australian ecosystems, there has been relatively limited research into the effects of marine tourism and recreation, infrastructure and activities, on aquatic resources. In this paper we have reviewed the ecological impacts on fauna that are caused by outdoor recreation (including tourism) in Australian coastal marine ecosystems. We predict that the single most potentially severe impact of recreation may be the introduction and/or dispersal of non-indigenous species of marine organisms by recreational vessels. Such introductions, together with other impacts due to human activities have the potential to increasingly degrade recreation destinations. In response, governments have introduced a wide range of legislative tools (e.g., impact assessment, protected area reservation) to manage the recreational industry. It would appear, however, that these instruments are not always appropriately applied.  相似文献

Integrated coastal zone management (ICZM) addresses the interconnections, complexities, and conflicts between many users of the coastal area with different goals. It requires setting managerial boundaries that capture many elements of human and natural systems. Experience teaches us that without a directed effort managerial rules and laws are not likely to coincide with the physical sensitivity of units that reflect different environmental characteristics of the coastal zone. Hence the aim of this study is to explore why coastal managerial boundaries are set arbitrarily and whether and how it is possible to address the problems this poses. We examine what influences the decisions of a new coastal management authority in Israel to determine how this body overcomes the limits of arbitrary boundary demarcation. The study found that real life management succeeded to both address areas outside the arbitrary boundaries and also to respect some of the different socio-economic needs and physical constraints of the coastal sub-units. Israel’s Coastal Environment Protection Law allows and, in fact, encourages the regulator to use discretion and to employ various criteria to balance development and conservation. This implies that policy makers are cognizant of a need to balance ecologically-sensitive boundaries that consider the homogeneity of the coast with politically feasible boundaries that are set arbitrarily.  相似文献

The sustainable management of coastal natural resources inevitably involves identifying stakeholder conflicts and developing planning processes that prevent these conflicts from becoming intractable disputes. This study links environmental conflict to specific areas within a large ecological system. Specifically, we use Geographic Information Systems (GIS) to map potentially competing stakeholder values associated with establishing protected areas in Matagorda Bay, Texas. By overlaying multiple values associated with a range of stakeholders across space, we are able to identify hotspots of potential conflict as well as areas of opportunity for maximizing joint gains. Mapping stakeholder conflict is an approach to proactively locate potential controversy in response to a specific environmental management proposal and guide decision makers in crafting planning processes that mitigate the possibility of intractable disputes and facilitate the implementation of sustainable coastal policies. Results indicate that under different management scenarios, protected area proposals will generate more conflict in specific areas. Most notably, regulated uses would produce the greatest degree of conflict on or near shore, particularly at the mouth of the Colorado River. Additionally, of all the management scenarios evaluated, the prohibition of coastal structural development would generate the overall highest level of conflict within the Bay. Based on the results, we discuss the policy implications for environmental managers and provide guidance for future research on location-based conflict management within the coastal margin.  相似文献
