This paper presents a case study from Jumla District, Nepal, investigating local management systems and ecological sustainability
of commercial collection of a medicinal plant, spikenard (Nardostachys grandiflora DC, Valerianaceae), growing in alpine meadows. Interviews were undertaken with local collectors, traders, and district forest
office staff, and the dynamics of people–plant interactions are analyzed using the Oakerson model. In all, 110 sample plots
1m square were laid out in three areas with differing collection and grazing pressures for recording of floristic composition
and abundance of spikenard root biomass. Comparisons show significantly more root biomass in uncollected than collected areas
with local management and the interpretation of differences in abundance is discussed. The combination of qualitative and
quantitative investigations can provide a framework for the study of people–plant interactions, and this study can serve as
first step in a compilation of cases to create a more detailed picture of local management systems of Nepali nontimber forest
products in general and commercially collected medicinal and aromatic plants in particular. 相似文献

A GIS-based land evaluation model was developed to determine the food, feed, and fuelwood sufficiency of all districts in
Nepal. Resource surpluses or deficits were calculated for each district for 1981, the year for which the national land resource
data were available. Of the three resources, feed supplies were found to be the most critical. Feed deficits occurred in 57%
of all districts in 1981, while food and fuelwood deficits occurred in less than 10% of all districts. Different scenarios
were carried out for the year 2000 to estimate the magnitude of future resource deficits, assuming resource use and yields
in Nepal remain constant in the face of growing population and livestock numbers. Linking resource data with spreadsheet and
GIS systems provides a new way to understand and evaluate resources at the district and national levels. To more fully capture
the usefulness of this approach, information on rates of change in productivity and land use is needed. 相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. This article examines a number of issues connected with the development of small-scale hydroelectric power and related investments in Nepal. The micro-hydro investment scheme in Barpak village serves as a case study, and the article also presents a number of related issues discussed against the background of the evolution of micro-hydro power in Nepal. The article outlines the success of micro-hydro development, modest in relation to its enormous potential, the realization of which depends on whether a number of challenges and constraints can be overcome. The article closes with suggestions on implementing sustainable micro-hydro development in rural areas, based on the Barpak experience and the authors' other recent studies of rural energy issues in Nepal. 相似文献

This study presents a method for assessing conservation opportunity on private land based on landholders' socio-economic, behavioral, and farm characteristics. These characteristics include age, gender, education, level of off-farm income, farm size, proportion of remnant native vegetation on-farm, and ecological value of native vegetation on-farm. A sample of landholders who own greater than 2 ha of land in the South Australian Murray-Darling Basin region were sent a mail-based survey about their values and preferences for environmental management (N = 659, 52% response). Cross-tabulations and ANOVA statistical analysis techniques were used to compare the socio-economic attributes across three landholder classes: disengaged, moderately engaged, and highly engaged in native vegetation planting. Results indicate that highly engaged landholders were more likely to be female, formally educated, hobby farmers who managed small parcels of land and have high off-farm incomes, whereas disengaged landholders held significantly stronger farming connections (more farming experience, family have lived on the farm for more generations). Spatial analysis revealed area-specific differences in conservation opportunity and conservation priority. In some areas, properties of high ecological value were managed by highly engaged landholders, but nearby properties of high value were managed by moderately engaged or disengaged landholders. Environmental managers therefore cannot assume areas of high conservation priority will be areas of high conservation opportunity. At the regional scale, the potential for revegetation seems most promising within the moderately engaged landholder group considering the vast amount of land managed by this group in areas of high ecological value, particularly within the less represented Mallee and Coorong and Rangelands sub-regions. We suggest that incentive schemes which purchase conservation need to be targeted at disengaged landholders; mentoring schemes led by commercial farmers highly engaged in native vegetation planting should be directed at moderately engaged landholders, and; awards programs which acknowledge conservation successes should be targeted at highly engaged landholders. 相似文献

Transaction costs in community-based resource management are incurred by households attempting to enforce property right rules over common resources similar to those inherent in private property rights. Despite their importance, transaction costs of community-based management of common pool resources (CPRs) are often not incorporated into the economic analysis of participatory resource management. This paper examines the transaction costs incurred by forest users in community forestry (CF) based on a survey of 309 households belonging to eight different forest user groups (FUGs) in the mid hills of Nepal. The analysis reveals that the average 'poor' household incurred Nepalese rupees (NRS) 1265 in transaction costs annually, while wealthier 'rich' households incurred an average of NRS 2312 per year. Although richer households bear higher proportions of such costs, transaction costs for CF management as a percentage of resource appropriation costs are higher for poorer households (26%) than those of middle-wealth (24%) or rich households (14%). There are also village differences in the level of transaction costs. The results show that transaction costs are a major component of resource management costs and vary according to socio-economic status of resource users and characteristics of the community. 相似文献

While park-people conflicts have received worldwide attention, the extent of illegal resource extraction and the relationship with communities’ livelihoods has gained little attention in the literature. Thus this paper investigates the impact of socio-economic factors involved in illegal fuel wood and fodder extraction at Bardia National Park in Nepal. Household questionnaires, key-informant interviews and focus groups were conducted to identify different plant species used by households and explore the causes and mode of resource extraction in three buffer zone villages in the park. Altogether 50 different plants were identified by villagers that were used regularly for different livelihood purposes. Almost half of the respondents met their needs by illegally and regularly extracting resources from the park. Incentive schemes in the form of development projects were important but not sufficient in meeting the basic needs of households’ especially for such daily items such as fuel wood and fodder. The results described in this paper showed that proximity and access to resources either in the national park, the buffer zone community forest or the government forest, and impact on the livelihoods significantly influenced the likelihood of illegal resource extraction activities. Villages that differed in terms of their location to the resource base, the provision of alternative resources and influence of these on their livelihoods showed significant differences in terms of their patterns of resource extraction and use of these resources. As resource use options, resource interest, and resource extraction patterns were different between villages and dependent on circumstances specific to villages, site-specific management strategies were necessary and more influential than the enforcement of ‘one-size fits all’ policies. The Kathmandu Valley in Nepal has experienced a very rapid increase in population resulting in considerable land use/land
cover change and also a series of environmental problems. One of the results of the population increase is an expansion of
brick manufacturing within the Valley because most structures are brick. The brick kilns are intense in several locations
of the Valley and have an interesting pattern of using the same lands for bricks during the dry season and then conversion
to rice during the wet, summer monsoon months. The increase in brick production has contributed to environmental problems
including decreased soil productivity, lowered ground water levels, and particularly air pollution. Brick manufacturing has
little, if any, effective regulation. There is a lack of current, accurate data on brick production that could be resolved
by remote sensing methods. Controls should be established and more information acquired on the location and impacts of brick

Protecting biodiversity on public lands is difficult, requiring the management of a complex array of factors. This is especially
true when the ecosystems in question are affected by, or extend onto, lands outside the boundaries of the protected area.
In this article we review recent developments in the cross-boundary management of protected natural resources, such as parks,
wildlife reserves, and designated wilderness areas.
Five ecological and 11 anthropic techniques have been suggested for use in cross-boundary management. The categories are not
mutually exclusive, but each is a distinct and representative approach, suggested by various authors from academic, managerial,
and legal professions. The ecological strategies stress the collection of basic data and documentation of trends. The anthropic
techniques stress the usefulness of cooperative guidelines and the need to develop a local constituency which supports park
goals.
However, the situation is complex and the needed strategies are often difficult to implement. Diverse park resources are influenced
by events in surrounding lands. The complexity and variability of sources, the ecological systems under protection, and the
uncertainty of the effects combine to produce situations for which there are no simple answers. The solution to coexistence
of the park and surrounding land depends upon creative techniques and recommendations, many still forthcoming. Ecological,
sociological, legal, and economic disciplines as well as the managing agency should all contribute to these recommendations.
Platforms for change include legislation, institutional policies, communication, education, management techniques, and ethics. 相似文献

This article develops a methodology aimed at generating a systematic social diagnosis of social and natural landscapes. The analytical process is divided into six easily replicable and causatively connected steps. The goal is two-fold: first, to present the inextricable connections between physical landscapes and the communities that occupy them. And second, to provide a fundamental tool to public policy designers that should simultaneously improve social acceptability of conservation policies and policy efficiency and effectiveness. Finally, this methodology is consciously heterogeneous from a theoretical perspective. This article puts together, in fruitful dialogue, contributions from varying places on the social theory spectrum: from political economy to poststructural theory. 相似文献

The burgeoning literature devoted to the psychology of energy consumption is categorized by specific methodological approach, is critically reviewed, and is conceptually analyzed. Three main categories of energy research are discerned, these categories corresponding to the traditional methodological typology of the survey study, the field experiment, and the laboratory investigation. For each of these major approaches, several subcategories and special topic areas are noted and discussed. The intention of these conceptual analyses is to stimulate research interest and to provide directions for future research activities. The review concludes with the encouraging observation that several directions can be generalized from the literature. More importantly, these generalizations are corroborated across experiments conducted within each major methodological approach. The importance of behavioral approaches to energy issues and the necessity for additional governmental support for these activities is also emphasized. 相似文献

Forest Cover Change,Physiography, Local Economy,and Institutions in a Mountain Watershed in Nepal 总被引:2,自引:0,他引:2
This study assessed changes in forest cover in a mountain watershed in central Nepal between 1976 and 2000 by comparing classified satellite images coupled by GIS analyses, and examined the association of forest change with major physiographic, economic, and local forest governance parameters. The results showed an increase in forested area (forest plus shrublands) by 7.6% during 1976–2000. Forest dynamism (changes including improvement, deterioration, gain, and loss) was highest in low-elevation, south-facing and less-steep slopes that were closer to roads. Proportionately the highest net improvement and gain to forested area also took place in those locations. Forest degradation occurred at twice the rate of improvement in high elevation areas (> 2300 m). Forests located in urban and semiurban areas (i.e., a market-oriented economy) experienced a proportionately higher amount of net improvement and gain than forests in rural areas (i.e., a subsistence economy). Among the three governance arrangements, proportionately the highest net improvement and gain took place in semigovernment forests (forested area legally under the forest department but with de facto control and claim of ownership by local communities and/or municipality) followed by formalized community forests (including leasehold). Government forests, which were mostly found in the southern high mountains and had virtually open access, remained relatively stable during the study period. Over 50% of the watershed forests have not come under community-based management despite favorable policy and more than two decades of government intervention with continuous donor support. The findings indicate that the present one size fits all approach of community forest handover policy in Nepal needs rethinking to accommodate biophysical and socioeconomic variations across the country. 相似文献

The article contributes to a discussion on two global issues on water: water resources management, and water supply and sanitation. Focusing on Europe, it traces the legal roots of current systems in history: as a resource, water is considered as a common property, rather than a market good; while as a public service it is usually a commodity. Public water supply and sanitation technologies and engineering have developed under three main paradigms: quantitative and civil engineering; qualitative and chemical/sanitary engineering (both on the supply side); and the most recent one, environmental engineering and integrated management (on the demand side). The cost of public drinking water is due to rise sharply in view of the two‐fold financial challenge of replacing an ageing infrastructure and keeping up with ever‐rising environmental and sanitary quality standards. Who will pay? Government subsidies, or water users? The author suggests that apparent successes with privatisation may have relied heavily on hidden government subsidies and/or the healthy state of previously installed water infrastructure: past government subsidies are still felt for as long as the lifetime of the infrastructure. The article stresses the importance of public participation and decentralized local management of water and sanitation services. Informing and involving users in water management decisions is seen as an integral part of the ‘ethics’ side of the crucial three E's (economics, environment, ethics). The article strongly argues for municipal provision of water services, and hopes that lessons learnt and solutions found in the European experience may serve water services management efforts in other regions of the world. 相似文献

Despite over two decades of efforts towards involving indigenous and traditional peoples in protected area management, there
are few successful examples. Several international principles and guidelines on indigenous peoples' involvement in protected
areas exist. However, because of the lack of evaluation of whether or not these principles and guidelines have been put into
practice, there is hardly any information that indicates the actual involvement of indigenous peoples in protected areas.
This paper attempts to compare efforts in partnership between indigenous peoples and protected area authority in three Asian
countries: Nepal, Thailand, and China. It shows that the involvement of indigenous peoples is more successful where park planning
is participatory and where political and socioeconomic reforms are underway. Indigenous peoples are in conflict with park
authorities where park management is centralized and nonparticipatory. Unless concrete efforts are made to address livelihood
issues of indigenous peoples living in and around protected areas, park management aimed to protect wildlife will rarely succeed.
Participatory park management that involves indigenous peoples and that addresses livelihood issues of indigenous communities
will ultimately succeed in its efforts toward wildlife conservation. 相似文献

Fuzzy cognitive mapping was used to develop a participatory ecosystem management plan for Uluabat Lake, Turkey. Interviews
were conducted with stakeholders belonging to six different groups. Lake pollution was the most central and most mentioned
variable for stakeholders. Stakeholder groups agree that lake pollution is negatively affecting ecosystem health and thereby
local economies. Thus, reducing lake pollution was chosen as the overall goal for the management plan. Possible ways to reduce
lake pollution and increase ecosystem health were seen differently by the different groups. Hunters, factory managers, NGO
personnel, and local people thought industry was the main cause of lake pollution, while officials from the government and
local municipalities thought roads and urban development contributed the most to lake pollution. Generally the stakeholder
groups did not perceive their own actions as affecting the lake as strongly as other groups thought. For example, factory
managers viewed factory pollution as negatively affecting the lake but less strongly than the other groups did. According
to policy option simulations, reducing lake pollution had positive effects on all variables, especially fish, birds, animal
husbandry, irrigation, agriculture, and the ecological balance of the lake. Results of this analysis were used to facilitate
meetings among stakeholder groups and to develop a participatory ecosystem management plan. The analysis was useful for pointing
out the similarities as well as the differences among the groups. It also helped the facilitators understand the focus of
each stakeholder group and enabled them to suggest activities in which each group would want to participate. 相似文献

Have research interests in environmental psychology changed over the years? If so, in which direction? What can we learn from the past to direct future research? To answer these questions, empirical studies published in Environment & Behavior (E&B) and in Journal of Environmental Psychology (JEP), from their foundation to 2005, were reviewed. The articles were classified in relation to the following criteria: mode of human–environment transaction, research topic, type of setting and function of places, socio-demographic characteristics and environmental role of people, mode of presentation of the setting, sampling procedure, and source of data. Results showed both variations through the years and differences between the journals. The main research topics can be identified as the study of the residential environment, environmental cognition, observation of actual behaviour in the environment, and concern for the ecological value of the global environment. Trends in research interests showed a stable interest in the analysis of the built environment, a more place-specific approach in the beginning, strongly anchored in observational studies, and a central concern for sustainability and conservation of the environment in recent years. With respect to journals, the central role attributed to psychology by JEP, and the stronger participation by designers and planners in E&B, are reflected in the emphases given to the different modes of human–environment transaction. Trends in research interests help address the strengths and weaknesses of the discipline, thus suggesting future directions of inquiry. 相似文献

Bioregional classifications are used extensively for conservation management and monitoring programs. This study used generalised dissimilarity modelling (GDM) to test the ability of different regional classifications of four groups of aquatic biota to be used as surrogates for each other. Classifications were derived for aquatic macrophytes, macroinvertebrates, freshwater fish and frogs using community-level modelling, or GDM, which relates the biotic assemblage structure with environmental variables. Six regions were defined for each biotic group for the State of New South Wales. Regional classifications differed markedly between the different biotic groups because the environmental drivers that were related to species turnover throughout the region differed among groups. Altitude and rainfall were the strongest drivers of species turnover among the groups. Results suggest that physiographic variables should be incorporated in reserve design and monitoring programs to explicitly address differences in classifications between similar biotic groups. 相似文献

As resource conservation is an imperative for sustainable development, it is crucial to achieve a deeper understanding of the factors involved in people's decisions to recycle. This is even more so because the level of environmental concern is usually higher than the level of ecological behaviours. In this paper we take this fact as indicating that decision-making regarding conservation behaviours happens in the context of an internal debate where contradictory ideas are weighed up and the possibility of ambivalence arises. The main aim of this paper is therefore to explore how contradiction and ambivalence impact upon the attitudes, intentions and pro-ecological behaviours of the private sphere. The paper focuses specifically on the separation and deposition of metal cans, and compares the predictive capacity of beliefs, attitudes and intentions for two groups of respondents – one with a high and another with a low level of ambivalence, as assessed with a direct measure. The role of personal identity and the influence of structural constraints are also explored. Results demonstrate a clear moderating effect of experienced ambivalence, and show how beliefs, particularly negative ones, present a higher predictive capacity of the attitude in the high-ambivalence group, and personal identity plays a relevant role in predicting behaviour in both groups. We discuss the importance of pursuing the study of ambivalence when analysing decision-making in the conservation area. 相似文献

The Amur Tiger (Panthera tigris altaica) is one of the world’s most endangered species. Recently, habitat fragmentation, food scarcity and human hunting have drastically reduced the population size and distribution areas of Amur tigers in the wild, leaving them on the verge of extinction. Presently, they are only found in the north-eastern part of China. In this study, we developed a reference framework using methods and technologies of analytic hierarchy process (AHP), remote sensing (RS), geographic information system (GIS), GAP analysis and Natural Break (Jenks) classification to evaluate the habitat and to set the conservation priorities for Amur tigers in eastern areas of Heilongjiang and Jilin Provinces of northeast China. We proposed a Habitat Suitability Index (HSI) incorporating 7 factors covering natural conditions and human disturbance. Based on the HSI values, the suitability was classified into five levels from the most to not suitable. Finally, according to results of GAP analysis, we identified six conservation priorities and designed a conservation landscape incorporating four new nature reserves, enlarging two existing ones, and creating four linkages for Amur tigers in northeast China. The case study showed that the core habitats (the most suitable and highly suitable habitats) identified for Amur tigers covered 35,547 km2, accounting for approximately 26.71% of the total study area (1,33,093 km2). However, existing nature reserves protected only (7124 km2 or) 20.04% of the identified core habitats. Thus, enlargement of current reserves is necessary and urgent for the tiger’s conservation and restoration. Moreover, the establishment of wildlife corridors linking core habitats will provide an efficient reserve network for tiger conservation to maintain the evolutionary potential of Amur tigers facing environmental changes. 相似文献
