Nepal has instituted progressive conservation programmes since the 1970s. This move was in reaction to very rapid rates of land clearance in the lowland areas of the country and an opening up to the world that led to nature-based tourism as a major economic enterprise. Formal conservation began with the passage of national legislation in 1973 offering strong protection for national parks and wildlife reserves, but denied usufruct rights to rural communities. From the late 1970s to the 1990s, the legislation was amended several times. Each case was, in several fundamental ways, a loosening of control by government authorities. Nepal now has buffer zone legislation and allows for the designation of conservation areas in addition to the more-strictly defined categories. Beginning in the 1990s, both government and foreign-backed projects have been implementing landscape level conservation approaches; a number of initiatives in trans-boundary protected area management with India and China have also begun and non-governmental organizations have taken an increasingly active role. This paper considers the expansion of the protected areas network in light of historical, cultural and economic factors and concludes that Nepal has been reactive in adopting conservation programmes. Both outside and inside influences have strongly affected the development of conservation programmes and there are several areas in which more work needs to be done. This includes the need for implementing both national and international conservation law and adopting social and biological monitoring programmes in and around protected areas. In addition, factors outside the control of conservation officials (i.e. a Maoist insurgency) have indirectly hindered conservation programmes in recent years and have greatly complicated prospects for further success.  相似文献

This paper describes the problems encountered in developing environmental education in Federal protected areas in Brazil. Results of a survey on the current status of environmental education in four categories of Federal protected areas; namely national parks, biological reserves, ecological stations and environmental protection areas, are described and discussed. The study suggests that the development of environmental education in protected areas in the country has several limitations: financial resources, lack of training, material resources and a lack of policy on environmental education. It also identifies that some of these problems seem to be inter-related with those of the National System of Conservation Units of the country which may result in a retarding of the development of environmental education in such areas.  相似文献

Summary The objectives, appropriate strategies, the state of conservation in South Africa, and the contributed research which is needed, are evaluated. It is suggested that the ultimate objectives of conservation are to maintain the ecosystem to support people and to achieve economic advantages. These can only be obtained by providing for the greatest possible diversity of life on Earth. An appropriate conservation strategy can be based on a balanced combination of five types of conservation opportunities. These opportunities are: (i) formal conservation in reserves, (ii) promotion of land use change for conservation, (iii) law enforcement, (iv) national resource utilisation planning, and (v) the development of a national land ethic. Adjustment of the opportunity combination to address changing threast must be an ongoing exercise. Conservation strategies need to be based on sound conceptual models of ecosystem structure and function, as well as human needs and aspirations. The main goals of the conservation ecologist are the development, testing and validation of conceptual models of ecosystems.Mr Zak Le Roux is employed in the Scientific Services Section of the Ecosystem Conservation Department of the Natal Parks Board. He possesses a BSc in Forestry and Nature Conservation from the University of Stellenbosch, and is currently undertaking research in Plant Ecology at the University of Natal. A tenth generation South African, his work focuses on vegetation dynamics of semi-arid savanna landscapes and general conservation in Zululand. In particular, this involves the integration of wildlife with agriculture, and the development of more appropriate land uses in the areas surrounding the parks.  相似文献

Policy and practice in Myanmar's protected area system   总被引:1,自引:0,他引:1  
Myanmar's protected area (PA) system began nearly 150 years ago under royal patronage. Park policies and practices, embodied in 19 pieces of legislation developed sporadically during and after the colonial period. As a result of the FAO-UNDP's Nature Conservation and National Parks Project (1981-1985) the government established the Nature & Wildlife Conservation Division and placed it within the Forest Department as the agency responsible for PA management. As a consequence the number of parks increased from 14 to 33. Myanmar's median park size is less than 50 km(2), but only five parks (15%) are larger than 1000 km(2). Most parks conserve terrestrial habitats; parks encompassing inland wetlands, mangrove, and marine habitats are limited in number and size. Existing PAs unequally represent Myanmar's ecosystems; the Malay Transition, Burmese coast, Burmese Transition and Cardamom Mountains bio-units are under-represented within the system. The effective total PA size (i.e., area of all parks less the area of 13 paper parks) is currently about 2.1%. Budgetary support for parks increased 11% since 1996, but is insufficient to address park needs, particularly in remote parks that are understaffed. Limited education and training of PA staff is a major factor limiting effective park management. Fifty-eight percent of park wardens are educated as foresters, and 42% have university degrees. The average posting in a park is 4 years, which is less than ideal for management continuity. Recommended actions to secure Myanmar's PAs include evaluation and reformulation of policies, increasing representation of Myanmar's habitats within the PA system, management planning, and standardizing protocols for anti-poaching patrols and other forms of law enforcement. Improved leadership training for wardens and range forest officers can also improve park management. Funding for community relations and more integrated management of parks and people can reduce conflicts, while environmental education and outreach activities can provide some needed services. Finally, new ways and means are needed to support these activities. Myanmar's PAs need creative and sustainable means of support, including partnerships with non-government organizations to supplement traditional means of support.  相似文献

With parks and protected areas insufficient to sustain global biodiversity, the role of private land in biodiversity conservation is becoming increasingly significant. This paper reviews global voluntary and involuntary strategies for private land conservation. Involuntary strategies can achieve effective conservation outcomes, but often lack social acceptability. In contrast, voluntary strategies enjoy greater social acceptance but may not achieve sufficient uptake to have meaningful conservation objectives. Based on the review, we propose a classification system for private land conservation as a complement to the International Union for Conservation of Nature's (IUCN's) classification of global protected areas. The classification system provides a framework for identifying and describing conservation strategies on private land on the dimension of tenure and security. It also identifies opportunities and vulnerabilities in achieving conservation on private land while emphasising the need for systematic data collection similar to IUCN's efforts for protected areas.  相似文献

The introduction of national parks to Scotland represents a significant shift in the evolution of protected area management within the UK. Although the National Parks (Scotland) Act 2000 adopts the established national park aims of conservation and recreation, provisions are also made for advancing notions of sustainable development. This paper provides an assessment of the degree to which the Scottish national park model is likely to enable the realisation of multiple national park objectives. Five key areas are considered for analysis. These relate to management aims, institutional arrangements, implementation, democratic accountability and funding. The evaluation reveals that whilst management provisions have been established in accordance with international sustainable development guidelines, a number of concerns relating to operational processes remain.  相似文献

Chronology of Awareness About US National Park External Threats   总被引:1,自引:0,他引:1  
The objective of this paper is to raise understanding of the history of protected area external threat awareness in the United States and at World Protected Area Congresses. The earliest concerns about external threats to US national parks began in the late nineteenth century: a potential railroad transgression of Yellowstone National Park in the 1880s. During the early and mid 1930s, George Wright and colleagues focused on outside boundary concerns like of hunting and trapping of furbearers, grazing, logging, disease and hybridization between species. In the 1960s, a worldwide recognition began about the role of outside habitat fragmentation/isolation on nature reserves and human generated stressors crossing their boundaries. The State of the Park Report 1980 added a plethora of threats: oil/gas and geothermal exploration and development, hydropower and reclamation projects, urban encroachment, roads, resorts, and recreational facilities. The early 1980s ushered in political interference with NPS threats abatement efforts as well as Congressional legislative initiatives to support the abatement challenges of the agency. By 1987, the Government Accounting Office issued its first report on National Park Service (NPS) progress in dealing with external threats. Climate change impacts on parks, especially in terms of animals adjusting their temperature and moisture requirements by latitude and altitude, surfaced in the technical literature by the mid-1980s. By 1992, the world parks community stressed the need to integrate protected areas into the surrounding landscape and human community. The importance of the matrix has gradually gained appreciation in the scientific community. This chronology represents one example of national park and protected areas’ institutional history contributing to the breath of modern conservation science.  相似文献

Annual and seasonal home ranges were calculated for 47 Eurasian lynx in four Scandinavian study sites (two in Sweden and two in Norway). The observed home ranges were the largest reported for the species, with study site averages ranging from 600 to 1400 km2 for resident males and from 300 to 800 km2 for resident females. When home range sizes were compared to the size of protected areas (national parks and nature reserves) in Scandinavia, it was concluded that very few protected areas contained sufficient forest to provide space for more than a few individuals. As a direct consequence of this, most lynx need to be conserved in the multiuse seminatural forest habitats that cover large areas in Scandinavia. This conservation strategy leads to a number of conflicts with some land uses (sheep and semidomestic reindeer herding, and roe deer hunters), but not all (forestry and moose harvest). Accordingly research must be aimed at understanding the ecology of these conflicts, and finding solutions.  相似文献

Like many developing countries, Nepal has adopted a community-based conservation (CBC) approach in recent years to manage its protected areas mainly in response to poor park–people relations. Among other things, under this approach the government has created new “people-oriented” conservation areas, formed and devolved legal authority to grassroots-level institutions to manage local resources, fostered infrastructure development, promoted tourism, and provided income-generating trainings to local people. Of interest to policy-makers and resource managers in Nepal and worldwide is whether this approach to conservation leads to improved attitudes on the part of local people. It is also important to know if personal costs and benefits associated with various intervention programs, and socioeconomic and demographic characteristics influence these attitudes. We explore these questions by looking at the experiences in Annapurna and Makalu-Barun Conservation Areas, Nepal, which have largely adopted a CBC approach in policy formulation, planning, and management. The research was conducted during 1996 and 1997; the data collection methods included random household questionnaire surveys, informal interviews, and review of official records and published literature. The results indicated that the majority of local people held favorable attitudes toward these conservation areas. Logistic regression results revealed that participation in training, benefit from tourism, wildlife depredation issue, ethnicity, gender, and education level were the significant predictors of local attitudes in one or the other conservation area. We conclude that the CBC approach has potential to shape favorable local attitudes and that these attitudes will be mediated by some personal attributes.  相似文献

The connections between people, parks, and tourism have received significant attention in recent years, recognizing the potential for mutually beneficial relationships. Ecotourism has been promoted and widely adopted as a strategy for funding conservation initiatives, while at the same time contributing to the socioeconomic development of host communities and providing for quality tourism experiences. Parks are among the most common ecotourism destinations. Employing interviews, observations and secondary sources, this study assesses the current status of ecotourism at two protected areas in Hainan, China, where it is being promoted as a strategy for balancing regional economic growth and conservation objectives. Through an evaluation of the existing tourism–park–community relationships, opportunities and constraints are identified. Ecotourism development was found to be at an early stage at both study sites. Socioeconomic benefits for the local communities have been limited and tourism activity has not contributed revenues towards conservation to date. Community residents, nevertheless, generally support conservation and are optimistic that tourism growth will yield benefits. In light of the study findings and the salient literature, planning direction is offered with the intention of enhancing the capacity of ecotourism to generate benefits for both communities and the parks, and thus contribute to the sustainable development of the region more generally. Lessons derived have broad applicability for ecotourism destinations elsewhere.  相似文献

Summary This overview paper examines past Australian conservation controversies and experiences to identify prospective means of ameliorating environmental conflict in the future. Since all community disputes should be resolved by means of political and administrative actions, emphasis is placed on federalism and intergovernmental relations, and measures are suggested which might improve environmental policy and practices in the future.Dr Bruce W. Preservation of the biological diversity and ecosystems in protected areas can be achieved through projects linking conservation of the protected areas with improved standards of living for resident peoples within surrounding buffer zones. This is the hypothetical claim of the integrated conservation and development project (ICDP) approach to protected area management. This paper, based on several years of experience with the Ranomafana National Park Project in Madagascar, questions the major assumptions of this approach from ethical and practical perspectives. The four basic strategies available to ICDPs – protected areas, buffer zones, compensation, and economic development – are analyzed and shown to be deficient or untested in the case of Ranomafana. Recommendations are made to explore conservation models other than the western conception of the national park, to modify the notion of a buffer zone outside the protected area, to redistribute money or other resources directly to the poor people living in and around the protected areas, and to eliminate the middle men in the development business. An appeal is made to focus on local education, organization and discipline in order to promote self-determination and self-reliance among resident peoples of protected areas. The paper argues that a public works program, similar to the Roosevelt administration's Civilian Conservation Corps of the 1930s, funded through a hard-currency endowment or other innovative financing mechanism, should be tried as a replacement for the currently questionable ICDP approach at Ranomafana.  相似文献

Many nations promote nature-based tourism in order to promote the dual goals of nature conservation and income generation. To be most effective in providing services that facilitate achievement of these goals, decision makers will need to understand and incorporate tourist preferences for nature appreciation, infrastructure, use restrictions, and other attributes of national parks and protected areas. This paper presents the use of choice experiments as a mechanism to analyze preferences of national and international tourists in relation to the development of Barva Volcano Area in Costa Rica. In this section of the Braulio Carrillo National Park, managers are faced with an immediate need to plan for greatly increased visitation rates due to a new road, which will greatly improve access. Choice sets were developed in collaboration with park managers. A survey was conducted of 171 Costa Rican and 271 foreign tourists who visited Poás Volcano, a well-visited alternative site to Barva Volcano. Survey data was analyzed using conditional multinomial logit models. Results of the study demonstrate, that both sets of tourists preferred: (i) improved infrastructure; (ii) aerial trams with observation towers and picnic areas; (iii) more information; and (iv) low entrance fees. Foreign tourists demonstrated strong preferences for the inclusion of restrictions in the access to some trails, whereas Costa Ricans did not show any significant preference for restrictions. Marginal willingness-to-pay for greater information was estimated to be $1.54 for foreign tourists and $1.01 for Costa Rican visitors. The study concludes that choice experiments are a useful tool in the analyses of tourist preferences for the development of protected areas in developing countries.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

In 2010, Norway introduced local management of national parks and other large protected areas. Boards comprised of local politicians are delegated extended powers in the management of the protected areas. This paper examines how this system of local management deals with the conflicting dimensions of local interests versus national obligations, and conservation versus use. The study is based on data from surveys to protected area board members and other actors involved, and on case studies in two protected areas. The main finding is that the boards, accountable to central government but comprised of politicians accountable to the local voters, aim to balance local interests and national obligations, and conservation and use. Popular involvement and anchorage is, however, weak due to lack of mobilization and transparency. Furthermore, formal restrictions hindering the boards from dealing with local economic development could make the boards less attractive for the local political leadership.  相似文献

/ This review will trace the evolution of beyond boundary/buffer zone thinking and policy responses in the US National Park Service (NPS); address buffer zone science, benefits, and limitations; examine pertinent legal and social concerns; highlight some agency attempts to create buffer zone-like areas; and propose highlights of a protected area strategy, with buffer zones and corridors as one component. Some findings follow. The need to expand national parks to accommodate large ungulate movement began in the late 1800s, but the recognition that such land was also needed to thwart human impacts such as poaching surfaced in the 1930s. External park buffer zone recommendations by 1930s park scientists were not implemented, and other related adopted policy forgotten, supporting the belief that great insight can be discovered in forgotten institutional history. Buffer zones can remedy some impacts but not others, but their benefits are multiple and underappreciated. The science of buffer zones is very immature and deserves more attention. A present primary obstacle to creating park buffer zones and connecting corridors is a social climate opposing federal initiatives that may intrude on the rights of private landowners. Some proactive NPS bufferlike activity examples are reviewed, but there were none where permanent, complete, effective nonlegislated park buffer zones, derived from nonfederal property, circumscribed large natural area parks. The need for buffer zones and corridors may be a symptom of inadequate regional planning. Options to create buffer zones from private and federal land are outlined. A comprehensive, overall protected area strategy must include more than just buffer zones, with highlights provided. Because optimal regional planning for US national parks is now thwarted by land-use politics, American society must soon decide what is most crucial to future well-being. Traditional park and reserve selection techniques that rely exclusively on expert assessment can marginalize local knowledge and values in the review process. Using survey data from the Otways region of Victoria, Australia, we present a method that differentiates between public and private lands using locally perceived landscape values. The results are used to assess prospective national park expansion areas. Two data models of mapped landscape values—vector and raster—were analysed using discriminant analysis to classify and predict land status. Results indicate survey respondents hold more indirect and less tangible values for national parks and reserves, and more direct use values for private lands. There was moderate agreement between public and expert-derived national park boundaries. The mapping of local landscape values appears useful in planning and reviewing public land classifications, and when combined with biological assessments, can strengthen protected areas planning and management in Australia and elsewhere.  相似文献
