Achieving sustainable development depends on comprehensive approaches which integrate consumption and production initiatives. At present, sustainable consumption is being overemphasized to the neglect of the more important production side. This paper examines the role of governments in promoting sustainable consumption and production to identify gaps in national schemes which reduce their overall effectiveness. Public policy tools promoting sustainable consumption and production are discussed in terms of whether they are aimed at correcting: 1) market failures (regulations, taxes, subsidies); or 2) systems failures (labels, communications, education, public procurement). The challenge for governments is to link sustainable consumption initiatives to policies aimed at increasing the sustainability of production in the private sector in both their national and international dimensions. In this way, governments can enlist the aid of consumers in pushing producers towards sustainability and to achieve the ultimate goal of sustainable development.  相似文献

The importance of sustainable consumption and production in the international agenda has been growing, both because of unsustainable patterns of consumption and production in industrialized countries and because it appears to be a means for meeting the essential needs of developing countries. Adapting Fernand Braudel's model of the three layers of the economy (everyday life, market economy and global capitalism) to the current situation, this paper advocates for differentiated policies, which cannot be limited to those based on the dominant model of a rational legal system dealing with rational consumers. The cultural and collective dimensions of consumption, the social role of conspicuous consumption, the consumption of ecological services outside formal markets, the diversity of approaches to knowledge and rationality, all plead for an overarching approach and diversified policy tools. The paper underlines the need for global regulation processes which involve all stakeholders by focusing on two examples: the international task force on sustainable tourism, and the ISO 26000 standard on social responsibility.  相似文献

This paper highlights current trends in consumption and production patterns in Asian developing countries and emerging economies. It describes the main challenges and opportunities for Asian countries making the transition towards sustainable consumption and production patterns. The main challenge for Asian economies is to address the unsustainable consumption patterns of urban consumers, which entails a policy shift from the current focus on pollution and inefficient industrial production. In view of future consumption trends and the global convergence of consumption patterns, the characteristics of the emerging 'global consumer class' are examined, with particular focus on urban ecological footprints and carbon emissions. Furthermore, the difference between urban and rural consumption is discussed, together with opportunities for low-carbon urban development in the megacities of Asian developing countries. To conclude, the paper presents an overview of current policy measures taken in Asian countries to green economic development and realise sustainable consumption and production patterns.  相似文献

Sustainable product development is closely related to sustainable consumption. The understanding of consumers' purchase, use and discard behaviours may facilitate the identification of requirements to guide manufacturers in the development of sustainable goods and services. The aim of this paper is to investigate consumers' perception about factors that motivate or discourage the consumption of sustainable products to identify demands and convert them into requirements. South Brazilian green and traditional consumers were asked to complete an exploratory qualitative questionnaire. Their answers were organized and compared to identify differences and similarities between the demands of these two groups. Furthermore, demands were converted into requirements for packages, products, manufactures, stores planning and discard systems. The interpretation of factors that motivate or discourage the purchase of sustainable products given by interviewees led to the creation of a list of possible public policies or programmes, aiming to support sustainable consumption. The results demonstrate the necessity of further quantitative investigation between consumer groups, for validation purposes.  相似文献

Important knowledge gaps exist regarding the effects of policy instruments for sustainable consumption (SC) and success factors of such instruments. This article compares and summarizes the results of six case studies on the effects and success factors of SC instruments in the need areas of housing and food. While analysing different instrument types from four different European countries, all case studies were guided by the same analytical framework and mixed-methods approach. This synthesis article particularly emphasizes factors fostering the generation of instrument effects (outcomes and impacts) or hampering the creation of such effects, respectively. These factors include instrument goals and design, the accommodation of consumer needs, and the simultaneous addressing of framework conditions, as well as market context, policy interaction, and stakeholder involvement. The findings and conclusions can contribute to a better understanding of the conditions under which policy instruments can steer consumer behaviour towards sustainability.  相似文献

Most developing countries, particularly Indonesia, will be facing problems of sludge pressure in the next decades due to the increase in practices of legal and illegal logging as well as land and water demands. Consequently, they will also be facing the challenges of soil erosion and sludge management due to increased quantities of sludge coming from several potential sources, such as activated sludge, chemical sludge, fecal sludge and solid wastes as well as erosion and sedimentation. Although the government of Indonesia has enacted laws and policies to speed up the implementation of the programs and activities related to sludge management, the detailed practice concepts in implementing the programs need to be identified. Discussion of role-sharing amongst the related government agencies, private institutions and other stakeholders is urgent for clarifying the participation of each party in the next years to come. This paper proposes a management approach and level of responsibilities in sludge management. Implementation of zero ΔQ, zero ΔS and zero ΔP policies needs to be adopted by local and central governments. Application of sludge on the agricultural lands and other uses will promote sustainable development.  相似文献

This short note discusses methodological obstacles to the collection of microeconomic data in artisanal and small-scale mining communities. International donor organizations are supporting policy efforts that enhance the contribution to poverty alleviation of this mining subsector. The design and evaluation of such policy interventions require data on income, expenditure, investment, and savings in mining households and communities. These data are difficult to come by. Incomes are variable; migrants may work far from home; miners often work informally and sometimes illegally; mining populations and communities are heterogeneous and transient; and miners have many reasons to distort information. Legalization and organization of miners in cooperatives would facilitate documentation and research. These processes, however, are beyond the control of the typical policy consultant or donor organization. On their part, these parties can adopt an alternative model of research. This model involves the community in project development, data collection, and monitoring. It emphasizes continuity, cultural diversity, trust building and learning. The data thus collected should provide a firm basis for programmes that promote more sustainable livelihoods in artisanal and small-scale mining communities.  相似文献

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.  相似文献

Contemporary analysis of the food sector has failed convincingly to link production to consumption, and it has not provided a sociological account of such links. This paper makes a provisional attempt to begin such an analysis and does so by examining the case of the market for organic food in Tuscany. It proposes that the ‘pioneers’ of organics in this region constituted a new food movement that succeeded in opening up a new market. However, this market could only be successfully expanded once other actors were enrolled in the market-making process, notably state agencies and supermarkets. The regional government, through new regulations and specific initiatives, integrated organic foods into rural development policy, thereby assisting producers in the process of conversion. Supermarkets co-operated in the implementation of these policies and made space for Tuscan organic products in their stores. So while the ‘pioneers’ began the process of market building, these later entrants were crucial to the stabilization and expansion of the organic sector in Tuscany. Thus, it can be concluded that the emergence of these new ‘markets’ for nature can only be adequately explained by analysing the full range of actors. Nowadays forestry faces a complex management situation; the understanding of sustainable forest management (SFM) has gone far beyond the original meaning of sustainable yield of timber. SFM strategies should fulfil ecological, economic and social functions without causing damage to other ecosystems. In this understanding, forest management actions cannot be seen as isolated or mono-causal. In this case study, indicators for SFM are arranged in a Pressure-State-Response (PSR) framework at forest management unit level. This framework links pressures on the environment caused by human activities with changes of environmental state (condition) parameters. Forest management also responds to these changes by instituting environmental and economic measures to reduce pressures and restore natural resources. The Analytic Network Process (ANP) is utilized to evaluate the performance of four management strategies with regard to the PSR framework on SFM. Priorities of indicators and alternatives are modelled with the ANP resulting from the interconnections to other indicators and their respective cumulative importance. The approach allows for more detailed information on the network of human influences and their impacts on forest ecosystems and goes beyond the limitations of flat-dimensioned indicator sets.  相似文献

System innovations and transitions in the realm of sustainable consumption policies will seldom emerge automatically from the present socio-political and socio-technical contexts. This paper explores a set of perspectives related to the governance of transitions and develops their application to the relatively unexplored governance of sustainable consumption transitions. Empirical material stems from an extensive case study which analyses a food consumption niche in the form of collectively organised local food systems (LFS) in Belgium. More specifically, we analyse and discuss the institutional contexts and socio-political configurations within which the investigated system innovation cases are embedded. The results explore the role of governmental interplay in fostering innovative consumption practices for a transition towards a more sustainable, autonomous, citizen-based, LFS.  相似文献

The article seeks to sensitize the development community, particularly outside the education sector, about the issues surrounding education as a vehicle for promoting sustainable development in an AIDS environment in Africa. By illustrating how the epidemic impacts education sector staff as well as parents and students at all levels, the article intends to suggest how national authorities, NGOs and donor agencies can work out strategies to enhance the role of education in promoting sustainable development in Africa. Analysis will demonstrate how the AIDS epidemic weakens the education sector, particularly in countries with a generalized epidemic (defined as more than 3% of the adult population being HIV‐positive), undermining the sector's ability to contribute to general literacy and sustainable development. The article will demonstrate that HIV and AIDS is still not fully accepted as an educational issue, which has hampered efforts to deal with its ravages in the educational sector. The need for holistic policy frameworks for supporting teachers and administrators living with HIV and AIDS will be discussed as well as how changes in curriculum and better relations with the community are important in addressing the needs of students. The article will highlight options for developing innovative responses to HIV and AIDS in African education, showing how different forms of education can serve as vehicles for responding to the challenges of the epidemic. The examples emphasize the importance of learner‐centered instruction and partnerships with the health sector and other resources needed in an AIDS‐affected environment. Key messages of the article are that the HIV and AIDS epidemic is a multi‐sectoral problem and that responding to it effectively in the education sector requires coherent responses that address the needs of learners and instructors, including those who are personally affected or infected by HIV and AIDS. Adapting the Education for Sustainable Development initiative to address the challenges posed by the epidemic must be supported by policy development, leadership and advocacy. Diverse partnerships are essential, as the education sector alone cannot deal with the challenge of HIV and AIDS to sustainable development.  相似文献

Strategies to involve agribusiness in the development of sustainable agricultural systems have been limited by the lack of a comprehensive conceptual framework for identifying the most critical supportive policies, programs and regulations. In this paper, we propose an efficiency/substitution/redesign framework to categorize strategies for modifying agribusiness practices. This framework is then used to identify a diverse range of short, medium, and long-term strategies to be pursued by governments, community groups, academics and agribusiness to support the transition. Strategies discussed include corporate greening, ethical investment, changing the legal status of the corporaton, new business forms and the development of ecological economics.  相似文献

Some countries, including Taiwan, have adopted strategic environmental assessment (SEA) to assess and modify proposed policies, plans, and programs (PPPs) in the planning phase for pursuing sustainable development. However, there were only some sketchy steps focusing on policy assessment in the system of Taiwan. This study aims to develop a methodology for SEA in Taiwan to enhance the effectiveness associated with PPPs. The proposed methodology comprises an SEA procedure involving PPP management and assessment in various phases, a sustainable assessment framework, and an SEA management system. The SEA procedure is devised based on the theoretical considerations by systems thinking and the regulative requirements in Taiwan. The positive and negative impacts on ecology, society, and economy are simultaneously considered in the planning (including policy generation and evaluation), implementation, and control phases of the procedure. This study used the analytic hierarchy process, Delphi technique, and systems analysis to develop a sustainable assessment framework. An SEA management system was built based on geographic information system software to process spatial, attribute, and satellite image data during the assessment procedure. The proposed methodology was applied in the SEA of golf course installation policy in 2001 as a case study, which was the first SEA in Taiwan. Most of the 82 existing golf courses in 2001 were installed on slope lands and caused a serious ecological impact. Assessment results indicated that 15 future golf courses installed on marginal lands (including buffer zones, remedied lands, and wastelands) were acceptable because the comprehensive environmental (ecological, social, and economic) assessment value was better based on environmental characteristics and management regulations of Taiwan. The SEA procedure in the planning phase for this policy was completed but the implementation phase of this policy was not begun because the related legislation procedure could not be arranged due to a few senators’ resistance. A self-review of the control phase was carried out in 2006 using this methodology. Installation permits for 12 courses on slope lands were terminated after 2001 and then 27 future courses could be installed on marginal lands. The assessment value of this policy using the data on ecological, social, and economic conditions from 2006 was higher than that using the data from 2001. The analytical results illustrate that the proposed methodology can be used to effectively and efficiently assist the related authorities for SEA.  相似文献

Jordan faces stringent energy challenges mainly in the form of import dependence and escalating demand. The building sector accounts for 58% of total national electricity consumption and therefore plays an important role in addressing these challenges. This article investigates how energy efficiency in green buildings certified by the Leadership in Energy and Environmental Design (LEED) rating system contribute towards achieving United Nations (UN) Sustainable Development Goals (SDGs) in Jordan. Furthermore, this paper proposes a new Comprehensive Contribution to Sustainable Development Index (CCSDI) to assess the contributions of implementation of the LEED 2009 prerequisites and credits in the Energy and Atmosphere (EA) category to achieve UN SDGs in Jordan. Questionnaire surveys were conducted to obtain data. Relative Importance Index (RII) method was used to evaluate the contributions of LEED 2009 prerequisites and credits in the EA category. Results indicate a positive relationship between the LEED 2009 prerequisites and credits in category and UN SDGs 7?9 and 12?13. We conclude that our proposed CCSDI is a robust tool for assessing the contribution of energy efficiency in LEED 2009 certified green buildings towards achieving UN SDGs in Jordan.  相似文献

Food is a basic human need and therefore a basic human right. While food output has increased to a level where there is enough food produced to feed the world, still millions starve. Using the concept of capitalist world economy as a framework, this paper provides a structural analysis of the food production and distribution system within monopoly capitalism and its implications for countries of the underdeveloped world. Focusing on the impact of a dominant world food supply system on indigenous systems (particularly through the rise of science, technology, and monopoly capital), considerations relating to environmental use and food production and distribution are raised. The management of risk from disinfection by-products (DBPs) in drinking water has become a critical issue over the last three decades. The areas of concern for risk management studies include (i) human health risk from DBPs, (ii) disinfection performance, (iii) technical feasibility (maintenance, management and operation) of treatment and disinfection approaches, and (iv) cost. Human health risk assessment is typically considered to be the most important phase of the risk-based decision-making or risk management studies. The factors associated with health risk assessment and other attributes are generally prone to considerable uncertainty. Probabilistic and non-probabilistic approaches have both been employed to characterize uncertainties associated with risk assessment. The probabilistic approaches include sampling-based methods (typically Monte Carlo simulation and stratified sampling) and asymptotic (approximate) reliability analysis (first- and second-order reliability methods). Non-probabilistic approaches include interval analysis, fuzzy set theory and possibility theory. However, it is generally accepted that no single method is suitable for the entire spectrum of problems encountered in uncertainty analyses for risk assessment. Each method has its own set of advantages and limitations. In this paper, the feasibility and limitations of different uncertainty analysis approaches are outlined for risk management studies of drinking water supply systems. The findings assist in the selection of suitable approaches for uncertainty analysis in risk management studies associated with DBPs and human health risk.  相似文献

Informal mining activities provide livelihoods for millions of poor in mineral‐rich developing countries. Yet, they continue to remain one of the least understood areas in mineral resource management. While its poverty reduction potential is acknowledged, the heterogeneous forms of mining that come under its purview are not well discussed. This article aims to draw attention to the politics of definition by briefly introducing the reader to the nomenclature currently used to describe such mining activities. Then the article examines the nature of informality that justifies the name, and then illustrates the claim by documenting a range of informal mining practices in India with cited examples from other Asian countries. It illustrates the variations in social‐economic, technical and legal characteristics, by putting such mining in a community and participatory framework. Finally, the article discusses ways to move towards sustainable development with community participation in mineral‐rich areas of developing countries.  相似文献

In spite of the widespread recognition of the important roles that small and medium sized enterprises (SMEs) play in most economies, limited research has focused on their impacts on the natural environment and the strategies such enterprises adopt to reduce these impacts. It is usually assumed that SMEs lack the resources to implement proactive environmental strategies that go beyond minimum regulatory compliance. In this study of 108 SMEs in the automotive repair sector in Southern Spain, we found that SMEs undertake a range of environmental strategies from reactive regulatory compliance to proactive pollution prevention and environmental leadership. These strategies are associated with three organizational capabilities: shared vision, stakeholder management, and strategic proactivity, hypothesized based on the unique strategic characteristics of SMEs--shorter lines of communication and closer interaction within the SMEs, the presence of a founder's vision, flexibility in managing external relationships, and an entrepreneurial orientation. We also found that firms with the most proactive practices exhibited a significantly positive financial performance.  相似文献

Central and Eastern Europe (CEE) is a rapidly changing and developing region which is making the transition to a market based economy. Along with economic reforms, the countries of the region are engaged in substantial environmental reforms, including climate change mitigation activities. Mitigation of, and adaptation to, the consequences of climate change are costly processes. It is therefore of great importance that the national and international mechanisms addressing these problems use methods both environmentally sound and economically efficient. Through two case studies that address the Clean Development Mechanism (CDM) in the Former Yugoslav Republic of Macedonia, and the Green Investment Scheme (GIS) in Romania, this paper explores challenges, related tasks and main problems in the establishment of mechanisms of the Kyoto Protocol in Central and Eastern Europe.  相似文献
