Drawing on the wide social scientific literature on emotions and affects, we highlight the value and potential contribution of the affect theory for understanding public engagement in environmental policy and planning. We suggest that such theorization complements political ontologies that envision concerned publics to arise as citizens are attached to objects and other beings in their everyday life. Focus on emotions and affects enables in-depth exploration of the corporeality of these attachments, increasing understanding about how affected publics get driven for action and how new sensibilities and horizons for action are created. Based on the discussion of affect theory and case examples, we argue that emotions and affects should be treated as crucial carriers of knowledge about transformation of political subjects and their concerns. They also direct analytic gaze beyond public participation procedures and encourage the development of novel, more inclusive settings for public engagement. 相似文献

Although recent studies have suggested that environmental participation may be a countertrend to decreasing civic engagement in the United States, there are very few empirical studies that examine these claims. This paper studies participation in local environmental stewardship as such a countertrend. Using data collected from participants in the Watershed Stewards Academies (WSAs) of Maryland, we assess how these organisations are successful in mobilising individuals to be environmentally and civically engaged in their communities. We argue that hybrid organisations like the WSAs represent a countertrend to diminishing rates of civic engagement by offering citizens what a “paper-membership” cannot: the chance to lead their own environmental restoration projects, create tangible change in their communities, and network with other like-minded individuals. These environmental programmes serve to diversify democracy at the local level, providing a unique form of civic engagement and enriching the connections between individual citizens and their civic communities. 相似文献

The importance of stakeholder engagement for the success of natural resources management processes is widely acknowledged, yet evaluation frameworks employed by administrators of environmental programmes continue to provide limited recognition of or insistence upon engagement processes. This paper presents a framework for monitoring and evaluation of engagement that aims to better incorporate community engagement into mainstream environmental programmes, in particular in remote regions such as arid and desert regions of the world. It is argued that successful monitoring of engagement should not only comprise a generic set of indicators but rather, in addition to the principles of good monitoring practice, should take into account a variety of the stakeholder interests as well as key regional drivers, addressing them at right geographic, institutional and time scale. 相似文献

ABSTRACTThe exploration and potential extraction of shale gas – better known as fracking – has emerged as one of the most contentious dimensions to local environmental politics in the UK. Local residents and environmental activists have raised concerns about health, noise, ground water contamination, seismicity, environmental amenity, and other impacts of the industry on communities. Despite the complexities of shale gas extraction, an emphasis on the local has shaped key dimensions of the debate around the appropriate location for well pads to the relative exclusion of other issues. This paper draws on fieldwork in Lancashire, UK, to reflect on the political construction of scale in order to explore how an emphasis on “the local” can restrict political debate over shale gas to narrow concerns with land-use planning thereby obviating a fuller engagement with wider questions concerning risk, energy policy, and climate change. It is concluded that a more nuanced conception of scale is necessary for understanding how concerns with shale gas are diminished rather than strengthened through the current planning policy and regulatory regime operating in the UK. 相似文献

East European food self-provisioning (FSP) has fascinated scholars of post-socialism ever since the early 1990s. In keeping with its predominantly economic and cultural conceptualisations, much of this research has been concerned with FSP’s role in household economy and with the social profile of its practitioners. In contrast to western conceptualisations of FSP as an opportunity to expand food activism and foster social justice and environmental sustainability, post-socialist FSP has rarely been considered as such. In Czechia, FSP is practised by 43% of citizens and many of them do so in a relatively environmentally friendly way. Yet, most food-related campaigns run by environmental NGOs (ENGOs) pay little attention to FSP and focus on market-based ethical consumerism and alternative food networks instead. Using insights from actor-network theory, this paper discusses how Czech ENGO activists engage with FSP through discourse and in practice. Based on ethnographic fieldwork and interviews with leading activists, we show that FSP does figure in non-food-related campaigns and that the FSP practised by activists themselves or the FSP carried out by relatives and relatives’ friends are not the same as the FSP on which they are reluctant to campaign. These differences, which include controllability and the time-consuming nature of practising FSP according to some of the activists’ ideals, help this paper to come to an initial understanding of why Czech ENGOs do not run campaigns explicitly focused on FSP at the moment and shed some light on how this could change in the future. 相似文献

This study examined neighbourhood level wildfire mitigation programs being implemented in neighbourhoods in Canada (FireSmart-ForestWise), Australia (Community Fireguard) and the US (Firewise Communities). Semi-structured interviews were completed with 19 residents participating in the programs. A wide range of activities were completed as part of the three programs. Despite differences between the three programs, participants appeared to participate in the programs for three main reasons: Fire experience, agency involvement, and personal and family protection. A fire therefore provides a window of opportunity to engage residents in neighbourhood level wildfire mitigation programs. The neighbourhood level wildfire mitigation programs helped to reduce the wildfire risk, but also enhanced both community resilience and relationships between residents and government agencies. 相似文献

Public trust in organizations focused on improving environmental quality is important for increasing awareness and changing behaviors that have water quality implications. Few studies have addressed trust in soil and water quality information sources, particularly for both agricultural and nonagricultural respondents of the same watersheds. Surveys in 19 watersheds across five states in the Midwest assessed trust in, and familiarity with, soil and water quality information sources. Overall, respondents most trusted University Extension, Soil and Water Conservation Districts, and the Natural Resource Conservation Service, while lawn care companies, environmental groups, and land trusts were less trusted. Significant differences in trusted sources were found between watersheds, and between agricultural and nonagricultural respondents across and within watersheds. Among agricultural respondents, a clear relationship exists between familiarity and trust; as familiarity with an organization increases, so too does level of trust. This relationship is less clear‐cut for nonagricultural respondents in this region. We highlight implications of these findings for soil and water quality outreach efforts. 相似文献

Stakeholder engagement processes have sought to ensure that state government meets public trust and good governance obligations to citizens. As the expectations of stakeholders and state agencies change, and management focuses on landscape-level interventions, a change in the level at which agencies engage the public is needed. This involves tradeoffs, as different levels call for different engagement design and implementation considerations. To understand how these differences affect decision making, we examine a regional engagement model for deer management in New York that was piloted to replace a sub-regional model. We identify concerns with the old model, objectives for the redesigned model, and explain the logistical and good governance considerations that informed its design. We share our evaluation of the model's process and outcomes, including implications for program design and scale. Overall, despite the pilot model's attention to design components aimed at addressing potential barriers to regional engagement as well as limitations of the previous engagement model, the pilot did not meet many of its objectives, especially those related to representation, resulting in some of the same concerns associated with the model it was intended to enhance and replace. Implications of this for regional-level engagement efforts are discussed. 相似文献

Stakeholder engagement (SE), particularly with representatives of locally affected communities, is integral to Environmental Impact Assessment (EIA) processes, so critical evaluation of SE is necessary across a range of different socio-political contexts. EIA SE practice in the Sultanate of Oman is examined using Q-Methodology, a qualitative-quantitative discourse analysis technique, in order to evaluate key-actor perspectives and policy directions. Four discourses emerge, pertaining to (1) the institutionalisation of SE; (2) business as usual; (3) rights-centred engagement; and (4) decentralisation of EIA institutions. Consensus emerges that shows support for transparency and formalisation of SE; greater citizen-centred decision-making power; transparency in government guidelines; and the elimination of developer-led consultation processes. Policy options for reforming EIA policy are discussed, including a code of participation practice and a toolkit of suitable engagement methods. 相似文献

While the exceptional drought in California ended in 2017, the state is expected to experience similar droughts in the future. Understanding how individuals perceive the causes and consequences of drought will help frame future communication and planning efforts. We surveyed a panel of Californian residents about their perceptions of the 2012–2017 drought. We found a major disconnect in how our respondents perceived drought and water use. Respondents perceived the drought as being caused primarily by climatic factors and underestimated the role human water use, particularly agricultural use, had in exacerbating drought. Comparing our respondents across the state and across socio‐demographics, there were few differences in concern about drought but several differences in how residents thought drought should be managed. Such research can help water managers communicate about the specific concerns the public has about future droughts, as well as address misperceptions about the relationship between drought and water use. 相似文献

Local Environment has established a bit of a niche in local sustainability indicator studies. In 1997 it published the important debate between Jeb Brugman and Graham Pinfield, which highlighted that sustainability indicators and their role are contested issues (Vol. 2, Nos 1-3). In 1999 it produce a first special issue on the topic (Vol. 4, No. 2). As the editors identified, this special issue probed ‘deeper into aspects of indicator selection, methodology, theory and practice’. The papers presented there began to discuss a theme that is developed further in this special issue, that of the relationship between the objective and the subjective in indicator development and use. Our special issue brings together three full papers and a commentary presenting research and information from the USA, Sweden, France and Austria. In this editorial we are going to review the growth of interest in sustainability indicators and the changing way in which they are viewed and briefly comment on some recent indicator projects that we have been involved in. 相似文献

ABSTRACTThere is currently a recognition of the need for more collaborative approaches to water management, which involve communities of place as proactive stewards of their local water environments. However, the desire for such participatory approaches sits awkwardly with the primarily technocratic orientation and practices of the responsible professional organisations in the water sector. Professionals sometimes struggle to communicate with, or respond to, communities stressed by flood and other impacts. This paper examines the concept of “hydrocitizenship” in relation to the engagement between professional stakeholders interested and involved in water landscape management, regulation and associated issues, and communities in the River Aire corridor, Yorkshire, UK. The case study-based research used innovative, arts-based exploratory approaches that aimed to examine participants’ relationships with water and how local environmental concerns about policy and water could be revealed. Group conversations and interviews were used as a strategy both to develop mutual understandings between participants and to inform the creation of public performances which stimulated further discussion and reflection. The paper focuses on reporting the role and experience of stakeholders, and identifies the emergence of unexpected synergies, where performance became the means of two-way communication between the different groups involved in the research. In particular, a flexible, creative and playful approach captured the imagination and gained interactions and creative collaborations within local communities and stakeholder groups. The paper concludes by reflecting on possible extensions of this work in other contexts. 相似文献

to the engagement process. Results from a study of a Canadian sustainable agriculture program, produced using cultural anthropology
and participatory action research, detail challenges of the engagement process that led to reconstruction of a farmer-extension
partnership. Notable in the early phase of the reconstruction process were critical reflection, stakeholder forums, exclusion
through caucusing, and coalition building. An argument for a neopragmatist view provides a theoretical basis for understanding

The introduction of genetically modified organisms (GMOs) in Europe has been characterized by controversy. In 2002, the European
Union introduced the concept of “coexistence” as a compromise solution that, through the establishment of science-based technical
measures, should allow the market to operate freely while reducing policy conflicts on GMOs. However, the concept remains
highly contested and the technical measures difficult to apply. This paper presents qualitative research on the conceptualization
and implementation of the coexistence framework in two regions of Spain (Catalonia and Aragon), where 42% and 55% of maize
was GM in 2006, respectively. In this context, the concept of coexistence and its proposed implementation both fail to resolve
previous conflicts and actually work to generate new ones through the individualization of choice and impacts. Considerations
of the social conditions in which the technology and the management measures are implemented were not taken into account.
This resulted in the promotion of biotechnological agriculture over other alternatives. 相似文献

Promoting human–wildlife coexistence in complex systems where both relationships between people and toward wildlife need to be managed is challenging. We applied nonviolent communication (NVC) training as part of a participatory dialogue program to increase empathic concern toward wildlife and between people to promote human–wildlife coexistence. NVC was developed in the 1960s by Marshal Rosenberg, a clinical psychologist who sought to incorporate empathy and compassion into everyday language. Using weekly reflexive feedback from participants, we collected 36 examples of attitude change and 71 examples of behavior change that demonstrated increased empathic concern for both people and wildlife. Therefore, NVC training has potential to be an effective tool to increase empathy and promote tolerance and human–wildlife coexistence. This is the first attempt to use NVC in the biodiversity sector, and we believe these results show promise for its wider application as a tool for participatory dialogues to improve collaboration, understanding and resolve conflicts. 相似文献

/ With over 2500 Australian Landcare groups, 65,000 volunteer members, and considerable evidence of program impact, Landcare is an important example of state-sponsored rural development in a developed nation. The agency-community partnership is a fundamental element of Landcare and getting the partnership right is vital to long-term program success. After reviewing the emergence of Landcare in the state of Victoria, the author reports research from a 1995 survey of Victorian Landcare groups. Survey information highlighted the extent of agency-group contact, the important roles agency staff played in many Landcare groups, and the positive impact of agency contact and government funding upon group activity. Large majorities of groups reported they were satisfied with their relationship with agency staff. However, a majority of groups reported money or materials provided to manage land and water degradation was inadequate. Recently proposed changes to the Landcare program will provide government funding of work on private property and may address this concern. A majority of groups also reported support for leadership and management training was inadequate and respondents emphasized the need to revise program guidelines that limit funding for group coordinators. This information highlighted the importance of articulating a practical model of community participation in Australia and adopting a systematic approach to providing agency support for Landcare groups. Research on environmental activism remains poorly integrated and ill-defined and to date, there has been little examination of the relationship of environmental activism, pro-environmental behaviour and social identity. 131 students from an Australian University (M = 25.04 years old, SD = 8.17) voluntarily participated by returning an anonymous questionnaire containing an environmental activism scale, a pro-environmental behaviour scale and a social identity scale. The results revealed that while there was a significant relationship between social identity and environmental behaviour, only the citizenship component of environmental behaviour significantly predicted environmental activism. In other words, the relationship between social identity and environmental activism was indirect. This research presents the opportunity for further exploration of these relationships and to further investigate their relationship to inter-group processes. 相似文献

The present study intends to develop and validate a multidimensional evaluation standard for customers' participation in corporate social responsibility (CSR) value co-creation (VCC), which has grown exponentially since the start of the Internet commonweal platform era. A Delphi study was conducted with a group of 30 professionals and local community members. Initial items for measuring CSR VCC were derived from the Delphi study. These items were then used to devise a questionnaire that was ultimately administered to 844 customers. Exploratory and confirmatory factor analysis resulted in 28 items based on five factors: customer participation, customer response, corporate response, interaction, and sustainability. Both convergent validity and discriminant validity were verified between factors. Finally, structural equation modeling was used to verify the nomological validity of the scale. This evaluation scale is expected to provide a criterion that can help companies effectively manage CSR aspects of corporate-customer VCC and help customers choose CSR campaigns they can trust. 相似文献
