Abstract

The Globalism Institute at Royal Melbourne Institute of Technology (RMIT) University in Melbourne is conducting research on local responses to globalisation across 10 local communities in seven different countries. The project's “community-engaged research methodology” was developed first in the Hamilton region in southwest Victoria, where staff from the university have been working in community partnerships for nearly 20 years. This research methodology differs from action research in that it sustains a clear distinction between the knowledge and skills of “outside” researchers and the hard-won local knowledge of community members. It is based on respectful dialogue and a clear commitment to maintain relationships for a matter of years rather than weeks. It involves the creation of “spaces for engagement” that can lead to multiple, sometimes unexpected, outcomes. It integrates a range of research methods (including surveys, story collection, strategic conversations, photo-narrative techniques, and research journals) that generate rich data to be used (subject to consent) by both community-based and university-based researchers. The research methods are linked to forms of analysis that relate local experiences to broader social processes. Community-engaged research takes time and patience but it can ensure good feedback and support mechanisms, good-quality data, locally relevant research outcomes and a process that can be convivial for all involved.  相似文献

Given the likelihood that a post-Kyoto climate change agreement will include provisions for trading greenhouse gas (GHG) emission rights (carbon credits), it is timely and important to look more closely into the merits (or otherwise) of emissions trading systems (ETS), in particular with regard to the issue of the allocation and distribution of entitlements. Thus far, ETSs and other tradable permit systems have allocated entitlements to those historically responsible for emissions or the exploitation of resources (the “grandfathering” principle). There are, however, strong reasons for challenging this practice, and for advocating the allocation of entitlements to all people, in line with the per capita distribution principle. This article argues that GHG emission rights, if they are to be granted, should be distributed on a globally determined equal per capita basis, but collectively managed by community bodies (Community Carbon Trusts) on an “individuals-in-community” basis, instead of being granted or sold by governments to (big) emitters. The approach advocated here is not only ethically more justified, but also strengthens the capacity of communities to deal with climate change and to advance sustainability. It offers an example of how a significant environmental challenge can be met in a more positive way than by the prevailing approaches based on narrow, mainly economic, considerations.  相似文献

Abstract

The popularity of sustainability indicators is almost inescapable. From the early pioneers such as the ‘Sustainable Seattle’ project (Atkisson, ‘Developing Indicators of a Sustainable Community: lessons from Sustainable Seattle’, in: D. Satterthwaite (Ed), The Earthscan Reader in Sustainable Cities, London, Earthscan, 1996) to the comprehensive European Union benchmarking launched in 2003 (European Commission, European Common Indicators: towards a local sustainability profile, Milan, Ambiente Italia, 2003), it seems that consensus has been reached about the positive impacts that establishing sustainability indicators can bring. This paper uses the case of developing sustainability indicators on the Island of Guernsey over the last three years to show that Agenda 21's call to activate grassroots action is being realised, but in ways that are neither top-down and modernist in approach nor bottom-up and postmodernist as Agenda 21 advocates. Although best practice literature often suggests that community involvement must be engaged prior to designing sustainability indicators, this paper explores the reasons why this is not always possible. Guernsey's case is used to show how it only became possible to generate interest in the indicator process once they were actually up and running. However, it also shows that once interest was secured by a few relevant stakeholders it became possible to further evolve the indicators in a process that has slowly been attracting more and more of the Island's community.  相似文献

Vicuña provide an excellent case study for examining the sustainable use of wildlife outside protected areas: the community-based conservation approach. Vicuña populations in the high Andes of Argentina, Bolivia, Chile, Ecuador and Perú fell to a critically low level, but a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) ban on trade in their fiber has seen numbers recover dramatically, and now live shearing of vicuña for a high-value international market is being promoted as a mechanism to secure both sustainable vicuña populations and local livelihoods. We used a dynamic optimization model to explore the consequences of legalizing markets, including the consequences for poaching which is critical in vicuña dynamics. Using parameters obtained from the literature and expert knowledge, we explored different scenarios for the Argentine region of Cieneguillas. Our results showed that the role of the international market is ambiguous; live shearing for an international market can provide the very best of outcomes for both vicuña and local people, with large herds generating high revenues. But an international market also creates a market for poached vicuña fiber; as a result, vicuña numbers risk once again falling to critically low levels, resulting also in minimal revenues from sale of fiber. The message for the international community is that if community-based conservation is not implemented carefully then its impact can easily be perverse.  相似文献

The paper presents a multivariate measure useful for integrated environmental assessments. It is a weighted distance measure applied to metric data but based on nonparametric statistical procedures. The proposed measure allows all environmental indicators to be used directly without any reduction in dimension (e.g. as in principal component analysis) nor losing variance while being able to tolerate possible non-normality of the indicators, as well as non-linear relationships among them. Results of the hypothetical example and the Mid-Atlantic case study show that the proposed measure is suitable and valuable for integrating multiple indicators into a single index, an important task in integrated environmental assessment.  相似文献

We consider how ecosystem services can be incorporated into water infrastructure planning by studying the projected deepening of the Lower Weser river channel in Germany. We recalculate the project's benefit–cost ratio by integrating the monetary value of changes in different ecosystem services, as follows: (1) the restoration costs of a mitigation measure for a loss in fresh water supply for agricultural production in the estuary region, (2) the costs of a loss in habitat services, transferring the willingness to pay from a contingent valuation study to the area assessed in the environmental impact assessment, and (3) the benefits of emissions savings induced by more efficient shipping, taking a marginal abatement cost approach. We find that including monetary values for ecosystem service changes leads to a substantial drop in the benefit–cost ratio. On this basis, we argue for a reform of the standard cost–benefit analysis to facilitate more complete welfare assessments.  相似文献

This study examines the effects of relocating the Flint Farmers’ Market, a large and successful market in the medium-sized legacy city of Flint, Michigan. Over the course of a year, market patrons and vendors were surveyed to explore questions about the scale of the market, patron demographics, reasons for visiting the market, seasonal variations in outcomes, and healthy food access. The results indicate that the relocated, downtown market is successful in large part because it satisfies multiple needs – it provides access to fresh, local produce; it provides lunch options for downtown workers and students; and it serves as a community gathering space. The study further demonstrates that farmers’ markets in legacy cities can serve a large region, attract diverse customers, and remain sustainable year-round, even in northern climates. These findings should be of interest to planners, policy-makers, and market managers who are considering opening or relocating a farmers’ market as a means of supporting community health, well-being, and economic development.  相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

This paper discusses the emergent interest in risk communication as a strategy for disaster risk reduction. Communication plays an essential role in understanding risk, but studies suggest that people often do not respond in the way that risk experts anticipate. For risk communication to be effective, vulnerable communities need to understand risk within the local context as well as in terms of sustainability. Risk messages offer communities a way to enhance their collective knowledge of existing vulnerabilities, leading them towards alternative solutions for action. A longitudinal study of the Mano community development approach and its recovery from the 1995 Kobe earthquake illustrates how risk communication dynamics contributed to the community’s sustainable risk reduction. The study concludes that risk communication is a collaborative way for a community to work with risk experts, own their risk information, influence existing policies and practices, develop solutions to reduce vulnerability, and ultimately enhance a community’s capacity for managing future risk.  相似文献

Integrated coastal management in the tropics requires the conservation of vulnerable and diverse ecosystems such as coral reefs and mangroves as well as the management of land and marine-based human activities. Decision-making for integrated coastal management involves multiple decision-makers and multiple stakeholders often with conflicting needs and interests. Decision support systems can be developed to improve our understanding of the inter-relationships between the natural and socio-economic variables and hence result in improved decision-making. The question is whether this decision making environment is actually too complex for the development of useful and useable decision support systems. This paper describes the components of the decision making environment and the components of a decision support system. It also explores the various techniques available to deal with different modelling needs, the constraints of inadequate data and the multi-objective decision making environment. In addition, different techniques of developing decision support systems can play important roles within integrated coastal management. Three coastal decision support systems are evaluated in terms of their design and role in integrated coastal management and are used to evaluate the potential to develop decision support systems for integrated coastal management.  相似文献

This paper examines the complex social reality of mixed ethnic residential areas, as reflected in drawn perceived neighbourhoods of Jews and Arabs living in homogenous and mixed neighbourhoods in Jaffa, Tel Aviv. Through in-depth interviews conducted among 89 Jaffa's residents, it illustrates how different perceptions about the residential area and its residents (including attitudes, emotions, feeling of fear/safety, collective identity and tolerant relations) are reflected in the form, size and consensus area of residents' perceived neighbourhoods. The study finds a clear association between tolerant attitudes and the size and consensus area of the perceived neighbourhoods. Arabs perceive their neighbourhood as significantly larger than Jews do and are characterised by a larger consensus area. These findings are explained by the Arab's strong social cohesion, common national identity, rootedness in Jaffa, as well as by tolerant attitudes towards Jaffa's Jewish population. The study demonstrates the interrelation between the spatial, social and perceptual dimensions associated with the mixed residential area, and illustrates how these dimensions are reflected in drawn perceived neighbourhoods.  相似文献

Community-based approaches to environmental management provide opportunities for public engagement in local decision-making processes. This qualitative case study examines learning as resulted from participation in CIDA's “Community-based pest management in Central American agriculture” project. Outcomes include learning about alternative farming practices, human and natural environments, and safer pesticide use. Many participants learnt how to work more effectively with rural communities. For some, this changed their perspective about life and their role in society. Activities that fostered learning outcomes, including sustainability-related outcomes, were: planning and implementing project activities, experimenting on farm demonstration plots, participating in outreach workshops, and students doing rural practica. The learning process, involving international university collaborators and rural participants, is analyzed particularly as it relates to cultural context, collective action, and sustainability. Findings affirm that how the public participates in environmental management decisions influences the breadth and depth of learning outcomes; practical and policy implications are discussed.  相似文献

This study examines the perceptions and coping strategies of the Aamjiwnaang First Nation, which is surrounded by ‘Chemical Valley’, the largest complex of petrochemical plants in Canada. Analysis of in-depth interviews showed that residents perceive ‘Mother Earth to be sick’; however, a strong level of community cohesion prevails, with ‘place’ as a significant anchor to the culture and history of the community. Residents articulated a collective sense of responsibility for the well-being of members both within and surrounding the community, whereby some residents would never leave, regardless of the toxic environment and concern for high rates of cancer and respiratory diseases among both adults and children. Residents employed action-focused coping strategies such as ‘indoor evacuation’ and the ‘Cop-sniff test’, and emotional coping strategies including blocking out the effects of ‘Chemical Valley’ by frequently ignoring warning sirens from industry. The results call on the need for a collaborative environmental planning intervention involving clear community participation. Findings suggest the need for an indoor recreational facility for both children and adults, and a graded warning system.  相似文献

Environmental health issues are examples of “wicked problems” that require cross-sectoral collaboration at the community level, yet health practitioners and environmental stakeholders find it challenging to see how and why they could be working together. Supportive organisations have been identified as the most vital enabler for individual professionals to participate actively in cross-sectoral initiatives. Ability to justify inter-professional cooperation makes it easier for practitioners to gain the necessary approvals within their institutional mandates. This paper introduces a new conceptual framework that bridges health promotion and sustainability governance to facilitate practical cross-sectoral collaboration that targets complex health-related environmental and social-ecological challenges. The proposed framework integrates six concrete overlapping themes linking health promotion and sustainability governance. The framework also highlights examples of areas where the fields could benefit from one another. Moreover, children's environmental health is proposed as a desirable overall outcome and an attractive venue for potential collaboration, because of its critical role in the public health and well-being of future generations. As a determinant of adult health, children's environmental health emphasises the vital interdependencies between health and the environment.  相似文献

In the Recôncavo of Bahia (located between 12°33′ and 13°10′S and 38°00′and 39°00′W), there are significant discharges of SO2 and NOx due to local, industrial and urban activities. The incoming air masses from the Atlantic Ocean are enriched with seaspray, which neutralizes part of the rain acidity. The extent of seaspray neutralization of rain acidity was quantified in four sites of the region, each with different loads of seaspray. Rain samples were obtained daily at the same time, integrating the precipitation of the previous 24 h, using wet-only collectors and analyzed for pH by potentiometry and for sodium by flame photometry. The amount of rain acidity in Recôncavo neutralized by seaspray ranged from <1% up to 88% and depended on the site. On average, neutralization ranged from 5% to 18%.  相似文献

One of the most important processes in an integrated waste management system is incineration, which, among the different waste management disposal options still remains a critical waste treatment system. New dynamics and approaches have to be developed to embrace such a wide and complex topic, and better knowledge and assessment of incineration are strategically significant to define future environmental scenarios.Life cycle assessment (LCA), as a tool to optimise process-operating conditions and to support decision-making process, is often applied to investigate processes under design in various sectors, since choices made in the development phases can affect the future environmental profile. However, even if the greatest opportunity to improve a process from an environmental perspective is during the design phase, at the same time the knowledge is limited, in accordance with the so-called “design paradox”.Thus, in this context, this study used LCA methodology to quantitatively assess the extent to which the environmental impact of an incineration line reflects the environmental burdens perceived during the design phase. A comparative LCA was conducted at the design phase and under operating conditions at an Italian municipal solid waste incineration plant.The outcomes of the study indicated that for almost all of the categories analysed, the impacts associated with the process under design overestimated the impacts associated with the operating process, with the exception of climate change and water depletion. The results suggested that after the conduction of an LCA at the design phase of a process, an LCA of the operative conditions should be carried out to verify how much the over- or under-estimations affected the results.  相似文献

The estimation of leachate quantities produced in landfills is necessary to dimension the treatment plants allowing to reduce the polluting load of these effluents and consequently avoid their negative impacts on the environment. Different leachate quantification methods were used in this study to assess the leachate volume produced at the Oum Azza landfill. The water balance method give comparable estimations of leachate production to the Ouled Berjal landfill ratio. The first method showed average values between 487 and 495 m3/day for 2015, 2018, and 2019, and at the same time, the second method gave values between 470 and 477 m3/day for the same years. In contrast, the World Bank ratio showed high values that vary between 2260 and 2295 m3/day for 2015, 2018, and 2019. The on-site data and the statistical analysis showed us that the World Bank ratio is not adapted for the estimation of the leachates produced in Oum Azza landfill, while the water balance and the ratio of Ouled Berjal landfill allowed to give comparable results to reality.  相似文献
