A food crisis confronts many Indigenous communities in northwestern Canada, as reflected by wide-scale food insecurity and diet-related disease. South-generated responses to this crisis generally disregard principles of Indigenous food sovereignty and are disengaged from concerns related to environmental and food justice. This study seeks to explore the needs and priorities of a First Nation (Misipawistik Cree Nation) and an associated Métis community (Grand Rapids) regarding existing and potential responses to the food crisis in northern Manitoba. Substantial changes to the traditional food system were initiated during the establishment of the reserve system in the 1800s and now extend to damage associated with hydro development. Responses to these changes were categorised according to themes and include the revival of country food traditions, individual and community gardens, agriculture in the North, and better quality imported foods. Regardless of response, decision-making needs to be community-driven, culturally appropriate, to reflect local priorities in order to effectively address the northern food crisis, and, ultimately, needs to work towards Indigenous food sovereignty to be effective.  相似文献

Local food networks (LFNs) are growing in popularity, in part as a response to broader criticisms of conventional food production. Municipal policy-makers have the opportunity to work with stakeholders to build LFNs to increase access to healthy foods in cities and ultimately improve population health and well-being. Building opportunities for healthy eating is particularly important in our study area. Flint, Michigan, is a post-industrial shrinking city suffering from the economic and health effects of deindustrialisation. Various stakeholders in Flint have responded to a significant issue with access to food by strengthening collaborations through a food policy council (FPC). Growth in the local food system has been supported by administrators and community advocates alike, through supporting community gardens, farmers' markets, and urban agriculture in a manner similar to nearby Detroit. Participant observation was conducted with stakeholders involved in the development of the LFN and the FPC in Flint. Stakeholders were exposed to existing research on the food system to help inform their policy direction. The group expressed several core concerns and prospects for future work, including a strong emphasis on consensus-based decision-making. Based on the synthesis of stakeholder opinions, policy recommendations are made to aid in continued planning of the LFN. Planning for food is an important first step in improving public health and strengthening local economic development in post-industrial cities. This research highlights the issue by making explicit the challenges and opportunities for policy advocacy in LFNs.  相似文献

Farmworkers are often overlooked as producers and consumers of food; although farmworkers in California labour in some of the most productive agricultural regions in the world, they are largely food insecure. This paper investigates approaches to relieving farmworker food insecurity in one of the most productive agricultural regions in North America, California's Northern Central Coast. I explore the structural causes for farmworker food insecurity, looking at how farmworker food insecurity is linked to international trade and immigration policies, as well as the systematic exploitation of workers in California agriculture. Investigating the various ways that farmworkers cope with food insecurity, I compare two different approaches, food assistance programmes and farmworker gardens. I discuss the linkages between farmworkers' place in the food system as both producers and consumers, as they simultaneously are exploited for their labour and create their own coping mechanisms utilising their embodied agricultural knowledge.  相似文献

Environmental degradation, competition for resources, increasing food demands, and the integration of agriculture into the international economy threaten the sustainability of many food production systems. Despite these concerns, the concept of sustainable food production systems remains unclear, and recent attempts to appraise sustainability have been hampered by conceptual inconsistencies and the absence of workable definitions. Six perspectives are shown to underpin the concept. Environmental accounting identifies biophysical limits for agriculture. Sustained yield refers to output levels that can be maintained continuously. Carrying capacity defines maximum population levels that can be supported in perpetuity. Production unit viability refers to the capacity of primary producers to remain in agriculture. Product supply and security focuses on the adequacy of food supplies. Equity is concerned with the spatial and temporal distribution of products dervied from resource use. Many studies into sustainable agriculture cover more than one of these perspectives, indicating the concept is complex and embraces issues relating to the biophysical, social, and economic environments. Food sovereignty asserts the right of peoples to define and organize their own agricultural and food systems so as to meet local needs and so as to secure access to land, water and seed. A commitment to gender equity has been embedded in the food sovereignty concept from its earliest articulations. Some might wonder why gender justice should figure so prominently in a food movement. In this paper I review and augment the arguments for making gender equity a central component of food sovereignty. The most common argument is: if women constitute the majority of the world’s food producers, then agricultural policy is a women’s issue. And insofar as patriarchal social relations continue to dominate the globe, then changing agricultural policies will require explicit attention to gender injustice. I suggest that this is a good argument, but that an ecological feminist perspective can provide additional theoretical reasons for maintaining the centrality of gender justice in food sovereignty discourse. Moreover, ecological feminism can provide a robust theoretical framework that coheres a concept and movement with a wide set of concerns. My critique positions food sovereignty’s call to social justice as embedded in a truly radical re-thinking of dominant conceptual frameworks, and re-envisioning of political and ethical relations.  相似文献

Global consumption, production, and trade of livestock products have increased rapidly in the last two decades and are expected to continue. At the same time, safety concerns regarding human and animal disease associated with livestock products are increasing. Efforts to increase public health safety standards aimed at legitimately reducing the risks of human and animal disease have focused internationally on standards to regulate the movement of livestock products. There is concern, though, that measures to regulate these standards internationally, such as the WTO SPS measures that in part aim to open international markets, may marginalize small-scale poor producers. The cycle of poverty they are trying to escape through livestock production may, in fact, widen, leading to increased global poverty, malnutrition, and disease. Developing and developed nations alike should be concerned with public and private efforts to address appropriate food safety policies to reduce the likelihood of this effect. Analysis of the impact on small-scale livestock farmers is needed, as well as solutions that consider joint public and private sector initiatives. Costly farm to table tracking systems are not an option, but locally orchestrated vertically integrated systems may have merit in reducing food safety risks and in providing small-scale farmers with increased access to markets, locally and internationally. Increased scientific and technical capacity, and training of WTO officials from developing nations is also needed.  相似文献

Growing dissatisfaction with the globalised food system, articulated on the behalf of both producers and consumers, has caused a variety of public debates surrounding the ethics of food production and consumption to become increasingly visible in society over the last two decades. Simultaneously, farmers’ markets (FMs) and other forms of direct marketing have experienced a noteworthy increase in participants, indicating an emerging demand for an alternative to conventional food networks, alternatives that are often perceived as providing a more just and moral relationship to food production and consumption. This study examines consumer and producer motivations for participation in FMs and opinions towards conventional and alternative agriculture in order to elucidate what (if any) values and morals are shared among producers and consumers. This study draws upon the theoretical framework of moral economy to understand whether these shared values suggest FM participants are working to co-create an alternative economy based on “moral” principles such as fairness, justice, and reciprocity. This mixed-methods study consists of consumer surveys (N?=?377) and semi-structured interviews with producers (N?=?17) from five FMs in the state of Delaware. The results suggest that producer and consumer motivations to participate in FMs, particularly a shared emphasis on social value, are indicative of a sense of moral economy. However, this moral economy is complicated by tension towards consumers and the alternative food movement more generally expressed on behalf of producers.  相似文献

In many developed countries private arrangements have emerged in food governance. Following limited successes of state regulation, market actors and mechanisms are increasingly included in the environmental and safety governance of domestic and global food chains and networks. But do such private governance arrangements also work in domestic markets in developing countries? Pesticide use in vegetable supply is taken as a case to explore the role of market actors and dynamics in food safety governance in Vietnam. The so-called safe vegetable production system in the Red River Delta, introduced 10 years ago as a domestic alternative to conventional vegetable production, is analyzed through detailed monitoring of farmers, surveys of retailers and consumers, and in-depth interviews with state officials and vegetable traders. The paper finds limited success of this low-pesticide vegetable production, distribution and consumption system. This private arrangement in food governance lacked trust from market actors (especially consumers), and was short of an active state that organized transparency and got market actors involved. There is increased attention to alternative food efforts as individuals and groups seek to build stronger local food infrastructures to increase accessibility, transparency, and fairness with how food is grown, produced, and distributed. In considering individuals and families contending with food injustices and insecurities; concerns and questions have surfaced about what it means to privilege the leadership and participation of these communities in alternative food efforts. While there are no linear answers to these questions, this paper explores how one statewide food network in the United States seeks to involve youth contending with the juvenile justice system in a job readiness programme, Youth Kitchen, that interfaces the youth with farmers, chef educators, community organisations, and farmers markets. This paper contends that integrating alternative food and juvenile justice work is a complex terrain that both advances social justice and reproduces existing power asymmetries within alternative food networks. The inclusion of accounts from multiple stakeholders in the local food and juvenile justice system generates a multilayered view that moves away from an either sustainability or social justice rubric to a more process-oriented lens that reveals the strategic dilemmas that alternative food networks encounter. On the one hand, the social landscape of this programme promotes an ethic of care and shared ownership between the staff and participating youth. At the same time, akin to many alternative food networks, neoliberal interests bump against this ethic of care and white privilege seeps into staffing patterns and everyday programmes in ways that reproduce the status quo.  相似文献

An evaluation was conducted to establish the feasibility of a Natural Food Resources Bank (NFRB), in the form of forestry or grassland, to achieve both continuous food production and an accumulation of primary nutrients in living perennial plants. The development of an NFRB protects our living environment from deterioration (especially soil erosion) by increasing the surface coverage of the world's land, even in mountainous areas. Additionally a functioning NFRB enhances food sustainably and security, representing a tangible and renewable food resource production system. Research has identified the prospects of cultivating the NFRB in the form of forestry and also grassland. The review investigated the distinct differences of an NFRB from a range of approaches and discusses the environmental advantage and feasibility of cultivating NFRB. The ability of the NFRB to realize sustainable food resources production for ensuring food security is evaluated in terms of environmental and economical feasibility. A NFRB can attenuate climatic change by increasing CO2 absorption and fixation. It is worth considering the replacement of the annual food production system by the NFRB (especially in steeplands) in environmental law, and replacing the policy of maintaining annual food reserves by the NFRB in food security policy.  相似文献

The food system’s decreasing ability to deliver food security has led to the emergence of food assistance initiatives. Food assistance is highly contested; as some argue, it is a “failure of the state”, while others regard food assistance to be an “extension of the welfare state”. Either way, research suggests that actors within food assistance are rethinking their role in the food system. In this paper, we study three food assistance initiatives, in the Netherlands, Italy and Ireland, that perform new food assistance practices while embedded in specific institutional contexts, and analyse their potential to transform the food system, drawing on Transformative Social Innovation theory. Building on transition and social innovation theory, this recently developed theory distinguishes different levels within systems, named “shades of change”, that are associated with societal transformation. By exploring these “shades” of change in the analysis, we describe aspects of the initiatives’ novel practices, and in relation to the initiative and institutional relations their motivations and expectations. We compare the three cases and discuss how food assistance practices relate to and change (or do not change) the food system. In particular, we elaborate on how these three food assistance initiatives contribute in various ways to local food and welfare system innovation. In doing so, we offer a novel perspective on food assistance initiatives. We argue that they show dynamics that have the potential for more substantial transformation towards food security over time, by building momentum through “small wins”.  相似文献

The increasingly popular local food movement in the US has experienced wide-scale buy-in on behalf of the general public as well as in academic arenas. However, there have been recent efforts to critique this movement, typically for being inequitable and unfairly geared towards those with above-average financial means. In this article, I examine local food efforts and present a new conceptualisation of food localism. While geographically localised food consumption activities are taking place, some have ideological labels attached to them, whereas others do not. What I have termed contemporary and traditional localisms exist in the same physical but different social space. The contemporary local is represented by current local food initiatives and corresponding aspirations to support local farmers and to promote sustainability through local purchasing behaviour. The traditional local, on the other hand, is similar in that it represents food growing activities that are in close geographical proximity to consumption, but lacks the motivation associated with the contemporary local's programmatic literature; instead, it is guided by a motivation to obtain fresh and affordable food. I substantiate the contemporary/traditional localism framework with qualitative fieldwork findings from Grafton County, New Hampshire, USA, and describe the practical as well as conceptual implications of this framework.  相似文献

Despite their opposition to the dominant agri-food system, alternative agri-food initiatives may unwittingly reproduce central features of neoliberalism. Julie Guthman has been a particularly strong proponent of this view, arguing that food activism and neoliberalism have shaped one another dialectically in California in recent decades. This paper responds to her argument, with a view to distinguishing between what it reveals and what it may conceal about the transformative potential of alternative agri-food initiatives in North America. Drawing on primary research on a variety of community-based food initiatives in Eastern Ontario, Canada, we show how a neoliberal lens does help to illuminate some problematic characteristics of these initiatives, including assumptions about market-based solutions and focus on self-improvement at the expense of state involvement. However, this lens underestimates those aspects of community-based food initiatives that may appear commensurate with neoliberal rationalities but which also push in more progressive directions.  相似文献

This paper sheds critical light on the motivations and practices of community gardeners in relatively affluent neighbourhoods. The paper engages with community garden, alternative food and domestic garden literatures, to understand how people fit food production into their everyday lives, how they develop relationships to plants and how these in turn shape relations between people in a community group. The paper draws on participant observation and semi-structured walking interviews conducted at three community gardens in Sydney, Australia. The paper concludes that to fit community gardening into busy lives, people strategically choose plants with biophysical qualities that suit personal as well as communal circumstances and objectives. The paper shows how community is relationally constituted through the practices of growing and sharing food. Tensions might arise through the practices of growing food on communal and private plots and the taking and giving of food, but it can also encourage people to reflect on community food production and on their roles as individuals in a community group.  相似文献

Community-based urban aquaponics enterprises represent a new model for how to blend local agency with scientific innovation to deliver food sovereignty (FS) in cities, re-engaging and giving urban communities more control over their food production and distribution. Little is known, however, about the factors and outcomes that determine the success or failure of these enterprises. This paper explores stakeholder experiences of building community-based urban aquaponics enterprises to understand the internal and external factors that impact on their success or failure. We draw upon existing FS, social enterprise and aquaponics literature, to identify factors in the related area of community-based urban agriculture. For exploring these factors, we use a comparative case study methodology for two cases in Milwaukee and Melbourne, conducting in-depth interviews with key stakeholders, exploring their relative contexts, objectives and structure. Based on these findings, we highlight the challenges and suggest relevant indicators for establishing an urban aquaponics enterprise.  相似文献

The number of urban food initiatives in many regions of the world, notably Europe and the USA, has burgeoned in recent years, and analyses of the impacts of these activities on people and environments are the focus of an increasing academic literature. The impacts documented include enhanced food security, cohesive neighbourhoods, sustainability, and food justice. Yet, another literature presents opposing analyses and focuses on exclusionary aspects of projects and their enabling of a continued neo-liberal reduction in state welfare provision. As a result, there has been an impasse in debates over the potential of urban food projects to reduce inequalities. This paper proposes that the benchmark of the UK allotment system provides a means to examine these opposing positions. It uses the conceptual frameworks of diverse economies and the capital assets framework to attain clarity in the analysis of the many kinds of food-related activities seen in (peri-)urban areas. Drawing on empirical work in Plymouth, UK, it focuses on the potential of the different food ventures to reduce inequalities, given certain contingent economic and political factors. It also presents evidence that the allotment movement despite its initially radical roots can be seen as largely apolitical in the present day and has no leverage over allocation of land to allotment sites. Even so, evidence is growing that both allotments and the newer forms of urban food activities contribute to meeting national and city-level policy objectives, with the potential to enhance food justice and reduce inequalities.  相似文献

Food security and food self-sufficiency are important regional goals for the Southern African Development Coordination Conference (SADCC). In the long run, success in these areas would reduce the incidence of drought-related mass starvation and the epidemic of malnutrition and undernutrition that exists among some tribal groups. For food production to improve, the governments must commit themselves to increasing the access of peasant farmers to critical agricultural inputs. If they do not take proper action in this area of development planning, domestic food production is likely to stagnate or decline. This study is a broad examination of the relationship between government expenditures on imported inputs and the performance of the domestic food subsector. Because much data on government spending and agricultural production in Africa are unavailable, and those in published form are of suspect validity, the study is undertaken largely as a conceptual overview. The empirical analyses are conducted, therefore, largely to provide a staging ground for the conceptual arguments.  相似文献

The Urban Farming Movement is relatively young in Louisville, Kentucky but it seems to be off to a good start. Being in its earliest stages, assessments of this effort must be made cautiously, even tentatively. Examining a movement that is in progress requires a study of the state's land use and segregation policies, both of which have been dynamic in Kentucky. Further, this study is also relevant as there is a growing convergence of national and regional attitudes towards American obesity, while there are competing notions of food preference and food choice. All of which are influenced by racial politics, and there is a deep concern regarding food security. Considering all of these, it is necessary to examine the Government's efforts to address obesity/food imbalance in a variety of settings, especially where urban farming is expanding, such as Chicago and Detroit. In New York, roof-top gardens dot the landscape and the urban farm movement is largely a “success”. So, city leaders have chosen to address another health issue – trans fat. Rather than joining the food choice/preference debate by banning fast-food restaurants, city leaders have chosen to enact a trans-fat ban. Unpopular at first, other cities and states have followed, and the Federal Government will mandate a trans-fat ban this year. In Louisville, Chicago and Detroit, where the trans-fat bans did not succeed, the urban farm movement may be the primary means of addressing malnutrition, in the form of obesity.  相似文献

Exposing food violences – hunger,malnutrition, and poisoning from environmentalmismanagement – requires policy action thatconfronts the structured invisibility of theseviolences. Along with the hidden deprivation offood is the physical and political isolation ofcritical knowledge on food violences and needs,and for policy strategies to address them. Iargue that efforts dedicated on behalf of ahuman right to food can benefit from thetheoretical analysis and activist work of theinternational Women's Rights are Human Rights(WRHR) movement. WRHR focuses on women andgirls; the food rights movement operates onbehalf of all people, with an emphasis on thepoor. Both attend to the protection of bodilyintegrity against physical and psychicviolences. Both cope with bodily violences thatare socially privatized and spatiallysegregated from public institutions of relief,that is, they are tacitly omitted from publicdiscourse and purview. Most typically, but notexclusively, these violences unfold in privatehousehold space. Both rights movements mustmobilize political rights to demand economicand social rights and security. I introduce theUnited Nations' early Declaration (1948) andCovenant (1966) language on the human right tofood and review problems of household accessand grassroots engagement that are ``writteninto' this early documentation. An abbreviatedoverview of the WRHR movement describes how thepublic/private and economic/political rightsdichotomies have been critiqued andre-formulated. A case study set in Polandacross the transition from (more) communist to(more) capitalist political economies attemptsto illuminate the discussion through agrounded example.  相似文献

In 2004, as a response to the discovery of Bovine Spongiform Encephalopathy in Canadian cattle and other food scares, the Province of British Columbia (BC) developed a comprehensive set of meat inspection regulations, increasing the requirements for food safety infrastructure. Through a series of interviews with farmers and stakeholders, we highlight some of the unintended consequences for community food security and sustainability that resulted from these stringent safety regulations in rural and remote communities in BC. These include the loss of meat production and processing capacities as well as the erosion of local food practices and traditions through the criminalisation of farm-gate sales. We suggest that food safety regulations intended to protect consumer health may result in negative effects for community food security and rural sustainability and that these consequences should be accounted for when developing food policy.  相似文献
