Abstract: The need to adapt to climate change has become increasingly apparent, and many believe the practice of biodiversity conservation will need to alter to face this challenge. Conservation organizations are eager to determine how they should adapt their practices to climate change. This involves asking the fundamental question of what adaptation to climate change means. Most studies on climate change and conservation, if they consider adaptation at all, assume it is equivalent to the ability of species to adapt naturally to climate change as stated in Article 2 of the United Nations Framework Convention on Climate Change. Adaptation, however, can refer to an array of activities that range from natural adaptation, at one end of the spectrum, to sustainability science in coupled human and natural systems at the other. Most conservation organizations deal with complex systems in which adaptation to climate change involves making decisions on priorities for biodiversity conservation in the face of dynamic risks and involving the public in these decisions. Discursive methods such as analytic deliberation are useful for integrating scientific knowledge with public perceptions and values, particularly when large uncertainties and risks are involved. The use of scenarios in conservation planning is a useful way to build shared understanding at the science–policy interface. Similarly, boundary organizations—organizations or institutions that bridge different scales or mediate the relationship between science and policy—could prove useful for managing the transdisciplinary nature of adaptation to climate change, providing communication and brokerage services and helping to build adaptive capacity. The fact that some nongovernmental organizations (NGOs) are active across the areas of science, policy, and practice makes them well placed to fulfill this role in integrated assessments of biodiversity conservation and adaptation to climate change.  相似文献

The Common Agricultural Policy (CAP) is the European Union's main instrument for agricultural planning, with a new reform approved for 2023–2027. The CAP intends to align with the European Green Deal (EGD), a set of policy initiatives underpinning sustainable development and climate neutrality in the European Union (EU), but several flaws cast doubts about the compatibility of the objectives of these 2 policies. We reviewed recent literature on the potential of CAP environmental objectives for integration with the EGD: protection of biodiversity, climate change mitigation and adaptation, and sustainable management of natural resources. The CAP lacks appropriate planning measures, furthering instead risks to biodiversity and ecosystem services driven by landscape and biotic homogenization. Funding allocation mechanisms are not tailored to mitigate agricultural emissions, decreasing the efficiency of climate mitigation actions. The legislation subsidies farmers making extensive use of synthetic inputs without adequately supporting organic production, hindering the transition toward sustainable practices. We recommend proper control mechanisms be introduced in CAP Strategic Plans from each member state to ensure the EU is set on a sustainable production and consumption path. These include proportional assignment of funds to each CAP objective, quantitative targets to set goals and evidence-based interventions, and relevant indicators to facilitate effective monitoring of environmental performance. Both the CAP and the EGD should maintain ambitious environmental commitments in the face of crisis to avoid further degradation of the natural resources on which production systems stand.  相似文献

The challenges, emerging from six papers that JEEM publishes in a special issue, are (i) demand uncertainty and stockpiling, (ii) international trade and resource dependence, (iii) deforestation, and (iv) intertemporal effects of climate change policies (“Green Paradox”). Conservation can be achieved only if sustainability is embraced as core to organizational cultures. To test the extent to which the related concepts of sustainability, conservation, response to climate change, poverty alleviation, and gender equity have been incorporated into organizational culture, we compared mission statements published from 1990 to 2000 with those published in 2014 for 150 organzations, including conservation nongovernmental organizations (NGOs), aid NGOs, government development agencies, resource extraction companies, and retailers (30 in each category). We also analyzed the 2014 home web pages of each organization. Relative to the earlier period, the frequency with which mission statements mentioned poverty alleviation, biodiversity conservation, and a range of sustainable practices increased only slightly by 2014, particularly among resource extractors and retail companies. Few organizations in any sector had embedded either climate change or gender equity into their mission statements. In addition, the proportional intensity with which any of the aspirations were expressed did not change between periods. For current home pages, conservation NGOs, resource extractors, and government agencies were significantly more likely to acknowledge the importance of matters that were not part of their core business, but few aid agencies or retail companies promoted goals beyond alleviation of crises and profit maximization, respectively. Overall, there has been some progress in recognizing poverty alleviation, biodiversity conservation, and sustainable practices, but gender equity and a determination to reduce impacts on climate change are still rarely promoted as central institutional concerns. Sustainability in general, and biodiversity conservation in particular, will not be achieved unless their importance is more widely apparent in core communication products of organizations.  相似文献

Natural resources are important assets for sustainability of rural livelihoods and economic development. The objectives of the study were to assess linkage of environmental change to emerging water scarcity, livelihoods insecurity and decline in wildlife biodiversity and hydropower generation in the Great Ruaha ecosystem, and to discuss policy lessons for sustainable development. Literature survey, participatory assessments, collection of records from stakeholders, participatory observations and a questionnaire survey were used. Participatory assessment found that increasing water scarcity is associated with degradation of land, vegetation cover and change in rainfall intensity and duration. Rainfall change is supported by 83% of respondents and rainfall trends analysis. About 42% of variation in cereal production is described by the rainfall amount variability. Analysis of trends for per capita cereals production from district records showed a significant (p < 0.05) decline over the years. Changes in water flows in the Great Ruaha River have been evident since 1993, and have affected wildlife diversity in the Ruaha National Park and power generation from the Kidatu hydroelectric plant downstream. Human livelihood activities, exclusiveness, weak coordination and collaboration between sectors and institutions in policy formulation and implementation have played a role. The pro-poor policy formulation through integrated planning, strong coordination and collaboration is recommended for sustainable development.  相似文献

Abstract: The sustainable production of bioenergy is vital to avoiding negative impacts on environmental goods such as climate, soil, water, and especially biodiversity. We propose three key issues that should be addressed in any biodiversity risk‐mitigation strategy: conservation of areas of significant biodiversity value; mitigation of negative effects related to indirect land‐use change; and promotion of agricultural practices with few negative impacts on biodiversity. Focusing on biodiversity concerns, we compared principles and criteria set to address biodiversity and other environmental and social issues in seven standards (defined here as commodity‐based standards or roundtables, or relevant European legislation): five voluntary initiatives related to bioenergy feedstocks, the Renewable Transport Fuel Obligation (United Kingdom), and the European Renewable Energy Source Directive. Conservation of areas of significant biodiversity value was fairly well covered by these standards. Nevertheless, mitigation of negative impacts related to indirect land‐use change was underrepresented. Although the EU directive, with its bonus system for the use of degraded land and a subquota system for noncrop biofuels, offered the most robust standards to mitigate potential negative effects, all of the standards fell short in promoting agricultural practices with low negative impacts on biodiversity. We strongly recommend that each standard be benchmarked against related standards, as we have done here, and that efforts should be made to strengthen the elements that are weak or missing. This would be a significant step toward achieving a bioenergy industry that safeguards Earth's living heritage.  相似文献

ABSTRACT

World literature presents a variety of approaches to measuring the creative economy at global, national and regional levels, but so far not enough attention has been paid to the issue of sustainability of creative economies. Creative economies do not rely heavily on natural resources which means that their negative impact on the climate is relatively weaker than in the case of other industries. The measurement of sustainable development is an important contribution to the overall efforts in fighting the climate change. Statistical figures show that the share of the creative economy in GDP of the most developed countries is steadily increasing. Therefore, it is legitimate to analyse the sustainable development issues not only through the lenses of utilization of natural resources and environmental issues but also to look at the sustainability challenge for the creative economies. The growth of creative industries may be hindered by scarcity and improper utilization of resouces, but the main threat to the sustainability is the scarcity of intangible resources and goods such as ideas, freedom of thought, leadership, tolerance, quality of education, etc. Based on a literature review, we endeavoured to investigate the sustainability issues which are relevant specifically for the creative economy. In particular, we were interested in the role of local government in supporting the growth of creative economies. This study contributes to the literature in the sense that it provides understanding on how to assess the impact of local government on the sustainability of creative economy.  相似文献

ABSTRACT

Reflecting on the 2019 Open Science Meeting of the Global Land Program and on commentaries since, we argue that the time is ripe for the land system science community to fully embrace the thorny issue of land ownership and control. Beyond land governance and institutions, the issue of who actually owns and controls land, and how land holding and rents are distributed across society, is central to the future of sustainability initiatives, biodiversity protection, social justice, climate change mitigation, and long-term food security and sovereignty. By explicitly tracking and visualizing just Who Owns the Earth, the land system science community could provide much-needed data and insights to inform public debate and advance political action in these arenas.  相似文献

Abstract: Growing threats to biodiversity in the tropics mean there is an increasing need for effective monitoring that balances scientific rigor with practical feasibility. Alternatives to professional techniques are emerging that are based on the involvement of local people. Such locally based monitoring methods may be more sustainable over time, allow greater spatial coverage and quicker management decisions, lead to increased compliance, and help encourage attitude shifts toward more environmentally sustainable practices. Nevertheless, few studies have yet compared the findings or cost‐effectiveness of locally based methods with professional techniques or investigated the power of locally based methods to detect trends. We gathered data on bushmeat‐hunting catch and effort using a professional technique (accompanying hunters on hunting trips) and two locally based methods in which data were collected by hunters (hunting camp diaries and weekly hunter interviews) in a 15‐month study in Equatorial Guinea. Catch and effort results from locally based methods were strongly correlated with those of the professional technique and the spatial locations of hunting trips reported in the locally based methods accurately reflected those recorded with the professional technique. We used power simulations of catch and effort data to show that locally based methods can reliably detect meaningful levels of change (20% change with 80% power at significance level [α]= 0.05) in multispecies catch per unit effort. Locally based methods were the most cost‐effective for monitoring. Hunter interviews collected catch and effort data on 240% more hunts per person hour and 94% more hunts per unit cost, spent on monitoring, than the professional technique. Our results suggest that locally based monitoring can offer an accurate, cost‐effective, and sufficiently powerful method to monitor the status of natural resources. To establish such a system in Equatorial Guinea, the current lack of national and local capacity for monitoring and management must be addressed.  相似文献

Numerous species have been pushed into extinction as an increasing portion of Earth's land surface has been appropriated for human enterprise. In the future, global biodiversity will be affected by both climate change and land‐use change, the latter of which is currently the primary driver of species extinctions. How societies address climate change will critically affect biodiversity because climate‐change mitigation policies will reduce direct climate‐change impacts; however, these policies will influence land‐use decisions, which could have negative impacts on habitat for a substantial number of species. We assessed the potential impact future climate policy could have on the loss of habitable area in biodiversity hotspots due to associated land‐use changes. We estimated past extinctions from historical land‐use changes (1500–2005) based on the global gridded land‐use data used for the Intergovernmental Panel on Climate Change Fifth Assessment Report and habitat extent and species data for each hotspot. We then estimated potential extinctions due to future land‐use changes under alternative climate‐change scenarios (2005–2100). Future land‐use changes are projected to reduce natural vegetative cover by 26‐58% in the hotspots. As a consequence, the number of additional species extinctions, relative to those already incurred between 1500 and 2005, due to land‐use change by 2100 across all hotspots ranged from about 220 to 21000 (0.2% to 16%), depending on the climate‐change mitigation scenario and biological factors such as the slope of the species–area relationship and the contribution of wood harvest to extinctions. These estimates of potential future extinctions were driven by land‐use change only and likely would have been higher if the direct effects of climate change had been considered. Future extinctions could potentially be reduced by incorporating habitat preservation into scenario development to reduce projected future land‐use changes in hotspots or by lessening the impact of future land‐use activities on biodiversity within hotspots.  相似文献

Abstract: Economic growth‐the increase in production and consumption of goods and services‐must be considered within its biophysical context. Economic growth is fueled by biophysical inputs and its outputs degrade ecological processes, such as the global climate system. Economic growth is currently the principal cause of increased climate change, and climate change is a primary mechanism of biodiversity loss. Therefore, economic growth is a prime catalyst of biodiversity loss. Because people desire economic growth for dissimilar reasons‐some for the increased accumulation of wealth, others for basic needs‐how we limit economic growth becomes an ethical problem. Principles of distributive justice can help construct an international climate‐change regime based on principles of equity. An equity‐based framework that caps economic growth in the most polluting economies will lessen human impact on biodiversity. When coupled with a cap‐and‐trade mechanism, the framework can also provide a powerful tool for redistribution of wealth. Such an equity‐based framework promises to be more inclusive and therefore more effective because it accounts for the disparate developmental conditions of the global north and south.  相似文献

Contemporary strategies for natural resource management espouse the need to integrate local people and their livelihood needs into biodiversity conservation projects to achieve sustainable ‘development and ecological integrity’. Valuation of natural resource use provides empirical evidence and conceptual arguments of local people's dependence on these resources, which could be factored into biodiversity conservation planning. Based on household surveys and key informant interviews, this study looked at the contribution of dryland natural resources to the livelihoods of two culturally different but neighbouring communities, the San and Mier, bordering Kgalagadi Transfrontier Park, South Africa. Overall, natural resources represented an important livelihood source for the San, contributing on an average 32% of total annual income, compared to 9% for the Mier. Fuelwood was the predominant contributor to natural resource incomes in both cases. Income quintile analysis showed that dependence on natural resources decreased moving to higher income groups for Mier households, but increased with income for San households. Well-off households still derived higher total income from natural resources; often from the more lucrative sources of such income, notably from fuelwood sales. Contextual factors such as culture and social institutions, among others, influenced access to, and consequently the use of, particular resources and the value of these to households. Sustainable natural resource management interventions should consider these disparities in patterns of natural resource dependence among different income groups.  相似文献

Novel management interventions intended to mitigate the impacts of climate change on biodiversity are increasingly being considered by scientists and practitioners. However, resistance to more transformative interventions remains common across both specialist and lay communities and is generally assumed to be strongly entrenched. We used a decision-pathways survey of the public in Canada and the United States (n = 1490) to test two propositions relating to climate-motivated interventions for conservation: most public groups are uncomfortable with interventionist options for conserving biodiversity and given the strong values basis for preferences regarding biodiversity and natural systems more broadly, people are unlikely to change their minds. Our pathways design tested and retested levels of comfort with interventions for forest ecosystems at three different points in the survey. Comfort was reexamined given different nudges (including new information from trusted experts) and in reference to a particular species (bristlecone pine [Pinus longaeva]). In contrast with expectations of public unease, baseline levels of public comfort with climate interventions in forests was moderately high (46% comfortable) and increased further when respondents were given new information and the opportunity to change their choice after consideration of a particular species. People who were initially comfortable with interventions tended to remain so (79%), whereas 42% of those who were initially uncomfortable and 40% of those who were uncertain shifted to comfortable by the end of the survey. In short and across questions, comfort levels with interventions were high, and where discomfort or uncertainty existed, such positions did not appear to be strongly held. We argue that a new decision logic, one based on anthropogenic responsibility, is beginning to replace a default reluctance to intervene with nature.  相似文献

Abstract: Policies to reduce global warming by offering credits for carbon sequestration have neglected the effects of forest management on biodiversity. I review properties of forest ecosystems and management options for enhancing the resistance and resilience of forests to climate change. Although forests, as a class, have proved resilient to past changes in climate, today's fragmented and degraded forests are more vulnerable. Adaptation of species to climate change can occur through phenotypic plasticity, evolution, or migration to suitable sites, with the latter probably the most common response in the past. Among the land-use and management practices likely to maintain forest biodiversity and ecological functions during climate change are (1) representing forest types across environmental gradients in reserves; (2) protecting climatic refugia at multiple scales; (3) protecting primary forests; (4) avoiding fragmentation and providing connectivity, especially parallel to climatic gradients; (5) providing buffer zones for adjustment of reserve boundaries; (6) practicing low-intensity forestry and preventing conversion of natural forests to plantations; ( 7) maintaining natural fire regimes; (8) maintaining diverse gene pools; and (9) identifying and protecting functional groups and keystone species. Good forest management in a time of rapidly changing climate differs little from good forest management under more static conditions, but there is increased emphasis on protecting climatic refugia and providing connectivity.  相似文献

The reintroduction of a species that is extinct in the wild demands caution because reintroduction locations may be associated with threats, such as hunting, poor-quality habitat, and climate change. This is the case for Cyanopsitta spixii (Spix's Macaw), which has been extinct in the wild since 2000. The few living individuals were created in captivity and will be used in a reintroduction project within the species’ original distribution area, the Caatinga domain (Brazil). Because the occurrence records for this bird are old and inaccurate, we investigated the current and future environmental suitability of the 14 plant species used by C. spixii as resource. These plants are key elements for the long-term reestablishment of the species in the wild, so the use of models helps in the assessment of the effects of climate change on the availability of these resources for the species and informs selection of the best places for reintroduction. We based our models of environmental suitability on 19 bioclimatic variables and nine physical soil and topography variables. Climate projections were created for the present and for the year 2070 with an optimistic (SSP2-4.5) and a pessimistic (SSP5-8.5) climate scenario. Both future climate scenarios lead to a reduction in area of environmental suitability that overlapped for all the plant species: 33% reduction for SSP2-4.5 and 63% reduction for SSP5-8.5. If our projections materialize, climate change could thus affect the distribution of key resources, and the maintenance of C. spixii would depend on restoration of degraded areas, especially riparian forests, and the preservation of already existing natural areas. The Caatinga domain is very threatened by habitat loss and, for the success of this reintroduction project, the parties involved must act to protect the species and the resources it uses.  相似文献

The conservation community increasingly views the corporate sector as a positive force for conservation. Collaborations between corporations and nongovernmental conservation organizations (NGOs) seek to mitigate the negative effects of corporate activities and augment positive conservation outcomes. I reviewed the establishment of corporate social responsibility (CSR) policies by corporations; the emerging focus on environmental practices and sustainability; and the history of engagement between corporations and nongovernmental organizations. I considered the ethical and reputation vulnerabilities of these collaborations, which depend especially on the financial nature of the relationship and reviewed how CSR approaches have influenced corporate practices. I concluded that whereas CSR practices can act to mitigate negative environmental impact, to date they have had limited positive effect on biodiversity conservation. Conservationists need methods to conserve biological diversity while allowing species and communities to rearrange in response to a changing climate. We developed and tested such a method for northeastern North America that we based on physical features associated with ecological diversity and site resilience to climate change. We comprehensively mapped 30 distinct geophysical settings based on geology and elevation. Within each geophysical setting, we identified sites that were both connected by natural cover and that had relatively more microclimates indicated by diverse topography and elevation gradients. We did this by scoring every 405 ha hexagon in the region for these two characteristics and selecting those that scored >SD 0.5 above the mean combined score for each setting. We hypothesized that these high‐scoring sites had the greatest resilience to climate change, and we compared them with sites selected by The Nature Conservancy for their high‐quality rare species populations and natural community occurrences. High‐scoring sites captured significantly more of the biodiversity sites than expected by chance (p < 0.0001): 75% of the 414 target species, 49% of the 4592 target species locations, and 53% of the 2170 target community locations. Calcareous bedrock, coarse sand, and fine silt settings scored markedly lower for estimated resilience and had low levels of permanent land protection (average 7%). Because our method identifies—for every geophysical setting—sites that are the most likely to retain species and functions longer under a changing climate, it reveals natural strongholds for future conservation that would also capture substantial existing biodiversity and correct the bias in current secured lands.  相似文献
