This paper deals with the environmentally important issue regarding how best to motivate citizens to reduce their individual waste production. The paper discusses the pros and cons of the various financial incentives incorporated into the waste charging mechanism, pay-as-you-throw (PAYT). Pay-as-you-throw breaks with the tradition of paying for waste services through general blanket taxes or levies in the form of flat rates in that households are required to pay individually adjusted fees in the same way as water and electricity bills are calculated on an individual consumption basis. This difference is achieved through the interplay of three principal components which mark the technical implementation of PAYT: identification as a vehicle to attain accountability, measurement of the generated waste and/or corresponding services, and unit pricing as the basis for individual charges proportional to the extent of the obtained services. However, any motivating factor for inducing citizens to dispose of their recyclable discards and residual waste must be supported by a well developed collection infrastructure, good media information and an appropriate, transparent charging policy. Of particular importance is the use of a multi-tiered charge model, i.e., the charging of a fixed minimum fee plus certain variable components payable in respect of the service structure. The introduction of a basic charge, albeit reducing the intensity of the incentives created by the PAYT system, ensures that certain fixed costs for the provision of waste services will be covered independently from the actual waste developments and, at the same time, minimises the temptation to attempt to bypass the system. Such an arrangement for the waste charges neither contradicts the principle of pay-as-you-throw nor does it impair the waste diversion for which it is implemented. Waste statistics and figures representing the waste charging situation in Germany indicate that there is a relatively good correlation between the level of recycling and the amount of perceived financial motivation provided by PAYT. Waste stream developments in areas using such charging schemes generally suggest that the reduction goals are being achieved. Single figures on decreasing quantities of collected residual waste, however, say little about the actual efficiency of differentiated waste charging models and deliver little in the way of reasoned explanation as to why the diffusion of variable rate pricing is progressing painstakingly slowly. To evaluate the success, feasibility and problems of PAYT schemes, one needs to consider the various ways for technically implementing this approach in practice, and must take a broader look into the wide spectrum of available waste services and into more factors that influence their efficiency and acceptance. Urban structure settings assume a particular importance here as do the specific goals of social policy which, among others, are reflected in the charging mechanisms applied. Practical experience, however, shows that solutions can be found which allow most of the concerns and area specifics to be accommodated and waste streams to be influenced in the desired way. Aside from this, positive effects as to waste collection efficiency can also be achieved, which contribute towards long-term environmental improvements and countervail the incremental costs of implementing PAYT.  相似文献

There are 34 local authorities in Ireland with legal responsibility to deal with waste arising in their jurisdictions. In 2003 the National government introduced legislation that allows local authorities to recover the costs of waste collection and disposal, and to do so by 'executive function', i.e., not requiring support or agreement by the relevant local political representatives. The year 2005 was set as the date by which implementation of a pay by weight or volume was to be introduced. The local authorities were given autonomy as to how they addressed this challenge, so we have - in theory - 34 potentially different experiences from which to learn. This paper examines the pay-as-you-throw (PAYT) waste system in Ireland as it develops in line with EU and National demands, with a view to assessing economic and environmental efficiency. All local authorities were surveyed and thirteen responded. While this only represents about 38% of the total number, it includes jurisdictions that contribute in total more than 50% of waste arising. Key figures in the policy and business community were also interviewed in order to identify how the charging schemes were implemented, and to what effect. These insights and parallel investigations are used to review the potential for problems regarding public acceptability of environmental taxes and examine the evidence for economic and environmental efficiency, as well as problem areas, using data from each of the responding local authority jurisdictions. Concentrating on the incentives and drivers across households, municipalities and private waste contractors, the variations in charging system, annual charges and landfill charges are compared where information was available. The various jurisdictions are also examined in terms of relative successes and problems encountered in the transition from fixed charge or free waste collection to PAYT systems. The Irish situation is placed in the context of the international literature on PAYT, the growing waste crisis, environmental attitudes vs. behaviours, and the acceptability of environmental taxes generally.  相似文献

Unit-charging programs known as pay-as-you-throw (PAYT) for municipal solid waste in Japan were surveyed. The number of municipalities that have implemented PAYT for combustible waste totaled 954 (30%) in 2003. The introduction of PAYT programs peaked in the early 1970s and again in the 1990s. PAYT has tended to be adopted by municipalities with small populations (less than 30,000). PAYT charging systems can be roughly divided into two groups: simple unit-pricing programs and two-tiered pricing programs. It is difficult to see the relationship between PAYT and waste reduction by simple inspection of the overall changes throughout Japan. Case studies of four municipalities showed that the implementation of PAYT programs reduced the amount of residual waste generated by 20% to 30%. In combination with other measures, especially the recycling of containers and packaging, PAYT programs can bring about a dramatic reduction in waste.  相似文献

Since 2005, France has been facing a reform of the financial regulation of the management of municipal solid waste, by tax or flat fees. Nevertheless, the application of unit pricing is limited to about 15 local authorities, but interest is expanding. The French examples confirm the efficiency of this PAYT system. The prevention and the sorting of packaging waste are increasing and the quantity of residual waste falling. But, we have highlighted the difficulty for the local authorities to balance their budgets during the years of PAYT system implementation. After a short review of the situation in France of the financing of waste services, and in particular of PAYT system, the paper presents, firstly the financial model and then, the results of its application in two communities. The cost model takes into account the expenditure of management on various waste flows and the revenues for the sale of by-products. A financial balance is ensured by the payments from households. Consequently, the unit pricing and the effect of the behaviour of the inhabitants are introduced into the simulation model. The application on two local authorities showed that the increase of sorting waste did not restore the balance. From the analysis, three reasons explain this situation: Thus, the development of the tariff must be carried out according to an economic approach. In the end, after the presentation of the financial modelling and its application, we make recommendations to aid the implementation of the PAYT system and the development of the pricing structures by local authorities.  相似文献

Municipal waste charges in Spain are very widespread, although their application varies significantly among different municipalities. Most commonly, waste charges are implemented as a flat rate, but some of them depend on indicators such as household water consumption, the land area of the property or the value of the real estate. Only one residential pay-as-you-throw scheme has been applied so far. It was a pay-per-bag scheme implemented in Torrelles de Llobregat, Barcelona. A number of other systems focussing only on commercial waste have been implemented in Spain. Several factors suggest that new pay-as-you-throw schemes will be adopted in the near future. In 2000 no municipalities had door-to-door collection schemes; since then over 70 municipalities have implemented them. In addition to this, some regions encourage the separate collection of commercial waste, by means of doorstep schemes. In all of these areas, variable charging systems could be easily adopted. Additionally, regarding waste charges, the National Waste Plan (2000-2006) advocated for the implementation of "pilot experiences for the quantitative application of the polluter-pays-principle". The tendency towards these variable charging systems in Europe will also favour their introduction in Spain.  相似文献

The paper presents results of research into municipal waste treatment in the Czech Republic. Its special focus is on the impacts of various municipal solid waste charging systems on separating and recycling efforts of municipalities and households. The municipal solid waste charging systems are shortly described first, including the principles of the relevant Czech legislation. It shows that the Czech waste legislation provides space for implementing Pay-as-You-Throw (PAYT) models in the Czech Republic. The main results of representative surveys conducted by the authors within the EU PAYT project in 2003 in selected Czech municipalities and Prague households are shown. The survey confirmed that in municipalities that apply the PAYT charging system, citizens separate more waste and produce less residual waste. The survey data analysis has also shown which factors contributing to satisfactory waste separation are relevant and should be taken into the account when providing policy recommendations for introducing PAYT charging systems in other cities.  相似文献

Many life cycle assessment studies have evaluated and compared the environmental performance of various technologies for recycling plastic containers and packaging in Japan and other countries. However, no studies have evaluated the combination of recycling technologies in consideration of the resin composition in terms of the quantity of each recycled product so as to maximize their environmental potential. In this study, 27 scenarios of recycling schemes for household waste plastic containers and packaging are developed through integrating a conventional recycling scheme with additional recycling schemes. The conventional recycling scheme involves municipal curbside collection and either the material recycling or feedstock recycling of waste plastics. The additional recycling schemes are feedstock recycling in steel works of the residue from conventional material recycling processes, and corporate voluntary collection and independent material recycling of specific types of plastic trays. Life cycle assessment based on the modeling of recycling processes considering the resin composition in terms of the quantity of each recycled product is applied to evaluate and compare these scenarios from the viewpoints of fossil resource consumption and CO2 emission. The results show that the environmental loads are reduced in all scenarios including the additional recycling schemes compared with the conventional recycling scheme. However, the independent plastic tray recycling scheme exhibits lower additional environmental savings when the residue recycling scheme is integrated with the conventional material recycling scheme. This is because both additional recycling schemes aim to utilize polystyrene and polyethylene terephthalate, which would otherwise be incinerated as residue from material recycling processes. The evaluation of the environmental loads of plastic recycling with consideration of the resin composition in terms of the quantity of each recycled product makes it possible to investigate recycling schemes that integrate different technologies to maximize their environmental potential.  相似文献

The fairness of PAYT systems: some guidelines for decision-makers   总被引:1,自引:0,他引:1  
Although the whole idea behind the PAYT approach is to develop a fairer system of waste charges than currently used, there still remains a number of issues that need to be considered when designing any given application of the PAYT principle, bearing in mind the variety of possible PAYT systems and the set of factors that influence their implementation. We assume that the perception of the system's fairness affects acceptance and thus participation, in the sense that the higher the perceived fairness the higher will be the acceptance of the system and, therefore, the higher the participation will be. Consequently, when it comes to analysing the acceptance of the implementation of a PAYT system or its effective functioning, waste management decision-makers should be interested in making sure that the system is perceived as fair in order to ensure a high participation rate. In addition, from a social point of view, decision-makers and politicians may be interested in the consequences of the operation of the system for other social values and in its impacts on particular groups of participants. This presentation examines the conditions for fairness and the considerations that should be taken into account so as to design a fair PAYT system in a specific municipality.  相似文献

As environmental awareness rises, integrated solid waste management (WM) schemes are increasingly being implemented all over the world. The different WM schemes usually address issues such as landfilling restrictions (mainly due to methane emissions and competing land use), packaging directives and compulsory recycling goals. These schemes are, in general, designed at a national or regional level, whereas local conditions and constraints are sometimes neglected. When national WM top-down policies, in addition to setting goals, also dictate the methods by which they are to be achieved, local authorities lose their freedom to optimize their operational WM schemes according to their specific characteristics. There are a myriad of implementation options at the local level, and by carrying out a bottom-up approach the overall national WM system will be optimal on economic and environmental scales. This paper presents a model for optimizing waste strategies at a local level and evaluates this effect at a national level. This is achieved by using a waste assessment model which enables us to compare both the economic viability of several WM options at the local (single municipal authority) level, and aggregated results for regional or national levels. A test case based on various WM approaches in Israel (several implementations of mixed and separated waste) shows that local characteristics significantly influence WM costs, and therefore the optimal scheme is one under which each local authority is able to implement its best-fitting mechanism, given that national guidelines are kept. The main result is that strict national/regional WM policies may be less efficient, unless some type of local flexibility is implemented. Our model is designed both for top-down and bottom-up assessment, and can be easily adapted for a wide range of WM option comparisons at different levels.  相似文献

The organic fraction of municipal solid wastes in Southeast Asia, which has a high moisture content, accounts for a large proportion of total waste. Local governments need to pay adequate attention to the composition of wastes to determine alternative waste management technologies. This study proposed the use of a triangle diagram to describe changes in proximate composition and rates of successful source separation of municipal solid waste and to identify technical challenges about alternative waste management technologies such as incineration, composting, and refuse-derived fuel production based on physical and proximate composition analysis of household waste sampled in Hanoi, Vietnam, as a case study. The analysis indicated the effectiveness of different types of source separation as well as different levels of successful achievement of source separation as an adjustment mechanism for the proximate composition of waste. Proper categorization of wastes for source separation is necessary for the appropriate use of alternative waste management technologies. The results showed that, at a source separation rate of just greater than 0.52 in a three-way separation scheme, the waste separated as combustible waste would be suitable for incineration with energy recovery. Based on well-designed schemes of source separation, alternative waste management technologies can be applied.  相似文献

Waste from electrical and electronic equipment (WEEE) constitutes one of the most complicated solid waste streams in terms of its composition, and, as a result, it is difficult to be effectively managed. In view of the environmental problems derived from WEEE management, many countries have established national legislation to improve the reuse, recycling and other forms of recovery of this waste stream so as to apply suitable management schemes. In this work, alternative systems are examined for the WEEE management in Cyprus. These systems are evaluated by developing and applying the Multi-Criteria Decision Making (MCDM) method PROMETHEE. In particular, through this MCDM method, 12 alternative management systems were compared and ranked according to their performance and efficiency. The obtained results show that the management schemes/systems based on partial disassembly are the most suitable for implementation in Cyprus. More specifically, the optimum scenario/system that can be implemented in Cyprus is that of partial disassembly and forwarding of recyclable materials to the native existing market and disposal of the residues at landfill sites.  相似文献

A number of waste life cycle assessment (LCA) models have been gradually developed since the early 1990s, in a number of countries, usually independently from each other. Large discrepancies in results have been observed among different waste LCA models, although it has also been shown that results from different LCA studies can be consistent. This paper is an attempt to identify, review and analyse methodologies and technical assumptions used in various parts of selected waste LCA models. Several criteria were identified, which could have significant impacts on the results, such as the functional unit, system boundaries, waste composition and energy modelling. The modelling assumptions of waste management processes, ranging from collection, transportation, intermediate facilities, recycling, thermal treatment, biological treatment, and landfilling, are obviously critical when comparing waste LCA models.This review infers that some of the differences in waste LCA models are inherent to the time they were developed. It is expected that models developed later, benefit from past modelling assumptions and knowledge and issues. Models developed in different countries furthermore rely on geographic specificities that have an impact on the results of waste LCA models. The review concludes that more effort should be employed to harmonise and validate non-geographic assumptions to strengthen waste LCA modelling.  相似文献

Tradable-permit schemes are becoming an increasingly popular technique for encouraging materials recovery and the diversion of waste from landfill. Such schemes operate using various forms of market-based trading of waste permits between polluters but usually rely on mandatory recycling targets to provide an incentive for trading. Using the UK's Packaging Recovery Note (PRN) scheme as a template, this paper examines the potential for permit trading where mandatory targets are absent and schemes must be driven solely by the financial benefits of reduced landfill costs and permit/material sales. The case examined is sterilized clinical waste, which has considerable recycling potential but suffers from health concerns and a poor public image. Interviews with healthcare and waste-management representatives indicate that although elements of the PRN scheme might prove appropriate for encouraging materials recovery, the absence of government targets and uncertain end markets for sterilized clinical waste present major obstacles to trading. Alternative incentives would therefore be required to catalyse schemes and develop recycling infrastructure. In the final analysis, thermal processing may be a more practical alternative to landfill than materials recovery for this particular waste stream.  相似文献

Differential and variable rates (DVR) in waste collection charging give a price incentive to households to reduce their waste and increase recycling. International empirical evidence confirms the effectiveness of DVR schemes, with limited unwanted side effects. In the Netherlands, currently some 20% of the population is charged at DVR. This is less than in several other countries. Taking into account differences between types of households and dwellings, this study analyses various scenarios for extended use of DVR in the Netherlands. The analysis shows that further penetration of DVR is a cost-effective instrument for waste reduction and more recycling. Moreover, DVR can itself be seen as a necessary condition for the successful implementation of other economic instruments, such as waste taxes. It is therefore recommended to stimulate municipalities to adopt DVR schemes in the Netherlands, accompanied by the provision of adequate facilities for waste separation by households. Before introducing DVR in ‘very strongly urbanized’ municipalities (i.e. the 12 largest cities in the Netherlands) a pilot experiment in one of them might be useful to test the behavioral response in this category.  相似文献

In Taiwan, typhoons usually result in a large amount of waste that needs to be removed in a short time from July to October. This study reviewed the relevant regulations on the clean-up of typhoon waste, including emergency response regulations, organizations and information systems; and we also discuss different typhoon waste clean-up and disposal methods. The results indicate that the parameters other than the maximum wind speed, such as the maximum accumulated rainfall, flooded area, waste output, sludge output, disinfected area and government dispatched attendance reached statistical significance (p < 0.05). Waste, tree branches and bird carcasses were primarily incinerated, while silt and building materials were buried, and pig and cattle carcasses were placed in a landfill with the tertiary treatment of wastewater. This study also reports on the relevant regulations for prevention of epidemics among personnel working in disaster areas. The results can provide important references for the disposal of typhoon waste in developing countries. As Asian countries have similar life styles and are often attacked by typhoons, the results of this study provide Asian countries with the operating experience of Taiwan in emergency treatment of solid waste resulting from typhoons as a reference for them to plan response systems and operation.  相似文献

The implementation of landfill gas to energy (LFGTE) projects has greatly assisted in reducing the greenhouse gases and air pollutants, leading to an improved local air quality and reduced health risks. The majority of cities in developing countries still dispose of their municipal waste in uncontrolled 'open dumps.' Municipal solid waste landfill construction practices and operating procedures in these countries pose a challenge to implementation of LFGTE projects because of concern about damage to the gas collection infrastructure (horizontal headers and vertical wells) caused by minor, relatively shallow slumps and slides within the waste mass. While major slope failures can and have occurred, such failures in most cases have been shown to involve contributory factors or triggers such as high pore pressures, weak foundation soil or failure along weak geosynthetic interfaces. Many researchers who have studied waste mechanics propose that the shear strength of municipal waste is sufficient such that major deep-seated catastrophic failures under most circumstances require such contributory factors. Obviously, evaluation of such potential major failures requires expert analysis by geotechnical specialists with detailed site-specific information regarding foundation soils, interface shearing resistances and pore pressures both within the waste and in clayey barrier layers or foundation soils. The objective of this paper is to evaluate the potential use of very simple stability analyses which can be used to study the potential for slumps and slides within the waste mass and which may represent a significant constraint on construction and development of the landfill, on reclamation and closure and on the feasibility of a LFGTE project. The stability analyses rely on site-specific but simple estimates of the unit weight of waste and the pore pressure conditions and use "generic" published shear strength envelopes for municipal waste. Application of the slope stability analysis method is presented in a case study of two Brazilian landfill sites; the Cruz das Almas Landfill in Maceio and the Muribeca Landfill in Recife. The Muribeca site has never recorded a slope failure and is much larger and better-maintained when compared to the Maceio site at which numerous minor slumps and slides have been observed. Conventional limit-equilibrium analysis was used to calculate factors of safety for stability of the landfill side slopes. Results indicate that the Muribeca site is more stable with computed factors of safety values in the range 1.6-2.4 compared with computed values ranging from 0.9 to 1.4 for the Maceio site at which slope failures have been known to occur. The results suggest that this approach may be useful as a screening-level tool when considering the feasibility of implementing LFGTE projects.  相似文献

The national waste legislation, introduced in India in 2000, endorses the principle of "Recycle Before Disposal" and clearly stipulates composting as an option for organic waste treatment. It also recommends waste separation as prerequisite for treatment. Although various composting schemes of different scale, type and organisational structure currently exist in the country, a general overview is lacking and very little independent site-specific information is available. This paper presents the results of a study assessing 17 decentralised systems from the cities of Bangalore, Chennai, Pune, and Mumbai. The schemes were classified according to their organisational setup into: (1) citizens' and community initiatives; (2) business and institution initiatives operating on their premises; and (3) small and medium-size private sector initiatives. These categories also coincide with different operational scales. Community initiatives have developed from unreliable collection services, and composting emerged mainly as a spin-off activity from the collection system to reduce waste delivery to the communal containers emptied by the municipal services. The potential to launch and sustain decentralised composting schemes is dependent on the municipal provision of adequate space. This paper summarises further key issues pertaining to the assessed schemes and reveals overall deficiencies in the field of accounting and transparency, composting technique and marketing, as well as municipal authority involvement.  相似文献

This paper covers the Flemish legislative tools concerning the management of bottom ash, fly ash and APC residue from municipal waste incinerators, with respect to their contamination with heavy metals. The situation in Flanders is compared to the one in the Walloon region, The Netherlands, Germany and France. Waste management in the countries considered differs on the level of available management options, of leaching tests and of limit values. To make an indicative comparison of leaching tests and limit values in the different countries, leaching tests were carried out on bottom ash and fly ash, and the results are compared to the relevant limit values for recycling and landfilling of the different countries. The comparison of legislations as well as the leaching results show that discrepancies in waste management between the different regions and countries exist. Recently, European limit values for landfilling became available. European legislation on recycling, however, has not been developed and urgently needs to be considered and drafted as the market for recycling can be expanding rapidly.  相似文献

This paper refers to the management of the construction and demolition (C&D) waste since, according to the EU Waste Strategy, C&D waste is considered to be one of the priority waste streams and appropriate actions need to be taken with respect to its effective management. Initially, the paper presents the state-of-the-art of the problem of C&D waste, including the amount and composition of C&D waste in EU countries, differences in the characteristics of this waste stream depending on its origin, as well as collection and management practices that are applied. A methodology is described for the estimation of the quantities of the waste stream under examination, since in most cases quantitative primary data is not available. Next, the fundamentals for the development of an integrated scheme for the management of C&D waste are presented and discussed, such as appropriate demolition procedures and location of waste management (off-site waste management, on-site waste management, direct on-site recovery, centralized on-site recovery). Finally, taking into consideration all relevant parameters, alternative systems that could be applied for the management of the C&D waste are suggested.  相似文献

The kaolin processing industry generates large amounts of waste in producing countries such as Brazil. The aim of this study was to characterize kaolin processing waste and evaluate its suitability as an alternative ceramic raw material for the production of porous technical ceramic bodies. The waste material was physically and chemically characterized and its thermal behaviour is described. Several formulations were prepared and sintered at different temperatures. The sintered samples were characterized to determine their porosity, water absorption, firing shrinkage and mechanical strength. Fired samples were microstructurally analysed by X-ray diffraction and scanning electron microscopy. The results indicated that the waste consisted of quartz, kaolinite, and mica, and that ceramic formulations containing up to 66% of waste can be used for the production of ceramics with porosities higher than 40% and strength of about 70 MPa.  相似文献
