ABSTRACT: Texas river authorities are a type of large, regional water district that must be financially self-sufficient. An institutional and historical study of Texas river authorities reveals the broad power of these organizations and their influence in water management. River authorities now control 25 percent of surface water deliveries in Texas. Over two-thirds of authority water was developed by river authorities; nearly one-third was purchased from private or public ventures. While river authority activities have been effective where these services are marketable, the provision of public good services is limited. Increased visibility of these organizations is paralleled by challenges to their traditional autonomy.  相似文献

The concept of water conservation has increased in importance because of revisions in the rules and procedures for performing cost-benefit analyses of federal water projects. These revisions include a requirement that nonstructural and water conservation measures be incorporated into economic assessments of projects. Project analyses will now proceed as if water supplies were allocated “most effectively,” that is, to their highest valued uses. A related requirement provides that the net benefits of any project should now be valued using willingness to pay measures. A specific cost-benefit methodology accommodating the revisions is constructed and discussed. Informational requirements for applying this methodology are identified. In addition to being consistent with federal mandates, this technique offers important advantages over the traditional “requirements” approach to water supply planning.  相似文献

ABSTRACT: The elimination of groundwater overdraft was a key feature of the 1980 Arizona Groundwater Management Act. To achieve this goal, the Arizona Department of Water Resources identified several Active Management Areas and developed urban, industrial, and agricultural water conservation plans. This study examines the reductions in groundwater use through agricultural water conservation in the Phoenix Active Management Area (AMA). Linear programming models are developed to analyze changes in groundwater use and net returns to agriculture over a 38-year period, 1990 to 2025, for farming areas in the Phoenix AMA. Results indicate that the agricultural conservation program provides only modest groundwater savings under a wide range of scenarios. The low level of savings is partly due to the current economically efficient use of water. Other policy measures such as retiring agricultural land may be necessary if the Phoenix AMA is to meet its overdraft reduction goals; even if urban water conservation goals are met.  相似文献

ABSTRACT: This paper presents the significant conclusions of research conducted over a four-year period, the purpose of which was to analyze the operation of three citizen advisory groups established in conjunction with Level B Studies of the New England River Basins Commission. The three Studies were the Long Island Sound Study, the Southeastern New England Study, and the Supplemental Flood Management Study of the Connecticut River Basin Program. The research examined the criteria and procedures used for selection of members, the relevant personal characteristics of the members, the procedures employed for carrying out their responsibilities, and the relative importance of group functions as perceived by both citizen advisors and professional study participants. The impact of these factors upon the effectiveness of citizen advisory groups as a strategy of public participation is evaluated. The paper includes recommendations, derived from the research, for the use of planning agencies seeking to maximize the effectiveness of citizen advisory groups.  相似文献

ABSTRACT: Since Saskatchewan assumed the responsibility for managing the Province's water resources in 1930, the importance of the Province's water resources has been recognized by assigning the responsibility for managing the resource to higher levels in the government structure. With such recognition, there tended to be an overlapping of responsibilities that resulted in undefined areas of jurisdiction and duplication of services. Also, there was no opportunity for direct public participation in the management structure. These deficiencies were recognized, and following a series of public hearings a “Cabinet Committee on Water Concerns” in 1983 concluded that the most appropriate government structure for managing the water resources of Saskatchewan would be a Crown corporation. As a result, in 1984 the Saskatchewan Water Corporation was formed and given the responsibility to manage, administer, develop, control, and protect the water and related land resources in Saskatchewan. An important aspect of this responsibility was that the corporation should initiate a process of public involvement. Thus, six “Regional Watershed Advisory Boards” were established. The Advisory Boards provide the Corporation with a linkage to the general public by providing advice, participating in policy revision and development, and assisting Corporation staff in other related water management activities.  相似文献

ABSTRACT In this paper, we discuss how user fees and congestion tolls can be used to improve the efficiency and equity with which the inland waterway system is managed. The advantages and disadvantages of various types of user fees (fuel taxes, segment tolls, and license fees) are presented. The rationale for the employment of congestion tolls on congested waterways is discussed. A segment toll that is equated to average variable cost is recommended for uncongested existing waterwyas. When existing waterways are congested, congestion tolls, in addition to the segment tolls, are recommended, A two-part tariff, consisting of segment tolls and an annual license fee, is recommended for “new” uncongested waterways. A three-part tariff, consisting of the first two parts plus congestion tolls, is recommended for “new” congested waterways.  相似文献

To answer the difficult question of how to integrate operation of ground and surface water supplies into their management plans, the decision-makers must be able to predict the effects of various alternative modes of operation and meteorological conditions on the groundwater basin. Many types of models have been used for simulating the behavior of groundwater basins under these changes. Analog simulators, analog computers, and digital computers have been employed for model development. To achieve plausible models, detailed hydraulic and hydrologic characteristics are required, such as data on transmissivity, storage, and net deep percolation. These data are used in the equations that form the model. Water quality, which cannot be separated from quantity, deserves equal consideration. Recently, considerable efforts have been made to develop water quality prediction tools through the use of modeling techniques.  相似文献

ABSTRACT. The role of initial baseflow, or the baseflow at the beginning of storm precipitation, in modifying mathematical rainfall-runoff relations is analyzed by using data from 95 storms over a drainage basin in Illinois. A regression model is set up with total runoff, surface runoff, baseflow runoff, and peak flow as dependent variables, and storm precipitation, initial baseflow, effective and total storm durations, and highest and lowest temperatures during the storm as independent variables. Stepwise regression analyses show that storm precipitation and initial baseflow are the most important variables for making dependent variable estimates. The standard error estimates using only storm precipitation and initial baseflow as predictors show a seasonal trend with a peak in July, August, or September. An understanding of the role of baseflow as an indicator of average soil moisture condition over the basin can be of great help in short-term reservoir regulation and flood warning.  相似文献

ABSTRACT: While minimum variance theory appears to offer an explanation for the hydraulic behaviour and regularity among channel systems it is not entirely successful in predicting the regime of a channel system. In the case of the Namoi-Gwydir river system the hydraulic variables velocity, depth, width, slope, friction, and shear appear to govern the behaviour and, hence regime of the channels. Engineers have traditionally led the planning effort in water resources developments. The engineer's leadership role in water resources, as well as in many other planning activities, has been challenged by technical and scientific people as well as by the general public for insensitivity to social, aesthetic, ecological, and political problems created by planning. The paper draws attention to the fact that the engineer cannot continue to expect the role of leadership to fall to him unless he prepares himself properly for that role. However, it is brought out that the engineer, by his education and training, is still the best qualified among all the representatives of the various disciplines associated with water resources planning to lead the planning effort if he prepares himself for the task. The requirements for preparation for leading water resources planning are outlined.  相似文献

ABSTRACT: Municipal water utilities, when faced with drought conditions, typically impose a temporary water use restrictions program to achieve conservation goals. If water is sufficiently price-elastic, however, at least some of the problems associated with restrictions can be avoided by imposing a drought surcharge and allowing users to adjust voluntarily. This paper develops two sources of evidence on price elasticity in Honolulu, Hawaii, with the evidence suggesting that a drought surcharge will induce much of the desired conservation, especially when used with educational publicity.  相似文献

Efficiency in the use of water for irrigation is normally defined in a physical sense - engineering and agronomic; and it is often assumed that higher efficiency is desirable. However, in an economic sense, there is an optimum range in the level of physical efficiency. Normally it can be said that as water prices increase, it becomes more rational to increase physical efficiency by selecting and adopting improved methods of controlling, measuring and applying water, and to design systems of pricing and regulations that will promote optimal allocation and efficient use. However, the value of water is often extremely low, in which case there may be little economic incentive to improve physical efficiency unless forced by physical factors that affect production and productivity such as soil characteristics, waterlogging or nutrient leaching.
The combination of regulations and prices that are used to allocate irrigation water reflect the conflicting goals of redistribution of income in favor of agriculture and needs to encourage efficient use of water. Regulations and pricing systems also depend on the value of water, the dependability of supplies, systems of delivery and the extent to which flows can be regulated.
Using examples and case studies, this paper discusses physical and economic efficiencies and their interrelationships. It emphasizes the role of pricing and regulations and provides general guidelines.  相似文献

The International Drinking Water Supply and Sanitation Decade, which was inaugurated in November of 1980 is intended to focus attention and development efforts on the implementation of national drinking water supply and sanitation plans. This article briefly describes the background and goals of the Decade and analyses the findings and recommendations of a seminar on rural water supply held in Uppsala, Sweden in October of 1980. The meeting, which was jointly sponsored by the Government of Sweden, Uppsala University and the United Nations Department of Technical Cooperation for Development examined – among other issues – appropriate technology; operation and maintenance; monitoring and evaluation; and consumer-producer-donor relationships. La Décennie internationale de l'eau potable et de l'assainissement qui a été inaugurée en novembre 1980 a pour but d'attirer l'attention et de centraliser les efforts sur les plans nationaux pour la fourniture d'eau potable et pour l'assainissement. Cet article décrit brièvement les raisons et les objectifs de la Décennie. Il analyse les résultats et les recommandations d'un séminaire sur la fourniture de l'eau rurale qui s'est tenue à Uppsala, en Suède, en octobre 1980. La réunion qui a été organisée conjointement par le Gouvernement de la Suède, l'Université d'Uppsala et le Département des Nations Unies de la coopération technique pour le développement a étudié, entre autres, la technologie nécessaire, le mode opératoire et l'entretien, la supervision et les estimations, et les rapports entre consommateur, producteur et donateur. El Decenio Internacional del Agua Potable y del Saneamiento Ambiental que se inauguró en noviembre de 1980 enfocará la atención y los esfuerzos de desarrollo en la implementación de los planes nacionales de suministro de agua potable y saneamiento. Este artículo describe brevemente los antecedentes y metas del Decenio y analiza los resultados y recomendaciones de un seminario sobre suministro de agua en zonas rurales realizado en Suecia en octubre de 1980. ABSTRACT: The use of synthetic time series (artificially simulated time series with specific and useful properties built into them) to increase the confidence in the statistical parameters of limited hydrometeorological time series is the subject matter of this paper. By constructing fourteen synthetic time series, a sensitivity analysis is performed to assess the net effect of nonstationarity, number of lags and small sample size on estimated spectral densities. Similarly, the effects of the harmonic-removal procedure on the resulting residual series and the confidence limits in cross spectral analysis are examined in the light of synthetic time series analysis. These analyses clearly indicate the useful supplemental role of synthetic time series in data analysis.  相似文献

ABSTRACT. The interrelationships between the runoff characteristics of watersheds (expressed as the mean annual flood), standard basin parameters (area, drainage properties, and relief), and the parameters which describe the solutional modification of the basins (carbonate rock fractions, sinkhole development, and measures of internal drainage) were used to group 62 carbonate watersheds. Simple binary correlations were obtained by direct plotting of the data. This was followed by multivariate analyses: factor and cluster analyses. Following the cluster analysis, which separated the basins into three groups, the variance within each group was examined again by binary correlations and by factor analysis. Prediction equations for those basins underlain by dolomite rock [QBAR = 12.4 TOT1.01] and for those basins underlain by carbonate rock with very little surface expression [QBAR = 43.5 TOT0.87] were proposed. Basins underlain by karstic limestone had a large amount of variance within the data set; therefore no prediction equation could be obtained. ABSTRACT: Although droughts are a frequent occurrence over much of the United States, response by state and federal government has been ineffective and poorly coordinated. Recently, several states have recognized the value of drought emergency planning and have developed plans to assist them in responding more effectively to prolonged periods of water shortage. These states have created an organizational structure to coordinate the assessment and response activities of state and federal agencies. Each state's drought response plan is unique since each state's water supply and management problems, and their consequent impacts, are unique. The drought response plans developed by Colorado, South Dakota and New York are reviewed here in detail. We recommend that other states affected by frequent and severe water shortages also develop drought emergency plans. These plans will enhance state government's ability to implement effective measures in a timely manner and, ultimately, may provide added incentive for the federal government to develop the national drought response plan called for by the General Accounting Office in 1979.  相似文献

ABSTRACT: An experimental one-year fieldwork has been conducted in the vicinity of the Chernobyl NPP, within an agricultural watershed, to study the transfer of radionuclides brought into the environment by the disaster of 1986. Presented are results of observation of the washout of 137Cs from the runoff plot both in natural conditions and under artificial rainfalls. Beside traditional hydro-logical methods, new techniques were used allowing to consider microtopographical peculiarities of the runoff plot and their role in the redistribution of radionuclides. The estimate of the annual mass balance for the soil and the radionuclides within the runoff plot has shown that, regardless of significant areal variation of their concentration, the 137Cs washout with the solid runoff resulted from artificial rainfalls amounts to some 1 percent of its reserves in the uppermost 5 cm of the topsoil. The same parameter for the natural runoff is lower by an order of magnitude. Both these factors of self-purification are about two times less than natural radioactive decay of 137Cs.  相似文献
