ABSTRACT
Three main issues are discussed: the demands for additional water stemming from population dispersion; supply alternatives to large-scale interbasin transfers; and the displacement of agriculture from nonprofit regions. It is concluded that population dispersion is unlikely to increase aggregate water demands; that large additional supplies are available from other sources at lesser costs; and that a very likely consequence of large-scale transfers will be the displacement of agriculture in other parts of the country.  相似文献

ABSTRACT .The major purpose of existing and proposed diversions of water to the Prairies is for irrigation. Being flat lands adaptable to mechanized agriculture and possessing a good network of rail and highway access, they are well suited for such use. Wheat surpluses, currently a serious problem in Canada, can be expected to melt under world population pressures and conversion of wheat lands to other crops with the advent of irrigation. The water sources envisaged are in the Canadian Arctic watershed with the United States purchasing Canadian water at the boundary. There is an increasing interest in the Canadian Prairie Provinces in regarding water as a commodity and selling some of it to pay for the development required to put the portion retained in Canada to use.  相似文献

Interbasin water transfer is often accomplished by tunnel systems discharging the water from subreservoirs into a main reservoir. Such a system involving an arbitrary number of reservoirs is considered and an iterative method is developed for the determination of all tunnel sizes giving minimum total cost of the system when the individual discharges from the subreservoirs and elevations of the water surfaces of all reservoirs are known. It is assumed that all tunnels are flowing full. Influence of average construction cost per unit volume as well as tunnel roughness and cross-sectional shape is taken into consideration. The corresponding computer program for the general case is presented. The method may also be adapted to pipe systems, open channel systems, or combined systems by introduction of the proper cost functions for these conduits.  相似文献

ABSTRACT: Interbasin water transfer is one of the most controversial water-resources-planning topics. Local communities, particularly those from which the water is to be taken (donor regions), generate enough opposition to doom many projects to failure. The opposition often arises because planners have traditionally considered excess water a free commodity rather than a marketable resource. To make transfer schemes mutually acceptable to donor and recipient regions, visible benefits must be offered. Agreement must be made on an acceptable purchase price and/or on other benefits such as a substantial amount of low flow augmentation or possibly some degree of flood control on the donor source stream. The hydrologic and economic feasibility of water transfer from the East Susquehanna River basin to the Delaware Reservoir System for supplemental supply to the New York City area was investigated. Nine alternative schemes for diversions up to 400 cfs and compensations in the form of low flow augmentation and/or flood control were considered resulting in unit costs to the recipient region between $90 and $380/mg. If only the minimum state-mandated flow is released to the Susquehanna River, the savings to the water recipients would be sufficient to pay a purchase price of about $21/mg, which would be equivalent to a total amount of $420,000/year for an average export of 100 cfs.  相似文献

ABSTRACT The Republic of South Africa, legatee of a three-century history of recurring drought, is firmly committed to a program of the optimum use of its water for the national benefit. Its water law encourages centralized planning in that water is held to be the property of the state and is assignable without requiring acquiescence by the basin or province of origin. Interbasin diversions from the Tugela River to the Vaal River Basin, from the Orange River to the Fish and Sundays River Basins, and from several basins to Cape Town are under construction as are facilities for water importation from Lesotho and Angola. For satisfaction of demands beyond the year 2000 the nation may depend increasingly on a shift of its power production and water-using industry from the coal fields of the central plateau to nuclear power development with associated desalination along its coasts. Alternatively, and preferably, it may cooperate in a co-prosperity bloc in Southern Africa aiding the economies of its neighbors by development for mutual advantage of the water and power resources of the Okavango and other northern rivers.  相似文献

ABSTRACT. Most of Utah's rapid population and industrial expansion is taking place along the western base of the Wasatch Mountains, with consequent increases in water demand. As a part of Utah's “Developing a State Water Plan,” a foundation investigation of the Utah Lake drainage area, which is at the Southern end of the Wasatch Front, was completed which delineated the quantity and quality of the water resources, present water uses, and opportunities for further water conservation. To prepare water budgets, land use data was collected to delineate all areas using water in excess of normal precipitation, which includes agricultural croplands, phreatophytes, open water surfaces, industrial areas, and urban areas. The water budgets were prepared for the time base 1931-1960, but adjusted to physical conditions existing in 1960. The Initial Phase of the Bonneville Unit of the Central Utah Project is presently under construction, with costs expected to exceed 300 million dollars. The principal feature of this project is the exportation of waters from the Colorado River Basin into the Utah Lake drainage area (Great Basin). This importation provides a large number of alternatives for allocation, reallocation of present supplies, and exportation. The possible effects of the Central Utah Project for realizing some of the above alternatives is delineated. Fortunately, the features of this project allow a wide latitude for water management in Utah, thereby facilitating its corporation into a “State Water Plan.”  相似文献

ABSTRACT: Under the riparian doctrine of eastern states, transfers of water to nonriparian lands and, thus, to different river basins, are only possible if the natural flow theory has been modified to allow for reasonable use. Even this adaptation is too nebulous to provide water managers and water users with certainty regarding water transfers. To provide a more precise mechanism for allocating water, 14 eastern states have adopted some form of administrative permitting process. Of these, five states statutorily allow for interbasin transfers of water. Thus far, no states have successfully issued permits for interbasin water transfers but Georgia and South Carolina are positioned to do so. Whether the permitting process will deter court action may rest on the ability of affected parties to negotiate an equitable agreement.  相似文献

ABSTRACT A methodology for predicting the spatial and temporal levels of conservative water quality constituents within a multibasin water resource system is presented. Dissolved solids, sulfates, and chlorides are the constituents used during this investigation; however, any other conservative ion or mineral can be incorporated into the simulation model. The methodology is tested on the proposed Texas Water System. The water quality model, QNET-I, utilizes monthly canal and river flows and reservoir storage levels calculated by the Texas Water Development Board's systems simulation model. Discharge-concentration relationships are developed for each source of water in the system, including significant waste-water discharges. Reservoirs in the system are assumed to be completely mixed with respect to conservative constituents. A mass balance analysis is performed for each node and each month during the simulation period. The output from the water quality simulation is a table of the concentrations of the conservative water quality constituents at each demand point in the system and in each reservoir and canal for every month the system is in operation. The desired quality of the water at the demand locations is used to determine the economic utility of transporting and mixing water from various sources.  相似文献

Neither Canada nor the United States attach much importance to the International Joint Commission (IJC) judging by the size of staffs and annual budgets. The Commission has been restricted to a relatively minor number of functions in the Great Lakes-St. Lawrence. It has investigated: the degree and causes of water and air quality deterioration; the effects of hydroelectric and navigation projects on water levels; the impacts of water-level fluctuations; and the feasibility of a deep waterway from the St. Lawrence to the Hudson River. Projects approved by the Commission have produced less than might be expected through no fault of the Commission. The Great Lakes Fishery Commission has promoted little international management. Budgetary limitations restrict its lamprey control program; institutional limitations restrict its ability to deal effectively with fishery problems. Commission responsibilities are limited to coordination and advisory functions. Since Canada and the United States have not chosen to refer most aspects of river basin management to international bodies, an institutional void exists in the Great Lakes Basin to consider these questions on a continuous basis. ABSTRACT. Elected officials, technical specialists and the public are talking more about “citizen input” into the decision process, and how the people view a given issue or kind of public service. However, problem definition and valid instruments are needed before we can meaningfully predict or understand public attitude relating to a particular issue or concept. The fluoridation of community water supplies was chosen for the present methodological demonstration. This issue achieves a high level of controversy among many public segments [Crain, Katz and Rosenthal, 1969; Davis, 1959; McNeal, 1957]. By 1950, there was widespread endorsement for a national program relating to controlled water fluoridation. Yet, public acceptance of this particular technological advance has not been very high.  相似文献

ABSTRACT. A total of 203 bluegill sunfish (Lepornis macrochirus, Rafinesque) which had been used in several acute zinc experiments carried out under varied environmental conditions were autopsied according to Mount's procedure for determining fish mortality due to zinc poisoning. Three classes of fish were used: those exposed to but not killed by zinc; those killed by zinc; and those not exposed to zinc. Two statistical tests were used to analyze these data and both tests gave results indicating significant differences (a = .05) between all three classes of fish. This indicates that the Mount autopsy technique is very probably a valid generalization. The possibilities of using Mount's technique as a predictive tool are discussed.  相似文献

ABSTRACT Mathematical models are formulated for selection of water resources projects to meet the future additional water requirements of a given region at the minimum present worth cost. The projects available are surface water reservoirs and desalination plants. The modles are used for selecting both the development sequence of projects and their optimum sizes. Decisions with regard to planning time horizon and discount rates are made outside of the mathematical model. The algorithm used for solving these models is an integer programming routine using the implicit enumeration technique. Some computational results are presented for a hypothetical case.  相似文献

Decisions to develop water resources systems so far have been primarily taken on the basis of engineering and economic feasibilities. Very rarely, if ever, sociological feasibility has been considered, except in a very broad sense. Planning is for the people, and it should improve the quality of life. Hence, it is argued that water resources decisions ought to be primarily social ones, and that the success or failure of any resource development should not only be judged by its techno-economic excellence but also by its impact on people. Water resources planning process is discussed, and the difficulties associated with the evaluation of sociological feasibility of projects are enumerated. The social consequences of water development projects are traced through planning, construction, operation and management impacts. Finally, it is suggested that the foremost factor in the success of any water management program is the public understanding and acceptance of that program.  相似文献

ABSTRACT The direction of heated effluents from large thermal power plants into streams and lakes has been a matter of public concern for some time, and the collection of prototype data related to the hydraulic aspects has taken on massive proportions. Unfortunately, most of the data are proprietary and not available for public analysis. The authors have endeavored to collect such data as are available to them for the initiation of steps toward generalization and the discussion of some of the more evident hydraulic considerations. The study is primarily concerned with rivers, including estuaries, with some interest in cooling ponds.  相似文献

ABSTRACT. Evidence from 1969 studies in Virginia and Ohio suggests that neither community leaders nor the general public are likely to define water related problems as major problem areas. An examination of the components of a social problem tends to indicate that water problems have not moved beyond a level of minimal public concern. When respondents were willing to describe existing or potential water problems, perceptions as well as possible solutions were described in abstract rather than action-oriented terms. It is suggested that efforts to eliminate water resource problems are not likely to be effective until public concern moves to motivational and behavioral levels.  相似文献

ABSTRACT. This study investigates economies associated with size of New England water utilities. Regression analysis techniques were applied to annual water cost and production data reported in the American Directory of Water Utilities (1968-1969). Modest economies of size in the production of water were found. Because in large communities more water is used per person, total cost increases at a slightly faster rate than population increases, but per unit costs of producing water decline. Substantial economies occurred when the number of customers was held constant and volume of water per customer increased. This study indicates possible economies when two or more of the many very small utilities combine activities to form a larger unit and by encouraging present customers to use more water.  相似文献

While the science of economics is widely used in Federal water resource development projects, the usual procedure of applying an analytical discipline to arrive at a conclusion is reversed. The “answer” is usually provided ahead of time and economics is assigned the task of justifying the preconceived conclusion. This leads to a series of mitigatory effects in which economics as a science is not allowed to freely function. This article attempts to illustrate some of these “unusual” uses of economics in Federal water projects and note the “answers” we would logically expect from the economic discipline. Even though the theory of economics is often subverted, there are positive aspects to the role of economics in evaluating Federal water projects.  相似文献

Evaporation was measured from a circular evaporation pan, 18 inches in diameter and 8 inches deep. The pan was insulated on the sides and bottom using 2 inches of freon-blown polyurethane foam. A U.S. Weather Bureau Class A evaporation pan was used to obtain reference evaporation measurements. Water evaporation from the Class A pan and the insulated pan were highly correlated. Using a water-methanol mixture, the insulated pan may be operated at temperatures below 32 F; the equivalent liquid water evaporation may be determined using a regression equation.  相似文献

ABSTRACT .Desalting plants can provide a means of firming up erratic natural supplies when properly operated in conjunction with existing water supply reservoir systems. Since the natural inflow is variable, the choice of when to run the desalting plant is difficult. If the plant is turned on too late, a shortage may result; or if the plant runs too long, costly water may be wasted. A computer program is described that can help water planners find an optimal operating rule, i.e., a policy that tells when to turn the plant on and off to meet a given demand. Criteria for defining the firm water yield of the system (with and without desalting) are first defined. The logic of the program is then described. The program, written in FORTRAN IV, successively simulates operation of the given size reservoir-desalting plant system under control of various operating rules and selects the optimal rule as the one which produces the required firm water yield at the least unit cost. The optimal plant size and the staging of construction can also be studied by making a series of computations. Applications of the Operating Rule Program to water systems in California, Utah and New York are described. The studies show that, compared with base load operation, substantial savings are possible if optimum intermittent conjunctive operation of the desalting plant is followed.  相似文献
