Through their powers to regulate land use and their responsibilities for public water supply, local governments are critical players in groundwater protection. Unfortunately, the demands of groundwater protection are high, and many local governments do not have the ability or capacity to develop and implement appropriate management strategies. This paper analyzes groundwater protection experiences on Long Island, New York, a place where groundwater dependence is high, and threats to groundwater are serious. Long Island's experiences highlight the need to approach capacity building for groundwater protection broadly, concentrating on factors such as political commitment and citizen support; enhancement of local technical competency through linkages and support from state and federal governments; and strengthening of institutional arrangements at all levels. 相似文献

They are also caused by pervasive activities, and not solely due to individual, identifiable, large-scale development projects. Compared with groundwater pollution episodes of a point-source nature, nonpoint-source contamination makes for particularly
difficult policy design. This is especially true in the context of a mixed land-use aquifer, where the same pollutant may
derive from various human land-use activities and in different concentrations. To data, the emprirical literature attempting
to estimate the relative loadings of pollutants from alternative land uses is rather sparse. Yet this information is vital
to a variety of numerical computer models used to predict likelihood of groundwater contamination, and the statistical results
are useful in their own right for regional policy formation. Regression analysis is applied to estimate loadings of nitrate
and sodium from various land uses. The model is then used to illustrate how well-intended local groundwater protection policies
that fail to recognize land-use substitution and cross-pollutant effects may be misdirected. 相似文献

Summary The island of Palawan covers some 12000 km2 and is located in the southwest of the Philippines archipelago. It is a beautiful and as yet relatively unspoilt island but in recent years the social and economic pressures on its natural resources and environment have begun to mount. If present trends continue, severe environmental damage will result. In recognition of this danger, the Philippines government and the European Economic Community have commissioned the preparation of an Integrated Environmental Program (IEP) for the island, as part of an overall economic development program. Phase one of the IEP study comprised an assessment of the island's resources and present situation and the formulation of a plan for the future protection of its environment, taking due account of the need for continuing economic development.An analysis was made of the likely economic returns from the proposed environmental protection program, using conventional benefit-cost analysis methodology. Due to the inadequate data base and the wide-ranging assumptions which had to be made, this was inevitably very approximate in nature. It was carried out in terms of the three main types of conservation activity proposed, namely land-based conservation, mangrove conservation and inshore marine conservation, and the program as a whole. The main benefits and costs were identified and, where appropriate, quantified for inclusion in the analysis.Choice of discount rate and length of analysis period are critical factors affecting the economics of environmental protection, which essentially involves the pursuit of long-term rather than short-term gains, output in the immediate future being restricted to the level of long-term sustained yield for the benefit of future generations. Use of the high discount rates customarily applied for project analysis in countries such as the Philippines (typically, 10–15 percent) places a heavy premium on short-term gains and attributes little or no value to benefits and costs further in the future. To take account of this problem the present values of costs and benefits were calculated using low discount rates of zero and 5 percent. Though this was a necessarily crude and arbitrary method of adjustment it was considered to be a better alternative than that of following normal convention and applying the high rates of discount customarily used in the Philippines.The analysis indicated that the various conservation activities could be expected to produce acceptable, though not spectacular, levels of economic return. Mangrove conservation would be particularly beneficial and the irrigation benefits from preserving river base flows and preventing an increase in peak floods, by means of catchment protection, would be high. The application of vegetation information to resource management problems is reviewed in four areas: (1) the stratification of vegetation data by classification and gradient analysis, (2) the storage and retrieval of these data, (3) the sources of vegetation information, and (4) the accuracy and resolution requirements posed by different management applications. Recent literature on land-use planning proposes the use of innovative collaborative planning (CP) models to resolve planning disputes. This paper uses a participant survey based on 25 evaluative criteria to evaluate an application of CP to land-use planning in British Columbia, Canada. The results show that CP is an effective means of resolving environmental conflict and produces significant additional benefits such as improved stakeholder relations, skills, and knowledge. The case study evaluation also identifies the keys to successful CP management including factors related to process design and external circumstances. 相似文献

Information on distribution and relative abundance of species is integral to sustainable management, especially if they are to be harvested for subsistence or commerce. In northern Australia, natural landscapes are vast, centers of population few, access is difficult, and Aboriginal resource centers and communities have limited funds and infrastructure. Consequently defining distribution and relative abundance by comprehensive ground survey is difficult and expensive. This highlights the need for simple, cheap, automated methodologies to predict the distribution of species in use, or having potential for use, in commercial enterprise. The technique applied here uses a Geographic Information System (GIS) to make predictions of probability of occurrence using an inductive modeling technique based on Bayes' theorem. The study area is in the Maningrida region, central Arnhem Land, in the Northern Territory, Australia. The species examined, Cycas arnhemica and Brachychiton diversifolius, are currently being 'wild harvested' in commercial trials, involving sale of decorative plants and use as carving wood, respectively. This study involved limited and relatively simple ground surveys requiring approximately 7 days of effort for each species. The overall model performance was evaluated using Cohen's kappa statistics. The predictive ability of the model for C. arnhemica was classified as moderate and for B. diversifolius as fair. The difference in model performance can be attributed to the pattern of distribution of these species. C. arnhemica tends to occur in a clumped distribution due to relatively short distance dispersal of its large seeds and vegetative growth from long-lived rhizomes, while B. diversifolius seeds are smaller and more widely dispersed across the landscape. The output from analysis predicts trends in species distribution that are consistent with independent on-site sampling for each species and therefore should prove useful in gauging the extent of resource availability. However, some caution needs to be applied as the models tend to over predict presence which is a function of distribution patterns and of other variables operating in the landscape such as fire histories which were not included in the model due to limited availability of data. 相似文献

It is concluded that the aim of management should be to enhance the capacity of the system for self-management, with active
intervention being used only to steer it away from large discontinuities. Environmental managers must view ecosystems and
themselves as parts of a larger sociobiophysical system, cultivate the capacity of environmental systems for self-management,
and learn to live with change and uncertainty. Practical consequences of this approach for plans, policies, programs, and

Summary Although risk management is interdisciplinary in nature, in practice it is excessively compartmentalized. For instance, two quite different orientations to risk management are commonly seen, the relationship between them being one of suspicious rivalry rather than cooperation. Thus, anyone interested in developing a more integrated form of risk management is faced with the problem of trying to understand why these opposed factions have developed and what sustains their mutual antagonism. Hopefully, this paper makes a contribution in this regard by discussing the psychological and socio-political roots of environmental ideology.Dr Alan Miller is currently Professor of Psychology at the University of New Brunswick. He received his early training in biology (in England) and ecology (in Canada). He subsequently spent several years pursuing research at the Northwest Institute for Medical Research in Chicago, USA. The environmental and economic components of a region or a nation are inextricably linked. Moreover, environmental protection technology must deal specifically with the linkages between the economy and the environment—that is, with by-products of the economy as they move from the economy to the environment or with natural resources as they move from the environment to the economy. Yet, environmental policy analyses are rarely able to focus on these linkages. A conceptual framework aimed at mitigating that inadequacy is developed here. The article states the case for greatly enhanced reliance on desalination in the provision of freshwater. It argues that the concept of integrated water resource management (IWRM), should be expanded to routinely include desalination, and that sea water and brackish water should be listed among available sources of freshwater. In recent years, the price per m3 of freshwater obtained from desalination has steadily declined, and is now within competitive range of conventional sources, especially as extracting water from surface sources (rivers, lakes) is becoming increasingly expensive as well as ecologically harmful, and groundwater in many locations is saline or depleted. With the expectation that by 2020, five billion people will reside in megacities, today's conventional water resources are likely to become insufficient. The U.S. Environmental Protection Agency (EPA) has embraced a new strategy of environmental protection that is place-driven rather than program-driven. This new approach focuses on the protection of entire ecosystems. To develop an effective strategy of ecosystem protection, however, EPA will need to: (1) determine how to define and delineate ecosystems and (2) categorize threats to individual ecosystems and priority rank ecosystems at risk. Current definitions of ecosystem in use at EPA are inadequate for meaningful use in a management or regulatory context. A landscape-based definition that describes an ecosystem as a volumetric unit delineated by climatic and landscape features is suggested. Following this definition, ecosystems are organized hierarchically, from megaecosystems, which exist on a continental scale (e.g., Great Lakes), to small local ecosystems.Threats to ecosystems can generally be categorized as: (1) ecosystem degradation (occurs mainly through pollution) (2) ecosystem alteration (physical changes such as water diversion), and (3) ecosystem removal (e.g., conversion of wetlands or forest to urban or agricultural lands). Level of threat (i.e., how imminent), and distance from desired future condition are also important in evaluating threats to ecosystems. Category of threat, level of threat, and distance from desired future condition can be combined into a three-dimensional ranking system for ecosystems at risk. The purpose of the proposed ranking system is to suggest a preliminary framework for agencies such as EPA to prioritize responses to ecosystems at risk. 相似文献

The phosphorus footprint of China's food chain: implications for food security, natural resource management, and environmental quality 总被引:1,自引:0,他引:1
Efficient use of phosphorus (P) for producing food, preventing water pollution, and managing a dwindling rock P reserve are major challenges for China. We analyzed P stocks and flows in the Chinese food chain to identify where P use efficiency can be improved, where P leaks to the environment, and the research, technologies, and policies needed to improve P use. We found a high degree of inefficiency; of 6652 Gg P entering the food chain, only 1102 Gg P (18%) exit as food for humans. The greatest inefficiencies were a large build-up of soil P (3670 Gg P yr; 52% of P inputs) and high P losses to the environment from animal production (1582 Gg P yr; 60% of excreted P). Improving P use in China must focus on national-scale nutrient management strategies, better animal nutrition, and adoption of technologies and policies to reduce P discharges from the animal sector and recycle P as manures in agriculture. 相似文献

It examines approaches for identifying and tracking current environmental costs related to both current and past production. Summary Environmental protection in Hong Kong traditionally has been neglected by the government and private sector, with citizens showing little interest. The overwhelming pre-occupation with economic growth and a plethora of pressing social needs are often cited as the main excuses for past apathy. Since the late 1970s, the government has taken positive steps to establish administrative structures and statutes to arrest environmental decline. Legislative processes, however, have often been delayed and the effectiveness of the laws trimmed by the strong industrial lobby. The erratic developments in the 1980s nevertheless allowed the enactment of four dedicated environmental laws and a complement of ancillary control measures. The current status of the environment in the fields of water, waste, air and noise has been assessed to highlight the pertinent maladies and shortcomings. The 1989 White Paper provided a clear package of official policies and programmes to correct past ills in a ten-year comprehensive plan. The ameliorative measures, both present and projected, are evaluated for their effectiveness and prospects. Some issues that deserve more attention and improvements are suggested. 相似文献

Natural resource managers often rely on the advice of specialists to aid decision making. However, disagreement among these specialists about the relative value of particular management objectives or the risks associated with implementing certain management strategies may complicate the decision effort. Multiattribute utility analysis can facilitate decision making by indicating how attributes of a problem are weighed by individual specialists. This information can then be used to outline bands of potential problem solutions that are acceptable to the advising group and may allow management to further its own objectives (possibly increased efficiency).An example is presented that relates to fire management planning efforts on national forests. Multiattribute utility functions developed from a survey of fire management professionals are used to identify utility-maximizing fire management strategies based on each strategy's level of economic efficiency and risk. Bands of utility-indifferent potential solutions are outlined based on measures of group consensus. It is pointed out that a subset of these would further management's goal (increased efficiency) without significantly altering the value assigned to the risk attribute by the specialists. Finally, the robustness of the technique is discussed with particular reference to environmental management problems and the role that proxy information often plays in decision making. 相似文献

In southern Africa institutional capacity in the water sector is severely limited by diminishing regular budget and external assistance allocations. The result has been an overall decline in operational water resource management. This is ironic given the international community's current concern with 'integrated' or 'comprehensive' water resources management. Often, so-called integrated attempts at river basin planning and development have been conceived within the framework of a river basin authority or regional master plans. Such large-scale attempts have not necessarily been compatible either with the national capacity in water resources management or the existing institutional and legislative frameworks. In many cases the actual integration of a basin's physical resources and social, economic and environmental demands is poorly executed. To examine a way forward in resolving what is clearly an unsustainable state of affairs, a diagnostic study of the Kafue Basin, Zambia, was carried out in order to identify a set of water resource management options for a basin currently under stress. A physical framework for the Kafue Basin was established and principal subcatchments and hydro-geological subsystems identified. Current water resource issues in the basin are discussed and a multiobjective approach is proposed to allow intersectoral competition for the basin's limited water resources to be reconciled. 相似文献
