This study examines how pre‐existing disabling conditions influenced the recovery process of survivors of Hurricane Katrina. It focuses specifically on the barriers that hindered the recovery process in these individuals. Focus groups were convened in four Gulf Coast states with 31 individuals with disabilities who lived in or around New Orleans, Louisiana, prior to Hurricane Katrina in August 2005. Qualitative data were analysed using grounded theory methodology. Five themes emerged as the most significant barriers to recovery: housing; transportation; employment; physical and mental health; and accessing recovery services. While these barriers to recovery were probably common to most survivors of the disaster, the research results suggest that disability status enhanced the challenges that participants experienced in negotiating the recovery process and in acquiring resources that accommodated their disabilities. The findings indicate that, when disaster recovery services and resources did not accommodate the needs of individuals with disabilities, recovery was hindered. Recovery efforts should include building accessible infrastructure and services that will allow for participation by all.  相似文献

Disasters produce winners and losers. This paper evaluates such winners and losers in a spatial context. The hypothesis is that, because of severe damage to the core disaster area and the constraints associated with the cost of transportation, economic demand would shift to the immediate edge of the disaster zone where either minor or no damage is observed. Empirical analysis of growth patterns in counties/parishes in the states of Alabama, Louisiana, and Mississippi in the United States after Hurricane Katrina (August 2005) verified the spatial demand shift hypothesis. The study found that the post‐Katrina core disaster area became a ‘doughnut hole’ of low income and employment growth, surrounded by a ring of high growth counties/parishes on the edge of the hole. The short‐run adjustment in growth rates may have altered permanently the spatial distribution of employment and income both at the core and in the areas at the edge.  相似文献

Claims of environmental injustice, human neglect, and racism dominated the popular and academic literature after Hurricane Katrina struck the United States in August 2005. A systematic analysis of environmental injustice from the perspective of the survivors remains scanty or nonexistent. This paper presents, therefore, a systematic empirical analysis of the key determinants of Katrina‐induced environmental injustice attitudes among survivors in severely affected parishes (counties) in Louisiana and Mississippi three years into the recovery process. Statistical models based on a random sample of survivors were estimated, with the results revealing significant predictors such as age, children in household under 18, education, homeownership, and race. The results further indicate that African‐Americans were more likely to perceive environmental injustice following Katrina than their white counterparts. Indeed, the investigation reveals that there are substantial racial gaps in measures of environmental injustice. The theoretical, methodological, and applied policy implications of these findings are discussed.  相似文献

Analyses of disaster resilience have focused increasingly on the role of social capital and online social networks in recovery. This study complements this field of work by investigating three key issues. First, it examines how a social messaging application, WeChat, helped individuals to access and to mobilise three types of social capital—bonding, bridging, and linking—during Hurricane Harvey, a Category 4 storm that made landfall in Louisiana and Texas in the United States in August 2017, resulting in significant flooding and loss of life. Second, it pinpoints and assesses quantitatively how individuals' WeChat group usage and social capital influenced their post-disaster well-being. Third, it demonstrates how a minority and immigrant community in Houston, Texas, overcame the disadvantages commonly observed in other disaster research through the utilisation of social media. The findings of this study should aid governmental and community efforts to foster resilience in the face of natural and human-induced hazards.  相似文献

The disaster clearinghouse concept originates with the earthquake community as an effort to coordinate research and data collection activities. Though prior earthquake clearinghouses are small in comparison to what was needed in response to Hurricane Katrina, these seminal structures are germane to the establishment of our current model. On 3 September 2005, five days after Katrina wrought cataclysmic destruction along the Gulf Coast, FEMA and Louisiana State University personnel met to establish the LSU GIS Clearinghouse Cooperative (LGCC), a resource for centralization and dissemination of geospatial information related to Hurricane Katrina. Since its inception, the LGCC has developed into a working model for organization, dissemination, archiving and research regarding geospatial information in a disaster. This article outlines the formation of the LGCC, issues of data organization, and methods of data dissemination and archiving with an eye towards implementing the clearinghouse model as a standard resource for addressing geospatial data needs in disaster research and management.  相似文献

Quantitative assessment of post‐disaster housing recovery is critical to enhancing understanding of the process and improving the decisions that shape it. Nevertheless, few comprehensive empirical evaluations of post‐disaster housing recovery have been conducted, and no standard measurement methods exist. This paper presents a quantitative assessment of housing recovery in Punta Gorda, Florida, United States, following Hurricane Charley of August 2004, including an overview of the phases of housing recovery, progression of recovery over time, alternative trajectories of recovery, differential recovery, incorporation of mitigation, and effect on property sales. The assessment is grounded in a conceptual framework that considers the recovery of both people and place, and that emphasises recovery as a process, not as an endpoint. Several data sources are integrated into the assessment—including building permits, remotely sensed imagery, and property appraiser data—and their strengths and limitations are discussed with a view to developing a standardised method for measuring and monitoring housing recovery.  相似文献

Individuals’ relationships to place play an important role in their interactions with their residential environments. Prior research has suggested that neighbourhood satisfaction is closely related to neighbourhood attachment, and that attachment is linked to disaster recovery. This study uses data from a survey of residents of the East Shore neighbourhoods of Staten Island, New York, an area that experienced severe storm surge flooding during Hurricane Sandy, to test the association between neighbourhood satisfaction and self-reported recovery from the storm. Perceived recovery from Sandy is treated as the dependent variable in several ordinal logistic regression models. The key independent variable measure tested is neighbourhood satisfaction rating. A statistically significant direct positive relationship is found between neighbourhood satisfaction and perceived recovery from Sandy. This finding is robust across multiple models with various controls and other covariates. These results suggest that place satisfaction may contribute to disaster recovery.  相似文献

This study focuses on coastal counties in Texas, United States, affected by Hurricane Harvey in 2017 to gauge the influence of individual and contextual characteristics on people's ability to return to normalcy in the short term. Data from a survey conducted by the Kaiser Family Foundation and the Episcopal Health Foundation between October and November 2017 were utilised in the analysis. The paper observes, based on the results of an ordered logistic regression, and contrary to previous work, that age, gender, levels of poverty, and social capital are not significant predictors of a return to normalcy. However, indicators such as whether a person evacuated, if he/she identified as Hispanic/Latino, the extent of damage sustained to one's home, and if one's automobile was damaged or destroyed are shown to affect recovery. A discussion of the potential reasons for these findings is provided as a means of informing future research on disaster recovery.  相似文献

Disasters and displacement increasingly affect and challenge urban settings. How do pregnant women fare in the aftermath of a major disaster? This paper investigates the effect of pregnancies in disaster situations. The study tests a hypothesis that pregnant women residing in hurricane‐prone areas suffer higher health risks. The setting is Louisiana in the Gulf Coast, United States, a state that continually experiences hurricane impacts. The time period for the analysis is three years following the landfall of Hurricane Andrew in 1992. We analysed low birth weight and preterm deliveries before and after landfall, as a whole and by race. Findings support an association between hazards and health of a community and indicate that pregnant women in the affected area, irrespective of race, are more likely to experience preterm deliveries compared to pre‐event births. Results suggest there is a negative health legacy impact in Louisiana as a result of hurricane landfall.  相似文献

Classic sociological theory can be used to interpret the aftermath of Hurricane Katrina, which made landfall in the United States on 29 August 2005. The delayed and ineffective response to the storm and the subsequent failure of the levees become more understandable when one considers the latent goals of social control in disaster recovery. Constructing the survivors as suspect or criminal and conceptualising the impacts of the disaster as individual problems occurred in order to justify the emphasis on controlling the survivors of Katrina rather than on assisting them. Parallels are drawn here between the disaster response featuring social control efforts and a recent paradigmatic shift in criminal justice from justice to 'risk management'. Recognition of the implicit aims of the inadequate disaster response provides a more complete explanation of why post-Katrina efforts failed to achieve the manifest goals of response and recovery. The conclusion suggests ways to ensure more equitable and just disaster responses.  相似文献

This paper examines how and if the post-disaster distribution of housing assistance in two cities of Bam, in Iran, and Bhuj, in India, fulfilled the broad aim of enabling the stricken population to achieve housing recovery. Drawing on interviews with stricken households and officials as well as document review, the paper provides an account of the housing assistance distribution policies in these cities as they were formed, evolved, interpreted, and implemented as well as the ways they were experienced by disaster-stricken people. The paper investigates who did not receive assistance, who did not recover (yet) despite receiving assistance, and – in contrast to these groups – who recovered/accumulated new assets during the recovery process. While in both cities public policies of assistance distribution expanded the capacity of the majority of the stricken people to recover, they failed to provide a timely and appropriate support for the recovery of lower income groups, tenants, and squatters, in line with their needs and priorities.  相似文献

Using the concept of ontological security, this paper examines the physical and psychological loss of home and community following Hurricane Katrina. This qualitative longitudinal study includes 40 heads of households with school‐age children who lived in New Orleans during Hurricane Katrina. Participants describe a breakdown in their social fabric at the individual and structural/community levels that contributes to a sense of community loss and social displacement, disrupting their ontological security—their notion of safety, routine and trust in a stable environment. Three interrelated reactions were common: 1) experiencing nostalgia for their old neighbourhoods specifically and New Orleans in general; 2) experiencing a sense of loss of people and things that represented a level of security or constancy; 3) initiation of a process for re‐establishing ontological security whether or not they returned to New Orleans. The paper concludes that intangible losses have an important psychological effect on community redevelopment and recovery from trauma.  相似文献

This paper examines the impact of Hurricane Rita on one of the many universities along the Gulf Coast of the United States: Lamar University in Beaumont, Texas. Hurricane Rita, which made landfall between Sabine Pass, Texas, and Johnson's Bayou, Louisiana, on 24 September 2005, is the fourth strongest Atlantic Ocean hurricane on record and the most intense tropical cyclone ever observed in the Gulf of Mexico. This paper assesses the tasks that confronted the administration, faculty, and students of Lamar University in the days and weeks after the event. It concludes that the one factor that will influence more than any other the degree of success after any disaster is whether all levels of the administrative command institutionalise, endorse, promote, and encourage the adopted recovery plan. The research seeks to share valuable insights on the vulnerabilities that academic institutions face during natural disasters and to highlight some of the many lessons learned.  相似文献

This study investigates predictors of local participation in recovery projects and programmes following Hurricane Katrina in the United States in 2005 and the earthquake in Haiti in 2010. Using two sets of survey data, it examines whether disaster impacts and social capital (social trust and civic engagement) are associated with disaster recovery participation and compares predictors of such engagement in the two locations. Multivariate logistic regression results reveal that physical injuries, limited community mobility, and government trust increase recovery participation in Haiti (n=278), whereas emotional distress and homeownership decrease it. On the Gulf Coast of the US (n=259), physical injuries and higher civic engagement augment recovery participation, while homeownership and age reduce it. The confounding factors of national contexts and post‐disaster time frames might explain the differences in the results. The discussion addresses the relation between country‐specific vulnerability and recovery participation and suggests implications for policy and practice to improve local citizens’ capabilities to participate in sustainable recovery processes.  相似文献

Emergencies resulting in large-scale displacement often lead to populations resettling in areas where basic health services and sanitation are unavailable. To plan relief-related activities quickly, rapid population size estimates are needed. The currently recommended Quadrat method estimates total population by extrapolating the average population size living in square blocks of known area to the total site surface. An alternative approach, the T-Square, provides a population estimate based on analysis of the spatial distribution of housing units taken throughout a site. We field tested both methods and validated the results against a census in Esturro Bairro, Beira, Mozambique. Compared to the census (population: 9,479), the T-Square yielded a better population estimate (9,523) than the Quadrat method (7,681; 95% confidence interval: 6,160-9,201), but was more difficult for field survey teams to implement. Although applicable only to similar sites, several general conclusions can be drawn for emergency planning.  相似文献

This paper focuses on changing patterns of substance use among low income, African American drug users evacuated from New Orleans, Louisiana, during Hurricane Katrina of August 2005. It examines the relationship between increases and decreases in alcohol and tobacco (AT) use and illicit drug (ID) use after Katrina and pre‐disaster and within‐disaster factors. Data from structured interviews with 200 Katrina evacuees currently living in Houston were collected 8–14 months after the disaster. Multivariate analysis revealed that rises in AT use were positively associated with education. Females and younger evacuees were more likely to have increased AT use. ID use increase was positively associated with resource loss and leaving the city before Katrina. Decreases in AT and ID use were found to be associated with disaster‐related exposure. The paper discusses the specific consequences of disasters on disadvantaged minority substance users and the importance of developing public health disaster policies that target this population.  相似文献

Nicaragua provides an example of how a major disaster, in this case Hurricane Mitch, can transform the national agenda for disaster mitigation and preparedness. Hurricane Mitch was a reminder of how extremely disaster prone Nicaragua is, and also how neoliberal reforms have weakened governmental response capacity. In the face of critiques of how governmental policies had affected preparedness and response, discussions of this transformation became a highly politicised process where the debate over alternative development models tended to overshadow the original calls to strengthen risk management. Progress can be seen in some areas, such as disaster mitigation through environmental management. This study of NGO roles, and their relations with other key actors, draws attention to the need to anchor improved risk management in local-level NGO-government collaboration. Structures are being put into place to achieve this aim, but dependence on donor financing raises questions regarding the longer-term sustainability of these efforts.  相似文献

Children constitute a vulnerable population and special considerations are necessary in order to provide proper care for them during disasters. After disasters such as Hurricane Katrina, the rapid identification and protection of separated children and their reunification with legal guardians is necessary in order to minimise secondary injuries (i.e. physical and sexual abuse, neglect and abduction). At Camp Gruber, an Oklahoma shelter for Louisianans displaced by Hurricane Katrina, a survey tool was used to identify children separated from their guardians. Of the 254 children at the camp, 36 (14.2 per cent) were separated from their legal guardians. Answering 'no' to the question of whether the accompanying adult was the guardian of the child prior to Hurricane Katrina was a strong predictor (27.8 per cent versus 3.2 per cent) of being listed as 'missing' by the National Center for Missing and Exploited Children (NCMEC). All the children at Camp Gruber who were listed as 'missing' by the NCMEC were subsequently reunited with their guardians.  相似文献

Most members of Taiwan's indigenous communities live in areas that are prone to natural disasters. Yet, due to their marginalised cultural, economic and political status, each time such calamities strike, any assistance they receive is usually provided without considering their actual needs. The areas hardest hit by Typhoon Morakot in August 2009 were the indigenous villages in the southern and eastern parts of the island. After the initial emergency relief efforts had been completed, there remained the highly challenging task of reconstruction and the resettlement of those who lost their homes and livelihoods. This paper examines the cultural conflicts that arose during the reconstruction process, with special emphasis on the participation of Taiwan's indigenous communities and their capacity for resilience. It was found that community participation and identification are key issues in effective disaster governance.  相似文献
