我斟海洋自然保护区目前正处于高速发展过程中,保护区已有的功能分区模式已不能满足保护区建设和管理工作的需要。本文通过对海洋自然保护区的功能分区的分析探讨,提出不同类型的保护区应采用不同的功能分区模式进行管理。另外,以中华白海豚自然保护区为例,在分析其功能分区和种群分布特点的基础上,提出了不设核心区模式。最后,提出在保护区高速发展的同时,应加强海洋自然保护区本身的研究,应加强保护区的分类及功能分区的研究。 相似文献

Yunnan Province has many and unique natural resources and rich biodiversity. Natural reserves (NRs) play a significant role in maintaining and protecting the biodiversity and stability of ecosystems in this area. Yunnan is a typically eco-environmentally fragile area; thus positive effects of NRs are important in the construction of an ecological safety barrier for southwest China. Evaluation of the effectiveness of management of NRs has been implemented to improve management outcomes. This study provides indices to evaluate problems and management effectiveness for 60 NRs, covering national and provincial NRs of Yunnan Province. These indicate that management of NRs suffers from inadequate funding, poor infrastructure and equipment, low community participation, and a lack of government support. The indices had relatively low scores for infrastructure and equipment, ecotourism, monitoring, and evaluation, but high scores for planning and design and ownership. There were significant positive correlations between protection rank, size, age of NRs, and management effectiveness. International exchanges and collaboration would help to improve management of the NRs. NRs that straddle administrative boundaries had relatively higher scores than those within an administrative unit. Management success was not correlated with staff input, which might imply low efficiency of staff in this area. Some recommendations are offered to improve management of NRs based on analysis of management problems and identification of influencing factors. 相似文献

The 1994 forest and wildlife policy of Ghana provides the basis for community participation in forest management through participatory forest management. Even though forest reserves in the Northern Region are said to be managed collaboratively, fringe communities are supposedly involved only in maintenance activities of the reserve boundaries and seedling planting in plantation programmes. The forest reserves are said to be threatened by illegal activities from the fringe communities. This study therefore examined the nature of community participation in the management of forest reserves. It is a mixed method research in which structured interview schedule, in-depth interview and focus group discussion guides were used for data collection. Respondents comprised community members, forestry staff and NGOs. Communities’ participation was found to be passive and tokenistic and limited to boundary cleaning and providing labour on plantations. There is no formal collaboration between communities and Forest Services Division. Prospects to communities’ participation lie in the continuous flow of benefits and their active involvement in management decisions. Active involvement of communities in all decision-making processes, capacity building of communities and forestry staff, incentive schemes and awareness creation are recommended for promoting community participation in managing forest reserves in Northern Region. 相似文献

This paper studies the stockpiling issue for an oil importing country that is likely to suffer embargoes, the occurrence and duration of which are uncertain. I show the existence of a decreasing reserves path that the country wants to attain in order to hedge against these disruptions. Allowing the importing country to invest in R&D in order to free itself from the embargo threat, I determine the optimal effort that should be engaged in research. The incentive to develop a backstop is shown to increase with the depletion of the reserves. 相似文献

近年来,我国城市生活垃圾产生量每年以约10%的速度迅猛增长,而城市生活垃圾处理能力发展相对滞后。客观评述城市生活垃圾常用的填埋、焚烧、堆肥3种处理技术的优缺点和在国内的应用现状,并针对城市生活垃圾在收运、处理以及管理等环节中存在的突出问题,提出了明确的建议与措施:首先,完善相关法规政策,实施分类收集,加强源头控制;其次,创新管理体制,推行市场化运作机制,政府加强政策引导和监督;再次,按照"谁污染,谁付费"的原则,建立健全垃圾收费体系;最后,充分利用各种媒介,加大宣传力度,提高公众环保意识。同时,还探讨了城市生活垃圾处理技术发展的趋势。焚烧处理将是今后一段时期我国最有发展潜力的技术,气化熔融焚烧技术是一种高效资源化、污染物接近零排放的新型焚烧技术;生物反应器填埋技术可减少渗滤液处理量、降低垃圾处理成本,具有广阔的发展前景;堆肥技术可作为焚烧或填埋之前的预处理手段;城市生活垃圾综合处理集多种处理技术的优点于一体,在节约处理成本,提高经济效益的同时,实现了垃圾的减量化、资源化、无害化,是未来我国生活垃圾处理的优先发展方向。 相似文献

The Kuna are a strong and independent culture, however outside influences are imposing growing pressure on their people. Overpopulation and large-scale overfishing are among the most severe threats. The Kuna have developed their own management strategies to address these pressing issues. This study presents local perceptions and attitudes towards marine resource management of six indigenous fishing communities in Kuna Yala, Panama. Results highlight significant general and comparative differences in fishermen's attitudes and perceptions based on socio-cultural structures of communities, occupation and role in local decision-making. The level of cultural survival in communities was a strong indicator for different priorities and attitudes. Differences were also evident based on the level of marine resources used for income generation. Participation in local decision-making processes had positive impacts on levels of knowledge and information, and fostered critical thinking among participants. In addition, the results also denoted that conservation and development were more effective in the long term if the host population could develop strategies and plans for biodiversity conservation. Ownership and empowerment were strong indicators that influenced local livelihood to promote sustainable use of marine resources. 相似文献

Abstract: As the process of marine-protected-area design and implementation evolves, the incorporation of new tools will advance our ability to create and maintain effective protected areas. We reviewed characteristics and approaches that contribute to successful global marine conservation efforts. One successful characteristic emphasized in most case studies is the importance of incorporating stakeholders at all phases of the process. Clearly defined goals and objectives at all stages of the design process are important for improved communication and standardized expectations of stakeholder groups. The inclusion of available science to guide the size and design of marine protected areas and to guide clear monitoring strategies that assess success at scientific, social, and economic levels is also an important tool in the process. Common shortcomings in marine conservation planning strategies include government instability and resultant limitations to monitoring and enforcement, particularly in developing nations. Transferring knowledge to local community members has also presented challenges in areas where in situ training, local capacity, and existing infrastructure are sparse. Inaccessible, unavailable, or outdated science is often a limitation to conservation projects in developed and developing nations. To develop and maintain successful marine protected areas, it is necessary to acknowledge that each case is unique, to apply tools and lessons learned from other marine protected areas, and to maintain flexibility to adjust to the individual circumstances of the case at hand. 相似文献
