Perceiving the Environment from the Lay Perspective in Desertified Areas,Northern China 总被引:1,自引:0,他引:1
Investigating local people’s environmental perceptions can produce useful information that could be incorporated into decision
making processes that help resolve environmental problems. Although China is undergoing severe desertification, the perceptions
of the local people toward their degraded environment and the related issues have so far not been actively solicited. This
article, which is a supplement to Lee and Zhang’s (2004, 2005) studies, seeks to further investigate the lay public’s general environmental attitudes, perceptions of desertification, interpretations
of land-degrading activities, and particularly their interrelations in severely desertified areas. Minqin County in Gansu
Province, northern China, was chosen to be the study area. Data was collected via a questionnaire survey (n = 1138) administered in December 2002. Major findings were: (1) Most respondents had only weak altruistic environmental attitudes,
with educational level to be a significant determinant. (2) Respondents’ perceptions of desertification and interpretations
of land-degrading activities were contingent on personal attributes, general environmental attitudes, and other conceptions
related to desertification. It is recommended that the interrelations between the various aspects of the public’s environmental
perceptions should be thoroughly examined to facilitate their participation in environmental management. 相似文献

Key aspects of environmental management exist within a legislative framework. The Rivers and Foreshores Improvement Act 1948 (NSW) and several Regional Environmental Plans created under the Environmental Planning and Assessment Act 1979 (NSW) make reference to ‘the top of the bank’ for defining areas of protected land adjacent to rivers, within which development
consent may be required. It is an arbitrary term and its use within the Rivers and Foreshores Improvement Act 1948 (NSW) leads to confusion. This paper examines the range of definitions of ‘the top of the bank’ in respect of natural watercourses
and aims to provide a more lucid and effective definition that will clarify existing ambiguities in legal interpretation.
The paper examines the historical origins of the phrase ‘top of the bank’, finding that stereotyped Eurocentric views of what
a river ‘should look like’ have impaired the legal definition for Australian rivers, thereby influencing common law and the
development of statutory definitions. Judicial applications of the phrase ‘top of the bank’ are examined from a geomorphological
perspective, demonstrating the misconceptions of the term in a legal context. The paper identifies the existence of widespread
support for the need to protect land adjacent to rivers in the interests of environmental, economic and social sustainability.
It concludes by calling for legislative reform that is both tailored to the individual site and consistent with overarching
goals at the catchment scale. 相似文献

Climate change is a significant environmental, social and environmental problem that has been identified by scientists in
consensus internationally. The Australian Government’s response is considered by environmental non-government organisations
(NGOs) to be inadequate. NGOs are ‘change agents’ of society, and in this role they are agitating to influence political decision-making
on climate change response.
This paper outlines the campaign strategies being used by Australian NGOs to attract public and political attention to the
issue of climate change. Using seven NGOs as case studies, the archival materials of these organisations were accessed and
analysed. Current academic and other literature also was used to reflect on their effectiveness. Four campaign themes and,
within these, fifteen activities were identified.
The results indicate that the notion of whether NGOs are undertaking an ‘revolutionary’ or ‘incremental’ approach, or any
other narrow strategic approach put forward by various scholars is too simple for analysing campaigns: none of the NGOs appear
to intentionally favour one type of strategy. The question raised by this finding is whether the NGOs’ current ‘multi-strategic’
approach is effective. This research contributes to filling the information gap with regard to NGO campaign strategies on
environmental issues, and highlights the need for further research. 相似文献

In this essay I argue that the evolutionary and comparative study of nonhuman animal (hereafter animal) cognition in a wide
range of taxa by cognitive ethologists can readily inform discussions about animal protection and animal rights. However,
while it is clear that there is a link between animal cognitive abilities and animal pain and suffering, I agree with Jeremy
Bentham who claimed long ago the real question does not deal with whether individuals can think or reason but rather with
whether or not individuals can suffer. One of my major goals will be to make the case that the time has come to expand. The
Great Ape Project (GAP) to The Great Ape/Animal Project (GA/AP) and to take seriously the moral status and rights of all animals
by presupposing that all individuals should be admitted into the Community of Equals. I also argue that individuals count
and that it is essential to avoid being speciesist cognitivists; it really doesn't matter whether ‘dogs ape’ or whether ‘apes
dog’ when taking into account the worlds of different individual animals. Narrow-minded primatocentrism and speciesism must
be resisted in our studies of animal cognition and animal protection and rights. Line-drawing into ‘lower’ and ‘higher’ species
is a misleading speciesist practice that should be vigorously resisted because not only is line-drawing bad biology but also
because it can have disastrous consequences for how animals are viewed and treated. Speciesist line-drawing also ignores within
species individual differences.

Gas flaring is the burning of crude oil’s associated gas. In Nigeria’s Niger Delta, the flaring process is usually very close
to communities and their farmlands and has been implicated in serious environmental degradation of the region. Studies have
suggested links between gas flaring and health problems in the communities and others have established relationships between
gas flaring and poor agricultural yields. This study explores how the people in the region perceive gas flaring and what their
attitudes are toward it. Ubeji town, a community where gas flaring takes place, was selected as a case study. It was found
that the residents perceive gas flaring as hazardous to health, environment, and general well-being of the community. Most
residents seem to be resigned to the continued presence of gas flaring activities in the community. The study, however, raised
several questions on modeling perception and attitudes toward environmental problems in areas where political tension and

This article discusses the current problems and issues associated with the implementation of a National System of Marine Protected
Areas in Brazil. MPA managers and higher governmental level authorities were interviewed about their perceptions of the implementation
of a national MPA strategy and the recent changes in the institutional arrangement of government marine conservation agencies.
Interviewees’ narratives were generally pessimistic and the National System was perceived as weak, with few recognizable marine
conservation outcomes on the ground. The following major flaws were identified: poor inter-institutional coordination of coastal
and ocean governance; institutional crisis faced by the national government marine conservation agency; poor management within
individual MPAs; problems with regional networks of marine protected areas; an overly bureaucratic management and administrative
system; financial shortages creating structural problems and a disconnect between MPA policy and its delivery. Furthermore,
a lack of professional motivation and a pessimistic atmosphere was encountered during many interviews, a malaise which we
believe affects how the entire system is able to respond to crises. Our findings highlight the need for a better understanding
of the role of ‘leadership’ in the performance of socio-ecological systems (such as MPA networks), more effective official
evaluation mechanisms, more localized audits of (and reforms if necessary to) Brazil’s federal biodiversity conservation agency
(ICMBio), and the need for political measures to promote state leadership and support. Continuing to focus on the designation
of more MPAs whilst not fully addressing these issues will achieve little beyond fulfilling, on paper, Brazil’s international

By means of environmental education, teachers are supposed to intervene in pupils’ awareness and concern of environmental
issues. Teachers’ environmental attitudes, however, have rarely been studied. We analysed 367 German pre- and in-service teachers’
environmental attitudes for their structure and socio-economic correlates within the frame of a European project. Thus, we
retrieved for adults the two-dimensional model of ecological values (2-MEV) presented for adolescents by Bogner and Wiseman
(Sci Educ Int 15(1):27–48, 2004). For the two domains, Preservation and Utilisation, the psychometric structure was confirmed and discriminative correlations
with age, gender and teaching subject were unveiled. Further research is needed to deduce the implications for teaching practice. 相似文献

An Interpretive Study of Yosemite National Park Visitors’ Perspectives Toward Alternative Transportation in Yosemite Valley 总被引:1,自引:0,他引:1

The National Park Service (NPS) is increasingly focusing on alternative transportation systems in national parks to address
environmental and social problems arising from a historical reliance on personal automobiles as the primary means of visitor
access. Despite the potential advantages, alternative transportation may require a reorientation in the way that Americans
have experienced national parks since the advent of auto-tourism in the early twentieth century. Little research exists, however,
on visitor perspectives towards alternative transportation or the rationale underlying their perspectives. It remains unclear
how transportation systems affect visitors’ experiences of the park landscape or the factors influencing their travel behavior
in the parks. This report presents an interpretive study of visitor perspectives toward transportation management in the Yosemite
Valley area of Yosemite National Park, California. Qualitative analysis of 160 semi-structured interviews identified individual
psychological factors as well as situational influences that affect visitors’ behavior and perspectives. Individual psychological
factors include perceived freedom, environmental values and beliefs, prior experience with Yosemite National Park and other
national parks, prior experience with alternative transportation in national parks, and sensitivity to subjective perceptions
of crowding. Situational factors included convenience, access, and flexibility of travel modes, as well as type of visit,
type of group, and park use level. Interpretive communication designed to encourage voluntary visitor use of alternative transportation
should focus on these psychological and situational factors. Although challenges remain, the results of this study suggest
approaches for shaping the way Americans visit and experience their national parks to encourage environmental sustainability. 相似文献

Avoiding percolation of water into refuse is the key function of landfill covers. ‘Phytocapping’ has been considered as an
effective, economical and environment-friendly technique for landfill remediation. In this technique, trees are established
on a layer of soil cap placed over the refuse. Soil cover acts as a ‘storage’ and trees act as ‘bio-pump and filters’. For
effective functioning of this technique, it is critical that an ‘optimum’ depth of soil is placed over the refuse, and ‘suitable’
plant species are used as plant cover. Preliminary results of a phytocapping trial (using 21 tree species and two depths of
soil layers) show that the established trees can remove more water than that received via rainfall and rainfall interception
can reduce up to 20% of the rain reaching the soil in a 1.5 year old plantation. The study is also trialling an US numeric
model ‘STOMP’ (Subsurface Transport over Multiple Phases), to calculate daily water balance, to identify suitable plant species
and to optimise thickness of the soil cover to be used in phytocapping. 相似文献

There is a “revolving door” between federal agencies and the industries regulated by them. Often, at the end of their industry
tenure, key industry personnel seek employment in government regulatory entities and vice versa. The flow of workers between
the two sectors could bring about good. Industry veterans might have specialized knowledge that could be useful to regulatory
bodies and former government employees could help businesses become and remain compliant with regulations. But the “revolving
door” also poses at least three ethical and policy challenges that have to do with public trust and fair representation. First,
the presence of former key industry personnel on review boards could adversely impact the public’s confidence in regulatory
decisions about new technology products, including agrifood biotechnologies. Second, the ‘‘revolving door’’ may result in
policy decisions about technologies that are biased in favor of industry interests. And third, the ‘‘revolving door’’ virtually
guarantees industry a voice in the policy-making process, even though other stakeholders have no assurance that their concerns
will be addressed by regulatory agencies. We believe these three problems indicate a failure of regulatory review for new
technologies. The review process lacks credibility because, at the very least, it is procedurally biased in favor of industry
interests. We argue that prohibiting the flow of personnel between regulatory agencies and industry would not be a satisfactory
solution to the three problems of public trust and just representation. To address them, regulatory entities must reject the
traditional notion of objectivity. Instead they should adopt the conception of objectivity developed by Sandra Harding and
re-configure their regulatory review on the basis of it. That will ensure that a heterogeneous group of stakeholders is at
the decision-making table. The fair representation of interests of different constituencies in the review process could do
much to inspire warranted public confidence in regulatory protocols and decisions. 相似文献

Summary This is a paper about problem-solving styles in Environmental Management and the specific deficiencies in these styles that
might be groupd under the label ‘tunnel vision’. The latter, a form of selective attention, contributes to inadequate problem-formulation,
partial solutions to complex problems and to the generation of even more intractable, additional problems. Examples of tunnel
vision in military and environmental decision-making are discussed, together with the situational, personal and educational
factors that exacerbate its influence. The paper concludes with some recommendations for changes in professional education
that might help to recduce the occurrence of tunnel vision.
Dr Alan Miller who is now associate professor at the University of New Brunswick received his training in biology (in England)
and ecology (in Canada). He then spent several years pursuing research at the Northwest Institute for Medical Research in
Chicago, USA. A growing interest in the human aspects of environmental and medical problems led to a further graduate study
in psychology, followed by teaching positions in Ireland and Canada. His current interests include: the education of environmental
professional; the psychosocial problems involved in environmental management, and, the problems inherent in interdisciplinary

Poor countries are disproportionately affected by the cost of disasters. Yet there is evidence of the benefits of seeking
to mitigate the impact of a disaster, compared with the costs incurred in ‘making good’ after a major event has occurred.
This article reviews a programme of landslide risk reduction in unplanned communities in the Eastern Caribbean. The construction
of appropriate surface water management measures, based on the application of scientific and engineering principles, has been
demonstrated to reduce the hazard from rainfall-triggered landslides. Adopting a community-based approach additionally delivers
social and environmental benefits relating to employment generation, improvements in the environmental conditions within the
community, and improvements slope management practices. The sustained implementation of the community-based projects has provided
the necessary evidence-base for these practices to influence Government policy and practice, and gain recognition from regional
development agencies. The strategic and incremental uptake of the community-based methodology is demonstrated to be an effective
means for delivering physical landslide risk reduction measures in the most ‘at risk’ areas of unplanned housing. 相似文献

Summary It is possible to distinguish four target groups for tertiary environmental education: the Technical Group, the Subject Specialist Group, the Management Group and the Lay Group. Each of these groups requires different sets of skills and abilities. The Technical Group needs to know how to measure environmental parameters. The Subject Specialist Group needs to know about environmental systems. The Management Group needs to have the skills and abilities to resolve complex environmental issues and problems. The Lay Group needs to have attitudes, philosophies and values about the environment. Each of these in turn require different teaching strategies. For the Technical Group, practical experimental teaching methods based on the traditional subject approach appear to be the most suitable. The Subject Specialist Group needs presentational methods based on either an infusion approach or a new subject approach. For the Management Group, a combination of high level disciplinary teaching combined with intensive short skills courses and more extensive junctions or environmental encounters, all of which make use of practice methods of teaching, are suggested. Earthworms in general are tolerant to many chemical contaminants including heavy metals and organic pollutants in soil and
can bio-accumulate them in their tissues. Earthworms species like Eisenia fetida, Eisenia tetraedra, Lumbricus terrestris, Lumbricus rubellus and Allobophora chlorotica have been found to remove heavy metals (Cd, Pb, Cu, Hg, etc.) pesticides and lipophilic organic micropollutants like the
polycyclic aromatic hydrocarbons (PAH) from the soil. They ‘absorb’ the dissolved chemicals through the moist ‘body wall’
in the interstitial water and also ‘ingest’ by mouth while the soil passes through the gut. They either ‘bio-transform’ or
‘biodegrade’ the chemical contaminants rendering them harmless in their bodies. Meanwhile the quality of the soil is improved
significantly in terms of physical, chemical and biological properties as the worms thoroughly upturn and disperse the soil,
ingest large volumes of soil and excrete nutritive materials (NKP and micronutrients) in the form of ‘vermicasts’ along with

Although collaboration and multi-stakeholder partnerships have become a common feature in natural resource management throughout
the world, various problems are associated with attempts to up-scale community-based natural resource management from the
local to the regional level. To analyze the reasons behind these problems, this article reports on two examples of collaboratives
in Australia: local Landcare groups, and regional natural resource management (NRM) bodies. Recent government-induced changes
have shifted the focus from local Landcare group action to strategic planning and implementation by regional NRM bodies. Two
typologies of collaboratives are applied to analyze the characteristics of both these groups. The study uses data from 52
qualitative interviews with key informants at the local and regional level in Victoria and Tasmania, participant observation,
as well as literature and document analysis. The article illustrates how the groups’ distinct characteristics can cause conflicts
when the different types of collaboratives operate in parallel. In addition, the article reports how stakeholders perceive
the level of community participation in decision-making processes. The key message is that the benefits of community participation
and collaboration that arise at the local level can be lost when these approaches are up-scaled to the regional level unless
there is an intermediary or ‘mediating structure’ to facilitate communication and create the link between different types

The present study deals with the evaluation of environmental/ecological perceptions of secondary school pupils. It has two major objectives. Firstly, to administer a measurement instrument to explore ecological/environmental perceptions for a sample of approximately 900 Irish secondary school pupils aged between 12 and 16 years. The operation and use of three subscales, environmental behaviour, utilization of nature and consideration for conservation, was based on a previous study undertaken in Bavaria, but its structure, dimensionality and reliability was further assessed using psychometric procedures. Secondly, the study monitored the differences in these dimensions between Irish and Bavarian pupils. Common items within the subscale structure were selected from both samples to form a truncated item selection and to function subsequently as the basis for the final factor analysis applied to the combined Irish–Bavarian sample. Comparisons on this basis indicated substantial differences in attitudes and environmental behaviour between pupils from both regions: the Irish sample favoured less conservational values, but more patronage for the utilization of nature and it revealed less willingness to take and plan action in individual environmental behaviour. In addition, the Irish sample disclosed a significantly greater gender difference in the two subscales. 相似文献

A growing empirical evidence base identifies environmental noise exposure as an important health problem. While the health effects depend for a great part on personal noise sensitivity and contextual factors, in environmental policy, generic noise standards and procedures based on objective sound levels are used. In this article, the relation between objective and subjective noise exposure variables is further explored by carrying out a residents’ survey in a highly noise polluted area along two highways south of the city centre of Ghent, Belgium. The survey results show only a weak correlation between objective and subjective exposure variables, with both variables demonstrating different associations with the respondents’ background characteristics. While lower-educated and lower-income people are generally higher exposed according to the models, they do not report a higher subjective exposure. People who have been living longer in the area are not necessarily higher exposed according to the models but do report a higher subjective exposure. Most strikingly, owners of a comfortable detached house report a higher subjective exposure than renters of an apartment or small house, while the latter group is significantly higher exposed according to the models. The results support a plea for the joint evaluation of both objective and subjective noise exposure variables in environmental policy and environmental assessments. In addition, the results argue for specific attention for noise exposure of socio-economically vulnerable people and the establishment of a shared knowledge base on noise exposure with both objective and subjective information. 相似文献

Land degradation due to erosion is one of the most serious environmental problems in China. To reduce land degradation, the
government has taken a number of conservation and restoration measures, including the Sloping Land Conversion Program (SLCP),
which was launched in 1999. A logical question is whether these measures have reduced soil erosion at the regional level.
The objective of this article is to answer this question by assessing soil erosion dynamics in the Zuli River basin in the
Loess Plateau of China from 1999 to 2006. The MMF (Morgan, Morgan and Finney) model was used to simulate changes in runoff
and soil erosion over the period of time during which ecological restoration projects were implemented. Some model variables
were derived from remotely sensed images to provide improved land surface representation. With an overall accuracy rate of
0.67, our simulations show that increased ground vegetation cover, especially in forestlands and grasslands, has reduced soil
erosion by 38.8% on average from 1999 to 2006. During the same time period, however, the change in rainfall pattern has caused
a 13.1% ± 4.3% increase in soil erosion, resulting in a net 25.7% ± 8.5% reduction in soil erosion. This suggests that China’s
various ecological restoration efforts have been effective in reducing soil loss. 相似文献

This study reports how Traditional Ecological Knowledge (TEK) and informal cultural institutions have conserved key varieties
of the wildgrowing rice, ‘tinni’ (red rice, or brownbeard rice, Oriza rufipogon Griff.), within the Bhar community of eastern Uttar Pradesh, India. The study was conducted, using conventional and participatory
methods, in 10 purposively selected Bhar villages. Two distinct varieties of tinni (‘tinni patali’ and ‘tinni moti’) with differing habitats and phenotypic characters were identified. Seven microecosystems (Kari, Badaila, Chammo, Karmol,
Bhainsiki, Bhainsala and Khodailia) were found to support these varieties in differing proportions. Tinni rice can withstand more extreme weather conditions (the highest as well as lowest temperatures and rainfall regimes) than
the ‘genetically improved’ varieties of rice (Oriza sativa L.) grown in the region. Both tinni varieties are important bioresources for the Bhar’s subsistence livelihoods, and they use distinctive conservation approaches
in their maintenance. Bhar women are the main custodians of tinni rice agrobiodiversity, conserving tinni through an institution called Sajha. Democratic decision-making at meetings organized by village elders determines the market
price of the tinni varieties. Overall, the indigenous institutions and women’s participation seem to have provided safeguards from excessive
exploitation of tinni rice varieties. The maintenance of tinni through cultural knowledge and institutions serves as an example of the importance of locally maintained crop varieties in
contributing to people’s resilience and food security in times of rapid social and environmental change. 相似文献

The decline in biodiversity is a worldwide phenomenon, with current rates of species extinction more dramatic than any previously
recorded. Habitat loss has been identified as the major cause of biodiversity decline. In this article we suggest that a statutory
duty of care would complement the current mix of policy options for biodiversity conservation. Obstacles hindering the introduction
of a statutory duty of care include linguistic ambiguity about the terms ‘duty of care’ and ‘stewardship’ and how they are
applied in a natural resource management context, and the absence of a mechanism to guide its implementation. Drawing on international
literature and key informant interviews we have articulated characteristics of duty of care to reduce linguistic ambiguity,
and developed a framework for implementing a duty of care for biodiversity at the regional scale. The framework draws on key
elements of the common law ‘duty of care’, the concepts of ‘taking reasonable care’ and ‘avoiding foreseeable harm’, in its
logic. Core elements of the framework include desired outcomes for biodiversity, supported by current recommended practices.
The focus on outcomes provides opportunities for the development of innovative management practices. The framework incorporates
multiple pathways for the redress of non-compliance including tiered negative sanctions, and positive measures to encourage
compliance. Importantly, the framework addresses the need for change and adaptation that is a necessary part of biodiversity
