We synthesized nine studies that examined the influence of land use at different spatial scales in structuring biotic assemblages
and stream channel characteristics in southeastern Minnesota streams. Recent studies have disagreed about the relative importance
of catchment versus local characteristics in explaining variation in fish assemblages. Our synthesis indicates that both riparian-
and catchment-scale land use explained significant variation in water quality, channel morphology, and fish distribution and
density. Fish and macroinvertebrate assemblages can be positively affected by increasing the extent of perennial riparian
and upland vegetation. Our synthesis is robust; more than 425 stream reaches were examined in an area that includes a portion
of three ecoregions. Fishes ranged from coldwater to warmwater adapted. We suggest that efforts to rehabilitate stream system
form and function over the long term should focus on increasing perennial vegetation in both riparian areas and uplands and
on managing vegetation in large, contiguous blocks.

There is increasing interest among scholars in producing information that is useful and usable to land and natural resource managers in a changing climate. This interest has prompted transitions from scientist- to stakeholder-driven or collaborative approaches to climate science. A common indicator of successful collaboration is whether stakeholders use the information resulting from the projects in which they are engaged. However, detailed examples of how stakeholders use climate information are relatively scarce in the literature, leading to a challenge in understanding what researchers can and should expect and plan for in terms of stakeholder use of research findings. Drawing on theoretical, typological, and evaluation insights from the field of information use, we examine stakeholder use of climate information emerging from 13 collaborative climate science projects conducted in the western United States between 2012 and 2016. Three primary types of use emerge from our findings—conceptual, instrumental, and justification—reflecting common typologization of information use. Conceptual use was the most predominant. We suggest that researcher awareness of this typology can enable more systematic understanding of what project outputs stakeholders use and impacts of those outputs, giving way to new areas of inquiry and aiding in the conceptualization and design of climate information products for land and natural resource managers. 相似文献

We present a new approach for characterizing the potential of scientific studies to reduce conflict among stakeholders in an analytic-deliberative environmental decision-making process. The approach computes a normalized metric, the Expected Consensus Index of New Research (ECINR), for identifying where additional scientific research will best support improved decisions and resolve possible conflicts over preferred management actions. The ECINR reflects the expected change in agreement among parties over preferred management actions with the implementation and consideration of new scientific studies. We demonstrate the ECINR method based on a preliminary application to coral reef protection and restoration in the Guánica Bay Watershed, Puerto Rico, focusing on assessing and managing anthropogenic stressors, including sedimentation and pollution from land-based sources such as sewage, agriculture, and development. Structured elicitations of values and beliefs conducted at a coral reef decision support workshop held at La Parguera, Puerto Rico, are used to develop information for illustrating the methodology. The ECINR analysis was focused on a final study group of seven stakeholders, consisting of resource managers and scientists, who were not in agreement on the efficacy and respective benefits of reducing loadings from three sources: sewage, agriculture, and development. The scenario assumed that loadings would be reduced incrementally from each source through a series of management steps, which would be ranked in order of maximizing anticipated benefits. An examination of whether beliefs exhibited greater confidence and coherence between stakeholders when informed by plausible study results followed. The results suggest that new scientific research would be generally likely to bring people who initially disagreed to agree. Seventy-five percent of the hypothetical research results were projected to result in more agreement among the stakeholders. However, there can be situations where prior beliefs may be too different from the study results to shift perspectives enough to result in more agreement. Furthermore, in a few cases, hypothetical research results were projected to lead to more conflict among stakeholders. Priority research, according to the seven stakeholders, would be to quantify loadings from agriculture and sewage, and not loadings from development, since it is predicted to make little difference in the outcome. Assuming the stakeholders are conflict-averse, they would likely opt for research on sewage loadings as the highest priority. Though preliminary, these results suggest that ECINR can provide useful insights into the social implications of a research program. 相似文献

Concepts of wild land have recreational, ecological and cultural dimensions, and place varying emphasis on physical landscape attributes and the perceptions of users. In Scotland, national and NGO policies show reasonable consistency in interpreting and defining ‘wild land’, emphasising the (perception of) lack of current human influence as a key criterion. This research used semi-structured interviews with key individuals and a questionnaire survey of land managers to evaluate concepts and perceptions of wild land in Scotland. Recognising that the conceptual and spatial definition of wild land is a key issue, a new typology is proposed. Weaknesses in the policy framework, as well as key potential threats to, and opportunities associated with, wild landscapes are identified. Management initiatives are fitted to the typology and divided into four management themes. Key recommendations are: (i) that national policy for wild landscapes needs to incorporate criteria, which recognise the multiple values deriving from such areas; and (ii) that future research should combine user group preferences with physical attribute information in determining what constitutes wild landscapes. 相似文献

Agricultural Land Use Effects on Sediment Loading and Fish Assemblages in Two Minnesota (USA) Watersheds 总被引:1,自引:1,他引:0
We examined the relationship between water quality and fish communities within two agricultural areas using a computer simulation model. Our analyses focused on a coolwater stream, Wells Creek in southeastern Minnesota, and a warmwater stream, the Chippewa River in western Minnesota. We used the Agricultural Drainage and Pesticide Transport (ADAPT) model in relation to land use to calculate instream suspended sediment concentrations using estimates of sediment delivery, runoff, baseflow and streambank erosion, and quantified the effects of suspended sediment exposure on fish communities. We predicted the effects of agricultural practices on stream fish communities under several possible land use scenarios, with reference to current conditions. Land use changes led to reductions in sediment loading of up to 84% in Wells Creek and 49% in the Chippewa River. The reduction in sediment loading across scenarios may be directly related to a reduction in runoff by about 35% in both study areas. We found a 98% decrease in lethal concentrations of suspended sediment on fish in Wells Creek with an increase in conservation tillage, riparian buffers, and permanent vegetative cover. However, the effects of suspended sediment did not significantly decrease in the Chippewa River. This difference between study areas was likely due to differences in tolerance to suspended sediment between coolwater and warmwater fish communities and differences in topography, runoff and bank erosion between the two streams.

Resource planning and management in British Columbia, Canada, has been steadily moving towards more active public participation. While government agencies have long been required to consult the general public during the course of land or resource use planning, the 1990s brought in a period of more intense public involvement. In terms of resource planning, this led to the creation of several new planning processes. Given that there is now considerable experience with the Commission on Resources and Environment (CORE) and the Land and Resource Management Plan (LRMP) processes, it is time for an appraisal. In particular, the paper examines the public's perceptions of these processes with respect to 'what works well' and 'what needs improvement'. The results highlight a number of areas to which process designers and managers should direct attention. There are three key items of note. First, there are generally low levels of awareness by respondents of public consultation processes in their community. Second, there is a need for access to timely, relevant and readable information throughout the course of the process in order to keep participants and the public as up-to-date as possible. Finally, there must be greater clarity about the process itself, including mandates, participants and decision-making powers. 相似文献

The spatial relationships between land uses and river-water quality measured with biological, water chemistry, and habitat indicators were analyzed in the Little Miami River watershed, OH, USA. Data obtained from various federal and state agencies were integrated with Geographic Information System spatial analysis functions. After statistically analyzing the spatial patterns of the water quality in receiving rivers and land uses and other point pollution sources in the watershed, the results showed that the water biotic quality did not degrade significantly below wastewater treatment plants. However, significantly lower water quality was found in areas downstream from high human impact areas where urban land was dominated or near point pollution sources. The study exhibits the importance of integrating water-quality management and land-use planning. Planners and policy-makers at different levels should bring stakeholders together, based on the understanding of land-water relationship in a watershed, to prevent pollution from happening and to plan for a sustainable future. 相似文献

The sustainable management of coastal natural resources inevitably involves identifying stakeholder conflicts and developing planning processes that prevent these conflicts from becoming intractable disputes. This study links environmental conflict to specific areas within a large ecological system. Specifically, we use Geographic Information Systems (GIS) to map potentially competing stakeholder values associated with establishing protected areas in Matagorda Bay, Texas. By overlaying multiple values associated with a range of stakeholders across space, we are able to identify hotspots of potential conflict as well as areas of opportunity for maximizing joint gains. Mapping stakeholder conflict is an approach to proactively locate potential controversy in response to a specific environmental management proposal and guide decision makers in crafting planning processes that mitigate the possibility of intractable disputes and facilitate the implementation of sustainable coastal policies. Results indicate that under different management scenarios, protected area proposals will generate more conflict in specific areas. Most notably, regulated uses would produce the greatest degree of conflict on or near shore, particularly at the mouth of the Colorado River. Additionally, of all the management scenarios evaluated, the prohibition of coastal structural development would generate the overall highest level of conflict within the Bay. Based on the results, we discuss the policy implications for environmental managers and provide guidance for future research on location-based conflict management within the coastal margin. 相似文献

Solid waste management in urban areas in Tanzania is examined from a governance point of view. Capitalising on the case of the Dar es Salaam City Council, governance is seen in terms of central–local government relationship and the relationship between local government and international, national, and community institutions and stakeholders. Major impediments to waste management in urban Tanzania include corruption, poor relations between the politicians and the general population, politics of privatisation, and political apathy. Lack of resources is seen as the least important of all the impediments. An evaluation of the governance of waste management with respect to public participation, privatisation, citizen-rights, accountability and transparency and financial efficiency is discussed. Management of solid wastes in Dar es Salaam and other urban centres in Tanzania should shift from command-and-control approaches to systems of partnerships between the public authorities and the various stakeholders on the urban scene. A community-based solid waste management approach is suggested for wider adoption. The strategic approach to this non-conventional method should be carried out through four steps: elaboration, trial, evaluation and extension to other neighbourhoods. 相似文献

Brownfields are abandoned, idled, or underused sites whose reuse necessitates some sort of intervention. These sites are largely
urban and are frequently contaminated. Brownfield management options can be associated with three types of environmental consequences:
those resulting from changes in the site’s environmental quality (primary impacts); those resulting from the actual intervention
stage (secondary impacts); and, if the vocation of the site changes, those resulting from effects on regional land use (tertiary
impacts). Different stakeholders and decision-making contexts will place a different importance on each of these types of
impacts. This article proposes a framework for comparing brownfield management options in regard to these three types of environmental
impacts and for interpreting these results from different perspectives. The assessment framework is based on consequential
life cycle assessment (LCA), which is shown to provide environmental information on the three types of impacts. The results
for a case study are presented, where a “rehabilitation” option allowing residential redevelopment is compared to an “exposure
minimization” option not resulting in the site being reused. Calculated primary and tertiary impacts are favorable to the
rehabilitation option, whereas secondary impacts are favorable to the exposure minimization option. A ternary diagram presents
the favorable option for different stereotypical perspectives. Tertiary impacts are much greater than secondary impacts, and
consequently all perspectives that consider tertiary impacts favor rehabilitation. The perspective that considers primary
and secondary impacts receives conflicting information. The ternary diagram, showing results for all perspectives, could possibly
be useful for consensus-building among stakeholders. 相似文献

Two decades of uncharacteristically severe wildfires have caused government and private land managers to actively reduce hazardous
fuels to lessen wildfire severity in western forests, including riparian areas. Because riparian fuel treatments are a fairly
new management strategy, we set out to document their frequency and extent on federal lands in the western U.S. Seventy-four
USDA Forest Service Fire Management Officers (FMOs) in 11 states were interviewed to collect information on the number and
characteristics of riparian fuel reduction treatments in their management district. Just under half of the FMOs surveyed (43%)
indicated that they were conducting fuel reduction treatments in riparian areas. The primary management objective listed for
these projects was either fuel reduction (81%) or ecological restoration and habitat improvement (41%), though multiple management
goals were common (56%). Most projects were of small extent (93% < 300 acres), occurred in the wildland-urban interface (75%),
and were conducted in ways to minimize negative impacts on species and habitats. The results of this survey suggest that managers
are proceeding cautiously with treatments. To facilitate project planning and implementation, managers recommended early coordination
with resource specialists, such as hydrologists and fish and wildlife biologists. Well-designed monitoring of the consequences
of riparian fuel treatments on fuel loads, fire risk, and ecological effects is needed to provide a scientifically-defensible
basis for the continued and growing implementation of these treatments. 相似文献

In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge. 相似文献

Introduced plants that have both production values and negative impacts can be contentious. Generally they are either treated
as weeds and their use prohibited; or unfettered exploitation is permitted and land managers must individually contend with
any negative effects. Buffel grass (Cenchrus ciliaris) is contentious in Australia and there has been no attempt to broadly and systematically address the issues surrounding it.
However, recent research indicates that there is some mutual acceptance by proponents and opponents of each others’ perspectives
and we contend that this provides the basis for a national approach. It would require thorough and on-going consultation with
stakeholders and development of realistic goals that are applicable across a range of scales and responsive to regional differences
in costs, benefits and socio-economic and biophysical circumstances. It would be necessary to clearly allocate responsibilities
and ascertain the most appropriate balance between legislative and non-legislative mechanisms. A national approach could involve
avoiding the introduction of additional genetic material, countering proliferation in regions where the species is sparse,
preventing incursion into conservation reserves where it is absent, containing strategically located populations and managing
communities to prevent or reduce dominance by buffel grass. This approach could be applied to other contentious plant species. 相似文献

Federal land managers are faced with the task of balancing multiple uses and goals when making decisions about land use and
the activities that occur on public lands. Though climate change is now well recognized by federal agencies and their local
land and resource managers, it is not yet clear how issues related to climate change will be incorporated into on-the-ground
decision making within the framework of multiple use objectives. We conducted a case study of a federal land management agency
field office, the San Juan Public Lands Center in Durango, CO, U.S.A., to understand from their perspective how decisions
are currently made, and how climate change and carbon management are being factored into decision making. We evaluated three
major management sectors in which climate change or carbon management may intersect other use goals: forests, biofuels, and
grazing. While land managers are aware of climate change and eager to understand more about how it might affect land resources,
the incorporation of climate change considerations into everyday decision making is currently quite limited. Climate change
is therefore on the radar screen, but remains a lower priority than other issues. To assist the office in making decisions
that are based on sound scientific information, further research is needed into how management activities influence carbon
storage and resilience of the landscape under climate change. 相似文献

We assessed the relationship between riparian management and stream quality along five southeastern Minnesota streams in 1995
and 1996. Specifically, we examined the effect of rotationally and continuously grazed pastures and different types of riparian
buffer strips on water chemistry, physical habitat, benthic macroinvertebrates, and fish as indicators of stream quality.
We collected data at 17 sites under different combinations of grazing and riparian management, using a longitudinal design
on three streams and a paired watershed design on two others. Continuous and rotational grazing were compared along one longitudinal
study stream and at the paired watershed. Riparian buffer management, fenced trees (wood buffer), fenced grass, and unfenced
rotationally grazed areas were the focus along the two remaining longitudinal streams. Principal components analysis (PCA)
of water chemistry, physical habitat, and biotic data indicated a local management effect. The ordinations separated continuous
grazing from sites with rotational grazing and sites with wood buffers from those with grass buffers or rotationally grazed
areas. Fecal coliform and turbidity were consistently higher at continuously grazed than rotationally grazed sites. Percent
fines in the streambed were significantly higher at sites with wood buffers than grass and rotationally grazed areas, and
canopy cover was similar at sites with wood and grass buffers. Benthic macroinvertebrate metrics were significant but were
not consistent across grazing and riparian buffer management types. Fish density and abundance were related to riparian buffer
type, rather than grazing practices. Our study has potentially important implications for stream restoration programs in the
midwestern United States. Our comparisons suggest further consideration and study of a combination of grass and wood riparian
buffer strips as midwestern stream management options, rather than universally installing wood buffers in every instance.

Broad stakeholder involvement cannot be assumed in all environmental planning and management processes that have critical land use dimensions. This paper illustrates how concepts and techniques from social network analysis (SNA) can be used to examine and better understand the roles of one type of stakeholders, planners, in environmentally oriented planning and management processes led by other professions. Many environmental and facility managers view the submittal and public availability of their facilities' risk management plans (RMPs) as discrete events and give little thought about how RMP information may influence their future relations with plant communities and other stakeholders. In fact, the public availability of RMPs will have some significant and lasting consequences that have the potential to alter RMP sources' relations with a wide variety of stakeholders. This article is the first of two installments that will explore some of the likely outcomes of the risk management program, with a particular emphasis on those consequences tied to the public availability of the RMPs themselves. This installment considers likely responses at the community level and from both national and local environmental advocacy groups. The second installment will look at likely responses to RMP information in land use planning, by the financial services sector, by regulatory agencies, and by the senior management of RMP sources' owners and operators. Although the responses of individual communities to RMPs will be governed by a number of variables, including the nature of existing relations with individual RMP sources, proximity (or perceived proximity) of residences or other public and environmental receptors to RMP sources, and stakeholders' attitudes toward chemicals and chemical use, there are certain potential responses that managers should look for in their communities. This paper examines the current governance of common land with the intention of updating a story last examined in detail in studies in the late 1980s. In addition, the paper draws on recent conceptualizations of stakeholders and governance. A brief history of common land shows that governance systems are highly localized and dependent on custom and practice. Such a dependence suggests the need for governance which is based on the incorporation of stakeholders using consensus building approaches. The paper suggests that local governance systems are crucial to the successful implementation of sustainable management practices but that this may be overlooked by land managers and policy makers. Consequently, comprehensive national legislation for common land is not a viable option but legislation can play a valuable role in particular circumstances. The need to give further consideration to the role of legislation and an appropriate policy framework for commons within the context of stakeholder governance is particularly important given the significance of common land for agriculture, nature conservation, landscape, heritage and recreation across England and Wales. 相似文献

Translating sustainability policy goals into concrete action has proven to be a complex challenge for government agencies, municipalities and businesses. Existing planning and decision-making methods, such as Comprehensive Planning, Environmental Impact Assessment and Environmental Management Systems, are being used to address this focus on sustainability. United States Army policy requires the use of these three procedures by installation planners and managers, providing a unique opportunity for innovation. This paper examines the applicability of these procedures for implementing the Army's sustainable operations policy goals, and explores how the current independent and disconnected implementation can be improved through integration. Included in this analysis is a review of organizational barriers to integrated planning and management. The analysis is applicable outside the Army as these three decision-making procedures are used in many contexts, and installation management shares many characteristics with local government land use planning, federal land management, and corporate business operations. 相似文献
