ABSTRACT: In spite of the rather large volume of literature suggesting that non-efficiency objectives ought to be incorporated into water resource planning frameworks, little has been done to date. A partial explanation is that when goals are in conflict we have no “objective” criteria upon which to make the trade-offs. Also, there are problems of measuring the degree to which various policy actions lead to achievement of various goals. Nevertheless, this paper argues that given the magnitude of the possible gains from incorporating these considerations, considerable effort to overcome these problems is justified. Accordingly, we outline some procedures for making these trade-offs and suggest an alternative (practical) planning framework.  相似文献

A composite index, based on function analysis and including thirteen sub-indices, was developed to assess the overall quality of urban and urbanized beaches in the Mediterranean area. The aggregation of components and sub-indices was based on two questionnaires completed by beach users and experts. Applying the new Beach Quality Index (BQI) demonstrated that the quality of beaches could be improved. In general, the strongest aspects of the beaches assessed were those related to short-term user demand, and the weakest were those related to the consequences of human pressure on the area, in particular, erosion problems. The composite index is intended to be used together with Environmental Management Beach Systems (EMBs) as a hierarchical management scorecard and in monitoring programs. This new tool could also make planning more proactive by synthesizing the state of the most important beach processes.  相似文献

Adaptive strategies to deal with uncertainty in water management are often collaboratively developed. So far, however, little attention has been paid to the influence of collaboration on handling uncertainty through adaptive planning. In this paper, we study how collaboration has influenced the handling of uncertainty through adaptive planning for water management strategies for the IJsselmeer area in the Netherlands. We show how a fixation on certainty, different perspectives among actors and unclear responsibilities between arenas affect the handling of uncertainty, and found that it is adversely affected by collaboration. The use of adaptive planning challenged current water uses and system functions, creating resistance from actors. We conclude that developing a shared problem perception, creating a common understanding of uncertainties and ensuring a clear demarcation between the water system, its societal functions and water usage, are necessary to make adaptive planning successful in handling uncertainty.  相似文献

Political inaction at the federal level in the United States has driven increased attention to the importance of planning for climate change at the metropolitan level. This study reports on a survey of 25 regional councils in the United States that measures the extent to which they have adopted climate change plans and to identify the factors that influence their ability to implement climate change initiatives. The findings revealed that a majority of regional councils are involved in planning for and seeking to reduce climate change, and that existing efforts in complementary policy domains make this involvement possible. The findings support a multi-level framework to assess the institutional capacity of regional councils to implement climate change policy and planning in a metropolitan area.  相似文献

The use and development of natural resources is becoming a critical concern, especially considering the economic development and stability of the world money market. The question here is one of resources as a political weapon. As resources become more scarce, it becomes necessary to make greater intensive use of resources that are presently available. One dimension that has been missing is the development of urban areas. Resources in this domain have been abused and the question now is how to incorporate these types of decisions into land-use planning to refurbish urban areas. Planning is the key to use of a resource. The world can no longer afford crisis planning. The key dimension to future success in resource problems is preventive planning.  相似文献

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. Spatial planning typically involves multiple stakeholders. To any specific planning problem, stakeholders often bring different levels of knowledge about the components of the problem and make assumptions, reflecting their individual experiences, that yield conflicting views about desirable planning outcomes. Consequently, stakeholders need to learn about the likely outcomes that result from their stated preferences; this learning can be supported through enhanced access to information, increased public participation in spatial decision-making and support for distributed collaboration amongst planners, stakeholders and the public. This paper presents a conceptual system framework for web-based GIS that supports public participation in collaborative planning. The framework combines an information area, a Multi-Criteria Spatial Decision Support System (MC-SDSS) and an argumentation map to support distributed and asynchronous collaboration in spatial planning. After analysing the novel aspects of this framework, the paper describes its implementation, as a proof of concept, in a system for Web-based Participatory Wind Energy Planning (WePWEP). Details are provided on the specific implementation of each of WePWEP's four tiers, including technical and structural aspects. Throughout the paper, particular emphasis is placed on the need to support user learning throughout the planning process.  相似文献

Planning researchers traditionally conceptualize learning as cognitive changes in individuals. In this tradition, scholars assess learning with pre- and post-measures of understandings or beliefs. While valuable for documenting individual change, such methods leave unexamined the social processes in which planners think, act, and learn in groups, which often involve the use of technical tools. The present interdisciplinary research program used Learning Sciences research methods, including conversation analysis, interaction analysis, and visualization of discourse codes, to understand how tools like agent-based models and geographic information systems mediate learning in planning groups. The objective was to understand how the use of these tools in participatory planning can help stakeholders learn about complex environmental problems, to make more informed judgments about the future. The paper provides three cases that illustrate the capacity of such research methods to provide insights into planning groups’ learning processes, and the mediating roles of planning tools.  相似文献

ABSTRACT. High percentage of imperviousness in the city is the source of storm runoff. Roof area contributes significantly to the imperviousness. An attempt to make use of roofs as urban flood control device and water conservation measure is advocated. Two different schemes, one for built-up industrial-commercial area, the other for residential area, are suggested. The former utilizes the roof as detention reservoir for flood control, the latter employs recharge pit to convert runoff into ground water resource. The proposed schemes are not only hydrologically, hydraulically and structurally sound but also economically feasible. It is worth considering in the future planning of urban renewal and urban development.  相似文献

Trees have been widely quoted as effective scavengers of both gaseous and particulate pollutants from the atmosphere. Recent work on the deposition of urban aerosols onto woodland allows the effect of tree planting strategies on airborne aerosol concentrations to be quantified and considered within the planning process. By identifying the potential planting locations in the local authority area, and applying them within a dispersion and deposition model, the potential magnitude of reduction in the ambient concentration of PM(10), achievable through urban tree planting, has been quantified for two UK cities. As part of the Environmental Information Systems for Planners (EISP), flow diagrams, based on planning decisions, have incorporated output from the model to make decisions on land use planning ranging from development plans and strategic planning, to development control. In this way, for any new developments that contribute to the local PM(10) level, the mitigation by planting trees can be assessed, and in some cases, reductions can be sufficient to meet air quality objectives for PM(10).  相似文献

Contemporary urban planning is characterised by the following: (a) a large amount of specific research gives a large quantity of facts, but like stones of the mosaic do hot make an entire picture; (b) in the basis of these researches no one finds entire creative conceptions; (c) the theories lose touch with practical design matter; (d) in contradiction to the classical architectural epoch, urban planning loses touch with the construction of buildings; (e) the practice of urban planning and the construction of buildings lose touch with historical traditions. The corollary of these academic and unnatural specialisations is a break not only from “the tie of times” but also from the ties inside the profession. This situation has an effect on the practice of urban planning and architecture; society returns to destructive criticism. It is impossible to get away from this fact. The author makes an attempt to change this situation for the better — at least in some measures. On the basis of many years study of the results of research this paper presents a concept of contemporary urban planning. This concept is not in the form of hard recommendations, but expedient methods for the solution of problems. It is proved by the author's projects.  相似文献

Although planning scholars often argue that public participation improves implementation outcomes, this relationship is rarely empirically tested. This study investigates how public engagement, during planning and after plan adoption, impacts on the speed of local government sustainability plan implementation. It includes a correlation analysis of quantized in-depth interviews with sustainability planners in 36 American cities. The study finds that individual characteristics of public engagement, both during planning and after plan adoption, had statistically significant relationships to implementation speed, but in some cases this relationship was negative. The correlations imply that sustainability planners can make strategic choices to improve implementation speed through public participation in plan creation and after plan adoption. Alternatively, planners also make choices during participatory planning that slow implementation, a problematic outcome when the ultimate goal of a planning process is on-the-ground change.  相似文献

This case study examines the coastal zone problems focusing on the existing conflicts between tourism and commercial activities on the coasts of Edremit Bay, Turkey, and attempts to suggest solutions to these problems. Edremit Bay is a characteristic example of such a conflict in collective use of natural resources. The study area, with its 100-km-long sandy beach, naturally attracts different coastal user groups with different beneficial expectations: in terms of rest and recreation for one group and commercial gain offered in a variety of ways for another group. Significant coastal zone problems exist in the study area. Deterioration of shoreline due to tourism activities and illegal constructions, damage to the coastal ecosystem due to domestic/industrial wastewater discharges and some agricultural activities, and disordered urbanization are only a few of the many problems. The data presented here were partly derived from field study and partly collected from local state or private organizations. In this study, it is emphasized that there is a need for viable economic and environmental strategies to be designated in Edremit Bay, Turkey, in order to provide sustainable resource use. For this purpose, an integrated project together with a relevant planning chart including subprojects is also suggested. The success of a local environmental protection management project depends on active participation of all stakeholders including governmental organizations and nongovernmental organizations.  相似文献

Multi-agent Systems (MAS) offer a conceptual approach to include multi-actor decision making into models of land use change. The main goal is to explore the use of MAS to simulate spatial scenarios based on modelling multi-actor decision-making within a spatial planning process. We demonstrate MAS that consists of agents representing organizations and interest groups involved in an urban allocation problem during a land use planning process. The multi-actor based decision-making is modelled by generating beliefs and preferences of actors about the location of and relation between spatial objects. This allows each agent to confront these beliefs and preferences with it's own desires and with that of other agents. The MAS loosely resembles belief, desire and intentions architecture. Based on a case study for a hypothetical land use planning situation in a study area in the Netherlands we discuss the potential and limitations of the MAS to build models that enable spatial planners to include the 'actor factor' in their analysis and design of spatial scenarios. In addition, our experiments revealed the need for further research on the representation of spatial objects and reasoning, learning and communication about allocation problems using MAS.  相似文献

This paper deals with the issue of the restriction of what is ordinarily classified as permitted development under the General Development Order (GDO) through the making of Directions under Article 4 of the GDO. The planning literature contains a number of assertions about the levels of use, procedural problems and utility of such Directions. These 'planning myths' are tested through quantitative and qualitative analyses of a stratified sample survey of 50% of the local planning authorities in Great Britain. The field of built environment conservation is shown to be the largest single user of Directions, and this aspect is dealt with in greater detail. However, the second highest use of Directions, and probably the fastest-growing field, is in the control of markets and car boot sales. As additional conservation controls were announced in 1994, this may be the area of future public pressure on permitted development rights. The potential utility of Directions in formulating area-based planning policies is discussed.  相似文献

Historically, the main objective of water resources development has been economic efficiency, and the technique for its evaluation has been benefit-cost analysis. Gradually other objectives have emerged, and these in order of their emergence are regional income redistribution, environmental quality and social well-being. These multi-objectives have given rise to multifarious problems, and have made the planning process much more complex than ever before. The different objectives are not mutually exclusive, and, hence, contributions to one can only be made at the expense of others. Trade-off studies between different objectives are difficult to make. It is suggested that one way to overcome this difficulty could be to design a system to perform optimally in terms of one objective, subject to a specified level of performance of the other, which in effect becomes a constraint. The paper also discusses the pros and cons of the desirability of public participation in our decision-making processes, and the necessity of developing social sciences models to aid water planning and management.  相似文献

Abstract: A systematic technique is proposed for assisting in the design and implementation of policy and addressing the need to minimize or resolve disputes that may arise in the enforcement of regulations. The Graph Model for Conflict Resolution is a methodology that facilitates the modeling and analysis of interactive multiple participant-multiple objective decision problems. In the problems considered here, decision makers and policy planners engaged in capacity building typically have different viewpoints over appropriate ways of developing options and enforcing policy choices. Incompatible understandings of resource potentials and limits, and disparities in utilization of these resources, exasperate stakeholders and make the capacity building process counterproductive and even conducive to conflict. A systematic conflict resolution technique is invaluable to policy makers and practitioners in defusing confrontations and reaching out for consensus among participants. In support of current approaches to policy planning and regulation, the Graph Model provides accurate predictions and strategic insights into shortand long-term opportunities in multiple participant-multiple objective decision situations. A conflict among the government of Canada, the Mi'kmaq First Nation, and commercial fishermen over the sharing of a natural resource in New Brunswick, Canada, is used to illustrate the advantages of this technique in practical problems.  相似文献
