ABSTRACT: Phosphorus loading tolerances of small lakes are analyzed by means of a statistical model of lake eutrophication based upon the work of Vollenweider and Dillon. Using a sample of 195 midwestern and eastern U. S. lakes, it was found that Vollenweider and Dillon's method of predicting the trophic status of relatively deep, slow-flushing lakes can be applied to shallower lakes with much shorter retention times. The statistical model used to replicate the results of Vollenweider and Dillon is stated in detail, for convenience of application to small lake water quality management problems. The model extends the Vollenweider and Dillon results by associating each alternative phosphorous loading with a probability that a given lake can achieve or maintain noneutrophis status. It is applicable to lakes for which only minimal data are available. The major policy conclusion is that the highly variable tolerance for phosphorus loading must be considered in legislating efficient effluent limitations. The paper concludes with a comparison to a recent contribution employing a similar approach. 相似文献

ABSTRACT: The effects of changing nutrient inputs through land use management, waste water treatment, or effluent diversion are not clear, and managers are discovering that decisions which were effective in reversing eutrophication for one lake are often unsuccessful when applied to another. Simple empirical relationships are often used to predict the impact of management decisions. Errors in estimation could result in either substantial costs for overdesign or failure to meet desired eutrophication levels. This paper presents and illustrates a methodology to evaluate the impact of land use and water resource management decisions on lake eutrophication. The problems of worth of additional information, and uncertainty of estimates were handled within a cost-effectiveness framework. The probability of exceeding a critical level of eutrophication was considered as a measure of effectiveness. The cost criterion is the expected value of opportunity costs, costs of analysis and costs of additional information. Uncertainty analysis techniques were used to estimate the effectiveness of various management alternatives. Bayesian methods can be utilized to determine the worth of additional information. The methodology was applied to Beseck Lake, Connecticut, and the cost and effectiveness measures estimated for a number of land management alternatives. Worth of additional information was not determined in this initial effort in uncertainty analysis for lake eutrophication management. 相似文献

ABSTRACT: Despite the fact that lake phosphorus loading criteria have proven to be valuable tools in lake management, they are generally subjective in nature or incomplete in form. In order to address these shortcomings, the oxic-anoxic transition point was selected as an objective quality criterion and discriminant analysis was used to construct a lake classification function. This function is dependent upon lake phosphorus loading, mean depth, and overflow rate. The value of the function may be expressed as a probability of classification (as either oxic or anoxic). When used in prediction, inclusion of the input error permits the estimation of the change in classification probability as input uncertainty is reduced. Further, the form of the discriminant function suggests that the annual volumetric loading is a more informative term for the expression of phosphorus loading than is the annual areal loading. 相似文献

ABSTRACT: Water quality in eutrophic Lake Tohopekaliga, Florida, improved markedly from 1982 to 1992 as a result of reductions in phosphorus and nitrogen loading to the lake. Annual budgets of water, chloride, phosphorus and nitrogen were constructed for the lake, and indicate it is a sink for phosphorus and a source for nitrogen. Water column concentrations of total phosphorus, soluble reactive phosphorus, total nitrogen, dissolved inorganic nitrogen, and chlorophyll a all declined as external inputs of nutrients decreased. Water column nitrogen: phosphorus ratios have increased, suggesting a probable shift from nitrogen- to phosphorus-limitation. This apparent shift in nutrient limitation status also is supported by comparisons of the mean Trophic State Indices for phosphorus, nitrogen, and chlorophyll a. These improvements in water quality are attributed to the diversion of wastewater treatment plant effluent from the lake, and the increased use of wet retention ponds for stormwater runoff. 相似文献

Johnson Sauk Trail Lake remains highly eutrophic, even though the watershed has long been returned to an undisturbed condition with permanent vegetative cover and with little or no land disturbance in the watershed. Internal regeneration of nutrients has been identified as the major source of nutrients to the lake. Lake destratification, selective harvesting and removal of weeds, and control of algal blooms using chelated copper sulfate application followed by potassium permanganate application have all been chosen as management techniques for improving water quality conditions in the lake. These in-lake techniques are considered not as palliative measures, but as necessary tools in enhancing the lake's water quality characteristics. 相似文献

ABSTRACT: The Hallett Quarry gravel pit lakes are an active sand and gravel extraction operation located 0.4 km north of the City of Ames, Iowa. During periods of drought, these lakes serve as a supplemental water supply for Ames. A modified version of the Vollenweider input-output model was used to predict future water quality under various watershed land use, drainage, and lake configurations. The dominant factor controlling the future water quality of the lakes was found to be the nutrient input. It is recommended that a management plan to protect the future water quality should be oriented towards reducing the sources of phosphorus to the lakes. 相似文献

ABSTRACT. This paper describes the methodology for a nutrient balance to evaluate the sources and distribution of nutrients in a small river basin. Loadings for total nitrogen and phosphorus are calculated from measured nutrient concentration and river discharge data. Using a special retrieval program and a data storage and processing system, loadings are accumulated over a given time period to allow for time of passage through the basin and seasonal changes in nutrient distribution. Nutrient balances are made with the accumulated loadings to obtain the relative contribution of each nutrient source and the retention of nutrients within the basin through sedimentation and aquatic growth. The methodology has been used to study nutrients in the Qu'Appelle River Basin, Saskatchewan, Canada. 相似文献

ABSTRACT: The agricultural revolution occurred because the un-managed environment was not providing food in either the quantity or quality that society desired. The “environmental revolution” is developing because the unmanaged environment is clearly not capable of assimilating societal wastes without being seriously degraded. Effective environmental management will require regional and site-specific modification of general principles and practices that can be used at a national or international level. An environmental management system can be operated in the same manner as any industrial quality control system with three basic components: (a) sensors at appropriate locations, (b) rapid generation and feedback of information, and (c) a quality control group capable of taking immediate effective action when system performance is outside predetermined boundary conditions. This discussion focuses primarily on three areas: (a) management options available to regulate intrusion of societal wastes into natural systems, (b) types of methods available for predicting and validating effects on natural systems, and (c) modifications of present legislation that would permit the most flexibility in selecting from the various management options. Also considered are multispecies toxicity tests using species with cosmopolitan distribution in test systems with a high degree of environmental realism. Among the many values of such tests is the ability to exchange information from all parts of the world effectively because the test organisms are not restricted to a particular geographic region. 相似文献

ABSTRACT: There is a lamentable absence of comprehensive planning in the current cursade to improve water quality. A serious shortcoming is the lack of evaluation of the effects of waste water treatment upon environmental quality. At some point in time the public may ask what they have obtained for their money. The nature of pollution in a river basin demands a coordinated attack against it. Engineering and economic criteria suggest that a properly empowered river basin authority would be the logical organization to plan and operate a water quality management system. Several forms of such authorities have operated effectively and efficiently for many years in the United States and other industrialized countries. ABSTRACT: Accurate valuation of recreational lakes and rivers in contingent valuation (CV) studies requires that the definition of the environmental good being sold meets the requirements of correspondence, proximity, and familiarity. The concept of ‘water quality’ normally used fails to meet these requirements. This paper offers a broader concept of “lake/river quality” - a collection of physical, ecological, and aesthetic characteristics that create the opportunity for recreation, scenic enjoyment, and fish and wildlife propagation - that better describes the characteristics that recreationists value in lakes and rivers. The concept therefore better meets CV requirements and should be the basis for defining environmental improvements and declines to be hypothetically sold in CV surveys. 相似文献

ABSTRACT: Linear programming is the simplest of all the optimization techniques used in regional water quality management studies; but the technique can optimize only one goal. When there are multiple goals with the same or different priorities, goal programming is a useful decisionmaking tool. ABSTRACT: An improved computational procedure for solving water quality management models containing interacting pollutants and control policies is presented. The method is developed with respect to the specific problem of minimizing the costs of basin-wide thermal and organic pollution control to meet water quality standards. It views the problem in partitioned form where a master problem is used to find cooling levels for thermal polluters while subproblems determine optimal organic pollutant reductions for fixed cooling levels. A gradient based search procedure is used to solve the master problem. Computational results for several river systems are presented. ABSTRACT: Information on raw water quality, treatment process removal efficiency, and distribution system monitoring is essential to the proper management and operation of a water utility system. Microcomputer hardware and software systems using commercially available data base management systems (DBMS) have emerged within the last few years as an effective means of managing, analyzing, and displaying water quality data. Understanding hardware, software, and training requirements is essential to the proper use of these systems. Three types of data base design are common: relational, hierarchical, and network. Only the relational type of data base architecture is widely implemented on microcomputer DBMS. In this paper two examples of the application of DBMS to water utility problems are presented. One example deals with collection and analysis of data concerning the water quality of the Mississippi River. Two intermittent streams on oak-hickory watersheds in southern Illinois were gaged with a V-notched weir and sampled with an automatic water sampler. For three years data were collected on flow volume and water quality. Flow volumes show large variations between years and watersheds. Samples were analyzed for Na+, K+, Ca++, Mg++, P, and NO-3. Water quality was consistently high, although there were significant differences between watersheds. A baseline for water quality has been established for comparison after one of the watersheds is clearcut at a later date. 相似文献

ABSTRACT: With the advent of standards and criteria for water quality variables, there has been an increasing concern about the changes of these variables over time. Thus, sound statistical methods for determining the presence or absence of trends are needed. A Trend Detection Method is presented that provides: 1) Hypothesis Formulation - statement of the problem to be tested, 2) Data Preparation - selection of water quality variable and data, 3) Data Analysis - exploratory data analysis techniques, and 4) Statistical Tests - tests for detecting trends. The method is utilized in a stepwise fashion and is presented in a nonstatistical manner to allow use by those not well versed in statistical theory. ABSTRACT: Multivariate methods of trend analysis offer the potential for higher power in detecting gradual water quality changes as compared to multiple applications of univariate tests. Simulation experiments were used to investigate the power advantages of multivariate methods for both linear model and Mann-Kendall based approaches. The experiments focused on quarterly observations of three water quality variables with no serial correlation and with several different intervariable correlation structures. The multivariate methods were generally more powerful than the univariate methods, offering the greatest advantage in situations where water quality variables were positively correlated with trends in opposing directions. For illustration, both the univariate and multivariate versions of the Mann-Kendall based tests were applied to case study data from several lakes in Maine and New York which have been sampled as part of EPA's long term monitoring study of acid precipitation effects. 相似文献

ABSTRACT: This paper describes a methodology for the evaluation of water quality plans analogous to procedures used in flood control planning, where flood damage frequency curves provide the basis for determining flood control benefits. The proposed method uses continuous water quality simulation to develop long term information from which water quality frequency curves can be obtained. This frequency information allows the evaluation of the impact of proposed water quality control plans taking into consideration the variable nature of the water resource. Using treatment costs and other economic indicators of water quality, the frequency information can be used to estimate the cost-effectiveness and economic efficiency of alternative plans. The method is demonstrated in a semi-hypothetical environment; real hydrologic and climatic characteristics are assigned to a hypothetical watershed configuration. Alternative management plans are simulated and analyzed for both physical and economic impacts. The advantages of continuous simulation and its use in water quality planning are explored. 相似文献

With the pressure from industries and municipalities to reduce the waste water treatment costs associated with the permit limits needed to attain the goals of the Clean Water Act, attention has turned ways of introducing flexibility into the regulations without sacrificing the water quality goals. Wisconsin is the first state to have adopted a variety of options from which dischargers may choose when meeting their water quality requirements. These options were developed for the express purpose of minimizing the costs and maximizing the flexibility of the point source water quality regulations while ensuring that permitted discharge would not violate the water quality standards. This paper presents five options that the state has made available to dischargers, as well as one the state did not adopt. The conclusion is that a mix of options can substantially increase the flexibility and reduce the costs of meeting water quality standards on effluent limited streams. 相似文献

ABSTRACT: While the quality of rivers has received much attention, the degradation of small streams in upland areas of watersheds has only recently been recognized as a major problem. A major cause of the problem is increases in nonpoint source pollution that accompany urban expansion. A case study is used to examine the potential for storm water detention as a means of controlling water quality in streams of small watersheds. The storm water management basin, which is frequently used to control increases in discharge rates, can also be used to reduce the level of pollutants in inflow to receiving streams. Data collected on a 148-acre site in Maryland shows that a detention basin can trap as much as 98 percent of the pollutant in the inflow. For the 11 water quality parameters, most showed reductions of at least 60 percent, depending on storm characteristics. 相似文献

ABSTRACT. The Nation has entered a new era of water quality management in which land use policy and regulation must assume an increasingly important role. The benefits of tertiary and advanced waste treatment may be offset by contradictory land use and pollution from land runoff. Unless land use planning and controls are included in water quality management, land-imposed constraints on water quality can be anticipated. Pollution from major types of land runoff are reviewed with respect to sources, effects, and control procedures. Emphasis is given to land use practices and controls. The crucial issue with regard to the latter is lack of land use policies at federal, state, and local levels. State legislation establishing guidelines and minimum standards for land use regulation by local government is required. The dependency of water quality on land use points to the fallacy of attempting to provide for comprehensive water pollution control outside the context of comprehensive land-water resource planning and management. 相似文献
