ABSTRACT: The potential surface water and ground water quality tradeoff implications from the nonpoint source provisions of the 1987 Water Quality Act are investigated in this paper using a national linear programming model developed at Iowa State University and modified by the Economic Research Service and the Leaching Evaluation of Agricultural Chemicals (LEACH) Handbook developed by the U.S. Environmental Protection Agency. The linear programming model is used to maximize net farm revenue using optimal combinations of crop rotations and tillage practices for each region of the United States given natural resource constraints. The LEACH handbook is used to determine the relative potential for pesticides to leach below the root zone for different soil types, hydrologic conditions, pesticides used, and tillage practices. The results indicate that imposing a surface water quality erosion constraint aimed at reducing sediment concentrations results in a larger decrease in farm income than imposing a uniform 5 ton per acre per year erosion constraint. Both constraints could result in regional improvement in ground water quality in some regions of the country while decreasing ground water quality in other regions.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

ABSTRACT: A stochastic programming framework is developed to evaluate the economic implications of reliability criteria and multiple effluent controls on nonpoint source pollution. An integrated watershed simulation model is used to generate probability distributions for agricultural effluents in surface and ground water resulting from agricultural practices. Results from the planning model indicate that reliability and multiple effluent constraints significantly increase the cost of nonpoint controls but the effects vary by control alternative. The analysis indicates that an evaluation of multiple water quality objectives can be an important planning tool for designing nonpoint source controls for innovative programs to promote cost-effective water quality regulation.  相似文献

Nonpoint source pollution remains as the primary reason for the designation of many of the Nation's streams as “water quality limited.” This means that even with the application of technology-based effluent limitations on point sources, ambient water quality standards will not be met. This paper explores several of the reasons why nonpoint sources are so difficult to come to grips with. These reasons include: (1) the inability to expand the definition of nonpoint sources to encompass nonengineering attributes, (2) the relatively primitive state of characterizing nonpoint sources, (3) the lack of prior success in conducting programs to study and alleviate nonpoint problems, and (4) an uncertain approach to providing incentives for control practices.  相似文献

The U.S. Environmental Protection Agency (USEPA) and the U.S. Department of Agriculture (USDA) are promoting point/nonpoint trading as a way of reducing the costs of meeting water quality goals. Farms can create offsets by implementing management practices such as conservation tillage, nutrient management and buffer strips. To be eligible to sell offsets or credits, farmers must first comply with baseline requirements. USEPA guidance recommends that the baseline for nonpoint sources be management practices that are consistent with the water quality goal. A farmer would not be able to create offsets until the minimum practice standards are met. An alternative baseline is those practices being implemented at the time the trading program starts, or when the farmer enters the program. The selection of the baseline affects the efficiency and equity of the trading program. It has major implications for which farmers benefit from trading, the cost of nonpoint source offsets, and ultimately the number of offsets that nonpoint sources can sell to regulated point sources. We use a simple model of the average profit-maximizing dairy farmer operating in the Conestoga watershed in Pennsylvania to evaluate the implications of baseline requirements on the cost and quantity of offsets that can be produced for sale in a water quality trading market, and which farmers benefit most from trading.  相似文献

ABSTRACT: Gold was discovered in Georgia in 1829 and mined until about 1940 in the Dahionega Gold Belt of the north Goorgia Piedmont. Streams there are characterized by gravel beds and fine sandy to silty banks. Historical mining-related alluvium is clearly distinguished from prehistoric alluvium because it is contaminated with mercury (Hg), which was used by miners to amalgamate gold. Mercury concentrations in historical floodplain sediments range from 0.04 to 4.0 mg kg?1, exceeding background (0.04 mg kg1) by as much as two orders of magnitude near the core of the mining district and decreasing in the downstream direction. Low levels (≤ 0.1 mg kg1) of Hg are established within about 10–15 km from the source mines. The mercury-contaminated sediment exceeds sediment quality guidelines set by many agencies, and is a significant nonpoint source for mercury pollution. Hydraulic mining of saprolite, which began in 1868, and cutting of forests associated with mining and settlement caused unusually rapid sedimentation (1–3 cm yr?l) and floodplain aggradation in the region. After mining ceased, streams adjusted by downcutting and forming an historical-age terrace. A new floodplain is currently being formed as streams migrate lateraily and erode the mining-related sediment of the historical terrace. High magnitude floods are contained within the confines of the historical terrace, thus limiting quantities of over-bank sedimentation, causing channel bank erosion, and transmitting high sediment yields to reservoirs in the region.  相似文献

Runoff from crop production in agricultural watersheds can cause widespread soil loss and degradation of surface water quality. Beneficial management practices (BMPs) for soil conservation are often implemented as remedial measures because BMPs can reduce soil erosion and improve water quality. However, the efficacy of BMPs may be unknown because it can be affected by many factors, such as farming practices, land-use, soil type, topography, and climatic conditions. As such, it is difficult to estimate the impacts of BMPs on water quality through field experiments alone. In this research, the Soil and Water Assessment Tool was used to estimate achievable performance targets of water quality indicators (sediment and soluble P loadings) after implementation of combinations of selected BMPs in the Black Brook Watershed in northwestern New Brunswick, Canada. Four commonly used BMPs (flow diversion terraces [FDTs], fertilizer reductions, tillage methods, and crop rotations), were considered individually and in different combinations. At the watershed level, the best achievable sediment loading was 1.9 t ha(-1) yr(-1) (89% reduction compared with default scenario), with a BMP combination of crop rotation, FDT, and no-till. The best achievable soluble P loading was 0.5 kg ha(-1) yr(-1) (62% reduction), with a BMP combination of crop rotation and FDT and fertilizer reduction. Targets estimated through nonpoint source water quality modeling can be used to evaluate BMP implementation initiatives and provide milestones for the rehabilitation of streams and rivers in agricultural regions.  相似文献

ABSTRACT: Although the curve number method of the Natural Resources Conservation Service has been used as the foundation of the hydrology algorithms in many nonpoint source water quality models, there are significant problematic issues with the way it has been implemented and interpreted that are not generally recognized. This usage is based on misconceptions about the meaning of the runoff value that the method computes, which is a likely fundamental cause of uncertainty in subsequent erosion and pollutant loading predictions dependent on this value. As a result, there are some major limitations on the conclusions and decisions about the effects of management practices on water quality that can be supported with current nonpoint source water quality models. They also cannot supply the detailed quantitative and spatial information needed to address emerging issues. A key prerequisite for improving model predictions is to improve the hydrologic algorithms contained within them. The use of the curve number method is still appropriate for flood hydrograph engineering applications, but more physically based algorithms that simulate all streamflow generating processes are needed for nonpoint source water quality modeling. Spatially distributed hydrologic modeling has tremendous potential in achieving this goal.  相似文献

To reduce nonpoint source pollution from nutrient, chemical, and sediment runoff, a number of environmental policy standards have been proposed. Such standards could be used to reduce nonpoint source pollution from nutrient, chemical, and sediment runoff to impaired water bodies. State governments can use voluntary approaches to meet nonpoint source pollution reduction goals. However, the practices that lower net returns will not be voluntarily adopted by farmers. Crop rotations and tillage practices may help producers to comply with the environmental standards while minimizing losses in farm profits. This study compares runoff from crop rotation practices and conventional continuous row cropping systems in Mississippi. The results are compared for different tillage systems in order to examine robustness of results. Nutrient runoff and sediment runoff are simulated using the Erosion Productivity Impact Calculator (EPIC). Sensitivity analysis of the sediment and nitrate reductions at 15 percent, 25 percent, and 35 percent are conducted. Under these scenarios, net returns are optimized under environmental constraints, and the marginal cost of sediment reduction ranges from US$1.61 to US$9.63 per ton depending on soil conditions, while the corresponding nitrate and phosphorus reductions costs range from US$1.21 to US$7.08 per kg and from US$0.09 to US$31.91, respectively. The empirical results from this study indicate that a nitrate reduction policy is relatively less costly than a sediment reduction policy. The results also demonstrate the importance of geophysical conditions and policy costs, which vary across regions.  相似文献

ABSTRACT: The development of a nondegradation policy for high quality waters is a complex and often controversial process. This paper discusses the development of a nondegradation policy for two components of the National Wild and Scenic Rivers System. Water quality in these reaches of the Delaware River is threatened by rapid growth and development and the cumulative impacts from numerous wastewater discharges and nonpoint sources of pollution. The Delaware River Basin Commission, with assistance from its member states and the National Park Service, conducted a highly public, six-year planning process to develop a nondegradation policy that protected existing water quality without impinging upon local and state economic development objectives. The resulting non-degradation policy includes such features as numeric definitions of existing water quality and measurable change; stringent point source requirements; nonpoint source requirements including watershed planning requirements; and other water quality management policies.  相似文献

ABSTRACT: Irrigated agriculture is a major nonpoint source of surface water quality degradation. Nonpoint source discharges can be controlled by either output taxes or restrictions, or input taxes or restrictions. The economic theory of externality control with taxes or restrictions on input use is developed. The effectiveness of alternative input control policies in improving surface water quality is demonstrated with a mathematical model of the agriculture and water quality in Washington State's Yakima River Basin. Water quality parameters considered were river nitrogen concentration, water temperature, and cropland soil losses. Producer and social abatement costs were the most important measures of policy effectiveness.  相似文献

Governmental agencies, nongovernmental organizations, and agricultural organizations promote water quality trading programs as an innovative policy to engage agricultural producers in conservation activities. Cost analyses suggest regulated sources can reduce compliance costs by purchasing agricultural nonpoint source credits. Yet, such “point‐nonpoint” trades are rare. This article assesses the demand for agricultural nonpoint sources in well‐developed nutrient trading programs in Virginia for industrial and municipal wastewater treatment plants, municipal stormwater programs, and land developers. Evidence suggests nutrient trading programs in Virginia will not stimulate investments in pollutant reduction practices on working agricultural lands. The lack of demand for agricultural nonpoint source credits can be attributed to a substantial degree to the design features and incentives present in multiple overlapping regulatory programs. The legal setting that dampens regulated source demand for nonpoint source credits in Virginia is broadly representative of conditions found elsewhere in the United States.  相似文献

ABSTRACT: The Rural Clean Water Program has provided a unique opportunity to study the economics of agricultural nonpoint source pollution control. Several implications for improving the economic efficiency of future agricultural nonpoint source pollution control programs can be drawn from the results. First, individual projects should be targeted towards water bodies that have water quality problems causing economic damages. Considerable variation can exist among areas in the magnitude of economic damages, which may not be proportional to physical impacts. Second, the relative costs and effectiveness of the practices selected to reduce the delivery of pollutants can vary dramatically from one location to another. Early identification and emphasis on cost-effective BMPs can substantially reduce project costs and may make a project economically justifiable that would not otherwise be so. Finally, some projects that do not hive potential economic benefits from water quality improvements exceeding government cost may have on-farm benefits from reduced costs and increased long-term yields that are sufficient to make total benefits (water quality and on-farm) exceed costs.  相似文献

ABSTRACT The impacts of milled peat mining on runoff quality in northern Minnesota were determined using a multiple watershed approach. The frequency distributions of water quality constituents were used to detect whether runoff from a mined bog differed from that of 15 unmined (control) bogs. Peat mining increased water temperature, suspended sediment, specific conductance and concentrations of acidity, iron, sodium, and nitrogen species, although drinking water standards were not exceeded (α= 0.05). The method presented may be applicable for other nonpoint pollution investigations.  相似文献

Targeting of agricultural conservation practices to the most effective locations in a watershed can promote wise use of conservation funds to protect surface waters from agricultural nonpoint source pollution. A spatial optimization procedure using the Soil and Water Assessment Tool was used to target six widely used conservation practices, namely no‐tillage, cereal rye cover crops (CC), filter strips (FS), grassed waterways (GW), created wetlands, and restored prairie habitats, in two west‐central Indiana watersheds. These watersheds were small, fairly flat, extensively agricultural, and heavily subsurface tile‐drained. The targeting approach was also used to evaluate the model's representation of conservation practices in cost and water quality improvement, defined as export of total nitrogen, total phosphorus, and sediment from cropped fields. FS, GW, and habitats were the most effective at improving water quality, while CC and wetlands made the greatest water quality improvement in lands with multiple existing conservation practices. Spatial optimization resulted in similar cost‐environmental benefit tradeoff curves for each watershed, with the greatest possible water quality improvement being a reduction in total pollutant loads by approximately 60%, with nitrogen reduced by 20‐30%, phosphorus by 70%, and sediment by 80‐90%.  相似文献

Recent research has suggested that the fate of biologically active compounds (BACs) originating from point sources such as wastewater treatment plants is fundamentally different from that of similar compounds released from nonpoint sources through runoff from agricultural landscapes. Downstream from wastewater treatment plants, BACs will degrade via a variety of mechanisms; however, their concentration in the water adjacent to the point of discharge may not decrease over time, as the compounds are continually released. In contrast, in agricultural systems, BACs are episodically introduced to surface water during snowmelt and rainstorm events, and under these circumstances, may be found in water for only hours or days after a storm event. Recent research in our laboratories as well as others, has suggested that sediments play an important role in the persistence of herbicides and steroids in watersheds after nonpoint source loading events. Conceptually, the sediment serves as both a sink and a source, equilibrating with BACs during storm events then slowly releasing them back into the water over time, long after the initial pulse of chemicals has moved downstream.  相似文献

We present results of mercury (Hg) in surface waters and soils and an analysis of satellite imagery from the Tapajós River basin, Brazilian Amazon, and the Reserva Garimpeira do Tapajós, the legal gold mining district of the basin. Hg bound to suspended sediment was roughly 600 and 200 times the concentration of dissolved Hg per litre of water, in impacted and pristine areas, respectively. Suspended sediments thus represent the major pathway of river-borne Hg. Median concentrations of Hg in suspended load from both impacted and pristine waters were 134 ppb, and 80% of samples were below 300ppb-in the range of naturally occurring surficial materials in the tropics. Regionally, riverine Hg fluxes were proportional to the concentration of total suspended solids. This shows that the dominant source of Hg is the sediment itself rather than anthropogenic mercury discharge from the small-scale mines. To independently test this conclusion, a mass balance was performed. A conservative calculation of the annual export of mercury (Hg) from the Creporí River (a minimum) was 1.6 tonnes for the year 1998-it could be significantly larger. This amount of Hg is difficult to account for by anthropogenic discharge alone, confirming that enhanced physical erosion caused by sluicing and dredging operations is the dominant source of Hg. We therefore conclude that gold mining operations are primarily responsible for elevated Hg concentrations. The dominant source of contamination is not, however, the loss of Hg in the gold amalgamation process. Rather, the disturbance and mobilization of large quantities of Hg-rich sediment and floodplain soil into the water column during mining operations is the source of contamination. These findings shift the focus of remediation and prevention efforts away from Hg control toward soil and sediment erosion control. The minimization or elimination of Hg losses in the mining process remains important for the health of local peoples and environments, but keeping basin soils and sediments in place would be a much more effective means of minimizing Hg fluxes to the region's rivers. To gain a spatial and historical perspective on the source and extent of emissions, satellite imagery was used. We were able to reconstruct historical mining activity, locate impacted areas, and estimate historical Hg fluxes with the imagery. To do so, the spectral characteristics of satellite images were calibrated to the concentration of suspended sediment in the rivers, which, in turn, is proportional to the Hg concentration. This analysis shows that mining-induced sediment plumes have been a dominant source of sediment to the Tapajós River system for decades. As well, the intensity and location of these emissions has varied through time. For example, sediment discharge from the Creporí River was greater in 1985 than in 1998; and the tributaries on the west bank of the Tapajós were actively being mined in 1985 but had been abandoned in 1998. This type of information should greatly assist in understanding original and ongoing sources of emissions, and in managing prevention and remediation efforts.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00454.x Abstract: Water quality trading between point and nonpoint sources is of great interest as an alternative to strict command and control regulations on point sources for achieving water quality goals. The expectation is that trading will reduce the costs of water quality protection, and may speed compliance. The United States Environmental Protection Agency has issued guidance to the States on developing point‐nonpoint trading programs, and United States Department of Agriculture is encouraging farmer participation. However, existing point‐nonpoint trading programs have resulted in very few trades. Supply side and demand side impediments seem to be preventing trades from occurring in most trading programs. These include uncertainty over the number of discharge allowances different management practices can produce, high transactions costs of identifying trading partners, baseline requirements that eliminate low‐cost credits, the reluctance of point sources to trade with unfamiliar agents, and the perception of some farmers that entering contracts with regulated point sources leads to greater scrutiny and potential future regulation. ABSTRACT: On May 19, 1993, a jury in the U.S. District Court for the Western District of New York found Southview Farm and Richard H. Popp guilty of violating the Clean Water Act on five occasions. The violations were the result of storm water runoff from a site used for disposal of dairy cattle manure from an unpermitted concentrated animal feeding operation. The presiding District Court judge later dismissed the jury verdict, and subsequently a U.S. Court of Appeals for the Second Circuit reversed the dismissal. The Court of Appeals concluded that the discharges were not exempt as agricultural storm water discharges, and that the manure spreaders involved were point sources. Because the use of animal manures in crop production activities will result, unavoidably, in the discharge of some pollutants to adjacent surface waters, a rational and universally applicable basis is needed to determine when such discharges are point versus nonpoint source. Current statutes and regulations do not delineate clearly such a boundary. To address this lack of specificity, I propose that application rates be based on recommended crop nutrient needs.  相似文献

Abstract: Sediments and soils were analyzed using stable carbon and nitrogen isotope ratio mass spectrometry and carbon and nitrogen elemental analyses to evaluate the their ability to indicate land‐use and land management disturbance and pinpoint loading from sediment transport sources in forested watersheds disturbed by surface coal mining. Samples of transported sediment particulate organic matter were collected from four watersheds in the Southern Appalachian forest region of southeastern Kentucky. The four watersheds had different surface coal mining history that were classified as undisturbed, active mining, and reclaimed conditions. Soil samples were analyzed including reclaimed grassland soils, undisturbed forest soils, geogenic organic matter associated with coal fragments in mining spoil, and soil organic matter from un‐mined grassland soils. Statistically significant differences were found for all biogeochemical signatures when comparing transported sediments from undisturbed watersheds and surface coal mining disturbed watersheds, and the results were attributed to differences in erosion sources and the presence of geogenic organic matter. Sediment transport sources in the surface coal mining watersheds were analyzed using Monte Carlo mass balance un‐mixing and it was found that: δ15N showed the ability to differentiate streambank erosion and surface soil erosion; and δ13C showed the ability to differentiate soil organic matter and geogenic organic matter. Results from the analyses suggest that streambank erosion downstream of surface coal mining sites is an especially significant source of sediment in coal mining disturbed watersheds. Further, the results suggest that the sediment transport processes governing streambank erosion loads are taking longer to reach geomorphologic equilibrium in the watershed as compared with the surface erosion processes. The dual‐isotope technique provides a useful method for further investigation of the impact of surface coal mining in the uplands of the watershed upon the geomorphologic state of the channel and the source of organic matter in aquatic systems impacted by surface coal mining.  相似文献
