As a result of expanding human pressures, the heterogeneity of aformerly diverse landscape has been reduced and the richness ofanimal and plant species has decreased. Some particular standtypes and their species are especially connected withimpoverishment caused by mans activities. Halophyte DentatedMelilot (Melilotus dentata, Fabaceae) is one of suchspecies, which is vanishing apparently as a result of intensiveagriculture, surface mining, and urbanization.The data on its distribution were compiled from herbariumspecimens, literature, and the authors own field observations.The distribution was mapped separately for four periods: up to1900, 1901–1945, 1946–1975, and after 1975.The trend in reduction of localities was documented. At the sametime, their environmental quality was changing as well.Basically, the salt marshes in their original areal extent andtheir former species richness have disappeared. Currentlocalities of M. dentata include poor fragments of the saltmarshes mentioned above and secondary stands, e.g. ruderal placesinside villages, strips along drainage ditches, paths, railwaylines, fields, etc.  相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献

Abstract

A new institutional architecture is emerging in Wales to govern sustainable development. The National Assembly for Wales (hereafter referred to as the ‘Welsh Assembly’)1 1The National Assembly for Wales is the legal entity and title given to the devolved body in Wales. ‘Welsh Assembly Government’ is the term used by the current administration. has a statutory duty to promote sustainable development in the exercise of all its functions; its response has been to design a set of political and organizational arrangements to manage this policy area, and to prepare a Scheme that sets out how it proposes to discharge this duty. Devolved government in Wales has also been the catalyst for the emergence of collaborative relationships and partnerships between different sectors and interests. The Welsh Assembly and the Welsh Local Government Association have published a Compact jointly committing them to promote sustainable development; national non-governmental organizations such as Oxfam and the World Wide Fund for Nature have set up Welsh agencies; local government sustainable development coordinators have formed a national network; a national Sustainable Development Forum has been created; and the Welsh Assembly has taken the lead in establishing a European network of countries interested in sharing best practice on sustainable development. A new Wales-specific structure and system is materializing and the test now is how far this will be effective in delivering sustainable development policies and solutions at local and national levels. This paper examines the challenges in managing sustainable development, and the potential for success of this new governance system, drawing on recent research undertaken by the author on behalf of the Joseph Rowntree Foundation. The examination is set in the context of different theories of governance, and sustainable development is conceptualized as a ‘wicked issue’—one that cannot be resolved by organizations and agencies acting autonomously, but rather needs concerted focus and action across all sectors.  相似文献

Summary The State Council of China has adopted Agenda 21for China and biodiversity conservation is one plank of its agenda for China's sustainable development. This paper offers a brief discussion of China's White Paper on Agenda 21 and examines, as a case study, the problem of sustaining biological diversity in Xishuangbanna Dai Autonomous Prefecture in Yunnan. This area is rated as one of megadiversity, and therefore, as one deserving a high priority for conservation purposes. After discussing the general socio-economic obstacles to biodiversity conservation in Xishuangbanna, the article outlines the types of strategies adopted in China for reducing pressures of local communities on biodiversity and nature conservation. China's preferred strategy for easing pressures on biodiversity conservation in nature reserves is to improve economic opportunities outside of the reserves and raise the income levels of people living in the neighbourhood of the reserves. This approach has been adopted in Xishuangbanna and there are plans to extend it. Community development projects such as agroforestry, joint ventures in tourism and so on are being encouraged. Mechanisms for selecting suitable community development projectse.g. using rapid rural appraisal (RRA), are considered. Without economic development at the local level, plans for biodiversity conservation are unlikely to succeed in China or for that matter elsewhere in the developing world.Dr Clem Tisdell is Professor and Head of Department of Economics at the University of Queensland. US civil defense planning for nuclear attack since 1974 has emphasized the doctrine of crisis relocation. Under this doctrine, some 150 million people would evacuate from urban areas and other probable targets to rural host communities. The population of the latter would stay put to assist the relocatees. Local communities would be responsible for the welfare of up to ten times their normal population for an indefinite period of time.This study examined certain implications of crisis relocation for the town of Greenfield, Massachusetts, USA, a typical host community. Various assumptions were articulated regarding the timing of events, the season of year, weather, and social behavior. Assumptions were favorable to the success of crisis relocation. Nevertheless, Greenfield would face impossible burdens in attempting to provide fallout protection, water, food, medical care, and civil order. Additional pressures would arise from adjoining communities which are functionally dependent upon Greenfield for normal goods and services, but which would receive their own allotment of relocatees. Crisis relocation is not taken seriously in Greenfield and virtually no preparations have been made to implement it.  相似文献

Agricultural expansion and deforestation are spatial processes of land transformation that impact on landscape pattern. In peninsular Malaysia, the conversion of forested areas into two major cash crops—rubber and oil palm plantations—has been identified as driving significant environmental change. To date, there has been insufficient literature studying the link between changes in landscape patterns and land-related development policies. Therefore, this paper examines: (i) the links between development policies and changes in land use/land cover and landscape pattern and (ii) the significance and implications of these links for future development policies. The objective is to generate insights on the changing process of land use/land cover and landscape pattern as a functional response to development policies and their consequences for environmental conditions. Over the last century, the development of cash crops has changed the country from one dominated by natural landscapes to one dominated by agricultural landscapes. But the last decade of the century saw urbanization beginning to impact significantly. This process aligned with the establishment of various development policies, from land development for agriculture between the mid 1950s and the 1970s to an emphasis on manufacturing from the 1980s onward. Based on a case study in Selangor, peninsular Malaysia, a model of landscape pattern change is presented. It contains three stages according to the relative importance of rubber (first stage: 1900–1950s), oil palm (second stage: 1960s–1970s), and urban (third stage: 1980s–1990s) development that influenced landscape fragmentation and heterogeneity. The environmental consequences of this change have been depicted through loss of biodiversity, geohazard incidences, and the spread of vector-borne diseases. The spatial ecological information can be useful to development policy formulation, allowing diagnosis of the country’s “health” and sustainability. The final section outlines the usefulness of landscape analysis in the policy-making process to prevent further fragmentation of the landscape and forest loss in Malaysia in the face of rapid economic development.

The widespread recognition of lake degradation as a major environmental concern has led to accelerated efforts to better protect and manage lake resources. Where it is too late for avoidance strategies, lake rehabilitation is receiving increasing attention as a natural resources management option. In recent years, a significant number of lake rehabilitation experiences has been documented throughout the world, and many nations and states have embarked upon major lake rehabilitation programsLake rehabilitation is not a ready-to-go technology at this time and still must be regarded as partly experimental. Nevertheless, there have been a number of notably successful lake rehabilitation experiences. Reducing or halting the influx of undesirable materials is the sine qua non for lake rehabilitation. In most successful experiences to date, this has been accomplished by diversion and/or wastewater treatment. A number of in-lake strategies have also been employed to rehabilitate degraded lakes, often as part of an overall restoration plan. Techniques that appear to be most useful include dredging and nutrient inactivation. Several examples of successful applications are noted.Although efforts to rehabilitate lakes have produced a mixed record, there are encouraging results that suggest the viability of this approach. Lake rehabilitation, however, is no substitute for environmental management strategies that provide for protection of lake ecosystems in the first place.  相似文献

Infants, children, adolescents, and pregnant and lactating women have been described as groups with special needs. Regardless of diet chosen, these groups are at higher risk for nutritional deficiencies than adult males. Vegan diets can be safely used by these groups if foods, and in some instances supplements, are selected which provide a healthful and nutritionally adequate diet. Guidelines have been developed for those choosing to follow vegan diets. In many instances vegan diets offer health benefits. Studies of vegans are limited by factors such as heterogeneity of diets, the size and extent of this type of study, and difficulty in subject identification. There is a scarcity of studies of newer vegetarians who are often more mainstream than the vegetarians of the 1960s and 1970s. In some instances this has led to assumptions about today's vegans which are based on out-dated information. Thorough scientific studies of today's vegetarians, especially of those in groups with special needs, are needed.  相似文献

Ecotourism development is closely associated with the sustainability of protected natural areas. When facilitated by appropriate management, ecotourism can contribute to conservation and development, as well as the well-being of local communities. As such, ecotourism has been proposed and practiced in different forms in many places, including China. This study assesses ecotourism development at Xingkai Lake National Nature Reserve in Heilongjiang Province, China. Key informant interviews were conducted with representatives from the provincial Forestry Department, the Nature Reserve, and the local community. Observation was undertaken on three site visits and secondary data were collected. The potential for providing quality natural experiences is high and tourism development is occurring rapidly. However, current relationships between people, resources, and tourism have yet to provide mutual benefits necessary for successful ecotourism. The multi-stakeholder management style and the ambiguity of landownership within the nature reserve constitute structural difficulties for ecotourism management and operation. Although participation in ecotourism could provide a livelihood opportunity and interests in involvement in tourism have been identified among the local fishing community, current involvement is limited mainly due to the lack of mechanisms for participation. Therefore, it is recommended that management programs and government policies should be established to provide a platform for community participation in ecotourism. Then, a positive synergistic relationship between tourism, environment, and community could be developed. Planning and policy requirements are discussed for ecotourism development in protected areas in China.  相似文献

Summary This paper describes use of the economic-cumenvironmental regional development planning process (as differentiated from regional economic planning and regional environmental planning) for its first application in the Asia-Pacific region, for The Songkhla Lake Basin Planning Study, in southern Thailand. The study project was carried out, with Asian Development Bank (ADB) loan financing, as a joint venture of the national economic and national environmental planning agencies. Because of its pioneering nature, in both technical and institutional aspects, numerous lessons were learned from the project. These are described, and yield guidelines valuable for future studies of this type.Dr Harvey F. Ludwig, Chairman of Seatec International Consulting Engineers in Bangkok, has a unique record of distinguished experience in environmental engineering. This includes, in addition to his present role, experience as a professor at the University of California at Berkeley, in research (four USA national awards), in government (as Assistant Chief Engineer of the US Public Health Service Engineering Group, the predecessor to USEPA), and with numerous international assistance agencies including the World Bank, ADB, and many UN affiliates. Dr Ludwig moved to live in Bangkok in 1973 and has since been a continuing adviser to the National Environment Board of Thailand and to the Institutes of Water Resources Research of Indonesia. He is the author/coauthor of some 160 professional publications and the senior author of a textbook onEnvironmental Technology in Developing Countries, now being printed by CRC Press of Boca Raton, Florida. Summary In Tasmania's rugged south-west, the Gordon River Power Development, Stage 1, with several dams and one power station has been in operation since 1978. A Committee of Enquiry severely criticised environmental aspects of the scheme. The Gordon River Power Development, Stage II, with the construction of another dam and power station on the Gordon River, was put forward by the Hydro Electric Commission of Tasmania to satisfy the electricity demand growth rate expected. Many objections were raised.A Senate Select Committee on South-west Tasmania received many submissions disputing the need for the dam, objecting to its intrusion into the World Heritage Wilderness area and disagreeing on several scientific aspects. Simultaneously, extensive debate was carried on in the media and in technical and scientific journals. A popular protest movement against building the dam grew throughout Australia and a blockade against the work of the Hydro Electric Commission was successfully maintained. Elections, influenced by the popular movement against the dam, changed the Government of Australia in March 1983. In July 1983, the High Court of Australia determined that construction of the Gordon below Franklin Dam was illegal and work by the Hydro Electric Commission in the area had to be terminated.This case illustrates that the importance of environmental implications of water structures must never be under-estimated. In special cases, popular support can be gained, to bring about political and legal action to counteract transgression of environmental principles. It is to be hoped that in future the kind of situation which developed in this case will not recur.We will be judged, not by what we built, but by what we destroyed.Mr H. I recently took issue with Kathryn George's contention that vegetarianism cannot be a moral obligation for most human beings, even assuming that Tom Regan's stringent thesis about the equal inherent value of humans and many sentient nonhumans is correct. I argued that both Regan and George are incorrect in claiming that his view would permit moral agents to kill and eat innocent, non-threatening rights holders. An unequal rights view, by contrast, would permit such actions if a moral agent's health or life is at stake. I then argued that current nutritional research does not support Professor George's claim that some wealthy adult males (and many fewer wealthy women) are the only persons whose health does not require the consumption of nonhuman animals and their products. In her 1992 response to my critique, George did not address my moral argumentation. She concentrated her entire paper on a wholesale rejection of my discussion of nutrition. Although she now takes a somewhat more moderate position on who can safely contemplate strict vegetarianism, she still believes that most people are not in a position to follow such a diet. In my counter-reply, I argue that her rejection is based upon numerous distortions, omissions, and false charges of fallacy. She even devotes a substantial section of her paper to criticizing me for saying the opposite of what I actually wrote. As I did in my earlier paper, I cite current research, including George's own preferred source on the topic of vegetarianism, to support my view. I conclude that Professor George has still not shown that for most human beings it is dangerous to follow a diet that omits nonhuman animals and their products. Moral agents who take the rights of humansand nonhumans seriously will find vegetarianism well worth considering.  相似文献

Problems of fuel ethanol production have been the subject of numerous reports, including this analysis. The conclusions are that ethanol: does not improve U.S. energy security; is uneconomical; is not a renewable energy source; and increases environmental degradation. Ethanol production is wasteful of energy resources and does not increase energy security. Considerably more energy, much of it high- grade fossil fuels, is required to produce ethanol than is available in the energy output. About 72% more energy is used to produce a gallon of ethanol than the energy in a gallon of ethanol. Ethanol production from corn is not renewable energy. Its production uses more non- renewable fossil energy resources in growing the corn and in the fermentation/distillation process than is produced as ethanol energy. Ethanol produced from corn and other food crops is also an unreliable and therefore a non-secure source of energy, because of the likelihood of uncontrollable climatic fluctuations, particularly droughts which reduce crop yields. The expected priority for corn and other food crops would be for food and feed. Increasing ethanol production would increase degradation of agricultural land and water and pollute the environment. In U.S. corn production, soil erodes some 18- times faster than soil is reformed, and, where irrigated, corn production mines water faster than recharge of aquifers. Increasing the cost of food and diverting human food resources to the costly and inefficient production of ethanol fuel raise major ethical questions. These occur at a time when more food is needed to meet the basic needs of a rapidly growing world population.  相似文献

While the oil industry along the Atlantic coast of Cameroon has made important contributions to the national economy, this has been accompanied with adverse environmental impacts. There has been significant pollution from oil drilling, refinery waste, oil spillage, gas and flaring. After discussing these impacts, this paper argues that prevailing regulations are inadequate and need overhauling. It proposes that cleaner production requires:

In ten years, more than half the world's population will be living in cities. The United Nations (UN) has stated that this will threaten cities with social conflict, environmental degradation and the collapse of basic services. The economic, social, and environmental planning practices of societies embodying urban sustainability have been proposed as antidotes to these negative urban trends. Urban sustainability is a doctrine with diverse origins. The author believes that the alternative models of cultural development in Curitiba, Brazil, Kerala, India, and Nayarit, Mexico embody the integration and interlinkage of economic, social, and environmental sustainability. Curitiba has become a more livable city by building an efficient intra-urban bus system, expanding urban green space, and meeting the basic needs of the urban poor. Kerala has attained social harmony by emphasizing equitable resource distribution rather than consumption, by restraining reproduction, and by attacking divisions of race, caste, religion, and gender. Nayarit has sought to balance development with the environment by framing a nature-friendly development plan that protects natural systems from urban development and that involves the public in the development process. A detailed examination of these alternative cultural development models reveals a myriad of possible means by which economic, social, and environmental sustainability might be advanced in practice. The author concludes that while these examples from the developing world cannot be directly translated to cities in the developed world, they do indicate in a general sense the imaginative policies that any society must foster if it is to achieve urban sustainability.  相似文献

/ Despite the suspension and closing down of many pollutingindustrial facilities and corresponding expectations of positive change inthat field, it is argued that the environmental situation in Russia in thefirst half of the 1990s has not improved. To corroborate this point, thelatest available data are presented and the deep roots and complexities ofthe current socioeconomic and political situation in the country areanalyzed. Using analogies and "component accounting" approaches,the original economic assessments of environmental damage in the recent pastand current period in Russia are offered for comparison with similar datafrom a selection of developed countries. Agricultural management in Cades Cove, an historic district in Great Smoky Mountains National Park, has affected natural resources both within the district and in the adjoining natural areas. Aquatic impacts of haying and cattle grazing included increases in water temperatures, turbidity, nutrient loading, and bacterial counts and decreases in benthic macroinvertebrate density and fish biomass. Wildlife populations, including groundhogs, wild turkeys, and white-tailed deer, have increased in the open fields and around the periphery of the historic district. Intensive deer foraging has removed deciduous seedlings and saplings from woodlots, lowering species diversity and favoring coniferous reproduction. Cades Cove has limestone habitats unique in the park, and both deer browse and cattle grazing may have disturbed populations of rare plant species. Effects on water quality are detectable at a campground 15 stream km from the agricultural area, and the effects of deer foraging extend about 1 km beyond the open fields.Since historic landscape preservation is presently a goal of the park, managing for open vistas in Cades Cove will require some sort of continuing disturbance. Conversion of cattle pastures to hayfields would reduce aquatic impacts but the deer herd might increase as a result of reduced competition for forage. Retarding old field succession would increase populations of native plant species dependent on sunlight, but would require government-funded mowing. Other options are discussed. Completely eliminating the effects of the historic district on adjoining areas may be impossible, at least under present economic constraints.  相似文献

The widespread interest in the concept of sustainable environment and development has been accompanied by the need to develop useful systems of measurement. We discuss the use of indicators which might be used to assess such conditions. Our characteristics, or criteria, for desirable global sustainability indicators are:
  • sensitivity to change in time
  • sensitivity to change across space or within groups
  • predictive ability
  • availability of reference or threshold values
  • ability to measure reversibility or controllability
  • appropriate data transformation
  • integrative ability
  • relative ease of collection and use
  • We discuss the basis of these characteristics, and examine two categories of indicators (soil erosion and population) and two specific indicators (physical quality of life index and energy imports as a percentage of consumption) for their value as sustainability measures.  相似文献

    Soils are taken for granted by the majority of the human population, but despite the image of being just dirt, soils are an extremely important component of the environment. Soils can be observed to have a complex structure, with unique biological, chemical and physical characteristics. They support plants, the primary producers, and supply them with moisture and nutrients, so providing all other terrestrial ecosystems with the basis of the food chain. With the exception of small contributions from aquatic sources, virtually all human food is produced either directly from crops grown in soils, or from animals which graze upon herbage itself rooted in the soil. Soils are under considerable threat from over-exploitation, pollution and misuse. Many decisions about land use are made without consideration of the underlying soils and for any serious proposals for sustainable use of the land, soil properties and functions should be recognized. Soils participate in the hydrological cycle, as well as the cycling of carbon, nitrogen, sulphur and phosphorus. They intercept, absorb and inactivate pollutants, but also produce greenhouse gases. Soils have long been recognized as a major natural body, worthy of investigation in their own right, and are now also being seen as a major participant in the global cycles of the environment.  相似文献

    Associated with the endeavours of geoscientists to pursue the promise that geological storage of CO2 has of potentially making deep cuts into greenhouse gas emissions, Governments around the world are dependent on reliable estimates of CO2 storage capacity and insightful indications of the viability of geological storage in their respective jurisdictions. Similarly, industry needs reliable estimates for business decisions regarding site selection and development. If such estimates are unreliable, and decisions are made based on poor advice, then valuable resources and time could be wasted. Policies that have been put in place to address CO2 emissions could be jeopardised. Estimates need to clearly state the limitations that existed (data, time, knowledge) at the time of making the assessment and indicate the purpose and future use to which the estimates should be applied. A set of guidelines for estimation of storage capacity will greatly assist future deliberations by government and industry on the appropriateness of geological storage of CO2 in different geological settings and political jurisdictions. This work has been initiated under the auspices of the Carbon Sequestration Leadership Forum (www.cslforum.org), and it is intended that it will be an ongoing taskforce to further examine issues associated with storage capacity estimation.  相似文献
