Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献

Local knowledge of the history and ecology of wetland ecosystems can be a valuable resource in wetland rehabilitation projects. This is especially the case when other historical ecological information is unavailable. As well as providing a source of historical information, time spent acquiring local knowledge can enhance public participation in environmental management and facilitate early conflict resolution between stakeholders and the community. This paper investigates the use of oral history as a tool to collate a history of the flooding, ecology and management of Kanyapella Basin, a 2581 ha wetland on the floodplain of the Murray and Goulburn Rivers, Australia. Interviews were held with nine local residents and 11 natural resource managers. Oral history proved an effective way to obtain information about changes in the frequency and distribution of flood events over the last 60 years. Observations of rare and threatened fauna, and comments regarding the success of past management were also recorded. Results from the oral history have been used to direct ecological research and develop alternative management options at Kanyapella Basin. In addition to its use in gathering ecological information, oral history also proved effective in enabling the values and concerns of local community and stakeholders to be articulated, increasing managers' understanding of the social context of the particular locality, which is fundamental to sound environmental decision-making.  相似文献

The Shale Network is a group of stakeholders collating, publishing, and conducting research on water quality data collected in the northeastern United States experiencing natural gas extraction from shale using hydraulic fracturing. In developing the Shale Network, we have experienced reluctance to share data from all participating sectors. This paper explores this reluctance, identifying barriers to greater collaboration among multiple stakeholders in natural resource management projects. Findings are derived from participant observation of the Shale Network team, surveys conducted during Shale Network workshops, interviews with water quality stakeholders, and participant observation of water quality monitoring training sessions. The barriers identified include perceptions about data problems and quality, technical capacity, regulatory and legal limitations, competition for resources, and resource allocation decisions. This paper identifies strategies the Shale Network has used to overcome data-sharing barriers to expand a culture of data sharing that supports enhanced nature resource management and citizen engagement.  相似文献

从资源的视角而言,水资源具有的社会、经济、生态属性中,社会属性和生态属性所提供的生态功能和服务多是外部性和非市场的,其价值在纯粹的市场驱动下难以充分实现。从资源管理视角而言,水资源多目标协同配置的实质是水资源多重属性功能和服务的均衡。因此,将具有外部性的社会、生态功能和服务与具有经济价值的功能和服务同时纳入配置框架,是实现多目标协同配置实践的关键问题。本文在回顾水资源配置和水资源非市场价值评估的相关研究的基础上,围绕我国现行水资源配置存在的主要问题,通过水资源的全价值(市场价值和非市场价值)将其多属性功能和公众意愿纳入水资源多目标协同配置中,从水资源管理信息系统、全价值评估和配置管理的绩效评价三个方面构建了水资源配置的多目标协同框架,最后提出相关的保障政策建议。  相似文献

The concept of integrated water management is uncommon in urban areas, unless there is a shortage of supply and severe conflicts among the users competing for limited water resources. Further, problem of water management in urban areas will aggravate due to uncertain climatic events. Therefore, an Integrated Urban Water Management Model considering Climate Change (IUWMCC) has been presented which is suitable for optimum allocation of water from multiple sources to satisfy the demands of different users under different climate change scenarios. Effect of climate change has been incorporated in non-linear mathematical model of resource allocation in term of climate change factors. These factors have been developed using runoff responses corresponding to base and future scenario of climate. Future scenarios have been simulated using stochastic weather generator (LARS-WG) for different IPCC climate change scenarios i.e. A1B, A2 and B1. Further, application of model has been demonstrated for a realistic water supply system of Ajmer urban fringe (India). Developed model is capable in developing adaptation strategies for optimum water resources planning and utilization in urban areas under different climate change scenarios.  相似文献

Ecology and culture comprise interacting components of landscapes. Understanding the integrative nature of the landscape is essential to establish methods for sustainable management. This research takes as a unifying theme the idea that ecological and cultural issues can be incorporated through management. As a first step in developing integrative management strategies, information must be collected that compares and contrasts ecological and cultural issues to identify their areas of intersection. Specifically how can local cultural knowledge enable water resource management that reflects cultural and ecological values? This research examines Native American cultural knowledge for setting water resource management priorities in the Wind River Indian Reservation in central Wyoming. A cross-cultural approach is adopted to assess the relationship between indigenous cultural knowledge and Euro-American perspectives through a comparative examination of the Wind River Water Code and Wyoming Water Law. This research indicates that cultural perspectives provide a rich arena in which to examine management issues. Understanding and identifying cultural practices may be an important first step in collaborative resource management between different cultural groups to prevent conflict and lengthy resolution in court.  相似文献

ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

A broad range of tools are available for integrated water resource management (IWRM). In the EU research project NeWater, a hypothesis exists that IWRM cannot be realised unless current management regimes undergo a transition toward adaptive management (AM). This includes a structured process of learning, dealing with complexity, uncertainty etc. We assume that it is no longer enough for managers and tool researchers to understand the complexity and uncertainty of the outer natural system-the environment. It is just as important, to understand what goes on in the complex and uncertain participatory processes between the water managers, different stakeholders, authorities and researchers when a specific tool and process is used for environmental management. The paper revisits a case study carried out 2001-2004 where the tool Bayesian networks (BNs) was tested for groundwater management with full stakeholder involvement. With the participation of two researchers (the authors) and two water managers previously involved in the case study, a qualitative interview was prepared and carried out in June 2006. The aim of this ex-post evaluation was to capture and explore the water managers' experience with Bayesian belief networks when used for integrated and adaptive water management and provide a narrative approach for tool enhancement.  相似文献

Improving the efficiency of water allocation has long been recognised as a key problem for the water resources management decision-makers. However, assessing the efficacy of management decision is difficult due to the complexity and interconnectivity of water resource systems. For this reason, it is vital that robust modelling approaches are employed to deal with the feedback loops inherent in the water resource systems. Whilst many studies have applied modelling to various aspects of water resource management, little attention has been given to innovations in modelling approaches to deal with the modelling challenges associated with improving decision-making. The aim of this study is to apply a System Dynamics modelling approach to improve the efficiency of water allocation incorporating a myriad of irrigation system constraints. The system dynamic approach allows the different system components to be organised as a collection of discrete objects that incorporate data, structure and function to generate complex system behaviour. Through the application of a system dynamic approach, a robust model (named the Economical Reallocating Water Model (ERWM)) was developed which was used to examine the options of re-allocating water resources that minimize the water cost all over an irrigated agricultural area. The EWRM incorporated a wide range of complexities likely to be encountered in water resource management: surface and ground water sources, water trading between sources, system constraint such as maximum ground water pumping, rates, maximum possible trading volumes and differential water resource prices. Two hypothetical systems have been presented here as an example. The results show that the System Dynamics approach has a significant advantages in estimating and assessing the outcomes of alternative water management strategies through time and space.  相似文献

There have been significant diversions of water from rivers and streams around the world; natural flow regimes have been perturbed by dams, barriers and excessive extractions. Many aspects of the ecological 'health' of riverine systems have declined due to changes in water flows, which has stimulated the development of thinking about the maintenance and restoration of these systems, which we refer to as environmental flow methodologies (EFMs). Most existing EFMs cannot deliver information on the population viability of species because they: (1) use habitat suitability as a proxy for population status; (2) use historical time series (usually of short duration) to forecast future conditions and flow sequences; (3) cannot, or do not, handle extreme flow events associated with climate variability; and (4) assume process stationarity for flow sequences, which means the past sequences are treated as good indicators of the future. These assumptions undermine the capacity of EFMs to properly represent risks associated with different flow management options; assumption (4) is untenable given most climate-change predictions. We discuss these concerns and advocate the use of demographic modelling as a more appropriate tool for linking population dynamics to flow regime change. A 'meta-species' approach to demographic modelling is discussed as a useful step from habitat based models towards modelling strategies grounded in ecological theory when limited data are available on flow-demographic relationships. Data requirements of demographic models will undoubtedly expose gaps in existing knowledge, but, in so doing, will strengthen future efforts to link changes in river flows with their ecological consequences.  相似文献

Optimum natural resource management and biodiversity conservation are desirable goals. These, however, often exclude each other, since maximum economic benefits have promoted drastic reductions in biodiversity throughout the world. This dilemma confronts local stakeholders, who usually go for maximizing economic inputs, whereas other social (e.g., academic) sectors are favor conservation practices. In this paper we describe the way two scientific approaches—landscape and participatory research—were used to develop sound and durable land use scenarios. These two approaches included expert knowledge of both social and environmental conditions in indigenous communities. Our major emphasis was given to detect spatially explicit land use scenarios and capacity building in order to construct a decision support system operated by stakeholders of the Comunidad Indigena de Nuevo San Juan Parangaricutiro in Mexico. The system for decision-making was fed with data from inventories of both abiotic and biotic biodiversity components. All research, implementation, and monitoring activities were conducted in close collaboration with members of the indigenous community. As a major result we obtained a number of forest alternative uses that favor emerging markets and make this indigenous community less dependent on a single market. Furthermore, skilled members of the community are now running the automated system for decision-making. In conclusion, our results were better expressed as products with direct benefits in local livelihoods rather than pure academic outputs.  相似文献

This paper analyses farmers' strategies on management practices for the reduction of nutrient releases, within a Swedish catchment. The main objective of the European Union water framework directive is to obtain good ecological water quality, and the approach is specifically stipulated to be catchment-based. Eutrophication is generally stated as the main environmental problem in water management and agricultural production is the major cause of nutrient leakage. The analysis concentrates on current agricultural management practices to reduce nutrient leakage. Farmers are beginning to experience a new awareness about nutrient use and see manure as a resource instead of a waste product. Further, those factors that are decisive for decision making are investigated, including information sources. The farm economy, the level of ecological knowledge and regulations illustrate the main obstacles linked to decision making. Professional magazines and informal discussions are considered the most esteemed information sources. Farmers' disposition to change, and co-operation, are also discussed, both of which are of vital importance for the development of new official administrative procedures.  相似文献

Despite a heavy reliance on scientific knowledge as the primary source of information in resource management, many resources are in decline, particularly in fisheries. To try and combat this trend, researchers have drawn upon the knowledge of local resource users as an important supplement to scientific knowledge in designing and implementing management strategies. The integration of local knowledge with scientific knowledge for marine species management, however, is problematic stemming primarily from conflicting data types. This paper considers the use of spatial information technology as a medium to integrate and visualise spatial distributions of both quantitative scientific data and qualitative local knowledge for the purposes of producing valid and locally relevant fisheries management plans. In this context, the paper presents a detailed protocol for the collection and subsequent use of local knowledge in fisheries management planning using geographic information systems (GIS). Particular attention is paid to the use of local knowledge in resource management, accuracy issues associated with the incorporation of qualitative data into a quantitative environment, base map selection and construction, and map bias or errors associated with the accuracy of recording harvest locations on paper map sheets, given the complications of map scale.  相似文献

As natural resource management agencies and conservation organizations seek guidance on responding to climate change, myriad potential actions and strategies have been proposed for increasing the long-term viability of some attributes of natural systems. Managers need practical tools for selecting among these actions and strategies to develop a tailored management approach for specific targets at a given location. We developed and present one such tool, the participatory Adaptation for Conservation Targets (ACT) framework, which considers the effects of climate change in the development of management actions for particular species, ecosystems and ecological functions. Our framework is based on the premise that effective adaptation of management to climate change can rely on local knowledge of an ecosystem and does not necessarily require detailed projections of climate change or its effects. We illustrate the ACT framework by applying it to an ecological function in the Greater Yellowstone Ecosystem (Montana, Wyoming, and Idaho, USA)-water flows in the upper Yellowstone River. We suggest that the ACT framework is a practical tool for initiating adaptation planning, and for generating and communicating specific management interventions given an increasingly altered, yet uncertain, climate.  相似文献

The innovative approach to the protection and management of water resources at the basin scale introduced by the European Union water framework directive (WFD) requires new scientific tools. WFD implementation also requires the participation of many stakeholders (administrators, farmers and citizens) with the aim of improving the quality of river waters and basin ecosystems through cooperative planning. This approach encompasses different issues, such as agro-ecology, land use planning and water management. This paper presents the results of a methodology suggested for implementing the WFD in the case of the Seveso river contract in Italy, one of the recent WFD applications. The Seveso basin in the Lombardy region has been one of the most rapidly urbanizing areas in Italy over the last 50?years. First, land use changes in the last 50?years are assessed with the use of historical aerial photos. Then, elements of an ecological network along the river corridor are outlined, and different scenarios for enhancing existing ecological connections are assessed using indicators from graph theory. These scenarios were discussed in technical workshops with involved stakeholders of the river contract. The results show a damaged rural landscape, where urbanization processes have decimated the system of linear green features (hedges/rows). Progressive reconnections of some of the identified network nodes may significantly increase the connectivity and circuitry of the study area.  相似文献

Dynamic zoning (systematic alteration in the spatial and temporal allocation of even-aged forest management practices) has been proposed as a means to change the spatial pattern of timber harvest across a landscape to maximize forest interior habitat while holding timber harvest levels constant. Simulation studies have established that dynamic zoning strategies produce larger tracts of interior, closed canopy forest, thus increasing the value of these landscapes for interior-dependent wildlife. We used the simulation model LANDIS to examine how the implementation of a dynamic zoning strategy would change trajectories of ecological succession in the Great Divide Ranger District of the Chequamegon–Nicolet National Forest in northern Wisconsin over 500 years. The components of dynamic zoning strategies (number of zones in a scenario and the length of the hiatus between successive entries into zones) and their interaction had highly significant impacts on patterns of forest succession. Dynamic zoning scenarios with more zones and shorter hiatus lengths increased the average amount of the forest dominated by early successional aspen (Populus sp.). Dynamic zoning scenarios with two zones produced more late successional mature northern hardwoods than scenarios with four zones. Dynamic zoning scenarios with very short (30 years) or very long (120 years) hiatus lengths resulted in more late successional mature northern hardwoods than scenarios with intermediate hiatus lengths (60 and 90 years). However, none of the dynamic scenarios produced as much late successional mature northern hardwoods as the static alternative. Furthermore, the amounts of all habitat types in all dynamic zoning scenarios fluctuated greatly in time and space relative to static alternatives, which could negatively impact wildlife species that require a stable amount of habitat above some minimum critical threshold. Indeed, implementing dynamic zoning scenarios of different designs would have both positive and negative effects on wildlife species and for other objectives of forest management.  相似文献

The South Saskatchewan River Basin is one of Canada's most threatened watersheds, with water supplies in most subbasins over‐allocated. In 2013, stakeholders representing irrigation districts, the environment, and municipalities collaborated with researchers and consultants to explore opportunities to improve the resiliency of the management of the Oldman and South Saskatchewan River subbasins. Streamflow scenarios for 2025‐2054 were constructed by the novel approach of regressing historical river flows against indices of large‐scale ocean‐atmosphere climate oscillations to derive statistical streamflow models, which were then run using projected climate indices from global climate models. The impacts of some of the most extreme scenarios were simulated using the hydrologic mass‐balance model Operational Analysis and Simulation of Integrated Systems (OASIS). Based on stakeholder observations, the project participants proposed and evaluated potential risk management and adaption strategies, e.g., modifying existing infrastructure, building new infrastructure, changing operations to supplement environmental flows, reducing demand, and sharing supply. The OASIS model was applied interactively at live modeling sessions with stakeholders to explore practical adaptation strategies. Our results, which serve as recommendations for policy makers, showed that forecast‐based rationing together with new expanded storage could dramatically reduce water shortages.  相似文献

While planning resource management systems in rural areas, it is important to consider criteria that are specific to the local social conditions. Such criteria might change from one region to another and are hence best identified using a participatory approach. In this work, we propose a participatory framework to identify such criteria and derive their weights. These identified criteria and their weights are used as parameters to develop a quantitative model for evaluating efficiency of each system. Such a model can serve as a support tool for stakeholders to simulate and analyze “what‐if” scenarios, evaluate alternatives, and select one which best satisfies their requirements. We use existing systems to test the model by comparing efficiencies evaluated by the model to efficiencies perceived by the stakeholders. The model is calibrated by repeating the process until statistically significant correlation is achieved between evaluated and perceived efficiencies. The novelty of the proposed framework lies in treating efficiencies perceived by the stakeholders as the ground truth since they know these systems well and are their ultimate users. The framework is successfully demonstrated using case study of rainwater harvesting (RWH) systems in an Indian village. The resulting calibrated model can be used to plan new RWH systems in this region and similar regions elsewhere. The framework can be used to plan other resource management systems in various regions.  相似文献
