Drivers of agricultural sustainability in developing countries: a review   总被引:1,自引:0,他引:1  
Agricultural development has been an effective instrument for poverty alleviation and economic development in developing countries over the latter half of the twentieth century, and over 80 % of rural people globally still depend on agriculture for their living. However, issues such as water availability, land degradation and an increasing dependence on chemical fertilisers and pesticides continue to be on-going threats to sustainable agricultural development. These threats are being driven by the pressing need to ensure food security in the face of rapidly growing and urbanising populations. Developing countries will therefore continue to need improved methods for planning sustainable agricultural development. This paper presents a review of agricultural sustainability assessment in developing countries. The review highlights some of the key weaknesses that persist in sustainability assessment and the need to consider not only indicators of sustainability but also the drivers that influence indicator behaviour. We argue that without a good understanding of the drivers of sustainability and their systemic relationships to indicators, sustainability assessments run the risk of focusing on symptoms without addressing underlying causes of adverse indicator trends. Drivers of agricultural sustainability in developing countries encompass a range of demographic, natural, socio-economic, political, institutional and management factors. Understanding these and their relationships to sustainability indicators is needed in order to develop agricultural development policy that supports sustainability. The paper presents a conceptual framework for guiding systemic agricultural sustainability assessment and agricultural development planning in developing countries that includes both sustainability indicators and drives, and considers the broad relationships between them.  相似文献

Indigenous forests in Kenya, as in other developing countries, are under heavy pressure from competing agricultural land uses and from unsustainable cutting. The problem in Kenya is compounded by high population growth rates and an agriculturally based economy, which, even with efforts to control birth rates and industrialize, will persist into the next century. Both ecological and economic consequences of these pressures need to be considered in land-use decision making for land and forest management to be effective. This paper presents one way to combine ecological and economic considerations. The status of principal forest areas in Kenya is summarized and competing land uses compared on the basis of ecological functions and economic analysis. Replacement uses do not match the ecological functions of forest, although established stands of tree crops (forest plantations, fuel wood, tea) can have roughly comparable effects on soil and water resources. Indigenous forests have high, although difficult to estimate, economic benefits from tourism and protection of downstream agricultural productivity. Economic returns from competing land uses range widely, with tea having the highest and fuel wood plantations having returns comparable to some annual crops and dairying. Consideration of ecological and economic factors together suggests some trade-offs for improving land allocation decisions and several management opportunities for increasing benefits or reducing costs from particular land uses. The uncertain supply and increasing cost of petroleum products since 1973 has spurred on the development of alternative forms of energy. Natural gas is a major source of energy in over 50 developing countries. In these countries natural gas has many uses as a substitute for other fuels or as a feedstock. This paper discusses the economic concept for pricing of natural gas, in particular marginal costs, and estimates the economic cost of natural gas in developing countries under a wide range of conditions. The marginal cost of natural gas estimated for these countries is far below the border price of competing fuels. Because natural gas is in its early days of development, gas supply costs are not expected to rise in these countries within the next two decades as already proven reserves are tapped.  相似文献

The REDD+ (Reducing Emissions from Deforestation and Forest Degradation) partnership works to promote the reduction of greenhouse gas (GHG) emissions by protecting forests in developing countries through positive incentives. It is regarded as an essential component of the post‐2012 climate regime to stabilize GHG emissions and engage developing countries in worldwide mitigation endeavours. This study focuses on the gap between agricultural revenue and REDD+ compensation through the construction of several scenarios that explore the impacts of possible carbon price ranges.Three scenarios that reflect different potential policies are examined: (1) current carbon trading; (2) carbon trading with all forestry activities; and (3) carbon trading with all countries participating gradually over the coming decades. Data for developing the scenarios were obtained through a case study in central Kalimantan, Indonesia, by interrogating the potential for revenue by expanding agricultural land. The results indicate that REDD+ payments could not effectively compensate land users for their opportunity cost of deforestation, making it difficult for the governments to ensure that REDD+ money “reaches the ground” in terms of balancing the agricultural revenue of land users.  相似文献

The right to eat and to an adequate standard of living for everyone motivates agricultural research assistance to developing countries with the primary objective of assuring sufficient food supply. This article focuses on aspects of food production and related agricultural research with specific examples from animal production. It discusses ethics of agricultural research in light of the utilitarian theory and compares livestock production in developing and developed countries. Major reasons for low outputs of animal production in developing countries are identified, and the potential for increasing the productivity of original, extensive production systems is evaluated. The article reviews the current status of biotechnology in developing countries and discusses several advanced animal technologies. The conclusions emphasize the need to involve local professionals in all phases of research and technology transfer in developing countries, avoidance of research that may worsen the situation of the recipients, sustainability of production systems, and the need for detailed assessment of potential impacts of technology on recipients.  相似文献

The vegan ideal is entailed by arguments for ethical veganism based on traditional moral theory (rights and/or utilitarianism) extended to animals. The most ideal lifestyle would abjure the use of animals or their products for food since animals suffer and have rights not to be killed. The ideal is discriminatory because the arguments presuppose a male physiological norm that gives a privileged position to adult, middle-class males living in industrialized countries. Women, children, the aged, and others have substantially different nutritional requirements and would bear a greater burden on vegetarian and vegan diets with respect to health and economic risks, than do these males. The poor and many persons in Third World nations live in circumstances that make the obligatory adoption of such diets, where they are not already a matter of sheer necessity, even more risky.Traditional moral theorists (such as Evelyn Pluhar and Gary Varner whose essays appear in this issue) argue that those who are at risk would beexcused from a duty to attain the virtue associated with ethical vegan lifestyles. The routine excuse of nearly everyone in the world besides adult, middle-class males in industrialized countries suggests bias in the perspective from which traditional arguments for animal rights and (utilitarian) animal welfare are formulated.  相似文献

Agricultural conservation easements (ACEs) involve the significant expenditure of public funds through either tax benefits and/or direct public expenditures. The selection of agricultural parcels for conservation should, therefore, maximise net public benefits to the extent possible within financial constraints and the need for agricultural viability to maintain working landscapes. Some programmes select agricultural parcels for conservation easements based only on agricultural viability and/or land cost, however, without explicit consideration of the many other public benefits often associated with ACEs. This paper illustrates application of a method for increasing the public benefits of agricultural conservation easements through a case study in the northern San Joaquin Valley of California. The method is a strategic planning process that incorporates both a GIS-based quantitative assessment and a more qualitative assessment. Such an approach is a supplement to – rather than a substitute for – the more science-based Landscape Evaluation and Site Evaluation (LESA) approach developed by the US Soil Conservation Service (SCS) and cost-minimisation approaches that emphasise economic considerations. However, we show that public land use planning and regulatory policies are essential for agricultural conservation. Acquisition strategies in isolation will not be successful without complementary public regulatory policies.  相似文献

The statistics paint a shocking picture: Over the past ten years around 7,000 ‘natural’ disasters have occurred, killing more than 300,000 people and resulting in over US$800 billion in economic losses (Munich Re, 2003). Increasing interest in global warming has provoked intense debate on the issue of climate change and its implications for more frequent and intense extreme weather events, placing more people at risk than ever. While all countries may be threatened by natural hazards, experience shows that developing countries are disproportionately affected, with losses sometimes exceeding years of hard‐won and desperately needed economic development. The World Conference on Disaster Reduction,1 to be held in Japan in 2005, aims to address these and other crucial issues that are posing an unprecedented challenge to the international community.  相似文献

It is particularly aggravated for agricultural irrigation systems where more water is necessary to support the rapidly increasing population and speedily developing economy. In this study, a two‐stage fuzzy‐stochastic programming (TFSP) method is developed for planning agricultural water resources management system in more efficient and sustainable ways. The developed method can address uncertain parameters described as probability distributions and fuzzy sets. It can also be used for analyzing various policy scenarios that are associated with different levels of economic consequences since penalties are exercised with recourse actions against any infeasibility. The developed method is applied to agricultural water‐resources management planning of the Zhangweinan River Basin, China. Solutions under various α‐cut levels and fuzzy dominance indices can be generated by solving a series of deterministic submodels, which can help determine optimized crop‐target values that could hedge appropriately against future available water levels. The results are helpful for water resources managers in not only making decisions of crop irrigation but also gaining insight into the tradeoffs between economic objective and system‐failure risk.  相似文献

To combat high rates of malnutrition in sub‐Saharan Africa, the UN Millennium Project has called for increased emphasis on technologies that explicitly link agricultural and nutritional components. While there is a large literature on the factors that influence household decisions to adopt new agricultural technologies with economic or environmental benefits, less is known about the factors that determine the uptake and continued use of agricultural technologies promoted exclusively for their health benefits. Using data from a 2004 survey in the Tamberma region of Togo and Benin, we identify factors that influence the adoption and disadoption of soybeans — a crop being promoted throughout West Africa for its high protein content. Similar to the literature on adoption of other sustainable agriculture technologies, we find that household preferences, resource endowments, and risk and uncertainty affect household decisions about soybeans. However, by analyzing decisions about initial uptake and continued cultivation separately, we uncover the importance of intrahousehold dynamics and experience with the soybean crop. To successfully address malnutrition through new agricultural technologies, researchers and rural extension agents should take a disaggregated view of technology adoption, seeking to identify and tailor their outreach to the different factors important at different stages of the dissemination process.  相似文献

To deal with the complexity of recycling, a wide variety of models have been developed, each serving a specific purpose. Despite the current trend increasing international trade in recycling-related material flows, the international dimension of physical and economic relationships in recycling is often ignored in current models and analyses. This paper develops a formal model of an international material-product chain (MPC) that represents the mechanism behind international recycling. The attention is focused on the case of a developed and a developing country that exchange material commodities, final products and recyclable waste. Among others, the model demonstrates that taking into account environmental externalities results in higher levels of recycling. Moreover, we show that international recycling is mainly driven by regional differences in the quantity and quality of factor endowments and economic efficiency of recycling. Given that industrialised countries are relatively well endowed with recyclable waste, the recovery rate usually exceeds the utilisation rate. In developing countries, an opposite pattern is observed.  相似文献

Increased energy demand as a result of growth in population, trends to sedentation and urbanization, and the desire for improvement in living standards, coupled with apparent climatic changes, are reducing fuelwood availability and contributing to deforestation and desertification in the sub-Saharan countries. In 14 of those countries, the transport, industrial, and electric power generation sectors are all dependent on imported petroleum products for their energy needs with resultant balance of trade and debt-servicing problems. Coal and peat are essentially unused and in some cases unknown in sub-Saharan Africa. However, they might comprise valuable alternative energy sources in some or all of the developing nations of the region. The eleven countries considered in this appraisal reportedly contain coal and peat. On the basis of regional geology, another five countries might also contain coal-bearing rocks. If the resource potential is adequate, coal and peat might be utilized in a variety of ways including substituting for fuelwood, generating electricity, supplying process heat for local industry and increasing agricultural productivity.  相似文献

The conscientious and planned integration of frontier areas into the national economy can at least partially alleviate both environmental and economic problems that are common to many developing countries. Full development of the agricultural potential of frontier areas can lessen the environmental deterioration often found in traditionally settled regions. Exploitation of mineral resources, in particular energy resources, can lessen economic burdens associated with increased costs of imported energy. The authors examine how recent international developments have spurred the government of Guatemala to undertake measures designed to develop a previously underutilized region. The short term negative consequences of increased costs for imported grains and petroleum may well have a positive result in the long term insofar as they lead to more balanced and rational use of land and resources.  相似文献

EU's long-term objective is to become a recycling and resource effective society, where waste is utilized as a resource and waste generation is prevented. A system dynamics model was developed to analyze the policy mechanisms that promote packaging material efficiency in products through increased recycling rates. The model includes economic incentives such as packaging and landfill taxes combined with market mechanisms, behavioral aspects and ecological considerations in terms of material efficiency (the packaging material per product unit, recycled fraction in products). The paper presents the results of application of various policy instruments for increasing packaging material efficiency and recovery rate and reducing landfilled fraction. The results show that a packaging tax is an effective policy instrument for increasing the material efficiency. It ensures the decrease of the total consumption of materials and subsequent waste generation. The tax helps to counteract a rebound effect, which, as identified by the analysis, can be caused by reduced material costs due to eco-design. The model is applied to the case of Latvia. Yet, the elements and structure of the model developed are similar to waste management systems in many countries. By changing numeric values of certain parameters, the model can be applied to analyze policy mechanisms in other countries.  相似文献

The imperatives for reducing the world's dependence on fossil and nuclear fuels have multiplied manifold in recent years with the advent of worldwide terrorism. These new dangers come in addition to the imperatives of addressing the dire consequences of global warming and devastating pollution that accompany the use of these fossil fuels. Reducing dependence on these unsafe and unreliable energy resources should be a top global priority. Implementation of proven energy efficiency technologies offers the world the fastest, safest, most economic and most environmentally benign way to alleviate these threats. This article outlines available efficiency measures, their economic advantages and means by which they may be and have been implemented. While examples of efficiency applications from both developed and developing countries are given, the article relies heavily on experience with energy efficiency in the United States, where data on efficiency is particularly abundant.  相似文献

In the past, most of the attempts to improve the situation of the developing countries have focused on economic policy, on the conditions of international trade, on aid and direct investment. A debate on a New International Economic Order (NIEO) was launched in the 1970s (c.f. Tinbergen, 1976)—and largely failed (c.f. Simonis, 1989). This paper shows that environmental policy could be a more effective lever for improving the lot of the developing countries; the near future may see the evolution of a new international environmental order which is likely to better link environmental protection and economic development.  相似文献

The agricultural and industrial development of small cities is the primary environmental management strategy employed to make full use of extra labor in the rural areas of China. The ecological and economic consequences of this development strategy will affect over 100 million people and change the organization of the Chinese landscape. In this study, we examined the agricultural development of Shunde, a small city in Guangdong Province, over the period 1978 until 2000. Our analysis of the ecological and economic dynamics of the agricultural system revealed the dominant role of labor in the intensification of agricultural production, even though the use of fuels, fertilizers and machines also increased during this time. The Shunde agricultural system was examined from both biophysical or donor-based and human utility or receiver-based perspectives, using emergy and economic methods, respectively. After 22 years of urbanization, the Shunde agricultural system was still able to fill 96% of the local demand for agricultural products using only 6% of its total yield compared to using 14% of the total yield in 1978. Aquaculture developed quickly during the study period as grain production decreased. In 2000, the production of fish, pork, and vegetables accounted for 92% of the total emergy output of the system; however, the emergy buying power of the money received in exchange was lower than the emergy contained in the products exported. The excess emergy exported is the basis for a high quality diet delivered to city dwellers at a relatively low price. In the 1980s, the productivity of both land and labor increased; but after 1992 the productivity of labor decreased, causing the efficiency of the whole agricultural system to decrease. We recommend that processing plants be established for the main agricultural products of Shunde to decrease the emergy loss in trading and to increase employment. The effect of including monetized ecosystem services in the balance between the emergy delivered to the markets in agricultural products and the emergy buying power of the money received was to decrease the emergy gained by the Shunde agricultural system.  相似文献

Many oil-importing developing countries faced greater difficulties coping with the second oil shock (1979–80) than with the first (1973–74). The recent decline in oil prices has offset only a small part of the adverse effect of the earlier increases, and a number of these countries continue to face severe problems in servicing their external debt. This paper explores the reasons for these difficulties, which are associated in part with the higher levels of real interest rates in recent years and with the slowdown in economic activity in industrial countries. Estimates are provided of the effects of changing oil prices on the net real cost of oil imports in developing countries. The paper concludes with an assessment of the medium-term prospects for the financing of external deficits.  相似文献

Freshwater is necessary to economic activity, and humans depend on goods and services generated by water-dependent ecosystems. However, national freshwater management usually focuses on direct use of domestic freshwater. With an increasing scarcity of freshwater, attention has turned to two indirect uses of freshwater by humans. The first indirect use is freshwater used by foreign countries when producing products for export. The second use is freshwater required by local ecosystems: human survival and development depend on goods and services generated in these ecosystems. This work adopted Taiwan as a case study. In addition to two widely recognized ecosystem freshwater demands, evapotranspiration and reversed river flow, this study suggests that freshwater is a constituent of some abiotic components, such as groundwater in aquifers, because excessive withdrawal has already caused significant land subsidence in Taiwan. Moreover, the estimated results show that Taiwan’s net imports of freshwater through trade amounts to approximately 25% of its total freshwater use for economic production. Integrating industrial policy, trade policy, and national freshwater management is a useful approach for developing strategies to limit the growing use of freshwater in Taiwan. Policy implications are then developed by further analyzing withdrawal sources of freshwater (domestic and foreign) for supporting economic production in Taiwan and identifying the factors (domestic final demand and export) driving freshwater-intensive products.  相似文献

The terms of trade debate initiated by Raul Prebisch and Hans Singer over 60 years ago continues to this day and is unlikely to be resolved soon. However, even if Prebisch and Singer are right and the terms of trade of countries exporting primary products are falling, to suggest that these countries should diversify away from the production of mineral commodities and other primary products, as many have done, may be poor policy advice, encouraging countries to abandon a promising source of wealth with which to foster economic development.  相似文献
