As environmental and conservation efforts increasingly turn towards agricultural landscapes, it is important to understand how land management decisions are made by agricultural producers. While previous studies have explored producer decision-making, many fail to recognize the importance of external structural influences. This paper uses a case study to explore how consolidated markets and increasing corporate power in the food system can constrain producer choice and create ethical dilemmas over land management. Crop growers in the Central Coast region of California face conflicting demands regarding environmental quality and industry imposed food safety standards. A mail survey and personal interviews were used to explore growers’ perceptions and actions regarding these demands. Results indicate that in many cases growers face serious ethical dilemmas and feel pressured by large processing and retail firms to adopt measures they find environmentally destructive and unethical. Future strategies to address environmental issues on agricultural landscapes should consider the economic constraints producers face and the role of large firms in creating production standards.  相似文献

The major countries consuming metals tended historically to be also the major countries producing them. It was in their interest to promote mine development to provide low cost raw materials. Over the past fifty years, the share of global production accounted for by consuming countries has declined and producers and consumers of metals have been slowly moving into separate camps having distinct and differing interests. As a consequence of this, governments of producing countries have become more focused on how to maximise the benefit of metal extraction to their economies rather than on how to supply cheap raw materials; a tendency which has found expression in resource nationalism. Governments of consuming countries have in response become increasingly concerned about the implications of this tendency to their economic development and some countries, most notably China, have adopted robust policies to secure their supplies. Through their actions to influence capital flows within the mining industry and to force metals trade into channels which better serve their national interests (a process characterised here as ‘new mercantilism’), metal producing and metal consuming countries are reshaping global supply.  相似文献

The paper seeks to analyse the deep structural changes which have occurred in the mining and metals industries over the last twenty years. Slackening demand and its unprecedented persistence have forced producers to innovate and cut costs. The international price for metals is pivotal in the profitability equation for mining companies. If producer prices rise, assuming production levels and costs remain the same, profits are expected to increase. Accordingly, producers welcome any means by which price instability and unpredictability can be reduced. The paper analyses the ability of two user-friendly time series forecasting techniques to predict future lead and zinc prices. The conclusion is that price forecasting is difficult. It should, however, be acknowledged that whilst neither of the two models are definitive, they are useful for the mining company vis-à-vis its planning process. In particular, the results from the analysis in this paper suggest that ARIMA modelling provides marginally better forecast results than lagged forward price modelling. The methodologies employed in this paper have a broad based application to base metal forecasting by mining companies in general, that is, the applications are transferable.  相似文献

By 2009, Ghana was the second-ranked African producer after South Africa, and had become the world's ninth largest producer of gold, at some 3.8% of global production, up from 2.6% five years earlier. Gold production volumes and revenues rose significantly over the decade from 2000. Yet gold mining tends to be perceived negatively in Ghana, and is seen as providing far less than it should in terms of public revenue, employment, skills development and spillovers, and localised economic development. Gold mining is often depicted as having an enclave status, disconnected and isolated from the rest of the economy. In contrast, the research findings here demonstrate that after a period of strong investment and growth, gold mining can no longer be viewed as an enclave activity: it is in fact more deeply linked into the Ghanaian economy than hitherto understood, through a set of as yet under-researched but promising economic linkages, notably backward linkages, which can potentially be strengthened by policy and support measures.  相似文献

Extended producer responsibility seeks to integrate environmental impacts into the product lifecycle and achieve greater economic efficiencies in the management of products at end of life. For such integration to be actualized, however, producers may need to be accorded greater programmatic authority and flexibility than is often in some EPR policies that stipulate defined roles for other entities along the product chain. The proper allocation of responsibility among the parties and, in particular, the roles of the producers and local authorities remains a principal component of EPR policy construction. The analysis outlines four broad categories of financial and programmatic responsibility that currently reside within EPR programs in North America. The article concludes with recommendations for a research agenda to further define the governance characteristics that result in effective and efficient EPR programs.  相似文献

Australia is one of the world's main producers and exporters of both fuel and non-fuel minerals. Among the main commodities produced for export are bauxite/alumina, iron ore, and nickel—Australia is also an increasingly important source of supply of black coal, especially for Japan, and is a significant producer and exporter of a number of base metals. Resources are adequate to support a substantial expansion of both non-oil fuels and other minerals. The potential for growth, both in terms of specific commodities and in the overall role of Australia in the world mineral industry, will depend to a very large extent on the cost competitiveness of Australian mining and on continuing inflow of capital.  相似文献

The U.S. Department of Interior's Bureau of Mines determined costs associated with the production of tin from 18 market economy countries (MECs). The resource and relative economic positions of 146 tin deposits were evaluated. Demonstrated resources of recoverable tin metal are estimated to be 2.8 million metric tons. Over 70% of this material is recoverable from three south-east Asian countries - Malaysia, Thailand and Indonesia; all are members of the International Tin Agreement (ITA).
In the last five years, Brazil has become a major, low-cost tin producer. In light of their large resources Brazil has become a dominant MEC tin producer and one of the world's few tin producers that can prosper during a protracted period of low tin prices.  相似文献

Growing dissatisfaction with the globalised food system, articulated on the behalf of both producers and consumers, has caused a variety of public debates surrounding the ethics of food production and consumption to become increasingly visible in society over the last two decades. Simultaneously, farmers’ markets (FMs) and other forms of direct marketing have experienced a noteworthy increase in participants, indicating an emerging demand for an alternative to conventional food networks, alternatives that are often perceived as providing a more just and moral relationship to food production and consumption. This study examines consumer and producer motivations for participation in FMs and opinions towards conventional and alternative agriculture in order to elucidate what (if any) values and morals are shared among producers and consumers. This study draws upon the theoretical framework of moral economy to understand whether these shared values suggest FM participants are working to co-create an alternative economy based on “moral” principles such as fairness, justice, and reciprocity. This mixed-methods study consists of consumer surveys (N?=?377) and semi-structured interviews with producers (N?=?17) from five FMs in the state of Delaware. The results suggest that producer and consumer motivations to participate in FMs, particularly a shared emphasis on social value, are indicative of a sense of moral economy. However, this moral economy is complicated by tension towards consumers and the alternative food movement more generally expressed on behalf of producers.  相似文献

When mineral wastes are reused in construction materials, a current practice is to evaluate their environmental impact using standard leaching test. However, due to the uncertainty of the measurement, it is usually quite difficult to estimate the pollutant potential compared to other materials or threshold limits. The aim of this paper is to give a quantitative evaluation of the uncertainty of leachate concentrations of cement-based materials, as a function of the number of test performed. The relative standard deviations and relative confidence intervals are determined using experimental data in order to give a global evaluation of the uncertainty of leachate concentrations (determination of total relative standard deviation). Various combinations were realized in order to point out the origin of large dispersion of the results (determination of relative standard deviation linked to analytical measured and to leaching procedure), generalisation was suggested and the results were compared to literature. An actual example was given about the introduction of residue (meat and bone meal bottom ash--MBM-BA) in mortar, leaching tests were carried out on various samples with and without residue MBM-BA. In conclusion large dispersion were observed and mainly due to heterogeneity of materials. So heightened attention needed to analyse leaching result on cement-based materials and further more other tests (e.g. ecotoxicology) should be performed to evaluate the environmental effect of these materials.  相似文献

The mining and metals industry is considered more-or-less technology mature as it spends less than 1% of its revenues on R&D. In the period 2003-2008, that sector saw a very significant increase in profitability. Yet, during the same period, mining and metals companies continued to trim R&D spending, a trend that started in the early 1980s. In the near future the mining and metals industry will face significant challenges including an increased demand from the developing world counterbalanced by an overall trend to lower ore grades and with high pressure to reduce energy consumption and carbon dioxide emissions. To overcome these challenges, the mining and metals industry will likely face the need to considerably increase its R&D efforts. As the world enters a period of economic uncertainty, the sector will need to revise its approach towards R&D, reconsider its position against collaborative research with academia and other institutions, and be more creative when it comes to R&D funding.  相似文献

Although most studies on the Fair Trade initiative are, to some extent, cognizant of its contribution to environmental sustainability, what the environmental aspect means to Fair Trade has not yet been explored fully. A review of environmental issues in the Fair Trade literature suggests that Fair Trade might influence participant producers’ farming practices even if it does not directly impact natural resources. This paper attempts to interpret Fair Trade certification as an intermediary institution that links two significant objectives of rural development in the global South—environmental conservation and poverty reduction. This theoretical concept is examined in different real settings by observing four cases of Southern small farmer groups involved in the Fair Trade initiative. Findings from these case studies imply that if Fair Trade certification ensures tangible benefits for small farmers, it can not only help such disadvantaged farmers but also work as an approach for natural resource management.  相似文献

EurepGAP is a pioneering field level food safety protocol called ‘good agricultural practices’ currently exercising influence over the global food quality assurance system. Developed by a consortium of major European retailers, this private standard enforces codes of conduct that address issues of health and safety for producers and consumers, as well as working conditions and environmental management on the farmland. Despite various merits and benefits that the standard is premised to offer, the institutional design gives a financial edge to powerful large farms and exporters while diminishing opportunities for smaller growers and exporters to remain in the profitable agricultural export sector of the Global South. This paper explores the institutional origin and evolution of EurepGAP, discusses entry barriers and risks that EurepGAP imposes on the global value chain stakeholders, as well as the ethical implications from broader theoretical perspectives. Subsequently, it examines the evolving nature of a new trend in the fresh fruit and vegetable sector, i.e., the rise of public GAP standards. Promoted by some governments in the Global South, these GAP standards emphasize support for horizontal partnerships among value chain stakeholders, farmer participation, and less capital-intensive agricultural innovations. The paper argues that, within certain limitations, these GAP standards have the potential to be the major alternative GAP approach by encouraging a much broader inclusion of small-scale producers towards the attainment of various social, economic, and environmental benefits.  相似文献

Extended producer responsibility (EPR) has become a dominant policy paradigm for the management of waste electrical and electronic equipment (WEEE) in the last two decades. In South Korea the principle has guided the evolution of the resource circulation policy even before its official introduction through a revision of the recycling law in 2002. Elements of producer responsibilities could be found in the producer-based deposit refund system (DRS) a decade earlier and they were strengthened through the enactment of a new resource circulation law in 2008. This article reviews the policy changes in South Korea for the management of WEEE during the past 20 years. The focus of the analysis is on the impacts of EPR and the producers’ responses that were expressed through the quantity and the quality of material flows in the society. The findings are discussed in light of international experiences in order to outline measures to improve the effectiveness of the EPR-based resource circulation policy that could have broader implications beyond the case study.  相似文献

Many analysts blame the LDCs for the present oversupply crisis in certain commodity markets, and suggest that a reduction in the loans provided by multinational agencies would oblige them to reduce production levels. The underlying assumption is that the producers in LDCs can react like their counterparts in North America to a temporary decline in prices.
A detailed comparison between two copper producers, one in the United States and the other in Zambia, leads to a very different conclusion. Unlike its North American counterpart, because of social and technical conditions, the Zambian company would not draw any benefit from a temporary closure. Its policy is, very logically, to maximize output, with the support of a government which wants to keep both employment and foreign exchange earnings high. Although this policy relies on external finance, it is very doubtful that a change in lending policies could impose significant production cuts. Any analysis of the commodity market should take into account the diversity of the producers, and particularly the low flexibility of mines in the LDCs.  相似文献

Model simulations performed representing dairies in a 93000 ha watershed in north central Texas suggest that manure incorporation results in reduced phosphorus (P) losses at relatively small to moderate cost to producers. Simulated manure incorporation with a tandem disk on fields double-cropped with sorghum/winter wheat resulted in up to 33, 45, and 37% reductions in per hectare sediment-bound, soluble, and total P losses in edge-of-field runoff, relative to simulated surface manure applications. The effects of incorporation were evaluated at three different manure application rates. On aggregate across all three manure application rates, significant declines in P losses were obtained with incorporation except for sediment-bound P losses under the N-based manure application rate scenario.We found that the practice of incorporating manure shortly after it has been broadcast on the soil surface could help reduce P losses in such situations where P-based rates alone prove inadequate. The cost the producer incurs when manure is incorporated is on average about 1% of net returns when manure is applied at the N rate and 2-3% when it is applied at alternative P-based rates. In practice the costs could be lower because producers may substitute the manure incorporation operation for a tandem disk operation performed prior to manure application. As more and more dairy producers switch to the use of sorghum and corn silage in dairy rations and consequent on-farm production of these forages, the practice of manure incorporation may help to reduce phosphorus losses resulting from dairy manure applications to fields with these forage crops.  相似文献

In 1992, Sweden introduced a producer responsibility ordinance which explicitly states that sorted out, collected waste paper must be material recycled. Another alternative could be to recover energy by incineration. Material recycling was prioritized, although there is no environmental consensus favouring either of the alternatives. By calculating shadow prices of waste paper for the paper industry and for the heating plants, this study tries to determine whether waste paper should be partly incinerated. The study also addresses whether the producer responsibility has contributed to an inefficient allocation of waste paper. The results find no economic support for the producer responsibility.  相似文献

Water quality trading (WQT) has the potential to be a low‐cost means for achieving water quality goals. WQT allows regulated wastewater treatment plants (WWTPs) facing discharge limits the flexibility to either reduce their own discharge or purchase pollution control from other WWTPs or nonpoint sources (NPSs) such as agricultural producers. Under this limited scope, programs with NPSs have been largely unsuccessful at meeting water quality goals. The decision to participate in trading depends on many factors including the pollution control costs, uncertainty in pollution control, and discharge limits. Current research that focuses on making WQT work tends to identify how to increase participation by traditional traders such as WWTPs and agricultural producers. As an alternative, but complementary approach, we consider whether augmenting WQT markets with nontraditional participants would help increase the number of trades. Determining the economic incentives for these potential participants requires the development of novel benefit functions requiring not only economic considerations but also accounting for ecological and engineering processes. Existing literature on nontraditional participants in environmental markets tends to center on air quality and only increasing citizen participation as buyers. Here, we consider the issues for broadening participation (both buyers and sellers) in WQT and outline a multidisciplinary approach to begin evaluating feasibility.  相似文献

Conservation of groundwater resources is critical for maintaining the future productivity of irrigated land in the Ogallala Aquifer Region and beyond. This research explores motivations and behavior related to groundwater conservation among agricultural producers in the Colorado portion of the Republican River Basin, which is part of the Ogallala Aquifer. The empirical modeling uses data from a recently conducted survey to analyze how a common set of producer, farm, and resource characteristics influence groundwater values, concern for future groundwater availability, private conservation actions, and support for coordinated conservation efforts. We find two factors, producer age and land owner status, are consistently correlated with the key conservation‐related outcomes we evaluate. More generally, the results suggest considerable similarities in the characteristics that drive private conservation actions and support for coordinated conservation. This knowledge could be used to better target and incentivize future groundwater conservation efforts in the region. Traditionally in the application of hydrologic/water quality (H/WQ) models, rainfall is assumed to be spatially homogeneous and is considered not to contribute to output uncertainty. The objective of this study was to assess the uncertainty induced in model outputs solely due to rainfall spatial variability. The study was conducted using the AGNPS model and the rainfall pattern captured by a network of 17 rain gauges. For each rainfall event, the model was run using the rainfall captured by each rain gauge, one at a time, under the assumption of rainfall spatial homogeneity. A large uncertainty in the modeled outputs resulted from the rainfall spatial variability. The uncertainty in the modeled outputs exceeded the input rainfall uncertainty. Results of this study indicate that spatial variability of rainfall should be captured and used in H/WQ models in order to accurately assess the release and transport of pollutants. A large uncertainty in the model outputs can be expected if this rainfall property is not taken into account.  相似文献
