Collaborative watershed management initiatives have increased tremendously over the past decade. One of the critical questions for these initiatives is how to influence private land management practices to improve watershed health. This article researches landowner motivations and preferences for watershed restoration efforts in five watersheds in Western Oregon. Based on a survey of 446 landowners and 80 personal interviews, the research revealed that landowner perspectives vary by socio-economic, cultural, and land use characteristics. They are strongly motivated by a concern for future generations and interpersonal influence is particularly important. Finances, time, and unfamiliarity were all significant barriers to the adoption of conservation practices. The findings also revealed considerable variation among landowners as to their trusted sources of information and preferred outreach methods. Beyond the findings in Oregon, the research suggests that watershed initiatives need to understand landowner characteristics and motivating factors to better promote watershed restoration and target outreach efforts.  相似文献

We evaluated ecological monitoring data and landowner perceptions to the federally funded Wetlands Reserve Program (WRP) in a three-county region in Wisconsin. We surveyed landowner satisfaction, involvement, participation, and use of the WRP restoration sites. We found that landowners are satisfied with the overall program (mean, 3.6 ± 0.2 [SE], on a scale of 1–5, with 5 being completely satisfied). WRP restorations significantly increased the area of wetland within the sites surveyed, the increase was primarily of fresh meadow (736.32 ha after restoration). Satisfaction is related to landowner participation during restoration and to the economic incentives provided by the WRP, Landowner satisfaction and the number of plant communities after restoration are unrelated to each other or to restoration and easement costs per hectare. Survey participants recommended some changes to the WRP, including a reduction in the tax rate of land enrolled in the WRP, approval for permanent deer stands, and increased communication with WRP officials during the restoration. Monitoring information collected for WRP restoration sites does not allow assessment of whether WRP sites are functionally equivalent to natural sites. We suggest that the WRP require a more rigorous monitoring program, including guidelines for invasive species control. Managers should also encourage collaborations with external researchers and consider restorations within an experimental framework.  相似文献

Abstract: As nearly all of Texas’ rural lands are privately owned, landowner associations for the management of white‐tailed deer and ground‐water have become increasingly popular. Deer are a common‐pool resource with transboundary characteristics, requiring landowner cooperation for effective management. Ground‐water reserves are economically important to landowners, but are governed by the “rule of capture” whereby property rights are not defined. One ground‐water association and four wildlife management associations (WMAs) were surveyed to characterize their member demographics, land use priorities, attitudes, and social capital. Members of the ground‐water cooperative were part of a much larger, more heterogeneous, and more recently formed group than members of WMAs. They also placed greater importance on utilitarian aspects of their properties, as opposed to land stewardship for conservation as practiced by members of WMAs. If ground‐water association members could be more locally organized with more frequent meetings, social capital and information sharing may be enhanced and lead to land stewardship practices for improved hydrologic functions and sustained ground‐water supply. This, coupled with pumping rules assigned by the local ground‐water district, could yield an effective strategy that is ecologically and hydrologicaly sound, and that allows rural provision of water supply to urban consumers.  相似文献

Natural resource professionals are increasingly faced with the challenges of cultivating community-based support for wetland ecosystem restoration. While extensive research efforts have been directed toward understanding the biophysical dimensions of wetland conservation, the literature provides less guidance on how to successfully integrate community stakeholders into restoration planning. Therefore, this study explores the social construction of wetlands locally, and community members’ perceptions of the wetland restoration project in the Cache River Watershed of southern Illinois, where public and private agencies have partnered together to implement a large-scale wetlands restoration project. Findings illustrate that the wetlands hold diverse and significant meanings to community members and that community members’ criteria for project success may vary from those identified by project managers. The case study provides managers with strategies for building community commitment such as engaging local citizens in project planning, minimizing local burdens, maximizing local benefits, and reducing uncertainty.  相似文献

Scholars and water resource professionals recognize citizens must get involved in water resource issues to protect water resources. Yet questions persist on how to motivate community members to get and stay civically involved in nonpoint source pollution issues, given that problems are often ill‐defined. To be successful, interventions intended to engage individuals in collective action must be based on an understanding of the determinants of public‐sphere behavior. The purpose of this study is to explore the psycho‐social factors which influence landowner civic engagement in water resource protection. Data were collected using a self‐administered mail survey of landowners in the Cannon River Watershed and analyzed using structural equation modeling. Study findings suggest landowners are more likely to be civically engaged in water resource issues if they feel a personal obligation to take civic action and perceive they have the ability to protect water resources. Landowners who believe water resource protection is a local responsibility, perceive important others expect them to protect water resources, and believe they have the ability to protect water resources are more likely to feel a sense of obligation to take civic action. A combination of strategies including civic engagement programs addressing barriers to landowner engagement will be most effective for promoting civic engagement in water resource protection.  相似文献

In the latter half of the 20th century, native pine woodlands in Scotland were restricted to small remnant areas within which there was little regeneration. These woodlands are important from a conservation perspective and are habitat for numerous species of conservation concern. Recent developments have seen a large increase in interest in woodland restoration and a dramatic increase in regeneration and woodland spread. The proximate factor enabling this regeneration is a reduction in grazing pressure from sheep and, particularly, deer. However, this has only been possible as a result of a complex interplay between ecological, political and socio-economic factors. We are currently seeing the decline of land management practices instituted 150-200 years ago, changes in land ownership patterns, cultural revival, and changes in societal perceptions of the Scottish landscape. These all feed into the current move to return large areas of the Scottish Highlands to tree cover. I emphasize the need to consider restoration in a multidisciplinary framework which accounts not just for the ecology involved but also the historical and cultural context.  相似文献

Sound ecosystem management meshes socioeconomic attitudes and values with sustainable natural resource practices. Adaptive management is a model for guiding natural resource managers in this process. Ecosystems and the societies that use them are continually evolving. Therefore, managers must be flexible and adaptable in the face of uncertainty and lack of knowledge. To couple good science to management, it is important to develop goals, models, and hypotheses that allow us to systematically learn as we manage. Goals and models guide the development and implementation of management practices. The need to evaluate models and test hypotheses mandates monitoring, which feeds into a continuous cycle of goal and model reformulation. This paper reviews the process of adaptive management and describes how it is being applied to oak/pine savanna restoration at Necedah National Wildlife Refuge as an illustration. Our aim is to help managers design their own adaptive management models for successful ecosystem management.  相似文献

Many factors influence forest landowner management decisions. This study examines landowner decisions regarding participation in ecosystem management activities, such as a landscape corridor cutting across their private lands. Landscape corridors are recognized worldwide as an important tool in biodiversity conservation. For ecosystem management activities to occur in areas dominated by a multitude of small private forest landholdings, landowner participation and cooperation is necessary. Data from a survey of landowners combined with an analysis of their land's spatial attributes is used to assess their interest in ecosystem management. Results suggest that spatial attributes are not good predictors of an owner's interest in ecosystem management. Other factors such as attitudes and opinions about the environment are more effective in explaining landowner interest. The results have implications for any land manager using GIS data and implementing ecosystem management activities on private forestland.  相似文献

Headwater streams are critical components of the stream network, yet landowner perceptions, attitudes, and property management behaviors surrounding these intermittent and ephemeral streams are not well understood. Our research uses the concept of watershed disproportionality, where coupled social-biophysical conditions bear a disproportionate responsibility for harmful water quality outcomes, to analyze the potential influence of riparian landowner perceptions and attitudes on water quality in headwater regions. We combine social science survey data, aerial imagery, and an analysis of spatial point processes to assess the relationship between riparian landowner perceptions and attitudes in relation to stream flow regularity. Stream flow regularity directly and positively shapes landowners’ water quality concerns, and also positively influences landowners’ attitudes of stream importance—a key determinant of water quality concern as identified in a path analysis. Similarly, riparian landowners who do not notice or perceive a stream on their property are likely located in headwater regions. Our findings indicate that landowners of headwater streams, which are critical areas for watershed-scale water quality, are less likely to manage for water quality than landowners with perennial streams in an obvious, natural channel. We discuss the relationships between streamflow and how landowners develop understandings of their stream, and relate this to the broader water quality implications of headwater stream mismanagement.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

The paper focuses on the interplay between policy implementation and heterogeneous everyday social practices that, we argue, finally determine the success of environmental policies. We compare two empirical case studies to show how the targets of international climate policy and the agri-environmental policy of the EU have been achieved in energy production and agriculture in rural Finland. The focus of our analysis is on the power effects of these policies at the level of local natural resource management practices. Our analysis revealed tensions that arose during the implementation of the policies and showed that the policies modified the local actors' capacities to act. Therefore, we claim that policy practices should be analysed and appreciated as sites for the articulation of conflict and difference, as places of social and cultural contestation.  相似文献

Differences in the way local and regional interest groups perceive Sustainable Forest Management in regions with different forest use histories were studied using Southeastern Finland, the Mauricie in Quebec and Central Labrador in Canada as examples of regions with high, medium and low importance of commercial forestry. We present a conceptual model illustrating the cyclic interaction between the forest, cultural models about forests and forest management. We hypothesized that peoples' perceptions would be influenced by their cultural models about forests and would thus vary amongst regions with different forest use histories and among different interest groups. The weightings of the environmental, economic and social components of sustainability as well as themes important for each of the interest groups were elicited using individual listing of SFM indicators and group work aimed at developing a consensus opinion on a common indicator list. In Southeastern Finland the views of the different groups were polarized along the environment-economy axis, whereas in Central Labrador all groups were environmentally oriented. The social dimension was low overall except among the Metis and the Innu in Labrador. Only environmental groups were similar in all three research regions, the largest differences between regions were found among the forestry professionals in their weightings concerning economy and nature. As the importance of commercial forestry increased, a greater importance of economic issues was expressed whereas the opposite trend was observed for issues regarding nature. Also inter-group differences grew as the importance of commercial forestry increased in the region. Forest management and forest use can be seen as factors strongly influencing peoples' cultural models on forests.  相似文献

The ecological integrity of the Wyoming big sagebrush (Artemisia tridentata Nutt. ssp. wyomingensis Beetle and A. Young) alliance is being severely interrupted by post-fire invasion of non-native annual grasses. To curtail this invasion, successful post-fire revegetation of perennial grasses is required. Environmental factors impacting post-fire restoration success vary across space within the Wyoming big sagebrush alliance; however, most restorative management practices are applied uniformly. Our objectives were to define probability of revegetation success over space using relevant soil-related environmental factors, use this information to model cost of successful revegetation and compare the importance of vegetation competition and soil factors to revegetation success. We studied a burned Wyoming big sagebrush landscape in southeast Oregon that was reseeded with perennial grasses. We collected soil and vegetation data at plots spaced at 30?m intervals along a 1.5?km transect in the first two years post-burn. Plots were classified as successful (>5?seedlings/m(2)) or unsuccessful based on density of seeded species. Using logistic regression we found that abundance of competing vegetation correctly predicted revegetation success on 51?% of plots, and soil-related variables correctly predicted revegetation performance on 82.4?% of plots. Revegetation estimates varied from $167.06 to $43,033.94/ha across the 1.5?km transect based on probability of success, but were more homogenous at larger scales. Our experimental protocol provides managers with a technique to identify important environmental drivers of restoration success and this process will be of value for spatially allocating logistical and capital expenditures in a variable restoration environment.  相似文献

Saproxylic (dead-wood-associated) and old-growth species are among the most threatened species in European forest ecosystems, as they are susceptible to intensive forest management. Identifying areas with particular relevant features of biodiversity is of prime concern when developing species conservation and habitat restoration strategies and in optimizing resource investments. We present an approach to identify regional conservation and restoration priorities even if knowledge on species distribution is weak, such as for saproxylic and old-growth species in Switzerland. Habitat suitability maps were modeled for an expert-based selection of 55 focal species, using an ecological niche factor analyses (ENFA). All the maps were then overlaid, in order to identify potential species’ hotspots for different species groups of the 55 focal species (e.g., birds, fungi, red-listed species). We found that hotspots for various species groups did not correspond. Our results indicate that an approach based on “richness hotspots” may fail to conserve specific species groups. We hence recommend defining a biodiversity conservation strategy prior to implementing conservation/restoration efforts in specific regions. The conservation priority setting of the five biogeographical regions in Switzerland, however, did not differ when different hotspot definitions were applied. This observation emphasizes that the chosen method is robust. Since the ENFA needs only presence data, this species prediction method seems to be useful for any situation where the species distribution is poorly known and/or absence data are lacking. In order to identify priorities for either conservation or restoration efforts, we recommend a method based on presence data only, because absence data may reflect factors unrelated to species presence.  相似文献

The use of voluntary programs targeting resource conservation on private land has become increasingly prevalent in environmental policy. Voluntary programs potentially offer significant benefits over regulatory and market-based approaches. This article examines the factors affecting landowner participation in voluntary forest conservation programs using a combination of parcel-level GIS and remotely sensed data and semi-structured interviews of landowners in Monroe County, Indiana. A logistic regression model is applied to determine the probability of participation based on landowner education, membership in other non-forest voluntary programs, dominant land use activity, parcel size, distance from urban center, land resource portfolios, and forest cover. Both land use activity and the spatial configuration of a landholder’s resource portfolio are found to be statistically significant with important implications for the design and implementation of voluntary programs.

Forest policy decisions are often a source of debate, conflict, and tension in many countries. The debate over forest land-use decisions often hinges on disagreements about societal values related to forest resource use. Disagreements on social value positions are fought out repeatedly at local, regional, national, and international levels at an enormous social cost. Forest policy problems have some inherent characteristics that make them more difficult to deal with. On the one hand, forest policy decisions involve uncertainty, long time scales, and complex natural systems and processes. On the other hand, such decisions encompass social, political, and cultural systems that are evolving in response to forces such as globalization. Until recently, forest policy was heavily influenced by the scientific community and various economic models of optimal resource use. However, growing environmental awareness and acceptance of participatory democracy models in policy formulation have forced the public authorities to introduce new participatory mechanisms to manage forest resources. Most often, the efforts to include the public in policy formulation can be described using the lower rungs of Arnstein’s public participation typology. This paper presents an approach that incorporates stakeholder preferences into forest land-use policy using the Analytic Hierarchy Process (AHP). An illustrative case of regional forest-policy formulation in Australia is used to demonstrate the approach. It is contended that applying the AHP in the policy process could considerably enhance the transparency of participatory process and public acceptance of policy decisions.  相似文献

We modeled changes in area of five habitats, tidal-freshwater forest, salt marsh, maritime shrub-scrub (shrub), maritime broadleaf forest (oak) and maritime narrowleaf (pine) forest, in coastal Georgia, USA, to evaluate how simultaneous habitat loss due to predicted changes in sea level rise (SLR) and urban development will affect priority bird species of the south Atlantic coastal plain by 2100. Development rates, based on regional growth plans, were modeled at 1% and 2.5% annual urban growth, while SLR rates, based on the Intergovernmental Panel on Climate Change’s A1B mean and maximum scenarios, were modeled at 52 cm and 82 cm, respectively. SLR most greatly affected the shrub habitat with predicted losses of 35–43%. Salt marsh and tidal forest also were predicted to lose considerable area to SLR (20–45 and 23–35%, respectively), whereas oak and pine forests had lesser impact from SLR, 18–22% and 11–15%, respectively. Urban development resulted in losses of considerable pine (48–49%) and oak (53–55%) habitat with lesser loss of shrub habitat (21–24%). Under maximum SLR and urban growth, shrub habitat may lose up to 59–64% compared to as much as 62–65% pine forest and 74–75% oak forest. Conservation efforts should focus on protection of shrub habitat because of its small area relative to other terrestrial habitats and use by Painted Buntings (Passerina ciris), a Partners In Flight (PIF) extremely high priority species. Tidal forests also deserve protection because they are a likely refuge for forest species, such as Northern Parula and Acadian Flycatcher, with the decline of oak and pine forests due to urban development.  相似文献

Exposed limestone cliffs in central Europe harbor a highly divers flora with many rare and endangered species. During the past few decades, there has been increasing recreational use of these cliffs, which has caused local environmental disturbances. Successful restoration strategies hinge on identifying critical limitations. We examined the composition of aboveground forest vegetation and density and species composition of seeds in the soil seed bank at the base of four limestone cliffs in mixed deciduous forests that are intensively disturbed by human trampling and at four undisturbed cliffs in the Jura Mountains in northwestern Switzerland. We found that long-term human trampling reduced total aboveground vegetation cover at the base of cliffs and caused a significant shift in the plant-species composition. Compared with undisturbed cliffs, total seed density was lower in disturbed cliffs. Human trampling also altered the species composition of seeds in the soil seed bank. Seeds of unintentionally introduced, stress-tolerant, and ruderal species dominated the soil seed bank at the base of disturbed cliffs. Our findings indicate that a restoration of degraded cliff bases from the existing soil seed bank would result in a substantial change of the original unique plant composition. Active seed transfer, or seed flux from adjacent undisturbed forest areas, is essential for restoration success.  相似文献

In 2012, focus groups were organized with individuals owning 20+ acres in the Lake States region of the United States (Michigan, Minnesota, and Wisconsin) to discuss various issues related to forest carbon offsetting. Focus group participants consisted of landowners who had responded to an earlier mail-back survey (2010) on forest carbon offsets. Two focus groups were held per state with an average of eight participants each (49 total). While landowner participant types varied, overall convergence was reached on several key issues. In general, discussion results found that the current payment amounts offered for carbon credits are not likely, on their own, to encourage participation in carbon markets. Landowners are most interested in other benefits they can attain through carbon management (e.g., improved stand species mix, wildlife, and trails). Interestingly, landowner perceptions about the condition of their own forest land were most indicative of prospective interest in carbon management. Landowners who felt that their forest was currently in poor condition, or did not meet their forest ownership objectives, were most interested in participating. While the initial survey sought landowner opinions about carbon markets, a majority of focus group participants expressed interest in general carbon management as a means to achieve reduced property taxes.  相似文献
