In China, controlling environmental pollution resulting from solid waste (SW) and hazardous waste (HW) has become one of the most pressing tasks in the field of environmental engineering. It is reported that the annual generation of industrial solid waste (ISW) in China exceeded 0.6 billion tons in the 1990s, and is increasing every year. Although ISW management has been strengthened in recent years, about 40% of SW is put in uncontrolled landfill without appropriate treatment. According to statistics from the national Environmental Protection Agency, the cumulative ISW uncontrolled landfill in China had reached 6.6 billion tons by the end of 1995, occupying around 55 000 hectares of land. Although some major uncontrolled landfills were constructed, nonetheless groundwater contamination resulted from the use of low-standard liners and poor management. Furthermore, about 20 million tons of ISW was discharged into the environment illegally, and a third of this waste was discharged directly into water bodies, making ISW one of the greatest pollution sources for surface water and ground water. Environmental pollution accidents resulting from SW occur about 100 times a year in China, and environmental issues frequently arise because of ISW pollution. The practices of SW management, treatment, and disposal started relatively late in China, and for a long time the management of SW pollution has received little attention compared with water and air pollution management. China faces problems such as the insufficiency of management laws and regulations, insufficient investment, inadequate treatment and disposal technology, and a lack of qualified technicians. At present, most treatment and disposal technology cannot meet the requests for solid waste pollution control. In order to protect, restore, and improve environmental quality in China and to realize sustainable development, the safe management and disposal of solid and hazardous wastes is a pressing challenge. In recent years, much attention has been paid to SW management in China, and investment to develop management and treatment technologies has increased. In 1995, the Law for Solid Waste Pollution Protection was issued, and work on solid waste treatment and disposal began to be legally managed. SW treatment and disposal facilities have been constructed, and now operate in some large and medium-sized cities. In particular, rapid improvements have been seen in ISW recycling, collection, and disposal of municipal solid waste and regional HW management. As an island nation the Republic of Ireland's ports and harbours are key to the economic wellbeing of the country as they are the primary transport link to the United Kingdom, mainland Europe and beyond. This paper examines the main aspects of the Irish dredging industry with comparison to international practice and standards, including the source of the dredge material and volumes generated annually, the dredging plant employed and the management processes currently practised. Relevant European and Irish legislation governing dredging, disposal at sea and waste licensing are presented. The potential impacts of disposal at sea are discussed with the implications for the Irish dredging industry of recently introduced European Directives assessed. Beneficial use rates for dredge material and the techniques implemented in Ireland are examined and compared with international practice. Recent notable beneficial use projects for dredge material and proposed innovative dredge material management techniques for specific dredging projects in Ireland are presented. Proposals to encourage greater beneficial use of dredge material and minimise disposal at sea for Ireland are presented including the introduction of environmental credits, tax breaks and a grant system for pilot schemes. An alternative disposal at sea charge fee structure is also recommended to encourage alternative dredge material management practices. Ireland's management of contaminated sediment is also presented with recent projects described highlighting the current practice of primarily exporting contaminated sediment to mainland Europe. Alternative methods of treatment of contaminated sediment are assessed in an Irish context. Future issues and challenges facing the Irish dredging industry are assessed and a critical analysis of the current approaches to dredge material management is presented.  相似文献

Amongst the waste from health care institutions, radioactive waste represents a special category since it cannot be modified or neutralized by any available conventional means. Accordingly, disposal of radioactive waste can mean only its transfer from a place where it represents some hazard to somewhere else where it can be retained without undue risk. Radioactive waste arises in health care institutes as a result of diagnostic, therapeutical or research uses of unsealed radioactive substances. Sometimes, sealed sources withdrawn from further use might also be subject to disposal. Most radionuclides used in medicine are short-lived beta-, or beta-gamma emitters and represent a low risk, if properly handled, that is if due care is taken to prevent significant contamination of the workplace and personnel. Low-activity gaseous and liquid waste can usually be discharged to the environment directly; medium-activity or high-activity waste should be stored for variable periods to allow natural decay before specialized disposal.This paper presents a review of the different types of radioactive wastes produced in hospitals, and introduces many of the sources of generation and subsequent disposal options. An example is given of the wide range of guidance available, both by national bodies in Hungary and international agencies, such as the International Atomic Energy Agency (IAEA), World Health Organisation (WHO) and International Committee on Radiological Protection (ICRP).  相似文献

The aim of this work is to present the structure and the application of a decision support system (DSS) designed to help decision makers of a municipality in the development of incineration, disposal, treatment and recycling integrated programs. Specifically, within a MSW management system, several treatment plants and facilities can generally be found: separators, plants for production of refuse derived fuel (RDF), incinerators with energy recovery, plants for treatment of organic material, and sanitary landfills. The main goal of the DSS is to plan the MSW management, defining the refuse flows that have to be sent to recycling or to different treatment or disposal plants, and suggesting the optimal number, the kinds, and the localization of the plants that have to be active. The DSS is based on a decision model that requires the solution of a constrained non-linear optimization problem, where some decision variables are binary and other ones are continuous. The objective function takes into account all possible economic costs, whereas constraints arise from technical, normative, and environmental issues. Specifically, pollution and impacts, induced by the overall solid waste management system, are considered through the formalization of constraints on incineration emissions and on negative effects produced by disposal or other particular treatments.  相似文献

This article provides a review of hazardous medical waste production and its management in Croatia. Even though Croatian regulations define all steps in the waste management chain, implementation of those steps is one of the country's greatest issues. Improper practice is evident from the point of waste production to final disposal. The biggest producers of hazardous medical waste are hospitals that do not implement existing legislation, due to the lack of education and funds. Information on quantities, type and flow of medical waste are inadequate, as is sanitary control. We propose an integrated approach to medical waste management based on a hierarchical structure from the point of generation to its disposal. Priority is given to the reduction of the amounts and potential for harm. Where this is not possible, management includes reduction by sorting and separating, pretreatment on site, safe transportation, final treatment and sanitary disposal. Preferred methods should be the least harmful for human health and the environment. Integrated medical waste management could greatly reduce quantities and consequently financial strains. Landfilling is the predominant route of disposal in Croatia, although the authors believe that incineration is the most appropriate method. In a country such as Croatia, a number of small incinerators would be the most economical solution.  相似文献

Developing a waste information system (WIS) for a country is more than just about collecting routine data on waste; it is about facilitating the improved management of waste by providing timely, reliable information to the relevant role-players. It is a means of supporting the waste governance challenges facing South Africa - challenges ranging from strategic waste management issues at national government to basic operational challenges at local government. The paper addresses two hypotheses. The first is that the identified needs of government can provide a platform from which to design a national WIS framework for a developing country such as South Africa, and the second is that the needs for waste information reflect greater, currently unfulfilled challenges in the sustainable management of waste. Through a participatory needs analysis process, it is shown that waste information is needed by the three spheres of government, to support amongst others, informed planning and decision-making, compliance monitoring and enforcement, community participation through public access to information, human, infrastructure and financial resource management and policy development. These needs for waste information correspond closely with key waste management challenges currently facing the country. A shift in governments approach to waste, in line with national and international policy, is evident from identified current and future waste information needs. However, the need for information on landfilling remains entrenched within government, possibly due to the poor compliance of landfill sites in South Africa and the problems around the illegal disposal of both general and hazardous waste.  相似文献

This analysis presents the results of a life cycle assessment (LCA) carried out on six alternative options for the recycling of water at a Danish industrial laundry for workwear. The study focuses on the handling and disposal of the wet residues generated when wastewater is treated for recycling, and in accounting for long-term potential toxicity impacts. The analysed options are a combination of two water-upgrading technologies: biofilter and ultrafiltration, and three residue disposal alternatives: biogas followed by incineration of sludge at local wastewater treatment plant, thermal vitrification treatment for production of vitrified sand, and mineralization in a sludge bed. It is concluded from the results that with the current Danish environmental policy priorities, the environmental impacts of highest priority are the toxicity effects derived from the presence of heavy metals in the residues. Heavy metals originate from the dirt in the workwear that is washed in the laundry. It is further concluded that the studied water treatment technologies satisfy both the need of clean water for recycling and simultaneously help controlling a safe disposal of pollutants by concentration of the residues. The results of the study also confirm the potential of LCA as a decision-support tool for assisting water recycling initiatives and for residue handling management. The handling of residues has been identified as a stage of the water recycling strategy that bears important environmental impacts. This holistic perspective provided by LCA can be used as input for the definition of environmental management strategies at an industrial laundry, and the prioritization of investments to the environmental profile of laundry processes. In this case-study, the results of the LCA are made operational by, for example, selecting the water treatment technology which is associated wih a safe disposal of the wet residue. It is important to bear in mind that such prioritization depends on national boundary conditions. In the case study analysed, the boundary conditions steer the weighing of the environmental impacts, following the current Danish environmental policy priorities.  相似文献

Medical (clinical) wastes are costly in disposal and carry risks of infection, or physical injury, and of exposure to potentially harmful pharmaceuticals, as well as being aesthetically unacceptable. Technological advances in disposal, together with the introduction of rigorous emission standards for incinerators and similarly stringent control standards for non-burn “alternate” disposal technologies, continue to drive improvements in waste management. Are these improvements attainable in developing countries?Where adequate resources and a robust infrastructure are lacking, investment in advanced disposal technologies may be counterproductive. Developments must be appropriate to and manageable by the communities served; sustainable low-technology approaches may be preferable. There remains a need for affordable technical innovation, as well as underlying political support and international financial and technical assistance, to sustain meaningful improvements in waste management in remote and isolated regions and more generally in developing countries.  相似文献

 This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment. Municipal solid waste (MSW) is a major environmental problem in Turkey, as in many developing countries. Problems associated with municipal solid waste are difficult to address, but efforts towards more efficient collection and transportation and environmentally acceptable waste disposal continue in Turkey. Although strict regulations on the management of solid waste are in place, primitive disposal methods such as open dumping and discharge into surface water have been used in various parts of Turkey. This study presents a brief history of the legislative trends in Turkey for MSW management. The study also presents the MSW responsibility and management structure together with the present situation of generation, composition, recycling, and treatment. The results show that approximately 25 million ton of MSW are generated annually in Turkey. About 77% of the population receives MSW services. In spite of efforts to change open dumping areas into sanitary landfills and to build modern recycling and composting facilities, Turkey still has over 2000 open dumps.  相似文献

This paper discusses actions aimed at sustainable management of healthcare wastes (HCW) in China, taking into account the current national situation in this field, as well as the requirements deriving from the Stockholm Convention on Persistent Organic Pollutants and the WHO recommendations. By the end of 2005, there were 149 low-standard HCW disposal facilities in operation in China, distributed throughout different areas. According to the National Hazardous Waste and Healthcare Waste Disposal Facility Construction Plan, 331 modern, high-standard, centralized facilities will be built up in China in municipal level cities. Although incineration is still the main technical option for HCW disposal in China, it is expected that, especially for medium and small size facilities, non-incineration technologies will develop quickly and will soon become the main technical option. The basic management needs – both from the point of view of pollution control and final disposal – have been defined, and a system of technical and environmental standards has been formulated and implemented; however, there are still some shortages. This is particularly true when considering the best available techniques and best environmental practices developed under the Stockholm Convention, with which the present technological and managing situations are not completely compliant. In this framework, the lifecycle (from generation to final disposal of wastes) of HCW and holistic approaches (technology verification, facilities operation, environmental supervision, environmental monitoring, training system, financial mechanism, etc.) towards HCW management are the most important criteria for the sustainable and reliable management of HCW in China.  相似文献

The main objective of this paper was to analyse the present status of medical waste management in the Trachea region of Turkey and subsequently to draw up a policy regarded with generation, collection, on-site handling, storage, processing, recycling, transportation and safe disposal of medical wastes. This paper also presents the results of study about awareness on how to handle expired drugs. Initially all health-care establishments in Tekirda?, Edirne and Kyrklareli provinces in Trachea region were identified and the amounts of hospital wastes generated by each of them were determined. Current medical waste-management practices, including storage, collection, transportation and disposal, in surveyed establishments were identified. Finally, according to results, remedial measurements for medical waste management in these establishments were suggested. Unfortunately, medical wastes are not given proper attention and these wastes are disposed of together with municipal and industrial solid wastes. The current disposal method is both a public health and environmental hazard. When landfill sites are visited, many scavengers can be seen sorting for recyclable materials, a practice which is dangerous for the scavengers. In addition, it was found that some staff in health-care establishments are unaware of the hazard of medical wastes. It is concluded that a new management system, which consists of segregation, material substitution, minimization, sanitary landfilling and alternative medical waste treatment methods should be carried out. For the best appropriate medical waste management system, health-care establishment employers, managers and especially the members of house- keeping divisions should be involved in medical waste management practice.  相似文献

This study aimed to address the issues involved in the planning and design of a computer waste management system in an integrated manner. A decision-support tool is presented for selecting an optimum configuration of computer waste management facilities (segregation, storage, treatment/processing, reuse/recycle and disposal) and allocation of waste to these facilities. The model is based on an integer linear programming method with the objectives of minimizing environmental risk as well as cost. The issue of uncertainty in the estimated waste quantities from multiple sources is addressed using the Monte Carlo simulation technique. An illustrated example of computer waste management in Delhi, India is presented to demonstrate the usefulness of the proposed model and to study tradeoffs between cost and risk. The results of the example problem show that it is possible to reduce the environmental risk significantly by a marginal increase in the available cost. The proposed model can serve as a powerful tool to address the environmental problems associated with exponentially growing quantities of computer waste which are presently being managed using rudimentary methods of reuse, recovery and disposal by various small-scale vendors.  相似文献

One of the important sectors that contribute to the national economy is the mining sector. During the mining of minerals and ores, waste materials in the form of overburden are generated. As these are not useful to the mine owners, they may be inappropriately disposed of into the environment, posing serious threat to the environment in the form of land degradation, water and air pollution. The present paper discusses the existing status of waste generation, its characteristics and the disposal methods being adopted in India. Impacts associated with waste disposal practices together with preventive measures for waste disposal are also discussed. Finally, strategies for improvements in existing waste management and for incorporating the same in the overall development plan for the mines are suggested.  相似文献

E-waste is a complex waste category containing both hazardous and valuable substances. It demands for a cost-efficient treatment system which simultaneously liberates and refines target fractions in an environmentally sound way. In most developing countries there is a lack of systems covering all steps from disposal until final processing due to limited infrastructure and access to technologies and investment. This paper introduces the ‘Best-of-2-Worlds’ philosophy (Bo2W), which provides a network and pragmatic solution for e-waste treatment in emerging economies. It seeks technical and logistic integration of ‘best’ pre-processing in developing countries to manually dismantle e-waste and ‘best’ end-processing to treat hazardous and complex fractions in international state-of-the-art end-processing facilities. A series of dismantling trials was conducted on waste desktop computers, IT equipment, large and small household appliances, in order to compare the environmental and economic performances of the Bo2W philosophy with other conventional recycling scenarios. The assessment showed that the performance of the Bo2W scenario is more eco-efficient than mechanical separation scenarios and other local treatment solutions. For equipment containing substantial hazardous substances, it demands the assistance from domestic legislation for mandatory removal and safe handling of such fractions together with proper financing to cover the costs. Experience from Bo2W pilot projects in China and India highlighted key societal factors influencing successful implementation. These include market size, informal competitors, availability of national e-waste legislation, formal take-back systems, financing and trust between industrial players. The Bo2W philosophy can serve as a pragmatic and environmentally responsible transition before establishment of end-processing facilities in developing countries is made feasible. The executive models of Bo2W should be flexibly differentiated for various countries by adjusting to local conditions related to operational scale, level of centralized operations, dismantling depth, combination with mechanical processing and optimized logistics to international end-processors.  相似文献

Health care waste is considered a major public health hazard. The objective of this study was to assess health care waste management (HCWM) practices currently employed at health care centers (HCCs) in the West Bank – Palestinian Territory. Survey data on solid health care waste (SHCW) were analyzed for generated quantities, collection, separation, treatment, transportation, and final disposal. Estimated 4720.7 m3 (288.1 tons) of SHCW are generated monthly by the HCCs in the West Bank. This study concluded that: (i) current HCWM practices do not meet HCWM standards recommended by the World Health Organization (WHO) or adapted by developed countries, and (ii) immediate attention should be directed towards improvement of HCWM facilities and development of effective legislation. To improve the HCWM in the West Bank, a national policy should be implemented, comprising a comprehensive plan of action and providing environmentally sound and reliable technological measures.  相似文献

Plastic items in some portions of municipal solid waste (MSW), particularly from households and restaurants, have long been viewed as a disposal problem and a symbol of a "throwaway society". There is no question that the amount of plastics in solid waste is growing. However, this observation alone should not cause an hysteria of public policies for the separate management of the plastics or any other portion of the waste. The amount of plastics, and the contribution of the items discarded, must be viewed holistically in setting a solid waste management policy. This paper questions the basis for some U.S. plastics waste policy proposals by reviewing recent U.S. data on the effect of plastics on waste reduction, and the fate of discarded plastics products. Some alternative future policy directions are also discussed.  相似文献

The risks associated with healthcare waste and its management has gained attention across the world in various events, local and international forums and summits. However, the need for proper healthcare waste management has been gaining recognition slowly due to the substantial disease burdens associated with poor practices, including exposure to infectious agents and toxic substances. Despite the magnitude of the problem, practices, capacities and policies in many countries in dealing with healthcare waste disposal, especially developing nations, is inadequate and requires intensification. This paper looks upon aspects to drive improvements to the existing healthcare waste management situation. The paper places recommendation based on a 12 country study reflecting the current status. The paper does not advocate for any complex technology but calls for changes in mindset of all concerned stakeholders and identifies five important aspects for serious consideration. Understanding the role of governments and healthcare facilities, the paper also outlines three key areas for prioritized action for both parties – budget support, developing policies and legislation and technology and knowledge management.  相似文献

Nowadays selection of the appropriate treatment method in health-care waste (HCW) management has become a challenge task for the municipal authorities especially in developing countries. Assessment of HCW disposal alternatives can be regarded as a complicated multi-criteria decision making (MCDM) problem which requires consideration of multiple alternative solutions and conflicting tangible and intangible criteria. The objective of this paper is to present a new MCDM technique based on fuzzy set theory and VIKOR method for evaluating HCW disposal methods. Linguistic variables are used by decision makers to assess the ratings and weights for the established criteria. The ordered weighted averaging (OWA) operator is utilized to aggregate individual opinions of decision makers into a group assessment. The computational procedure of the proposed framework is illustrated through a case study in Shanghai, one of the largest cities of China. The HCW treatment alternatives considered in this study include “incineration”, “steam sterilization”, “microwave” and “landfill”. The results obtained using the proposed approach are analyzed in a comparative way.  相似文献
