/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. It has long been suggested that environmental assessment has the potential to contribute to sustainable development through
mechanisms above and beyond informing design and consent decisions, and while theories have been proposed to explain how this
might occur, few have been subjected to rigorous empirical validation. This research advances the theoretical debate by building
a rich empirical understanding of environmental assessment’s practical outcomes, from which its potential to contribute to
sustainable development can be gauged. Three case study environmental assessment processes in England were investigated using
a combination of data generated from content analysis, in-depth interviews, and a questionnaire survey. Four categories of
outcomes are delineated based on the research data: learning outcomes; governance outcomes; attitudinal and value changes;
and developmental outcomes. The data provide a robust critique of mainstream theory, with its focus on design and consent
decisions. The article concludes with an examination of the consequences of the context-specific nature of environmental assessment
practices in terms of developing theory and focusing future research. 相似文献

While risk assessment continues to drive most environmental management decision-making, its methods and assumptions have been
criticized for, among other things, perpetuating environmental injustice. The justice challenges to risk assessment claim
that the process ignores the unique and multiple hazards facing low-income and people of color communities and simultaneously
excludes the local, non-expert knowledge which could help capture these unique hazards from the assessment discourse. This
paper highlights some of these challenges to conventional risk assessment and suggests that traditional models of risk characterization
will continue to ignore the environmental justice challenges until cumulative hazards and local knowledge are meaningfully
brought into the assessment process. We ask whether a shift from risk to exposure assessment might enable environmental managers
to respond to the environmental justice critiques. We review the US EPA's first community-based Cumulative Exposure Project,
piloted in Brooklyn, NY, and highlight to what extent this process addressed the risk assessment critiques raised by environmental
justice advocates. We suggest that a shift from risk to exposure assessment can provide an opportunity for local knowledge
to both improve the technical assessment and its democratic nature and may ultimately allow environmental managers to better
address environmental justice concerns in decision-making. 相似文献

/ This paper presents a foundation for improving the risk assessmentprocess for freshwater wetlands. Integrating wetland science, i.e., use of anecosystem-based approach, is the key concept. Each biotic and abiotic wetlandcomponent should be identified and its contribution to ecosystem functionsand societal values determined when deciding whether a stressor poses anunreasonable risk to the sustainability of a particular wetland.Understanding the major external and internal factors that regulate theoperational conditions of wetlands is critical to risk characterization.Determining the linkages between these factors, and how they influence theway stressors affect wetlands, is the basis for an ecosystem approach.Adequate consideration of wetland ecology, hydrology, geomorphology, andsoils can greatly reduce the level of uncertainty associated with riskassessment and lead to more effective risk management. In order to formulateeffective solutions, wetland problems must be considered at watershed,landscape, and ecosystem scales. In this paper the existing body of theory is reviewed to highlight the need
for further attention to be paid to the EIA/management relationship. In
particular it is shown that the majority of the literature to date has
concentrated on the influence of EIA leading up to and including the decision
to proceed or not with the proposed action. Less attention has been paid to
the extension of the influence of EIA beyond this point to inform the process
of ongoing environmental management.
This relationship is then explored by reference to the Western Australian EIA
system. One of the strengths of this system is its focus upon the
implementation and management of proposed developments. The outcome of EIA is
generally an approval to proceed with the development subject to meeting a

This article examines the environment and habitat management experiences of Ethiopia and Ghana in the postindependence period
(1960–2000). Based on extensive archival research, semistructured focused interviews of environment and habitat officers of
the World Bank, the United Nations System and the International Union for the Conservation of Nature (IUCN) and personal professional
field experiences, the paper argues that the uncritical adoption of externally generated discourses, narratives, policy guidelines,
and strategies of environmental and habitat management has structured thought and action in both countries. The experience
of both countries in defining and responding to environmental and human settlement management is explored from a political
ecology perspective. The analysis indicates that both countries have essentially adopted a technocratic, state-centered, and
unsustainable management strategy framework based on population control, poverty reduction, sustainable development, and capacity-building.
It also suggests that international organizations such as the World Bank, INCN, and the United Nations system have been important
sources of thought and action in both countries. Conversely, regional international organizations such as the Economic Commission
for Africa, the Organization of African Unity and the African Development Bank have largely served as conduits for the diffusion
of global discourses, narratives, policies and strategies. The need for adopting management policies and strategies that are
based on principles of multiple engagement, decentralization, incentives, public education, and participation is underscored. 相似文献

/ The case of "Environment and Development" at Leiden University, the Netherlands, offers an example of developing a new environmental science curriculum in a conservative, disciplines-oriented university context. The core of this history is the long-term struggle of environmental science to evolve from the level of doing applied interdisciplinary studies and establish itself as a distinct body of knowledge with its own theory level, i.e., a discipline of its own. The struggle itself as well as its final outcome, a "bidisciplinary" curriculum in which both environmental science and one social science are expressed as disciplines (hence not environmental science as a mere "field of application") may be of value in other "classical" universities, too. / This study aims to investigate the ISO 14001 implementation process and its implications for regional environmental management. The region of Central Japan (known as Chubu in Japanese, which literally means center) was chosen for this case study. The study focuses on selected issues such as the: (1) trends and motives of private firms in the implementation of an ISO 14001-based environmental management system (EMS); (2) obstacles during system implementation; (3) role of the system in enhancing environmental performance within the certified organization; and (4) relation between the major stakeholders, local citizens, governments, and firms after adopting the system. To achieve these objectives, a questionnaire survey was mailed to all certified firms in the region. A 58% response was achieved overall. The results show that the main aims behind the adoption of ISO 14001 by firms in the Chubu region are to improve the environmental aspects within the enterprises and to enhance the employees' environmental awareness and capacity. The results have also shown that the ISO 14001-based EMS has had a great effect on a firm's environmental status as certified firms have claimed that natural resources such as fuel, water, and paper consumption have been more efficiently managed after adopting the system. Implementation of the system causes the firms to consider the role of the local people and the government in more effectively involving the local people in the firm's daily environmental activities. It also helps to enhance the environmental awareness among the local people. Adopting the system also promotes a better relation within the enterprises affiliated to the same group, such as more attention given by the parent firms (head offices) towards other firms working for the same group, or branches-mainly small and medium sized enterprises (SMEs)-in the field of EMS. Finally, the results show that firms give serious consideration to their final products' impacts on the environment. Integration of Environmental Assessment into the Regional Development Planning Process of the Galilee 总被引:2,自引:0,他引:2
/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. An environmental evaluation was performed at 16 subdivision sites within four communities in east-central Michigan. The primary
objective was to evaluate the fit between environmental ordinances and the physical/environmental conditions to which they
were applied. An environmental response index was developed with indicators to assess water, soil, slope, development density,
roads, vegetation, and ecology. Water-related indicators achieved the highest scores, while soil-related indicators scored
the poorest, with generally poor performance across all indicators. The poor performance indicates there are problems in the
ability of environmental ordinances developed at broader jurisdictional scales (e.g., the state) to address the existing environmental
conditions at smaller geographic scales (subdivisions within communities). Two key problems include the lack of scientific
specificity in the broader state-level ordinances and the lack of local expertise and/or resources to monitor the environment. 相似文献

Local scale has an important role in environmental management. In Spain, rapid industrialization has occurred in the last
three decades, leading to substantial changes in socioeconomic relations and resulting in significant environmental degradation.
This paper describes the environmental status of the township of Sax (Alicante, in southeast Spain), which has passed from
agriculture to industrial manufacturing in 50 years. The human population has grown exponentially during the second half of
the 20th century, with a 91% increase from 1955 to 1995, coinciding with strong growth in manufacturing (factories increased
fivefold in the period 1955–1976) and important changes in the working population and land use. Illegal rubbish dumps, water
pollution, forest fires, erosion, and degradation of wildlife habitats are the main outcomes of these dramatic socioeconomic
and demographic changes. The administration has focused on the control of water pollution and waste management, while nongovernmental
organizations have concentrated on the prevention of forest fires and the development of environmental education programs.
These measures are insufficient to manage current environmental degradation, and an environmental management plan for the
study area is discussed. Increasing effort in waste management and industrial wastewater control, changes in land-use policy,
and the creation of an advisory committee to increase public participation in decision-making have been identified as environmental

Environmental assessment is an intriguing policy phenomenon: it is employed in an ever-increasing range of contexts the world-over, yet research indicates it rarely efficiently or effectively achieves its principal purpose of promoting sustainable development. Increasingly, practical limitations in the effectiveness of environmental assessment are attributed to its theoretical shortcomings, particularly in relation to the conception of causation. This research advanced debate on environmental assessment by examining the theoretical implications of an empirical analysis of its causal operation in purposefully selected cases. The causal models derived from the research data illustrate the diversity of mechanisms through which environmental assessment can contribute to sustainability, and provide an insight into the complexity and contextuality of causation in the empirical realm. The research findings also highlight a multiplicity of societal expectations concerning environmental assessment's contribution to sustainable development. It is concluded that the interplay of non-rational variables (such as power, agency, experiences and expectations) necessitates the pursuit of a reflexive accommodation of purposes, methods and context in environmental assessment practices. 相似文献

/ The paper investigates how the Canadian nonferrous sector is tackling the challenge of sustainable development. Although there is no consensus as to what sustainable development means in practice for management in the sector, at least three dimensions must be taken into account: (1) metals are recyclable, the availability of this resource is not a concern for the foreseeable future; (2) the need to minimize environmental impacts of metals exploration, extraction, transformation, consumption, and recycling; and (3) production activities should not be socially or culturally disruptive. The nonferrous mining industry faces several environmental problems. Some of the most significant are acid mine drainage, sulfur emissions, recycling, and metals toxicity. The industry has developed a number of responses to address these specific concerns as well as other more general challenges. Six strategies are described and analyzed: (1) research and development, (2) an effort of consensus building among stakeholders known as the Whitehorse Mining Initiative, (3) international networking, (4) active involvement in the development of environmental management standards, (5) management reorganization and (6) voluntary agreements. The importance of external factors in the shaping of corporate environmental management practices is discussed, in particular the role of government. Irrigation management calls for objective criteria capable of representing the economy, reliability, and productivity of irrigation
systems. These criteria must be compatible with long-term sustainability and conservation goals. The criteria representing
the above goals are the economic effect of management on yield reduction, economic effect, and reliability referring to plant
growth and operation of the network. In this study environmental indices are introduced to express the above criteria in quantitative
terms. The inclusion of these indices at the farm and network level create a multicriteria framework for decision-making based
on composite programming. An experimental study was conducted during the irrigation periods of 1989 and 1990 in Chania, Greece,
concerning water delivered to 40 experimental plots, soil moisture content at the rootzone, and irrigation system operational
failures. The data collected in real time were used for the calculation of the corresponding environmental indices. The variation
in time and space is high and resulted in up to 62% of yield loss and low system performance (up to 7% of system temporal
reliability). The study indicated that environmental indices could be incorporated to select alternatives and also to develop
policies on water delivery. The final decision involves a trade-off analysis between cost of application and desired system
performance. Measures of both primary objectives can be obtained using environmental indices that represent system operation
aggregation at its basic levels (on farm and network). 相似文献

The aim of this paper is to demonstrate how life cycle assessment (LCA) can be used to develop strategic policies that can
lead to a minimization of the environmental burden resulting from the provision of services or the manufacture, use, and disposal
of products within the economy. We accomplish this aim by presenting a case study that evaluates the greenhouse gas contributions
of each stage in the life cycle of containerboard packaging and the potential impact on emissions of various policy options
available to decision-makers.
Our analysis showed that, in general, the most useful strategy was to recycle the used packaging. However, our analysis also
indicated that when measures are taken to eliminate sources of methane emissions, then recycling is no longer beneficial from
a greenhouse perspective. This is because the process energy required in the form of gas and electricity is substantially
greater for containerboard manufactured from recycled material than it is for virgin fiber. 相似文献
