Baselines are used extensively in environmental regulation and usually serve as a proxy of a certain ‘natural’ environment upon which the potential toxicity of a certain substance is assessed. However, there is nothing natural or automatic about the process via which baselines are created. Most of the time they are produced through a series of baselining practices in which heterogeneous entities are assembled in highly idiosyncratic ways, a process always crisscrossed by technical, political and ethical issues. This particular paper, based on material collected while observing an environmental risk assessment exercise carried out in an abandoned mining waste dump in northern Chile, looks at two kinds of practices that are especially salient. On the one hand, there is the recognition of a certain ‘naturalness’ of a particular piece of soil, a process in which visual valuation processes play a central role. On the other hand, there is the creation of ‘traceability,’ through which the particular extracted sample is linked to a series of entities, gaining in the process validity as representative of the ‘natural soil’ existing in this particular patch. In the conclusion, both operations will be connected with different difficulties that current environmental regulation faces in dealing with polluted sites such as the one under study. 相似文献

Chapter 36 of Agenda 21 called on each nation to bring together a widely cross-sectoral group of people to prepare a national strategy for environmental education and training. In Scotland this process had already begun and the Secretary of State's Working Group on Environmental Education presented him with its recommendations for a strategy in April 1993, which he accepted in a statement of intent in June, 1995. The process itself, the comments received on the report since publication and continuing developments in the field, have demonstrated the importance of adopting broad definitions for both environment and education, spreading involvement in production of the strategy to all sectors and as wide a range of individuals as possible, dividing up the work so as to focus on all the main contexts in which learning takes place, working with the main potential implementers and not depending entirely on the availability of new resources. The process was in itself rewarding and its importance should not be underestimated. The approach adopted and the issues which it raised appear to have wide applicability to similar programmes elsewhere. This paper describes the process adopted in preparing the strategy, reviews some of the subsequent developments in Scotland, and assesses the factors which may have contributed to its success so far.Professor John C. The paper looks at Colombia's first major environmental justice legal case involving a riparian Afro-Colombian community and the Pacific Energy Company (EPSA). Riverine Afro-Colombian communities gained political recognition as a culturally distinct group largely based on their conservation practices in riparian environments. The work contrasts the complexities of the case with the vulnerable reality of the people of Anchicayá who largely live in conditions of poverty, violence and political isolation. It also describes the institutions that frame watershed management, the ethnic rights to collective land and self-governance and the property rights of energy companies in the backdrop of decentralisation reforms that clarified different types of property rights and refounded Colombia as a multicultural nation. The legal suit, however, demonstrates that the government failed to offer equal protection to collective versus private cultural and socio-economic uses of land and water in order to protect energy investments. The Constitutional Court's jurisprudence ultimately privileged technical and legal know-how and overlooked the limits community intermediaries face offering similar evidence. By doing so, the court not only disregarded the constitutional rights of Afro-Colombians, but it also failed to mitigate a socio-environmental conflict. 相似文献

Fenton oxidation pretreatment was investigated for enhancement of biodegradability of wastewater sludge (WWS) which was subsequently used as substrate for the production of value- added products. The Response surface method with fractional factorial and central composite designs was applied to determine the effects of Fenton parameters on solubilization and biodegradability of sludge and the optimization of the Fenton process. Maximum solubilization and biodegradability were obtained as 70% and 74%, respectively at the optimal conditions: 0.01 ml H2O2/g SS, 150 [H2O2]0/[Fe2+]0, 25 g/L TS, at 25 °C and 60 min duration. Further, these optimal conditions were tested for the production of a value added product, Bacillus thuringiensis (Bt) which is being used as a biopesticide in the agriculture and forestry sector. It was observed that Bt growth using Fenton oxidized sludge as a substrate was improved with a maximum total cell count of 1.63 × 109 CFU ml?1 and 96% sporulation after 48 h of fermentation. The results were also tested against ultrasonication treatment and the total cell count was found to be 4.08 × 108 CFU ml?1 with a sporulation of 90%. Hence, classic Fenton oxidation was demonstrated to be a rather more promising chemical pre-treatment for Bt - based biopesticide production using WWS when compared to ultrasonication as a physical pre-treatment. 相似文献

This paper discusses the present character of environmental monitoring in Swedish municipalities. We have found that local environmental monitoring in Sweden is insufficient. There is very little connection between monitoring activities and local environmental goals, and environmental goals have been established without considering information from the environmental monitoring. In practice, this means that local environmental monitoring has only a limited influence on political decisions and priorities in the municipalities. Our study also showed that local environmental monitoring was almost entirely focused on monitoring the state of the environment and showed a lack of flow-oriented information. There is a strong need to develop a unified strategy for local environmental monitoring to avoid sub-optimisations in local environmental management. A new strategy would, to a much higher degree, have to focus on monitoring diffuse sources of pollution and personal lifestyles. In this case, monitoring only the state of the environment would not be sufficient. It would have to include also the flows of materials through society, i.e. the whole metabolism of society, including biogeochemical as well as anthropogenic material flows. 相似文献

A number of studies on the oxidation of various organic/inorganic contaminants by ferrate(VI) were reported in the 1980s and 1990s. The exploration of the use of ferrate(VI) for water and wastewater treatment has been well addressed recently. However, challenges have existed for the implementation of ferrate(VI) technology in practice due to the instability of a ferrate solution or high production cost of solid ferrate products. The research has been carried out aiming at the generation and application of ferrate(VI) in situ. This paper thus reviews ferrate chemistry and its overall performance as a water treatment chemical, discusses the factors affecting the ferrate yield efficiency using the electrochemical method, and finally, summarises the work on the production and use of ferrate in situ which is currently under study. 相似文献

How science and policy interact has been a major research focus in the International Relations (IR) tradition, using the epistemic community (EC) concept, as well as in the alternative perspective of Science and Technology Studies (STS). Should science be autonomous and as apolitical as possible in order to ‘speak truth to power’, as suggested by EC or should the inevitable entanglement of science and politics be accepted and embraced so as to make advice more conducive to negotiating the explicit travails of political decision-making as suggested by STS? With this point of departure, we compare similarities and differences between science–policy interactions in the issue areas of eutrophication and fisheries management of the Baltic Sea. To examine how knowledge is mobilised, the concepts of ‘uncertainty’ and ‘coherence’ are developed, drawing on both EC and STS thinking. We then reflect on the explanatory value of these approaches in both cases and discuss how a separation of science and policy-making in the pursuit of achieving scientific consensus leads to ineffectual policies. Drawing on STS thinking, we urge for a re-conceptualisation of coherence in order to accommodate a more reflexive practice of science–policy interactions. 相似文献

Regionally specific sustainability processes that account for diverse environments and populations and that integrate social, economic, political and ecological spheres are being developed in Western Australia. A coordinated commitment to sustainability principles and a participatory philosophy by the state and local governments is necessary. This requires a transformation of the public service, from a director of passive programmes and laws to a facilitator of community projects and outcomes, towards an enabling state. An international participatory paradigm provides an array of concepts and methods for local and regional communities in partnership with government and industry to achieve this. Participatory methodologies are utilised successfully around the globe to create an institutional framework that facilitates a process of dialogue, partnership, networking, learning and managing change. This paper examines the potential contribution of a participatory approach to improve the participatory capacity of regional communities and both local and state governments towards the facilitation of regional sustainability processes. 相似文献

Environmental culture change, a seemingly intangible concept, is fast becoming an important indicator of success for organisations delivering sustainable development around the globe. This article provides an analysis of local government's ability to affect culture change within its organisations and communities, and the role the International Council for Local Environmental Initiatives—Australia/New Zealand (ICLEI-A/NZ) has in assisting local government with this process. While the impact ICLEI-A/NZ has had on the culture change movement is difficult to define, the methodologies adopted by the organisation have been designed to institutionalise the integration of environmental decision-making concepts and practices in local government. This article discusses the degree to which ICLEI-A/NZ's capacity-building campaigns and other performance-focused initiatives have instilled core environmental values in local government. 相似文献

A feasibility study on utilization of non edible oil of Scleropyrum pentandrum was carried out to see its potential as a new source for biodiesel production. Nonedible oil seeds of Scleropyrum pentandrum have oil content of 55–60%. Transesterification of freshly extracted oil in the presence of anhydrous sodium hydroxide at a concentration 1% (w/v oil) and methanol-oil ratio of 40% (v/v oil) yields 90.8% methyl esters under conventional heating. Month old oil requires sulfuric acid pretreatment (esterification) before transesterification. The transesterified oil has a density 889–893 kg/m3; kinematic viscosity of 4.21–5.7 mm2/s; cetane index 46.03; pour point of ?15°C and gross calorific value of 40.135 MJ/kg and oxidative stability of 2.35 hours. The properties are well within the Indian, European and American standard limits recommended for biodiesel except the oxidation stability, which can be improved by adding antioxidant additives. The engine performance studies of B10 and B20 blends of Scleropyrum pentandrum biodiesel (SP biodiesel) with statistical inference confirmed that it can be used as a fuel in CI engines without any engine modifications. The engine exhaust emission analysis showed that the emission of hydrocarbons can be minimized by at least 15–20%, CO emission by 15%, smoke opacity by 10–12% and moderately lesser CO2 and NOx emissions. 相似文献

The article focuses on the administrative processes and factors that have been constructing polluted soil as an environmental problem on the local level. The main questions are how polluted soil was constructed as an environmental problem and by whom? The research material consists of documents from the municipality's administration, and the method of analysis is qualitative content analysis. Finally, it is argued that the definition of the problem radically changed in 20 years. However, there was a noticeable institutional delay between the national- and local-level decision-making and some randomness seemed to be involved in the process of understanding and defining the environmental problem. 相似文献

ABSTRACTRegions of high biodiversity often coincide with regions of poverty and conservation can imply economic and social costs for poor resident populations. Environmental compensation is considered a tool to reduce socio-environmental conflict, improve the equity of conservation and promote sustainable development. The intricacies of specific socio-ecological systems may determine how compensation payments are interpreted locally to produce outcomes. This research examines the social perceptions of an ecological fiscal transfer which intends to compensate the local public administration for the substantial costs of conservation in a hotspot of biological and social diversity in the Brazilian Atlantic forest. In this context we explore whether financial compensation (1) influences local perceptions of the conservation regime, (2) contributes towards the reconciliation of human-conservation conflicts and (3) triggers any meaningful socio-economic improvement that would counter the local costs of conservation. Results show that environmental compensation is not widely recognised as effectively benefiting the community. Local authorities consider compensation insufficient to enact a sustainable development agenda. Environmental compensation could play an important role in a policy mix for socially equitable conservation by being explicitly linked to community benefits, especially to fostering local livelihoods. The collaboration of actors operating across multiple governance levels may improve the institutional capacity of local actors to produce effective outcomes. 相似文献

Today, the fight against global warming and the coming hydrocarbon exhaustion involve a drastic increase of clean energies. These technologies resort to many minor metals which are byproduct of major metals. We will take the definition of Hagelüken and Mesker (2010, Complex Life Cycles of Precious and Special Metals. In: Edition Thomas E. Graedel, Ester van der Voet (Eds.), Strüngmann Forum Report, Linkages of Sustainability, MIT Press) to show precisely what minor metals are: “[they are] metals that have relatively low production or usage, which occur in low ore concentrations, are regarded as rare, or are not traded at major public exchanges”. We will analyze the byproduct status affecting almost each minor metal in order to determine if the link with the metal main product can involve a threat for clean technology development. This paper will also deal with the theory and implications of the relationship between the byproduct and the main-product and then check it with empirical data. Until now, byproduct metal production and its variations seem relatively independent from major metal production thanks to the non-saturation of potential supply. By 2050, photovoltaic solar development should not lead to the saturation of potential supply. 相似文献

The estimation of leachate quantities produced in landfills is necessary to dimension the treatment plants allowing to reduce the polluting load of these effluents and consequently avoid their negative impacts on the environment. Different leachate quantification methods were used in this study to assess the leachate volume produced at the Oum Azza landfill. The water balance method give comparable estimations of leachate production to the Ouled Berjal landfill ratio. The first method showed average values between 487 and 495 m3/day for 2015, 2018, and 2019, and at the same time, the second method gave values between 470 and 477 m3/day for the same years. In contrast, the World Bank ratio showed high values that vary between 2260 and 2295 m3/day for 2015, 2018, and 2019. The on-site data and the statistical analysis showed us that the World Bank ratio is not adapted for the estimation of the leachates produced in Oum Azza landfill, while the water balance and the ratio of Ouled Berjal landfill allowed to give comparable results to reality. 相似文献

Environmental changes are increasing the need to understand complex cross-scale feedbacks in social–ecological systems. However, consistent conceptualisation of learning associated with environmental governance is lacking, and research mainly centres on individual variables. This paper identifies a typology of such learning, and theorises about configurations of variables. Focusing on experimentation as an intervention geared towards learning, it proposes a definition of policy experiment. A theoretical framework is presented, summarising a typology of experiments based on learning-related variables embedded in design choices, and reflected in institutional rule aggregations. The framework facilitates systematic analysis of real-world cases and testing of hypotheses on the effects of different types of experiment on learning. A case study demonstrates application of the framework. Results suggest future research paths that include attention to additional relevant variables. The findings have relevance for scholars interested in experimentation and learning, and environmental policy-makers considering experimentation to assess policy innovations. 相似文献

This paper presents a study of two Swedish municipalities’ engagement in biogas development. To analyse the drivers of such biogas development, the conceptual framing incorporates two perspectives on local biogas policy: first, policy drivers as connected to environmental goals and, second, policy as a matter of green place branding. The results indicate that biogas engagement serves as a self-governing activity with the fulfilment of environmental goals as a driver; furthermore, it is a way of expressing the mission of municipalities as “engines” of environmental policy. In one studied municipality, biogas engagement has an important symbolic value for green identity, meaning that green place branding is a driver. Still, interviewed actors from both municipalities lack clear long-term visions of biogas. Further studies of biofuel production should critically investigate visions of the future among central and local governments and evaluate the implications of municipalities as biofuel producers. 相似文献

Summary Environmental Impact Assessment (EIA) now enjoys at least statutory status in a number of Third World Countries (TWCs), including Ghana. Indeed, it is now considered an important tool of policy and control, both at the central government and local/district government levels. One of the difficulties, however, in implementing EIA has been the design of an appropriate methodology, in view of the fact that most, if not all the existing methodologies are more suitable to developed countries than developing ones.It is argued that in the absence of very sound indigenous methods and approaches, some of the existing inappropriate methodologies could be adapted or domesticated in a developing country like Ghana. The current administration and survey procedure used by the Ghana EIA Authority is examined and among other recommendations, an adapted form of the matrice approach is suggested.Mr Sam C. Solid waste management is one of the major environmental concerns around the world. Cement kiln dust (KKD), also known as by-pass dust, is a by-product of cement manufacturing. The environmental concerns related to Portland cement production, emission and disposal of CKD is becoming progressively significant. CKD is fine-grained, particulate material chiefly composed of oxidized, anhydrous, micron-sized particles collected from electrostatic precipitators during the high temperature production of clinker. Cement kiln dust so generated is partly reused in cement plant and landfilled. The beneficial uses of CKD are in highway uses, soil stabilization, use in cement mortar/concrete, CLSM, etc.Studies have shown that CKD could be used in making paste/mortar/concrete. This paper presents an overview of some of the research published on the use of CKD in cement paste/mortar/concrete. Effect of CKD on the cement paste/mortar/concrete properties like compressive strength, tensile strength properties (splitting tensile strength, flexural strength and toughness), durability (Freeze–thaw), hydration, setting time, sorptivity, electrical conductivity are presented. Use of CKD in making controlled low-strength materials (CLSM), asphalt concrete, as soil stabilizer, and leachate analysis are also discussed in this paper. 相似文献
