Landscape evaluation: comparison of evaluation methods in a region of Spain   总被引:1,自引:0,他引:1  
Landscape evaluation is now widely recognised as a powerful, interdisciplinary, environmental research method. The aim of the present work was to compare two landscape evaluation methods as part of a physical planning process: the cartographic assessment method and the in situ assessment method. This comparison was performed using an area of the Montes de Toledo, in the centre of Spain. Both methods provided similar results for the majority of the landscape units studied. This shows that the cartographic method can be successfully used in landscape evaluation, allowing important savings in terms of fieldwork. However, this is only the case when the information provided by the available maps is sufficiently accurate to allow the correct assignment of coefficients by a panel of experts.  相似文献

The country estate has a particular place in the English countryside and its contribution to the landscape scene is distinct and valuable. The paper describes an approach to planning a large country estate of parkland, woodland and estate villages in Cheshire. A Reconnaissance Survey led to the Outline Strategy for six ‘landscape types’ discovered on the estate. To achieve a sustainable development, impacts on biodiversity of urbanisation, new infrastructure projects and other land use changes must be considered on landscape and regional scales. This requires that important decisions are made after a systematic evaluation of environmental impacts. Landscape ecology can provide a conceptual framework for the assessment of consequences of long-term development processes like urbanisation on biodiversity components, and for evaluating and visualising the impacts of alternative planning scenarios. The aim of this paper was to develop methods for integrating biodiversity issues in planning and strategic environmental assessment in an urbanising environment, on landscape and regional levels. In order to test developed methods, a case study was conducted in the region of Stockholm, the capital of Sweden, and the study area embraced the city centre, suburbs and peri-urban areas. Focal species were tested as indicators of habitat quality, quantity and connectivity in the landscape. Predictive modelling of habitat distribution in geographic information systems involved the modelling of focal species occurrences based on empirical data, incorporated in a landscape ecological decision support system. When habitat models were retrieved, they were applied on future planning scenarios in order to predict and assess the impacts on focal species. The scenario involving a diffuse exploitation pattern had the greatest negative impacts on the habitat networks of focal species. The scenarios with concentrated exploitation also had negative impacts, although they were possible to mitigate quite easily. The predictions of the impacts on habitats networks of focal species made it possible to quantify, integrate and visualise the effects of urbanisation scenarios on aspects of biodiversity on a landscape level.  相似文献

The US Soil Conservation Service has developed an agricultural land evaluation and site assessment (LESA) system. Recent literature on land-use planning proposes the use of innovative collaborative planning (CP) models to resolve planning disputes. This paper uses a participant survey based on 25 evaluative criteria to evaluate an application of CP to land-use planning in British Columbia, Canada. The results show that CP is an effective means of resolving environmental conflict and produces significant additional benefits such as improved stakeholder relations, skills, and knowledge. The case study evaluation also identifies the keys to successful CP management including factors related to process design and external circumstances.  相似文献

Whitman County, Washington, USA, one of the largest wheat producing counties in the country, developed a land evaluation and site assessment system for evaluating proposed conversions of agricultural land to heavy commercial uses. The system uses soil potential indices to determine a land evaluation score and a nine-factor site assessment system to weigh suitability for development. The Environmental Council of the European Communities is giving consideration to a procedure to provide a common basis for the assessment and control of potentially polluting development. This discusses the rationale and theory underlying the use of land use planning procedures to control potentially polluting development, and the need for harmonisation of procedures within the European Communities in order to avoid the emergence of pollution havens. It goes on to discuss the proposed Directive on environmental assessment, and the implications of its adoption and incorporation into the planning procedures of the U.K. and other member states.  相似文献

The paper explores the roles of environmental movement organisations (EMOs) in land-use planning, including domain creation (establishment of new or modified landscape planning boundaries) and regime change (adoption of new or modified legal and planning rules). The research involved two case studies of land-use planning processes: the Niagara Escarpment and Oak Ridges Moraine, Ontario, Canada. The two cases together reveal an evolution of land-use planning towards collaborative processes on mainly private lands in Southern Ontario during the period from 1960 to 2002. The results suggest that EMOs can create new planning domains through agenda setting activities, build landscape value and vision, educate governments and the public, and work to maintain and alter regimes. Collaborative planning has emerged as an important process in which some EMOs are now participating.  相似文献

This paper examines the emerging role of digital tools in a collaborative planning process for British Columbia's Bowen Island. The goal of this research was to evaluate the effectiveness of a 'digital workshop', combining the interactive CommunityViz tool with the immersive lab facilities at the Collaborative for Advanced Landscape Planning (CALP). In support of the larger community planning process, two 3-h workshops were held at CALP's Landscape Immersion Lab. To facilitate collaborative exploration, the interactive landscape visualisation and real-time data analysis capabilities of CommunityViz were employed to illustrate the possible outcomes of residential density policies for Bowen Island's Snug Cove community. The community planning workshops were structured to provide the 14 semi-expert participants with the opportunity to explore and discuss the contentious residential density components of the draft Snug Cove Village Plan. The abilities to dynamically explore the visualisations of the planning proposals, and to see real-time changes in indicator metrics were considered particularly informative, and appeared to increase participants' understanding of the plan. Written and verbal responses indicated, however, that there was insufficient time to examine and interact with the information during the workshop, suggesting a need to examine in greater depth how and when these tools might best be employed in collaborative settings. This paper describes and applies EDEN-E, an operational method for the environmental evaluation of dairy farms based on the life cycle assessment (LCA) conceptual framework. EDEN-E requires a modest amount of data readily available on-farm, and thus can be used to assess a large number of farms at a reasonable cost. EDEN-E estimates farm resource use and pollutant emissions mostly at the farm scale, based on-farm-gate balances, amongst others. Resource use and emissions are interpreted in terms of potential impacts: eutrophication, acidification, climate change, terrestrial toxicity, non-renewable energy use and land occupation. The method distinguishes for each total impact a direct component (impacts on the farm site) and an indirect component (impacts associated with production and supply of inputs used). A group of 47 dairy farms (41 conventional and six organic) was evaluated. Expressed per 1000 kg of fat-and-protein-corrected milk, total land occupation was significantly larger for organic than for conventional farms, while total impacts for eutrophication, acidification, climate change, terrestrial toxicity, and non-renewable energy use were not significantly different for the two production modes. When expressed per ha of land occupied all total impacts were significantly larger for conventional than organic farms. This study largely confirms previously published findings concerning the effect of production mode on impacts of dairy farms. However, it strikingly reveals that, for the set of farms examined, the contribution of production mode to overall inter-farm variability of impacts was minor relative to inter-farm variability within each of the two production modes examined. The mapping of impact variability through EDEN-E opens promising perspectives to move towards sustainable farming systems by identifying the structural and management characteristics of the farms presenting the lowest impacts.  相似文献

Soil is one of the main non-renewable natural resources in the world. In the Valencian Community (Mediterranean coast of Spain), it is especially important because agriculture and forest biomass exploitation are two of the main economic activities in the region. More than 44% of the total area is under agriculture and 52% is forested. The frequently arid or semi-arid climate with rainfall concentrated in few events, usually in the autumn and spring, scarcity of vegetation cover, and eroded and shallow soils in several areas lead to soil degradation processes. These processes, mainly water erosion and salinization, can be intense in many locations within the Valencian Community. Evaluation of soil degradation on a regional scale is important because degradation is incompatible with sustainable development. Policy makers involved in land use planning require tools to evaluate soil degradation so they can go on to develop measures aimed at protecting and conserving soils. In this study, a methodology to evaluate physical, chemical and biological soil degradation in a GIS-based approach was developed for the Valencian Community on a 1/200,000 scale. The information used in this study was obtained from two different sources: (i) a soil survey with more than 850 soil profiles sampled within the Valencian Community, and (ii) the environmental information implemented in the Geo-scientific map of the Valencian Community digitised on an Arc/Info GIS. Maps of physical, chemical and biological soil degradation in the Valencian Community on a 1/200,000 scale were obtained using the methodology devised. These maps can be used to make a cost-effective evaluation of soil degradation on a regional scale. Around 29% of the area corresponding to the Valencian Community is affected by high to very high physical soil degradation, 36% by high to very high biological degradation, and 6% by high to very high chemical degradation. It is, therefore, necessary to draw up legislation and to establish the policy framework for actions focused on preventing soil degradation and conserving its productive potential.  相似文献
