/ Questionnaires from 39 state National Pollutant Discharge Elimination System (NPDES) agencies were analyzed using principal component analysis and multiple regression. Decentralized programs scored better in a fundamental indicator of efficiency (lower percentage of expired permits) and in the key effectiveness measure of unit-cost compliance achieved. In no case did centralized states score significantly better than decentralized ones. These results indicated support for the theory that superior local knowledge is the key mechanism. Case studies of five states suggested internal program adjustments may cause outcomes to converge towards efficiency and effectiveness, perhaps explaining the large number of variables showing no difference between centralized programs and decentralized ones.KEY WORDS: NPDES; Compliance; Decentralization; Outcome; Efficiency; Unit-cost analysis  相似文献

Although large woody debris (LWD) has been studied extensively in conifer-dominated watersheds, relatively little is known about LWD in hardwood-dominated watersheds. Field surveys of 32 hardwood-dominated stream reaches in northern coastal California revealed that levels of LWD varied with land ownership and that living trees strongly influenced debris jam formation. Almost half of the channel-spanning debris jams, which stored the most wood and were most likely to form a pool, were formed behind a key piece that was still living. These living key pieces might provide greater longevity and stability than would otherwise be expected from hardwood LWD. Compared to streams on private land, streams on public land had significantly greater LWD loading and debris-jam frequency. Land management practices that remove wood from streams might be contributing to the degradation of salmonid habitat in Californias hardwood-dominated watersheds.  相似文献

Riparian Zone Management in the Pacific Northwest: Who's Cutting What?   总被引:2,自引:0,他引:2  
Oncorhynchus sp.), regional governments now restrict timber harvest in riparian forests. I summarize and assess the riparian zone management guidelines of the states of California, Oregon, and Washington (USA) and the province of British Columbia (Canada). Only Oregon and British Columbia protect fish-bearing streams with “no-harvest” zones, and only the wider (20–50 m) no-harvest zones for larger fish-bearing streams in British Columbia are likely to maintain near-natural linkages between riparian and stream ecosystems. All four jurisdictions protect most streams with “management zones” of variable width, in which timber harvest activities are restricted. All the management zone guidelines permit the harvest of the largest conifers from riparian forests and will, if applied over a series of timber harvest rotations (60–80 years), result in the continued removal of potential sources of large woody debris from the region's watersheds. All four jurisdictions require additional protection for streams and watersheds that are severely degraded or (in the United States) contain threatened or endangered species. The governments of the PNW have taken a “manage until degraded, then protect” approach to riparian forest management that is unlikely to maintain or restore the full suite of riparian-stream linkages necessary for lotic ecosystems to function naturally at the stream, watershed, basin, or regional scale.  相似文献

/ The objectives of nature area management are often twofold: To protect the natural environment and to facilitate recreational use. In order to maintain the natural setting, it is sometimes necessary to regulate the recreational use of an area. In deciding on a management action, one problem can be the lack of knowledge about the effects of management actions on visitors. In order to enhance the knowledge base for future management practices, this study empirically evaluates the effects of management regulations in a Norwegian nature area. In this area camping outside commercial campgrounds was restricted in 1992. The management regulations seems to have influenced the use of Sjodalen for camping in several ways. The number of campers using the area has decreased. The user composition seems to have changed, with new campers in the area after the regulation being more tolerant of human influence on the natural environment than the campers before the regulations. In addition, a considerable proportion of the existing users ceased to stay overnight in Sjodalen, totally or partly due to the regulations. The behavioral response among existing users is related both to environmental preferences and place attachment. China’s new Classification-Based Forest Management (CFM) is a two-class system, including Commodity Forest (CoF) and Ecological Welfare Forest (EWF) lands, so named according to differences in their distinct functions and services. The purposes of CFM are to improve forestry economic systems, strengthen resource management in a market economy, ease the conflicts between wood demands and public welfare, and meet the diversified needs for forest services in China. The formative process of China’s CFM has involved a series of trials and revisions. China’s central government accelerated the reform of CFM in the year 2000 and completed the final version in 2003. CFM was implemented at the provincial level with the aid of subsidies from the central government. About a quarter of the forestland in China was approved as National EWF lands by the State Forestry Administration in 2006 and 2007. Logging is prohibited on National EWF lands, and their landowners or managers receive subsidies of about 70 RMB (US$10) per hectare from the central government. CFM represents a new forestry strategy in China and its implementation inevitably faces challenges in promoting the understanding of forest ecological services, generalizing nationwide criteria for identifying EWF and CoF lands, setting up forest-specific compensation mechanisms for ecological benefits, enhancing the knowledge of administrators and the general public about CFM, and sustaining EWF lands under China’s current forestland tenure system. CFM does, however, offer a viable pathway toward sustainable forest management in China.  相似文献

The recognition of the significance of the residential environment in contributing to non-point source (NPS) pollution and the inherently dispersed nature of NPS pollution itself that presents significant challenges to effective regulation has led to the creation and dissemination of best management practices (BMPs) that can reduce the impacts of NPS pollution (Environmental Protection Agency US, Protecting water quality from urban runoff, http://www.epa.gov/npdes/pubs/nps_urban-facts_final.pdf, 2003). However, very few studies have examined the factors that influence the adoption of BMPs by residential homeowners, despite the fact that residential environments have been identified as one of the most significant contributors to NPS pollution. Given this need, the purpose of this project was to explore how demographic and knowledge-based factors predict adoption of residential BMPs in an urbanizing watershed in Northern Illinois using statistical analyses of survey data collected as part of a watershed planning process. The findings indicate that broad knowledge of BMPs is the strongest predictor of use for a specific BMP. Knowledge of BMPs is strongly correlated with their use, which reinforces the need for educational programs, even among those assumed to be knowledgeable about BMPs.  相似文献

Adaptive management (AM) is the process of implementing land management activities in incremental steps and evaluating whether desired outcomes are being achieved at each step. If conditions deviate substantially from predictions, management activities are adjusted to achieve the desired outcomes. Thus, AM is a kind of monitoring, an activity that land management agencies have done poorly for the most part, at least with respect to ground-based monitoring. Will they do better in the future? We doubt it unless costs, personnel, and future commitment are seriously addressed. Because ecosystem responses to management impacts can ripple into the distant future, monitoring programs that address only the near future (e.g., 10–20 years), are probably unreliable for making statements about resource conditions in the distant future. We give examples of this. Feedback loops between ecosystem response and adjustment of management actions are often broken, and therefore AM again fails. Successful ground-based monitoring must address these and other points that agencies commonly ignore. As part of the solution, publics distrustful of agency activities should be included in any monitoring program.  相似文献

We have investigated why conflicts linked to the distribution of power between governments and actors at the national and local levels concerning environmental management of mountain areas in Norway persist despite political intentions to strengthen local powers. We seek to explain this by analysing changes in policies, institutional frameworks, and regional contexts, and the local perceptions of these changes. Paradoxically, the national government's power has apparently been strengthened by new sectoral regulations and more stringent enforcement of the existing ones, increases in the number and extent of protected areas, and failures to act on intentions to devolve power. An additional factor spurring conflicts is the increased importance of tourism to mountain communities. To become more relevant to policies and development in mountain areas, future studies on multilevel governance must address multilevel politics, entire mountain areas, and the context of their development, rather than focusing on minor projects and protected areas.  相似文献

The wildland–urban interface (WUI) is the region where development meets and intermingles with wildlands. The WUI has an elevated fire risk due to the proximity of development and residents to wildlands with natural wildfire regimes. Existing methods of delineating WUI are typically applied over a large region, use proxies for risk, and do not consider site-specific fire hazard drivers. While these models are appropriate for federal and provincial risk management, municipal managers require models intended for smaller regions. The model developed here uses the Burn-P3 fire behavior model to model WUI from local fire susceptibility (FS) in two study communities. Forest fuel code (FFC) maps for the study communities were modified using remote sensing data to produce detailed forest edges, including ladder fuels, update data currency, and add buildings and roads. The modified FFC maps used in Burn-P3 produced bimodal FS distributions for each community. The WUI in these communities was delineated as areas within community bounds where FS was greater than or equal to ?1 SD from the mean FS value ( ${\text{WUI}} = {\text{FS}} \geqslant - 1 \, [\bar \chi - \sigma ]$ ), which fell in the trough of the bimodal distribution. The WUI so delineated conformed to the definition of WUI. This model extends WUI modeling for broader risk management initiatives for municipal management of risk, as it (a) considers site-specific drivers of fire behavior; (b) models risk, represented by WUI, specific to a community; and, (c) does not use proxies for risk.  相似文献

This study adopts and modifies the WWF Rapid assessment and prioritization of protected areas management methodology (RAPPAM) to evaluate the management effectiveness of five protected areas in Taiwan. The results indicate that, unlike the situation in most developing countries, the threats and pressures faced by protected areas in Taiwan come mainly from the outside-with pollution as the most common pressure and threat, and difficult for their management authorities to deal with effectively. The categories and extent of these pressures and threats are related to remoteness and geographic location of the protected areas. All five cases under study reveal a similar management approach, clear management goals, adequate basic infrastructure and clear management decision-making; on the down side, however, all of them suffer from the lack of an effective comprehensive management plan, inadequate or poor quality human resources and insufficient funding. The present study suggests that first priority should be given to strengthening management planning in order to improve management effectiveness of protected areas in Taiwan. The adjustment made to RAPPAM in this study was to amend and take the format of the management plan as the basis for evaluation material preparations and open the discussion to encourage stakeholders' participation to open the dialogue among them. The results indicate that, although the system evaluation design still has some constraints, the quality of information collected is improved and can respond more directly to the specific demands of the respective areas.  相似文献

This paper develops the outlines of a pragmatic, adaptive management-based approach toward the control of invasive nonnative species (INS) through a case study of Kings Bay/Crystal River, a large artesian springs ecosystem that is one of Florida’s most important habitats for endangered West Indian manatees (Trichechus manatus). Building upon recent critiques of invasion biology, principles of adaptive management, and our own interview and participant–observer research, we argue that this case study represents an example in which rigid application of invasion biology’s a␣priori imperative to minimize INS has produced counterproductive results from both an ecological and social standpoint. As such, we recommend that INS control in Kings Bay should be relaxed in conjunction with an overall program of adaptive ecosystem management that includes meaningful participation and input from non-institutional stakeholders. However, we also note that adaptive management and INS control are by no means mutually exclusive, in Kings Bay or elsewhere. Instead, we suggest that adaptive management offers a means by which INS control efforts can emerge from—and be evaluated through—ongoing scientific research and participatory dialogue about the condition of specific places, rather than non-contextual assumptions about the harmfulness of INS as a general class.  相似文献

Despite an increased understanding of marine invasions, non-indigenous species (NIS) continue to be redistributed at both global and regional scales. Since prevention is an important element of NIS programs, monitoring vectors responsible for NIS introductions and spread, such as hull fouling, has become a priority and methods should be selected carefully to balance accuracy, time, and cost. Two common fouling assessment tools for the marine recreational boating vector were evaluated for accuracy using a traditional underwater SCUBA survey in coastal British Columbia: a dockside level of fouling assessment and a behavioral questionnaire model. Results showed that although rapid, dockside assessments did not provide an accurate assessment of fouling present below the surface, at least not in this region. In contrast, a questionnaire-based model using four easily obtained variables (boat type, age of antifouling paint, storage type, and occurrence of long distance trips) reliably identified boats carrying macrofouling species, a proxy for risk of NIS transport. Once validated, this fouling model tool could be applied in border inspection or quarantine situations where decisions must be made quickly. Further development and refinement of rapid assessment tools would improve our ability to prevent new introductions and manage spread of existing invasive species.  相似文献

In the 1980s, tropical forest-management principles underwent a shift toward approaches giving greater responsibilities to rural people. One argument for such a shift were the long-term relations established between rural people and their natural resources. In Madagascar, a new law was drawn up in 1996 (Gelose law), which sought to integrate rural people into forest management. A gap was observed between the changes foreseen by the projects implementing the Gelose law and the actual changes. In this article, we use the concept of the social-ecological system (SES) to analyze that gap. The differences existing between the planned changes set by the Gelose contract in the village of Ambatoloaka (northwest of Madagascar) and the practices observed in 2010 were conceptualized as a gap between two SESs. The first SES is the targeted one (i.e., a virtual one); it corresponds to the designed Gelose contract. The second SES is the observed one. It is characterized by the heterogeneity of forest users and uses, which have several impacts on forest management, and by very dynamic social and ecological systems. The observed SES has been reshaped contingent on the constraints and opportunities offered by the Gelose contract as well as on other ecological and social components. The consequences and opportunities that such an SES reshaping would offer to improve the implementation of the Gelose law are discussed. The main reasons explaining the gap between the two SESs are as follows: (1) the clash between static and homogeneous perceptions in the targeted SES and the dynamics and heterogeneity that characterize the observed SES; and (2) the focus on one specific use of forest ecosystems (i.e., charcoal-making) in the targeted SES. Despite debate regarding whether, and in what form, communities need external support for adaptation to environmental change, few studies have examined how external funding impacts adaptation decisions in rural resource-dependent communities. In this article, we use quantitative and qualitative methods to assess how different funding sources influence the initiative to adapt to water scarcity in the Colombian Andes. We compare efforts to adapt to water scarcity in 111 rural Andean communities with varied dependence on external funding for water management activities. Findings suggest that despite efforts to use their own internal resources, communities often need external support to finance adaptation strategies. However, not all external financial support positively impacts a community’s abilities to adapt. Results show the importance of community-driven requests for external support. In cases where external support was unsolicited, the results show a decline, or “crowding-out,” in community efforts to adapt. In contrast, in cases where communities initiated the request for external support to fund their own projects, findings show that external intervention is more likely to enhance or “crowds-in” community-driven adaptation.  相似文献
