Summary In the UK, particularly post-Second World War, urban renewal and decongestion programmes created peripheral housing estates. From the beginning these estates were not endowed with any sustaining social and economic life. Moreover, most of the residents were in the lower percentile of the urban poor, as well as being disadvantaged from a multiple perspective. Over the years, these estates have deteriorated socially, environmentally and economically. A number of limited efforts made in the past to improve the general well-being of the residents have not achieved appreciable success.In recent times, it has been recognised that only by a comprehensive approach can the peripheral estates be regenerated (or generated?). The New Life for Urban Scotland programme is aimed at doing this. This paper attempts to evaluate the impact of the programme of environmental improvement in Castlemilk and Ferguslie Park, both peripheral housing estates on the outskirts of Glasgow, Scotland. The impact areas studied are: land-use pattern and environmental quality; retail and shopping facility development; leisure and recreation; roads, streetscape and local transport services; environmental improvement expenditure. Some possible improvements in the programme are proposed for the future.Dr Sam C. Management of air quality by local government in the United Kingdom (England, Scotland, Wales and Northern Ireland) requires a process of local decision-making, involving collaboration between local politicians, authority officers and interest-groups. Since the establishment of the first National Air Quality Strategy for the UK in 1997, local authority environmental health professionals have undertaken a scientific review and assessment process to identify locations where predicted future pollutant concentrations may exceed national air quality objectives. Air quality management areas (AQMAs) are declared where such exceedences are predicted. Over recent years, significant changes in local authority decision-making structures in England, Scotland and Wales have occurred, resulting in changes to the structure and governance in many local authorities. Results are presented from local authority surveys undertaken to examine the occurrence of any conflicts between the science involved in predicting exceedences and the local political decision-making processes in declaring AQMAs. Data are presented for a sample set of local authorities in Great Britain from which it is concluded that decision-making structures in local government are having a demonstrable impact on the designation of AQMAs.  相似文献

The Self‐Employed Women's Association (SEWA) is a trade union founded in 1972 to organize women in the informal sector in the western Indian state of Gujarat for better working conditions and social security provisions. The Gujarat Mahila Housing SEWA Trust (MHT) and the SEWA Bank are independently registered SEWA sister organizations that facilitate self‐employed women's access to housing and financial services, respectively. This paper seeks to document and critically analyze the experiences of MHT and SEWA Bank in partnering with the state, the private sector, funding agencies, urban local bodies and other NGOs in developing and delivering housing, water and sanitation programs for low‐income urban families living in slums. Using MHT as a case study, this paper will shed light upon challenges and opportunities NGOs may face while collaborating with partners with different core philosophies, motivations, working styles, strengths and constraints. The paper also makes recommendations that would enable different actors to play an optimal role in partnerships designed to improve the living and working conditions of the poor.  相似文献

This paper explores approaches to the management of external public space, both now and in the future. The paper is in five parts. The discussion begins with an exploration of why public space management is universally an important concern by drawing from literature that argues that the quality of public space has declined, and that a greater engagement of the public sector in its management is required. Next, the research methodology is discussed which sought to investigate the management of public space in England as an example of trends and responses that point to a broader international concern. The approach included both a national survey of the state of play in public space management and a series of case studies that sought to explore innovative practice. Third, the results of a national survey are briefly outlined, with discussion following the same structure as the survey itself. Next, the results of detailed interviews with 20 local authority case studies that exhibited interesting or innovative practice in the local management of public space are presented. In a final part, conclusions are drawn which confirm that this is an area of public sector responsibility in need of significant investment and reform, but also that top-down initiatives from national government are beginning to inspire a burgeoning range of local government initiatives below. Therefore, although public space management remains a fragmented area of local government activity, a number of local authorities are beginning to establish a corresponding bottom-up agenda that seems to map a potential way forward for the future.  相似文献

The Federal role in the enforcement of water quality requirements is of recent development. It began with the enactment in 1956 of the Federal Water Pollution Control Act as permanent law. It has been expanded by successive amendments to the Act to cover the pollution of navigable as well as interstate waters which endangers the health or welfare of persons, and to cover violations of water quality standards established for interstate waters. Two different enforcement procedures are prescribed in the law to be followed in the two types of enforcement actions. While questions have arisen of jurisdiction, States' rights, and disregard or duplication of local efforts, such questions do not lastingly impede the exercise of Federal enforcement authority and are of value in establishing a body of precedents. Limitations have their basis in the statutory distinctions between interstate and intrastate pollution which govern the application of the enforcement authority, even though a case of intrastate pollution may be as serious or more serious than a case of interstate pollution. An additional limitation results from the statutory time intervals between procedural stages in an action. Lack of data is a limitation but can always be overcome and at most causes delay. State laws which protect the confidentiality of required reports are more of a limitation. Investigative teams may obtain the needed information, however, for consideration in public meetings. Public support for effective water quality control measures, especially enforcement, and for the expenditures needed to enhance the environment, is widespread. Such support may be instrumental in modifying or eliminating existing statutory limitations.  相似文献

The paper examines changing approaches to local economic development in the period since 1974. Initially, it proposes an ‘orthodox’ model of local economic development policies which emphasised the provision of a better industrial fabric, and of financial assistance to small, inner city firms. It suggests three recent directions of change in emphasis from this orthodox model: help in the creation of new entrepreneurs; replacement of public sector by private sector action; local authority shareholding in local firms by use of Enterprise Boards. Each approach makes different assumptions about the public/private sector relationship, the last two involve a more explicitly ideological stance on this issue.  相似文献

Serious social and environmental problems are encountered on many of the large post‐war estates of blocks of social housing (grands ensembles) surrounding French cities, as well as in many inner‐city districts. In 1981 the new Socialist administration set up a National Commission to foster grass‐roots schemes in order to improve housing and to attempt to tackle both the expressions and the causes of social problems. The resulting neighbourhood programme represents an innovative dialogue between the central State, the regions, local authorities and residents’ groups. Examination of a sample of projects from the provinces (Romans, Dreux, Les Minguettes) and the Paris region confirms that progress has been made by improving housing, open spaces and community facilities. Formidable problems of poverty, unemployment and racism remain on many estates.  相似文献

The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act that affects the approval process of all large developments in California. In 1990, California local governments produced over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991. Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal vehicle for ensuring environmental quality.  相似文献

Public-private partnerships in urban environmental services have witnessed increased interest in recent years primarily to reform the weak performance of the public sector, reduce cost, improve efficiency, and ensure environmental protection. In this context, successful public-private partnerships require a thorough analysis of opportunities, a deliberate attention to process details, and a continuous examination of services to determine whether they are more effectively performed by the private sector. A comparative assessment of municipal solid waste collection services in the two largest cities in Lebanon where until recently municipal solid waste collection is private in one and public in the other is conducted. While quality of municipal solid waste collection improved, due to private sector participation, the corresponding cost did not, due to monopoly and an inadequate organizational plan defining a proper division of responsibilities between the private and the public sector.  相似文献

This paper sets out to show how urban sustainability issues have been addressed by social, political, and economic actors involved in housing production in Montréal. Specifically, it looks at how the environmental question has been incorporated into the practice and discourse of recent housing schemes. Principles of sustainable development such as adaptive reuse of industrial buildings and infill housing that allow for reinvestment in inner-city neighbourhoods, inclusion of affordable, or social housing in private housing developments to secure social mix, citizen participation, energy, water, and transportation matters have been increasingly circulated. By examining planning documents, design proposals, and briefs presented at public hearings on housing schemes in Southwest Montréal, a former working-class borough undergoing revitalisation, this paper shows that the values of sustainable development have been used by both private developers and local authorities to negotiate urban transformations with community groups.  相似文献

This paper makes a proposition that Epworth's current housing management policies, regulations and practices do not promote easy access to formal standard housing and secure tenure in peri-urban and urban areas for low-income groups. In constructing this paper, both qualitative and quantitative methodologies were used. The qualitative methods adopted include key informant interviews, observations of the environmental aspects of the study area and documentary analysis of secondary data housed in the local board (Epworth Local Board) offices. The major findings demonstrate the reasons for high levels of squatting in Epworth, the local board's housing and development control policy, the relationship between poverty and informal settlements, the informal settlers' capacity to meet the costs of planned and serviced stands and policy options for both the central government and the local board which can be adopted to alleviate poverty in informal settlements. Evidence on the ground points to the fact that perpetuated animosity among groups in a settlement hinders the growth and development of that place. Epworth is a victim of disharmony of the groups residing there. It is the group dynamics that are very influential in making or breaking development in a place. The government official position on Epworth in this study stands unconvincing regarding the jeopardy of bad stewardship by the so-called responsible authority.  相似文献

Over the last decade or so, rural housing problems in Britain have become an important focus of attention both for researchers and planners. Inaccessibility to adequate housing is a significant component of the more all‐embracing problems of rural deprivation. The rented sector is of particular relevance to the amelioration of these problems, but the supply has been increasingly restricted both in the private and in the public sector. Great stress has therefore been laid on the ability of housing associations to provide rented sector housing. This paper investigates the work of one particular housing association in Mid‐Wales — Cymdeithas Tai Dyffryn Teifi (CTDT) and assesses the degree of complementarity achieved with housing provision by the local councils operating in the same rural locality. The particular areas of effectiveness of a housing association in this context are thereby evaluated.  相似文献

In the space of three to four years, gas has changed from being a premium fuel, not to be utilized in power stations, to virtually the only fuel being considered for future electricity generation in the UK. This paper reviews the growth in the use of gas for electricity generation within the UK, with particular regard to the adoption of the gas-fired combined cycle power station. The environmental, economic and strategic issues associated with the proposed development of approximately 27 GW of new gas-fired plant are analysed and the resulting effects on existing base load power plant within the UK are considered.Dr James W.S. In 1998 the Minister for the Regions, Regeneration and Planning issued a statement which argued that the European context for planning had been largely missing from the planning system in England. This paper explores the impact of European Union (EU) membership on the practice of local authority planning in the UK. The research was based on nine local planning authorities in England, Scotland and Wales. The results indicate that EU membership has exerted a direct and indirect influence on planning at the local level. A classification of EU influences on local planning activities is developed. The research also indicates that the scope and structure of the UK planning system are being influenced by EU membership. There is considerable emphasis on the role of planning as a tool for sustainable development, and the development of environmental quality standards, coupled with existing policies in the sphere of nature conservation, present a challenge to the traditional approach of the UK planning system of balancing all material considerations.  相似文献

Rapid urbanisation, lack of proactive planning and improper allocation of resources may result in socio-economic disparity among and within cities, causing social unrest and environmental injustice in the neighbourhoods. This study aims to examine whether the planning standards for housing schemes in Pakistan are able to maintain equitable access to green spaces within the cities. Ten residential sites in Sheikhupura city with different housing unit sizes and densities were selected for the study. The supply of urban green infrastructure in housing scheme has been assessed: (i) by comparing the percentage of green spaces, including community parks and open spaces and street landscape; and (ii) by calculating per dwelling unit and per capita share of green spaces. These indicators have been studied against the housing density and population density of the schemes by applying correlation and linear regression models. The results show that all the housing schemes plans provide for similar amounts of green space as a percentage of total area. The per capita share of green spaces is very low in high-density areas, but interestingly, the street landscape has a higher potential to contribute to the overall landscape in high-density neighbourhoods, compensating for low per capita green space. Housing unit density and population density must be incorporated in planning standards so planners can effectively devise a mix of community parks, street landscape and private green spaces to help maintain per capita green spaces, and hence environmental resource equality in different parts of the city.  相似文献

One of the most salient debates in environmental policy today centres around racial and class biases in environmental protection and exposure to environmental risk. A persuasive explanation of disproportionate risk has been offered by Been & Gupta (1997) who suggest that instead of discriminatory environmental decision making, factors such as poverty, housing discrimination and the location of jobs, transportation and other public services may have led the poor and racial minorities to 'come to the nuisance' due to the cheapest available housing and potential job opportunities. While compelling, such an explanation is in no way conclusive. Using data from three communities that have filed civil rights complaints against state environmental protection agencies, this article will focus on the importance of local historical information for the development of claims of environmental injustice and environmental racism. In addition, the article will consider the role of history for informing public policy initiatives seeking to address environmental inequities.  相似文献

Summary Studies into acid rain were first initiated in North-West England and this paper describes the establishment and operation of the Acid Rain Information Centre in Manchester. The urban monitoring surveys conducted by the Centre provide a valuable educational link with local schools. Simple testing and sampling techniques undertaken by pupils support a valuable and comprehensive, local, urban acid deposition study.Dr. James Longhurst is Director of the Acid Rain Information Centre in the Department of Environmental and Geographical Studies at Manchester Polytechnic, where Mr David Lee and Miss Susan Green are Project Officers. This paper traces the origins and progress of a small grass-roots local environmental initiative. From the simple desire of a few people to clean up some waste land behind their homes grew the Plumstead Common Environment Group. Working closely with the local Borough Council, the group has obtained funding from English Nature, Shell Better Britain Campaign, the Co-operative Society, local businesses and residents. It has expanded its remit from less than 1 ha to over 50 ha of public open space within an older, high-density housing area in Greater London. The important feature of this project is the balance it manages to achieve between a number of potentially competing needs. These include the needs of local people to have a degree of control over, and be practically involved in, the improvement of their immediate environment; to have feedback in terms of aesthetic improvements; and to conserve/enhance the ecological value of the area. Failure to maintain this balance can undermine the viability of such projects. The ways in which the project has addressed ethical, aesthetic and ecological considerations are outlined, serving as an exemplar of sound community-based environmental practice for urban ecological projects elsewhere.  相似文献
