During the past decades, the traditional state monopoly in urban water management has been debated heavily, resulting in different forms and degrees of private sector involvement across the globe. Since the 1990s, China has also started experiments with new modes of urban water service management and governance in which the private sector is involved. It is premature to conclude whether the various forms of private sector involvement will successfully overcome the major problems (capital shortage, inefficient operation, and service quality) in China’s water sector. But at the same time, private sector involvement in water provisioning and waste water treatments seems to have become mainstream in transitional China.  相似文献

China, with the confrontation of water-related problems as an element of its long history, has been investing heavily in water engineering projects over the past few decades based on the assumption that these projects can solve its water problems. However, the anticipated benefits did not really occur, or at least not as large as expected. Instead, the results involved additional frustrations, such as biodiversity losses and human-induced disasters (i.e., landslides and earthquakes). Given its inherent shortcomings, the present engineering-dominated strategy for the management of water resources cannot help solve China’s water problems and achieve its goal of low-carbon transformation. Therefore, the present strategy for water resources exploitation needs to be reevaluated and redressed. A policy change to achieve better management of Chinese rivers is urgently needed.  相似文献

The recognition of the significance of the residential environment in contributing to non-point source (NPS) pollution and the inherently dispersed nature of NPS pollution itself that presents significant challenges to effective regulation has led to the creation and dissemination of best management practices (BMPs) that can reduce the impacts of NPS pollution (Environmental Protection Agency US, Protecting water quality from urban runoff, http://www.epa.gov/npdes/pubs/nps_urban-facts_final.pdf, 2003). However, very few studies have examined the factors that influence the adoption of BMPs by residential homeowners, despite the fact that residential environments have been identified as one of the most significant contributors to NPS pollution. Given this need, the purpose of this project was to explore how demographic and knowledge-based factors predict adoption of residential BMPs in an urbanizing watershed in Northern Illinois using statistical analyses of survey data collected as part of a watershed planning process. The findings indicate that broad knowledge of BMPs is the strongest predictor of use for a specific BMP. Knowledge of BMPs is strongly correlated with their use, which reinforces the need for educational programs, even among those assumed to be knowledgeable about BMPs.  相似文献

Headwater streams are critical components of the stream network, yet landowner perceptions, attitudes, and property management behaviors surrounding these intermittent and ephemeral streams are not well understood. Our research uses the concept of watershed disproportionality, where coupled social-biophysical conditions bear a disproportionate responsibility for harmful water quality outcomes, to analyze the potential influence of riparian landowner perceptions and attitudes on water quality in headwater regions. We combine social science survey data, aerial imagery, and an analysis of spatial point processes to assess the relationship between riparian landowner perceptions and attitudes in relation to stream flow regularity. Stream flow regularity directly and positively shapes landowners’ water quality concerns, and also positively influences landowners’ attitudes of stream importance—a key determinant of water quality concern as identified in a path analysis. Similarly, riparian landowners who do not notice or perceive a stream on their property are likely located in headwater regions. Our findings indicate that landowners of headwater streams, which are critical areas for watershed-scale water quality, are less likely to manage for water quality than landowners with perennial streams in an obvious, natural channel. We discuss the relationships between streamflow and how landowners develop understandings of their stream, and relate this to the broader water quality implications of headwater stream mismanagement.  相似文献

Inadequacy and poor quality of water supply for domestic purposes is increasingly becoming a concern in rural catchments of the Middle Mountains of Nepal. Water quantity is an issue in pocket areas of these catchments, while water quality is subject to concern in most of the water sources. Microbiological contamination in particular poses a risk to human health. In addition, sediment pollution during the monsoon season is perceived as an issue by the local residents. Elevated phosphate and nitrate levels in many water sources indicate intensive interaction with surface water hailing from agricultural areas and human settlements. These water quantity and quality concerns in two watersheds of Nepal, the Jhikhu Khola and the Yarsha Khola watersheds, are not isolated cases. Similar problems are reported from other watersheds monitored under the People and Resource Dynamics in Mountain Watersheds of the Hindu Kush-Himalayas (PARDYP) project in China, India, and Pakistan and the literature of this region.  相似文献

"Working landscapes" is the concept of fostering effective ecosystem stewardship and conservation through active human presence and management and integrating livestock, crop, and timber production with the provision of a broad range of ecosystem services at the landscape scale. Based on a statewide survey of private landowners of "working" forests and rangelands in California, we investigated whether owners who are engaged in commercial livestock or timber production appreciate and manage biodiversity and ecosystem services on their land in different ways than purely residential owners. Both specific uses and management practices, as well as underlying attitudes and motivations toward biodiversity and ecosystem services, were assessed. Correlation analysis showed one bundle of ecosystem goods and services (e.g., livestock, timber, crops, and housing) that is supported by some landowners at the community level. Another closely correlated bundle of biodiversity and ecosystem services includes recreation, hunting/fishing, wildlife habitat, and fire prevention. Producers were more likely to ally with the first bundle and residential owners with the second. The survey further confirmed that cultural ecosystem services and quality-of-life aspects are among the primary amenities that motivate forest and rangeland ownership regardless of ownership type. To live near natural beauty was the most important motive for both landowner groups. Producers were much more active in management for habitat improvement and other environmental goals than residential owners. As the number of production-oriented owners decreases, developing strategies for encouraging environment-positive management by all types of landowners is crucial.  相似文献

In recent years, researchers and policy makers have recognized that nontimber forest products (NTFPs) extracted from forests by rural people can make a significant contribution to their well-being and to the local economy. This study presents and discusses data that describe the contribution of NTFPs to cash income in the dry deciduous forests of Orissa and Jharkhand, India. In its focus on cash income, this study sheds light on how the sale of NTFPs and products that use NTFPs as inputs contribute to the rural economy. From analysis of a unique data set that was collected over the course of a year, the study finds that the contribution of NTFPs to cash income varies across ecological settings, seasons, income level, and caste. Such variation should inform where and when to apply NTFP forest access and management policies.  相似文献

The Sacramento-San Joaquin Delta, the landward reach of the San Francisco Estuary, provides habitat for threatened delta smelt, endangered winter-run Chinook salmon, and other species of concern. It is also the location of huge freshwater diversion facilities that entrain large numbers of fish. Reducing the entrainment of listed fishes into these facilities has required curtailment of pumping, reducing the reliability of water deliveries. We reviewed the first 5 years (2001–2005) of the Environmental Water Account (EWA), a program instituted to resolve conflicts between protecting listed fishes and providing a reliable water supply. The EWA provided fishery agencies with control over 0.2–0.4 km3 of water to be used for fish protection at no cost to users of exported water, and fish agencies guaranteed no disruption of water supply for fish protection. The EWA was successful in reducing uncertainty in water supply; however, its contribution to the recovery of listed fishes was unclear. We estimated the effectiveness of the EWA to be modest, increasing the survival of winter-run Chinook salmon by 0–6% (dependent on prescreen mortality), adult delta smelt by 0–1%, and juvenile delta smelt by 2–4%. Allocating EWA water for a single life stage of one species could provide larger gains in survival. An optimally allocated EWA of equal size to the median of the first 5 years could increase abundance of juvenile delta smelt up to 7% in the springs of dry years. If the EWA is to become a long-term program, estimates of efficacy should be refined. If the program is to be held accountable for quantitative increases in fish populations, it will be necessary to integrate scientific, possibly experimental, approaches.  相似文献

The environmental impacts of bottled water prompted us to explore drinking water choices at Purdue University, located in West Lafayette, IN. A random sample of 2,045 Purdue University students, staff, and faculty was invited to participate in an online survey. The survey assessed current behaviors as well as perceived barriers and benefits to drinking tap water versus bottled water. 677 surveys were completed for a response rate of 33.1%. We then conducted qualitative interviews with a purposive sample of university undergraduates (n = 21) to obtain contextual insights into the survey results and the beliefs of individuals with a variety of drinking water preferences. This study revealed that women drink disproportionately more bottled water then men while undergraduate students drink more than graduate students, staff and faculty. The study also uncovered a widespread belief that recycling eliminates the environmental impacts of bottled water. Important barriers to drinking tap water at Purdue include: perceived risks from tap water and the perceived safety of bottled water, preferring the taste of bottled water, and the convenience of drinking bottled water. The qualitative interviews revealed that drinking water choices can be influenced by several factors—especially whether individuals trust tap water to be clean—but involve varying levels of complexity. The implications of these results for social marketing strategies to promote tap water are discussed.  相似文献

Land degradation due to erosion is one of the most serious environmental problems in China. To reduce land degradation, the government has taken a number of conservation and restoration measures, including the Sloping Land Conversion Program (SLCP), which was launched in 1999. A logical question is whether these measures have reduced soil erosion at the regional level. The objective of this article is to answer this question by assessing soil erosion dynamics in the Zuli River basin in the Loess Plateau of China from 1999 to 2006. The MMF (Morgan, Morgan and Finney) model was used to simulate changes in runoff and soil erosion over the period of time during which ecological restoration projects were implemented. Some model variables were derived from remotely sensed images to provide improved land surface representation. With an overall accuracy rate of 0.67, our simulations show that increased ground vegetation cover, especially in forestlands and grasslands, has reduced soil erosion by 38.8% on average from 1999 to 2006. During the same time period, however, the change in rainfall pattern has caused a 13.1% ± 4.3% increase in soil erosion, resulting in a net 25.7% ± 8.5% reduction in soil erosion. This suggests that China’s various ecological restoration efforts have been effective in reducing soil loss.  相似文献

The Endangered Species Act is intended to conserve at-risk species and the ecosystems upon which they depend, and it is premised on the notion that if the wildlife agencies that are charged with implementing the statute use the best available scientific information, they can successfully carry out this intention. We assess effects analysis as a tool for using best science to guide agency decisions under the Act. After introducing effects analysis, we propose a framework that facilitates identification and use of the best available information in the development of agency determinations. The framework includes three essential steps—the collection of reliable scientific information, the critical assessment and synthesis of available data and analyses derived from those data, and the analysis of the effects of actions on listed species and their habitats. We warn of likely obstacles to rigorous, structured effect analyses and describe the extent to which independent scientific review may assist in overcoming these obstacles. We conclude by describing eight essential elements that are required for a successful effects analysis.  相似文献

In Ethiopia, climate change and associated risks are expected to have serious consequences for agriculture and food security. This in turn will seriously impact on the welfare of the people, particularly the rural farmers whose main livelihood depends on rain-fed agriculture. The level of impacts will mainly depend on the awareness and the level of adaptation in response to the changing climate. It is thus important to understand the role of the different factors that influence farmers’ adaptation to ensure the development of appropriate policy measures and the design of successful development projects. This study examines farmers’ perception of change in climatic attributes and the factors that influence farmers’ choice of adaptation measures to climate change and variability. The estimated results from the climate change adaptation models indicate that level of education, age and wealth of the head of the household; access to credit and agricultural services; information on climate, and temperature all influence farmers’ choices of adaptation. Moreover, lack of information on adaptation measures and lack of finance are seen as the main factors inhibiting adaptation to climate change. These conclusions were obtained with a Multinomial logit model, employing the results from a survey of 400 smallholder farmers in three districts in Tigray, northern Ethiopian.  相似文献

Regulating groundwater in the Eastern United States (U.S.), particularly transboundary aquifers between states, is a challenge given the patchwork quilt of common law, statutory frameworks, and agency rules. Such regulation is made more challenging by the need for better quantification of pumping and use. These dynamics are exemplified through several case studies, including the first ever U.S. Supreme Court case related to groundwater withdrawals (set in the Eastern U.S.). As dynamics such as expanded irrigation, population increases, and ecological considerations influence groundwater use across the Eastern U.S., water use will continue to be an important driver for economic activity and interaction within and between states. To effectively regulate transboundary aquifers, governance solutions must incorporate current science into decision making and be implemented at local, state, regional, and federal scales.  相似文献

The U.S. Clean Water Act requires compensatory mitigation for wetland and stream damage through restoration of damaged aquatic ecosystems. We evaluate the North Carolina’s Ecosystem Enhancement Program (EEP), a state agency responsible for compensatory mitigation. We compare communities gaining and losing aquatic resources during mitigation, finding new types of socioeconomic disparities that contradict previous studies of mitigation program behavior. We find average distances between impact and mitigation sites for streams (43.53 km) and wetlands (50.3 km) to be larger in North Carolina than in off-site mitigation programs in other regions previously studied. We also find that aquatic resources in the State are lost from urbanized areas that are more affluent, white, and highly educated, and mitigated at sites in rural areas that are less affluent, less well educated, and have a higher percentage of minorities. We also analyze the relationship between urban growth indicators and EEP accumulation of compensation sites. Growth indicators and long-term population projections are uncorrelated with both projected transportation impacts and advance mitigation acquired by the EEP, suggesting that growth considerations can be more effectively incorporated into the EEP’s planning process. We explore the possibility that spatial mismatches could develop between watersheds that are rapidly growing and those that are gaining mitigation. We make recommendations for ways that regulators incorporate growth indicators into the mitigation planning process.  相似文献

Recent research has focused on establishing the values of preserving biodiversity both in agriculture and in less managed ecosystems, and in showing the importance of the role of cultural diversity in preserving biodiversity in food production systems. A study of the philosophy embedded in cultural systems can reveal the importance of the technological information for preserving genetic biodiversity contained in such systems and can be used to support arguments for the protection/preservation of cultural diversity. For example, corn or maize can serve as a paradigm of Native American thinking and can provide one of the few areas from which common philosophical conceptions can emerge. An examination of the cultivation of corn or maize as an agricultural activity and as a cultural activity in Native American literature reveals a philosophy that recognizes the importance of biodiversity and provides techniques for its preservation. Corn, and the food and the materials derived from it, is something thought out, not by specialists, but by the entire tribe and its ancestors, even if this thinking is done within what we might consider a framework of highly mythical notions. Importantly, this framework yields an understanding of both the genetics and nutrition of corn. A survey of these mythical notions (myths and stories) and agricultural practices makes this thought explicit and exemplifies the value of cultural diversity and biodiversity.  相似文献
