This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options.  相似文献

This article reviews and analyses the advancement of renewable sources of energy in Bangladesh and Thailand in terms of policy intervention and institutional settings. Since renewable forms of energy emit far smaller amounts of greenhouse gas compared with fossil fuels, their use should mitigate climate change impacts while contributing to the provision of energy services. The article turns first to a review of energy–environment trends and the potential for renewables in these two nations. It then discusses strategies for the advancement of renewables. It is argued that further significant efforts can be made towards the advancement of renewables in Bangladesh and Thailand. These two nations could also learn from the experience in industrialized nations and other developing nations with regard to requisite policy instruments and processes. A number of barriers remain to the advancement of renewables, especially in terms of policy arrangements, institutional settings, financing mechanisms and technologies. Resources, cooperation and learning are required in order to overcome such barriers and to foster the development of necessary policy measures. Implementation of the clean development mechanism (CDM) under the Kyoto Protocol, and replication and adaptation of effective strategies from other settings are possible avenues for this.  相似文献

Acid Deposition and Integrated Zoning Control in China   总被引:3,自引:0,他引:3  
China's rapidly growing economy is coupled with the consumption of large amounts of coal. An energy mix dominated by coal and inefficient energy utilization processes have led to increasingly serious problems of acid rain and sulfur dioxide pollution. Moreover, trends in the emissions of acidifying air pollutants lead to predictions of a very serious acid deposition problem in the future. In the absence of mitigating actions, these trends foretell a future of increasingly detrimental impacts to ecosystems in China and, potentially, to ecosystems in neighboring countries. China has implemented a two control zone (TCZ) policy, resulting in the establishment of acid rain and sulfur dioxide control zones, in an attempt to implement a cost-effective approach to mitigating acid deposition problems. While some short-term successes have resulted from management actions associated with the TCZ policy, it is clear additional measures and new policy directions are needed to reverse worsening acid deposition problems in the long term. To this end the following recommendations are presented: adjusting the primary energy mix, placing a greater emphasis on abating the effects of acid deposition, concentrating pollution control on large point sources, implementing an emission permit system for coal-fired power plants, utilizing an integrated approach in designing and evaluating control measures, and developing a greater research capacity. Research strategies must be developed that will lead to: (1) an improved scientific understanding of the sources of acidifying pollutants, their associated migration patterns, and their impacts; and (2) an identification of cost-effective mitigating strategies for the entire country.  相似文献

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

We assess the role of fossil fuel prices, energy efficiency, and carbon taxation in achieving climate policy goals using a dynamic general-equilibrium model of the Portuguese economy. Given the forecasts for international fossil fuel prices, improving energy efficiency and implementing a new carbon tax have significantly different economic and budgetary effects. Greater energy efficiency reduces emissions and has a positive economic effect, but increases public and foreign debt. A carbon tax reduces emissions at a cost for the economy, but leads to positive effects on public and foreign debt. Thus, it is important to pursue both strategies. We estimate that under the reference-price scenario, a steady energy efficiency gain of 2%–2.5% per year and a carbon tax of at least 35 € per tCO2 are needed to achieve the stated goal of reducing carbon dioxide emissions by 2030 by an amount equivalent to 40% of the emissions in 1990. These views were fully integrated in a proposal presented by the Commission for Environmental Tax Reform to the Portuguese Government in September 2014, and then discussed in Parliament in November 2014, before enacting a new carbon tax on 1 January 2015.  相似文献

Official statistics and surveys show that woodfuel is the dominant end-use of forest products especially in developing countries. This paper examines the end-use pattern and per capita consumption figures for selected developing countries. In terms of total energy requirements woodfuel, a renewable resource, is the third most important fuel after oil and coal, but may be the primary fuel in terms of number of actual consumers. The future consumption pattern is estimated for the developing and developed countries and it is anticipated that total woodfuel consumption may increase by about 2 per cent per year at least until the year 2000. The supply position shows that while present consumption of all forest products is more or less in balance with the increment of the growing stock, in certain areas the forest capital is being depleted to meet demand. Total demand is likely to double by the turn of the century. Therefore, plantations, especially of fuelwood, will have to be established if the growing stock is not to be depleted and if an energy crisis in developing countries is to be averted.  相似文献

Current projections estimating world population growth read in conjunction with corresponding projections of increased world energy consumption, point to electricity as the cleaner fuel of the future, especially because of its high efficiency and low levels of pollution. Due mostly to the fact that the electrical end-use devices are considerably more efficient than those using other forms of energy, most developed countries show decreasing curves of energy intensity as technologies become more sophisticated and shift over to increased reliance on electricity. It is therefore argued in this article that a gradual shift away from fossil fuels to electricity is a promising possibility to bring down global air pollution and emissions of greenhouse gases to acceptable levels. Examples are given of greater efficiency achieved by electrification. Overall gains in energy efficiency from the change over from fossil fuels to electricity, are possible even in situations where the electricity is generated by fossil fuel combustion, despite the loss of primary energy in the conversion process. The article also presents electricity generating projects designed for developing countries and countries with economies in transition. The generation of electricity from the combustion of renewable sources (biomass waste), fossil fuels, and other innovative methods are outlined.  相似文献

District heating (DH) is an important part of the Swedish energy system and one of the most important climate measures at the municipal level. The Swedish planning system gives a large amount of power to municipalities, thus leaving the regional level weak. Despite this, the DH systems in Stockholm have developed into regional systems; how has this development occurred and what made it possible? Regional and municipal strategies concerning DH and energy from 1978 to 2010 have been studied through Regional plans and comprehensive plans. The conclusions show that the municipal DH systems have grown and become interconnected, thus fulfilling one of the most important regional strategies: to expand and interconnect the systems to be able to build combined heat and power plants. This is not entirely due to the regional strategies, however; the local importance of the system, economic reasons and supply security are other explanations. The study shows that regional importance generally has grown, and thus also the regional focus on DH. As environmental and climate issues have risen on the agenda, the importance of DH from the municipal perspective has become more evident, as well as a shift from supply orientation to more focus on energy efficiency.  相似文献

In seeking to determine whether climate change mitigation strategies are effective, researchers and policy-makers typically use energy consumption as an indicator. UK government data show that energy use amongst the public is rising, despite measures to encourage energy conservation. Yet, research to date has not explicitly asked which actions the public are taking with the express intention of mitigating climate change. Using Stern's classification of impact-oriented and intent-oriented behaviour research, the research described in this paper examines both actions taken ‘out of concern for climate change’ and energy conservation practices amongst the UK public. The findings show a clear divergence between actions prescribed by policy-makers (i.e. energy conservation) and those taken by the public to mitigate climate change (e.g., recycling). Furthermore, those who take action to conserve energy generally do so for reasons unconnected to the environment (e.g., to save money). Regression analyses highlight the distinct determinants of these two behavioural categories. These findings imply that surveys using energy reduction as an indicator of public response to climate change falsely assume that these can be equated; consequently, they will provide a distorted picture of behavioural response. Possible reasons for the asymmetry of intentions and impacts, and policy implications, are discussed.  相似文献

Sustainability has become a major focus area within forest products industry. The European operational environment and national environmental steering in EU member states highlight the importance of sustainable development and the development of associated new management approaches to promote sustainability. This article reviews some key elements of sustainability management, covering examples of both Finnish forest products industry initiatives and public environmental steering at the European level. An assessment is made of the current situation and an outline of a future outlook for sustainability management, with special emphasis on bridging the gap between industry initiatives and environmental steering in the form of legislation, policies and strategies at the EU level.This study applied a hybrid approach comprising a review of EU sustainability initiatives, a policy and legal review and a questionnaire survey of forest industry actors. The results of the future outlook indicate that energy efficiency is perceived to be the most important focus area in addition to e.g. environmental and waste management and recycling. Less than half of the companies aim at applying sustainability management. Life-cycle management is also considered to be important whereas product-based approaches, climate change and local industrial symbiosis receive very little attention. All responding companies aim to integrate the principles of sustainability into their operations and most companies consider that life-cycle thinking, management and assessment are useful for them. Energy efficiency is identified as the most important focus area with energy and materials efficiency seen as the most crucial factors for the achievement of responsible competitive advantage and building of sustainable value-added. The findings indicate that sustainability and life-cycle management are not receiving enough management focus at the moment and neither is the industry receiving enough guidance at either the EU level or via national steering and regulatory frameworks.  相似文献

This paper reviews the evolution of energy use in Denmark since the early 1970s, in order to shed light on the future path of energy use in Denmark, with particular emphasis on the role of energy efficiency. Improvements in end-use energy efficiency reduced primary energy requirements in Denmark by 22% between 1972 and 1988. This change accounts for two-thirds of the decline in the ratio of energy use to gross domestic product that occurred during this time: the rest of the decline was caused by changes in the mix of goods and services produced and consumed by the Danes. Total energy savings achieved between 1972 and 1988 in Denmark ranked among the highest measured in any major OECD country. Overall, most of the energy savings in Denmark were brought about through improvements in technology. Short-term changes in consumer behaviour were significant in reducing energy needs for space heating and transport. An important stimulus for improved efficiency was higher energy prices, led in no small part by significant taxes imposed on small consumers of heating oil, electricity and motor fuels.  相似文献

This paper reviews the evolution of energy use in Sweden since the early 1970s to shed light on the future, with emphasis on the role of energy efficiency. Between 1973 and 1989 improvements in end-use energy efficiency saved 8% of Sweden's primary energy use and 24% of Sweden's delivered energy use. These savings were concentrated in the residential and manufacturing sectors, with important savings also occurring in air travel and the heating of commercial buildings. Despite these accomplishments, we found that Sweden was well behind Denmark, FRGermany, Japan and the USA in energy savings during this period. At the beginning of the 1990s Sweden exhibited one of the most energy intensive economic structures in the OECD. Sweden now faces many dilemmas that will influence future energy use: the role of nuclear power, pricing and taxation policies for fuels and electricity, the future of subsidies for housing and travel, the role of Sweden's energy intensive exports, and indeed the very lifestyle of the Swedes.  相似文献

Financial barriers are often cited as the principle impediment to the adoption of energy efficiency measures. Since 1976, the US Department of Energy's Weatherisation Assistance Programme (WAP) has provided state block grants for no-cost, low-income energy efficiency retrofits. Yet, millions of low-income American households lack affordable, reliable, and efficient energy access. The American Recovery and Reinvestment Act of 2009 boosted WAP's annual appropriation from $230 million to $5 billion, requiring states to explore innovate approaches to quickly increasing programme participation. Community-based energy programmes have shown success for overcoming various barriers and increasing participation in the adoption of energy technologies. This case study explores a community-based approach to scaling WAP-funded energy efficiency retrofits in a cluster of five urban, low-income, majority African-American neighbourhoods, known as the Green Impact Zone (GIZ), in Kansas City, Missouri. Findings from interviews with GIZ stakeholders suggest that local context is important to how energy efficiency participation barriers manifest. The targeted, community-based approach to WAP created institutional capabilities for increased recognition of participation challenges and facilitated opportunities for alternative solutions that may otherwise have been overlooked under the standard self-referral implementation of WAP. Lastly, effective implementation of WAP required policy workarounds that recognised the unique characteristics and needs of the target community.  相似文献

ABSTRACT: This study examines the extent to which knowledge deficits pose a significant barrier to public support for nonpoint pollution management strategies. Such barriers would obtain if all of the following conditions are present: (1) many in the public lack knowledge relevant to those strategies; (2) variations in knowledge are linked only to relatively unchanging personal attributes; and (3) individuals with more knowledge are more likely to support the implementation of management strategies. Each of these conditions is subjected to empirical analysis in this study. The findings reported here derive from a survey of citizens in Spokane, Washington, the site of a major 208 Water Quality Management Program study. The results of the survey indicate that: portions of the public have enough knowledge to evaluate technically based management strategies; sources of public knowledge are sufficiently elastic that both policy area concern and policy relevant knowledge can be elevated in the short run; and both knowledge levels and general attitudes are related to the public's specific water policy preferences. The study concludes that the apparent lack of knowledge among the public is not necessarily a significant barrier to policy implementation, and that support for implementation may be generated through both knowledge enhancement and the tapping of existing political orientations through the placement of emphasis upon the seriousness of water resource problems.  相似文献

This paper discusses climate, land, energy and water (CLEW) interactions in Burkina Faso. It shows that integrated assessments of resource use at the national level can provide important insights and benefits, especially for a resource constrained least developed country. Agricultural policy is shown to have strong implications for energy use, whereas energy policies are found to be strongly interrelated with water constraints. Without an integrated and coordinated approach, strategy and policy formulation efforts to increase energy, food and water security could become both incoherent and counter‐productive.  相似文献

Reaching the economic, environmental and sustainability objectives of all societies requires overcoming several major energy challenges; it necessitates rapid progress in multiple areas. The scenario pathways presented in this paper describe transformative changes toward these goals, taking a broad view of the four main energy challenges faced by society in the 21st century: providing universal access to modern energy for all; reducing the impacts of energy production on human health and the environment; avoiding dangerous climate change; and enhancing energy security. The overarching objective of the paper is to provide policy guidance on how to facilitate the transformation of the energy system to achieve these multiple energy objectives. Particular focus is given to the required pace of the transformation at both the global and regional levels, and to the types of financial and policy measures that will be needed to ensure a successful transition. Synergies and trade‐offs between the objectives are identified, and co‐benefits quantified. The paper makes an important contribution to the scenario literature by approaching the global transition toward sustainable development in a more integrated, holistic manner than is common in other studies.  相似文献

This paper presents potential energy savings by installing high-efficiency motors instead of existing ones and their impact on greenhouse gases emissions reductions. This research study of the energy efficiency of electric motors has been performed in a typical thermal power plant. In the literature, the focus has been mainly on separate and away electric motors from operating facilities. The important advantage of this paper over other studies is that it uses the actual motors’ efficiency in the evaluation. The gains both in terms of electrical energy savings and in terms of financial economy by using high-efficiency motors have been discussed. As a result, the energy saving can be expected as 12.6% at the operating rate. This excellent result also reduces greenhouse gas emission by 1,423 tons every year. The analysis of the data provided an overview on energy losses often generated by the degradation and rewinding of electrical motors. This study represents very encouraging results that will help energy managers of industrial plants to become more involved in energy efficiency strategies.  相似文献

This essay sketches out what a utilitarian should support when considering global warming along with what measures can be recommended to political leaders for utilitarian reasons. If we estimate the utility of the great advantages that any ambitious climate policy might create in the name of poverty reduction in the present, I will show how a decision can be made in favor of a vigorous climate policy based on such estimates. My argument is independent of the truth of the claims of climate sceptics. Until now, the debate has neglected the double effects of a vigorous climate policy that not only avoids risks of damages but also creates utility. In conclusion, three strategies of a climate policy legitimized by utilitarianism will be introduced: (1) Utilitarianism favors global emissions trading in comparison with a global CO2 tax. (2) Utilitarianism calls for this trade to be introduced while, at the same time, investments in renewable energies should be increased. (3) Furthermore, utilitarianism favors a policy that aims to slow down the rate of population growth.  相似文献

ABSTRACT: The on-farm economic effectiveness of government capital grants, subsidized interest rates, and the Canadian Wheat Board (CWB) delivery quota levels in terms of adoption and/or expansion of irrigation in Saskatchewan is tested. The annualized net income at 5 and 20 years of three representative farm types - a dryland grain farm, an irrigated grain farm, and an irrigated mixed farm - are used in the analysis. Tradeoffs between income levels and the risks associated with adoption/expansion of irrigation are evaluated using mean-standard deviation tradeoff and stochastic dominance. Risk differences arise due to reduced business risk through higher yields and increased financial risk through higher borrowing when adopting or expanding irrigation. Capital grants and subsidized interest rates are effective policy measures for dryland grain farms adopting irrigation because the farms are left in a similar risk position. However, these grants and interest rates are not effective policy measures in the medium run (5 years) for irrigated grain farms expanding irrigation because they lower the farm's risk efficiency. In the long run (20 years), the capital grants and subsidized interest rates need to be combined with open CWB delivery quotas before the risk position can be improved for irrigated grain farms expanding irrigation. Finally, the grants and interest rates need to be combined with increased irrigated hay production for risk efficiency to increase in both the medium and long run (5 and 20 years, respectively) on irrigated mixed farms expanding irrigation.  相似文献

This paper contributes to the current discussion on whether ‘soft’ regulation actually influences policy outcomes by examining the effects of national policy instruments on municipal climate and energy planning. Sweden has experienced shifts in the incentive context over the last decades complementing soft planning regulations with stringent conditions for getting national economic support to local energy and climate action. We hypothesize that when soft regulations are surrounded by detailed conditions for getting state support, there will be higher degrees of local institutionalization of climate and energy strategies. The importance of economic support as part of national policy is confirmed by evidence from local energy and climate strategies and from interviews with local decision-makers. We also find that specific municipal features such as earlier municipal engagement in national support programs and relevant inter-municipal networks function as drivers for the institutionalization of local action.  相似文献
