The ISO 14000 standards for environmental management systems (EMS) are voluntary standards intended to aid companies that wish to improve their environmental performance. The standards owe their existence, at least in part, to three widely shared views: (1) that existing environmental management systems are either inadequate or ineffective; (2) that companies will want to improve environmental performance for economic or social reasons; and (3) that governments and stakeholders will require companies to exercise greater control of the impacts to the environment through new regulations. ISO 14000 offers a solution—an ?integrated”? EMS, with components designed to effect sound management in any size organization and in any country. The standards are an embodiment of both the policy and practice of environmental management. This article is a consideration of the business implications of the ISO 14000 series of standards. How will a movement toward an integrated EMS be realized? Who will be in the best position to respond? ISO 14000 is a management system, and it carries with it business consequences.  相似文献

At long last, the ISO 14000 environmental auditing guidelines have been issued in final form and have been accepted in the United States and elsewhere as official national standards. The auditing guidelines consist of: Guidelines for environmental auditing—General principles (ISO 14010: 1996(E)) Guidelines for environmental auditing—Audit procedures—Auditing of environmental management systems (ISO 14011: 1996(E)) Guidelines for environmental auditing—Qualification criteria for environmental auditors (ISO 14012: 1996(E)) Unlike the environmental management system (EMS) standard (ISO 14001), the auditing guidelines are just that, guidelines. With ISO 14000 expected to roll out in 1996, have you begun to evaluate how well your current environmental management policy, programs, procedures, and objectives conform to published national and evolving global Environmental Management System (EMS) standards?. The ISO expects to adopt a final standard by mid-1996 which specifies requirements for an EMS (e.g., ISO 14001). In addition, national EMS standards have already been developed and published by organizations such as The British Standards Institute and, in the United States, NSF International, for example, BS 7750 and NSF 110–1995, respectively. The new environmental standard, ISO 14000, is due for issue in January 1996. The standard is designed to address environmental management systems, life-cycle assessments, and international labeling and auditing standards. A major issue facing ISO 14000 advocates is “How can proponents of ISO 14000 get their enterprise to implement it?” And once implementation is started, “What can be done to enhance its chances of success?” The answers to both of these questions may be discovered by examining the self-interest of the parties within the enterprise. These parties will rightly ask, “Why should I support ISO 14000 registration? What's in it for me?”. Today's business climate is more competitive than ever. This is particularly true in the international arena. As a result, the competition within an enterprise for funds (the budget process) is becoming tougher than ever. Management is not going to register under ISO 14000 because they are altruistic. Companies will decide to register only if it is in their own best interest. That means, only if the decision maker can defend the decision to critics. This article presents approaches to gain support within an organization for implementation of ISO 14000 and to improve the chances of success once implementation has begun.  相似文献

Two of the most frequently heard questions from environmental managers are “What should my company do about ISO 14000?” and “How can I use computer systems to reduce my staff's paperwork burden?” There are experts available to answer each of these questions, but thus far there has been little attention paid to how the two intersect and reinforce each other. Over the last few years, commentators on all sides of the environmental debate have (with a few exceptions) joined hands to pillory the traditional model of environmental regulation in this country. The catch phrase “command and control” has become emblematic of everything that was seen as being wrong with the old system. The current push for “reinvention” of environmental regulation reinforces the concept that although traditional methods have produced progress, they have outlived their usefulness. At the same time, ISO 14000 has emerged as one of the hottest topics in the environmental field—a form of reinvention of environmental management that has been embraced by many as the solution to an array of problems. While it is still early in the game, initial results indicate that when used effectively, ISO 14000 can be a powerful tool for the environmental manager. However, misuse of ISO 14000 could represent a throwback to command and control rather than a management tool for the new millennium. This article examines how this new tool fits into the evolving picture of environmental regulation and management.  相似文献

The debate concerning the environmental effectiveness of environmental management systems (EMS) based on ISO 14001 is still open and scholars have called for further studies that can explain the contrasting evidence in previous research. As a response, this study aims to contribute knowledge about the effects of ISO 14001-based EMS by presenting fact-based environmental data. The study focuses on changes in performance over a period of 12 years and includes both firms with an EMS (66 firms) and firms without one (50 firms). Consideration is given to the improvement efforts in the firms before EMS adoption making it possible to neutralize any selection effects where better environmental performance precedes ISO 14001 adoption. Analysis has been carried out using statistical methods for six different environmental areas. No statistically significant differences between certified and non-certified firms concerning the change in the rate of improvement could be found in any of the six areas. However, it can be suspected that EMS adoption has positive effects on energy use and waste production whereas the non-adopting firms seem to perform better concerning air emissions. These mixed results mirrors previous research, which is rather worrying considering the worldwide popularity of EMS based on ISO 14001 in industry.  相似文献

Environmental management systems (EMS) have been introduced globally to reduce environmental degradation issues brought about by industrial development. The research discussed in this paper is aimed at identifying the benefits and motivations of the implementation of EMS in compliance with the International Organization for Standardization (ISO) 14001 standard in Malaysian industries by using the pairwise comparison method. Experts in EMS from the Scientific and Industrial Research Institute of Malaysia were invited to participate in the research panel. Based on the experts’ input, data analysis was carried out by using multi‐criteria pairwise comparisons. The findings showed the ranked benefits and motivations of the implementation of the ISO 14001 standard for businesses. The results can indicate to policy‐makers and business advisors how businesses can be encouraged to implement the ISO 14001.  相似文献

Industrialization has brought with it environmental problems and the consequences of pollution, which has been affecting the world for decades. Immediate action is required to raise industry's awareness of its social responsibilities toward the environment. However, experience shows that companies that have obtained International Organization of Standardization (ISO) 14001:2015 certifications in Malaysia occupy but a small niche among the country's businesses. The purpose of this study is to assess the list of barriers and challenges to implementing and obtaining certifications under the ISO 14001:2015 Environmental Management System (EMS) by Malaysian firms. In addition, this study will rank these factors relative to their importance. This study is aimed at EMS experts at the Scientific and Industrial Research Institute of Malaysia (SIRIM QAS International Sdn. Bhd.). The study uses mathematical pairwise comparisons to generate the list of critical challenges and barriers. Therefore, the study is expected to raise environmental awareness among Malaysia's industries regarding the adoption of ISO 14001:2015 standards. Furthermore, the study provides a guideline for Malaysia's industries and policy‐makers to provide them with a better understanding of the barriers and challenges that companies face in implementing ISO 14001:2015 EMS, and at the same time, help them understand the need to eliminate the difficulties of standard implementation.  相似文献

In 1996, the International Standards Organization (ISO) completed work on an environmental management system (EMS) standard: ISO 14001. The standard involves only five required elements, spans less than five pages, and upon initial review, appears relatively uncomplicated. As well, many of the ISO 14001 requirements may already be present in an organization's existing EMS. Nevertheless, the new standard presents a number of challenges to industry implementation. Whether an organization aims to start from scratch in developing an EMS under ISO 14001 or modify its existing EMS to meet the ISO challenge, implementation requires careful planning and analysis. This article provides a summary of the planning required to implement ISO 14001 at the facility level, including the initial planning effort and the identification of significant environmental impacts, objectives, and targets. The aim will be to eliminate some of the “hype” associated with ISO and provide some practical “how to” guidance for implementing the standard. The discussion begins with an overview of the initial planning effort and then turns to key planning requirements.  相似文献

This article will focus on how a systems approach can be used as a strategic tool for environmental improvement that makes sense from a perspective of bottom-line financial performance. The author will discuss some real-world experience concerning how electric utilities are attempting to align environmental management more closely with business management theory and practice. The ISO 14000 standards have been proposed and, in many instances, finalized as global voluntary standards. How important will they be to the U.S. electric utility sector? ISO 14001, the EMS standard, has been promoted as a necessary “certificate” for those who sell products and/or services overseas. To meet the changing needs of 3M's expanding worldwide operations, its International Environmental Operations group is striving to enhance and integrate a global environmental management system. When well-designed, such systems not only can function to guarantee compliance with environmental regulations but also serve to help the company reap the benefits of going “beyond compliance.” They can also prepare facilities to meet the requirements of international standards, such as ISO 14000 or EMAS. An Environmental Management System (EMS) is a necessary step toward achieving sustainable development and gaining competitive advantage in the global marketplace. The challenge of constructing such a system can seem daunting to a multinational company confronted with the spectrum of regional environmental regulations/directives and its own diversity of business and social cultures. In recent years, significant advances have been made in business organization and management. The growing demands of clients as well as the globalization of world markets are among the many factors that have led to the establishment of systems of quality control and environmental management as a competitive strategy for businesses. When compared to other professional sectors, the construction sector has been slower to respond to environmental problems and to adopt Environmental Management Systems (EMS). In the world today the ISO 14001 standard is currently the main frame of reference used by construction companies to implement this type of management system. This article presents the results of a general study regarding the evaluation of the application of the ISO 14001 standard at civil engineering construction worksites in the Community of Madrid (Spain), specifically pertaining to requirement 4.4.1, Resources, roles, responsibilities, and authority. According to requirement 4.4.1, company executives should appoint people responsible for implementing the EMS and also specify their responsibilities and functions. The personnel designated for supervising environmental work should also have sufficient authority to establish and maintain the EMS. The results obtained were the following: - EMS supervisors did not generally possess adequate training and solid experience in construction work and in the environment. Furthermore, supervisors were usually forced to combine their environmental work with other tasks, which made their job even more difficult. - Generally speaking, supervisors were not given sufficient authority and autonomy because productivity at the construction site had priority over environmental management. This was due to the fact that the company management did not have a respectful attitude toward the environment, nor was the management actively involved in the establishment of the EMS. - Insufficient resources were allocated to the Environmental Management Unit. As a result, the application of EMSs in construction projects often appeared to be more of a formality, which was merely a way of maintaining the certification of the Environmental Management System. It was more a means of meeting the requirements for submitting a tender to contracting organisms rather than an indicator of any real commitment to improving the environmental performance of construction companies.  相似文献

Sustainable forest management (SFM) or ecosystem management is now the stated goal of forest managers in most countries. SFM takes a longer-term, broader perspective on forest values than timber production or the narrow multiple use regimes of the past. As a result of international activities including the International Tropical Timber Organization, the Ministerial Council on Protection of Forests in Europe and the Montreal Process for temperate and boreal forests outside Europe, there are now sufficiently specific and agreed principles, criteria and indicators (C&I) to guide policy makers towards SFM. To achieve SFM requires holistic assessments of forest management systems in terms of these C&I to ensure the delivery of sustainable outcomes across forest regions. This paper focuses on the implementation of SFM as defined by the C&I, and, in particular, how to identify needed reforms in forest management systems. The paper explains and evaluates the International Standards Organization's (ISO's) environmental management systems (EMS) ISO14000/EMS approach adopted for this purpose in Australia to assess the adequacy of forest management systems. The approach was applied as a key element in the regional forest agreements prepared to meet the Australian National Forest Policy Statement. The ISO14000/EMS, in conjunction with the SFM criteria, provides a systematic approach to assessing forest management systems to reveal the adequacy of the legislative, planning, implementation, monitoring and review of all-tenure forest management as required by SFM.  相似文献

The ISO 14001 implementation process among certified firms in China was examined by conducting a questionnaire survey distributed to all certified firms as of December 1998. Results showed that the ISO 14001-based environmental management system (EMS) has a significant effect on firms' daily environmental activities and performance. Recycling, natural resource consumption and released pollutants have been managed in a better way and, in some cases, pollutants have been reduced. The study showed that firms' main targets for adopting the system were to: enhance the firm's public image; enhance employees' environmental awareness; improve the EMS inside the firm; improve the environmental aspects and performance inside the firm; and improve relations with government offices and local citizens. ISO 1400-based EMS implementation showed that it is a promising tool for helping build a better partnership between three main stakeholders, government, local citizens and enterprises. The system has enabled firms to consider the role of the local people in a more effective way. For example, special consideration is given to involving local citizens in health and emergency preparedness during firms' daily environmental activities. Moreover, enhancing environmental awareness among the local citizens and giving more consideration to co-operation with other firms from the same industrial groups are reported by certified firms. Finally, there are strong demands for government support to build more reliable information systems, ISO 14001-related research, more incentives for eco-labelling and tax exemptions.  相似文献

For decades, industry has been the main source of pollution in China. Determined to make changes, the mainland Chinese authorities have decided to promote mechanisms that incorporate environmental concerns into the internal management of enterprises. This is manifested in the rapid adoption of the ISO14000 standards, including a significant increase in ISO14001 registrations in China. Thus, this study examined the environmental policy statements of 106 certified facilities in mainland China against a strict interpretation of the mandatory requirements of the ISO 14001:1996 standard and the nonmandatory ISO14004 requirements in order to shed some light on the implementation of environmental management systems in an emerging economic giant. It was decided to analyze the environmental policy statement because such a statement is a core element in the ISO system of environmental management of each facility and there are relatively clear and specific requirements on what an environmental policy statement shall include. An analysis of the contents of the environmental policy statements shows that conformance to the relevant requirements of both the mandatory ISO14001 standard and the nonmandatory ISO14004 standard is far from impressive and that the facilities in our sample seldom went beyond the minimum requirements. By using ISO14001 and ISO14004 conformance scores as the dependent variables, we found that conformity to ISO14001 and overall conformance to ISO14000 series can be explained to some extent by the degree of top management commitment, the experience with informal environmental management systems, and the form of ownership of the facilities.  相似文献
