Drivers of agricultural sustainability in developing countries: a review   总被引:1,自引:0,他引:1  
Agricultural development has been an effective instrument for poverty alleviation and economic development in developing countries over the latter half of the twentieth century, and over 80 % of rural people globally still depend on agriculture for their living. However, issues such as water availability, land degradation and an increasing dependence on chemical fertilisers and pesticides continue to be on-going threats to sustainable agricultural development. These threats are being driven by the pressing need to ensure food security in the face of rapidly growing and urbanising populations. Developing countries will therefore continue to need improved methods for planning sustainable agricultural development. This paper presents a review of agricultural sustainability assessment in developing countries. The review highlights some of the key weaknesses that persist in sustainability assessment and the need to consider not only indicators of sustainability but also the drivers that influence indicator behaviour. We argue that without a good understanding of the drivers of sustainability and their systemic relationships to indicators, sustainability assessments run the risk of focusing on symptoms without addressing underlying causes of adverse indicator trends. Drivers of agricultural sustainability in developing countries encompass a range of demographic, natural, socio-economic, political, institutional and management factors. Understanding these and their relationships to sustainability indicators is needed in order to develop agricultural development policy that supports sustainability. The paper presents a conceptual framework for guiding systemic agricultural sustainability assessment and agricultural development planning in developing countries that includes both sustainability indicators and drives, and considers the broad relationships between them.  相似文献

Despite supportive policy frameworks and increased environmental awareness, a growing body of evidence indicates that environmental sustainability is not central to planning and decision-making processes in land reform in South Africa. Increasing pressures on government to meet land reform targets, cumbersome and often inappropriate environmental assessment procedures, and a confusing multitude of laws all contribute to neglect of long-term environmental sustainability considerations in land reform. This is exacerbated by poor recognition of resource rights, a lack of proactive and pre-emptive environmental management plans, and insufficient implementation capacity. This paper argues that the early incorporation of environmental sustainability issues in pre-settlement and post-settlement land reform planning processes could significantly improve the environmental, social and economic outcomes of these projects. A simple, participant-driven environmental sustainability assessment tool is proposed to achieve these environmental and developmental goals.  相似文献

Many of Canada's ex-urban and rural areas face a daunting array of sustainability challenges. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed.  相似文献

This article examines local recovery plans that were created in response to the Wenchuan earthquake and then suggests ways that planners can better apply the concept of sustainability to the recovery process. We utilize a plan evaluation protocol to analyze 16 recovery plans in counties and towns that were severely affected by the earthquake. We also conducted semi-structured interviews with public officials and planners, with the qualitative data gleaned from these interviews being used to supplement the plan quality assessment. The results reveal that local recovery plans do not appear to have incorporated sufficiently the concepts of sustainability. We conclude the paper with the following recommendations: emphasizing sustainability as a policy priority during vision and goal development; developing solid databases and planning techniques; designing a diversified set of regulatory- and incentive-based policy tools suitable for local governments; enhancing social and institutional learning; and further integrating multi-level and interagency governmental units.  相似文献

Sustainable urban water infrastructure planning is vital for all cities in developing countries, where rapid urbanization has exacerbated the increasingly burdened environment. Water sustainability is a prerequisite for economic growth, social equity, and living quality in urban areas. This paper documents the current challenges and summarizes the solutions adopted in water infrastructure planning and management. Then, case studies of how multilateral financial institutions have promoted sustainable water infrastructure planning through economic appraisal and the novel approaches adopted for sustainable water infrastructure planning and asset management, are presented for the three cities of Jiaozhou, Cixi, and Fangchenggang. Conclusions are made based on the comparison and analysis of the experiences drawn from the case studies of how economic analysis could help promote sustainable water infrastructure planning and management. It is illustrated that economic analysis that considers ecosystem services supply should be employed more in water infrastructure planning, operation, and management in China.  相似文献

This paper offers a reflection on 15 years of policy change in the City of Cape Town aimed at fostering sustainability from the perspective of a City practitioner. The persistent continuation of unsustainable outcomes, despite ongoing policy reforms, is understood as a combination of the emergence of wicked problems, within a changing local government mandate, in the absence of a transformation of institutional structures, tools and approaches. While the approach to policy reform in Cape Town has focussed on reducing substantive uncertainty through its knowledge-based approach, we show that in the context of an expanding local government mandate, sustainability becomes an aspect of many departments’ directive resulting in strategic uncertainty. The untransformed traditional line-function-based structure of local government in turn works against integration between departments (fundamental for addressing non-linear wicked problems), thus promoting institutional uncertainty. In addressing this combination of strategic and institutional uncertainty, our findings indicate that integration has to happen in the policy stage in order for sustainability principles to be implemented in relevant departments; that implementation requires resourcing across the institution, and ought to be included in departments’ targets; and that competing and conflicting rationalities underpin the policy–practice gap. It is suggested that a first step in breaking down the strategic and institutional uncertainties would be to foster shared values through creating deliberative spaces within the City in which debate, discussion and learning can occur.  相似文献

Making the transition to a green economy is a major policy driver in the UK and other countries. Entrepreneurs are suggested as being at the forefront of this transition and as a driving force for sustainability. These “green entrepreneurs” may represent a new type of entrepreneurial behaviour combining economic, environmental and social aims. In this paper, we present empirical work conducted with green entrepreneurs in the UK green building sector. Buildings have significant impacts on the environment, both in terms of materials and post-construction energy demands. Drawing on sustainability transitions theory, we examine the role of green entrepreneurs in affecting change and suggest that green building niches are less consensual than previously theorised. In theorising green entrepreneurs, we also point to the need to consider them within wider networks of activity rather than as lone actors and the implications this has for policy.  相似文献

This article presents a critical reflection on the theory and practice of social sustainability in the built environment, identifies areas of agreement and disagreement, explores theoretical and conceptual gaps and challenges, and suggests practical implications for future research and urban policy. It argues that despite revisionist approaches which challenge the tripartite structure of sustainable development, social dimension of sustainability remains an essential valid pillar. Utilising a qualitative meta-analysis methodology for undertaking critical analysis of previous research and publications on the topic, key themes of theory and practice of social sustainability are identified and critically examined. Accordingly, 10 key formative characteristics of social sustainability and their research and policy implications are introduced. The article concludes with institutional observations for policy-makers to achieve greater success in addressing largely underestimated dimensions of social sustainability in urban settings.  相似文献

When planning interventions, water and land resource managers increasingly need to take the opinions of stakeholders into account. In the present study, stakeholders’ concerns in a multifunctional water system are assessed, with a focus on the debate about the sustainability of irrigation projects in stressed and competing water contexts. The selected case study pertains to the Segarra‐Garrigues irrigation canal (Spain), the promotion of which has generated social debate and mobilization, as well as pronouncements from European authorities for ensuring its environmental sustainability. Data was collected through semi‐structured interviews and analysed by means of a new codification system for identifying the affinities and conflicts arising from existing water demands. Results show that sustainability concepts are more present in civil society than in public administration and private services or the rural community. However, social sustainability and environmental sustainability are a priority for most stakeholders, while the economic perspective of sustainable development has been conditioned by the first two. These results can be used by relevant authorities as a first step in customizing their interventions, as they provide a clear initial idea of what stakeholder priorities are in the framework of sustainable development.  相似文献

The advent of democracy in South Africa in 1994 has resulted in a radical law reform process, new systems of governance, and significantly transformed planning and decision-making processes. At the same time, principles of sustainability, integration, participation, social and environmental justice have also been placed squarely on the South African political agenda. Local government has become the intended focal point for addressing the socio-economic needs of local communities and sustainable service delivery, with the principal tool for achieving these developmental objectives the Integrated Development Plan (IDP). This paper examines the available policy frameworks, including those at the national level, guiding incorporation of environmental sustainability considerations into IDPs and highlights difficulties of achieving this in practice. Ideas for moving beyond rhetoric to practical mainstreaming of environmental sustainability considerations in IDPs are provided.  相似文献

This paper provides a critical overview and analysis of the student-led fossil fuel divestment (FFD) movement and its impact on sustainability discourse and actions within US higher education. Analysing higher education institutes’ (HEIs) divestment press releases and news reports shows how institutional alignment with cultures of sustainability and social justice efforts played key roles in HEIs’ decisions to divest from fossil fuels. Key stated reasons for rejection were: minimal or unknown impact of divestment, risk to the endowment, and fiduciary duty. Participant observation and interviews with protagonists reveal the intricate power structures and vested business interests that influence boardroom divestment decision-making. While some HEIs embrace transformative climate actions, we contend that higher education largely embraces a business-as-usual sustainability framework characterised by a reformist green-economy discourse and a reluctance to move beyond business-interest responses to climate politics. Nonetheless, the FFD movement is pushing HEIs to move from compliance-oriented sustainability behaviour towards a more proactive and highly politicised focus on HEIs’ stance in the modern fossil fuel economy. We offer conceptual approaches and practical directions for reorienting sustainability within HEIs to prioritise the intergenerational equity of its students and recognise climate change as a social justice issue. Fully integrating sustainability into the core business of HEIs requires leadership to address fundamental moral questions of both equity and responsibility for endowment investments. We contend that HEIs must re-evaluate their role in averting catastrophic climate change, and extend their influence in catalysing public climate discourse and actions through a broader range of external channels, approaches, and actors.  相似文献

In the Wasatch Range Metropolitan Area of Northern Utah, water management decision makers confront multiple forms of uncertainty and risk. Adapting to these uncertainties and risks is critical for maintaining the long‐term sustainability of the region's water supply. This study draws on interview data to assess the major challenges climatic and social changes pose to Utah's water future, as well as potential solutions. The study identifies the water management adaptation decision‐making space shaped by the interacting institutional, social, economic, political, and biophysical processes that enable and constrain sustainable water management. The study finds water managers and other water actors see challenges related to reallocating water, including equitable water transfers and stakeholder cooperation, addressing population growth, and locating additional water supplies, as more problematic than the challenges posed by climate change. Furthermore, there is significant disagreement between water actors over how to best adapt to both climatic and social changes. This study concludes with a discussion of the path dependencies that present challenges to adaptive water management decision making, as well as opportunities for the pursuit of a new water management paradigm based on soft‐path solutions. Such knowledge is useful for understanding the institutional and social adaptations needed for water management to successfully address future uncertainties and risks.  相似文献

The premise of this article is that prevailing planning theory has emerged primarily from a Newtonian (modernist) social context and is not well integrated conceptually with current developments in sustainability theory as represented by its various contributory disciplines. Approaches in the biophysical sciences, for example, are increasingly based on nonlinear, complexly interrelated conceptions of revolutionary development, whereas planning approaches are typically more compartmentalised, mechanistic and linear in character. To construct more workable linkages for local community/environmental planning, revolutionary theory is employed in this article to deal with the epistemological and methodological differences indicated. The proposed synthesis combines mutually reinforcing conceptions of epistemology, cultural pluralism, community and progress. Implications for practice of local planning are drawn with reference to the long-term goal of socioenvironmental sustainability, defined as a balance of economic, environmental and equity considerations.  相似文献

Increasingly commonplace in cities, extreme heat events introduce multi-stress vulnerability, affecting people’s health and well-being, financial situation, mobility, social relations, and access to basic services. Planning to reduce heat vulnerability has become part of government business and to some extent community-level responses, cutting across a number of sectors including public health, emergency management, social services, critical infrastructure, and housing. This planning is often framed around heat as an emergency, focusing on preventing loss of life and severe health impacts, yet a vulnerability perspective also draws attention to the chronic and persistent impacts of heat. Our research, based on interviews and desktop research in Melbourne, Australia, found tensions between addressing heat as an emergency and heat as a source of chronic stress, with emergency responses taking precedence over responses addressing the chronic dimensions of heat. Each approach results in different but nonetheless related programmatic priorities for reducing vulnerability. In complex institutional settings, improving relations between policy and programme managers, non-government organisations, and vulnerable people themselves would enable the multiple stresses associated with extreme heat to be more effectively addressed. Policy and institutional responses that better appreciate the interconnections between the emergency and chronic aspects of heat would likely reduce vulnerability and contribute to more just approaches to urban sustainability.  相似文献

Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development planning. However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.  相似文献

The social and institutional context of infrastructure planning has shifted tremendously over recent decades. From top–down implementation, infrastructure planners are now forced to incorporate the demands and wishes of citizens and other external stakeholders. This paper adopts the analytical perspective of institutional work to analyse how a number of Dutch infrastructure planning organisations try to remain in control over these changes in their institutional context. Building on social systems thinking, this paper distinguishes three environments in which this control can play out: the internal environment over which an organisation has complete control, an external environment over which an organisation has little control and a transactional environment where the organisation, through its interactions with other actors, can influence institutional development. The paper concludes that while most forms of institutional work applied by the infrastructure planning organisations under study aim to change the organisations’ interactions with stakeholders, the forms of institutional work are predominantly located within the internal environment of planning organisations.  相似文献

To be considered as sustainable, a mining community needs to adhere to the principles of ecological sustainability, economic vitality and social equity. These principles apply over a long time span, covering both the life of the mine and post-mining closure. The legacy left by a mine to the community after its closure is emerging as a significant aspect of its planning. Progress towards sustainability is made when value is added to a community with respect to these principles by the mining operation during its life cycle. This article presents a series of cases to demonstrate the diverse potential challenges to achieving a sustainable mining community. These case studies of both new and old mining communities are drawn mainly from Canada and from locations abroad where Canadian companies are now building mines. The article concludes by considering various approaches that can foster sustainable mining communities and the role of community consultation and capacity building.  相似文献

Non-sustainability of programmes and projects has become an overriding concern for the water supply and sanitation sector. Poor programme conceptualization, unimaginative planning, use of inappropriate technologies and rigid management approaches have contributed to high rates of programme failure. Five major water supply programmes undertaken during the UN Water Decade in the Western Sudan were analysed for their management approaches, appropriateness and sustainability. Results prompt the conclusion that sustainable projects need to adopt an adaptive and flexible management approach and to employ a conceptual framework which emphasizes community management, the empowerment of women, selection of appropriate low cost technologies, built in operation and maintenance strategies, cost recovery and institutional support to government.  相似文献
